OPENS OFF THE COAST OF GRAYTON BEACH, FLORIDA BY TONYA PIPPIN
T
he permanent sculpture exhibit, which lies at a depth of 50 - 60 feet, is the perfect blend of creativity, eco-tourism, and environmentalism! Within an hour of deployment, schools of fish were seen swarming the sculptures. This public space, which is less than a mile off the South Walton coast, is free of charge for all visitors and is a collaboration between the Cultural Arts Alliance of Walton County (CAA) and the South Walton Artificial Reef Association (SWARA), with support from the National Endowment for the Arts, the Alys Foundation, and Visit Florida.

In 2017, the CAA and SWARA sent out an international “Call to Artists” for consideration in the 2018 inaugural undersea installation. Four media were allowed for the sculptures – concrete, limestone, stainless steel, and aluminum. Each sculpture is attached to a base; combined, each installation weighs approximately 6,000 pounds. This will form an artificial reef which will attract marine life, divers, boaters, and kayakers for years to come. Seven sculpture designs were selected by a jury and include “Propeller in Motion” by Marek Anthony, “Self Portrait” by Justin Gaffrey, “The Grayt Pineapple” by Rachel Herring, “JYC’s Dream” by Kevin Reilly, “SWARA Skull” by Vince Tatum, “Concrete Ropes Reef Spheres” by Evelyn Tickle, and “Anamorphous Octopus” by Allison Wickey. These selected artists received stipends for their artwork and additional money toward shipping costs.

his eco-tourism exhibit will not only attract divers and art lovers from around the globe, it will also create a habitat for local marine life as well as provide marine scientists, ecologists and students an opportunity to study marine life within the Gulf of Mexico's artificial reef ecosystem. Sculptures will be added annually to the one-acre permanent patch of seabed. Applications are currently being accepted for the 2019 deployment. in Inlet Beach, Florida Steve and Bridget Neidhart enjoyed a long history of coastal property ownership before embarking on building their dream home in Inlet Beach, Florida. Aptly named, their beach house Emotional Rescue exudes elements of the coastal lifestyle we all depend on for a reprieve at the beach. The Neidharts' intimate involvement in the design of the home included a desire for significant emphasis on outdoor living. How did you discover 30A? Tell us about your first visit to 30A. We discovered the area in 2007 and purchased a condo in Sandestin during our first visit. It took several more years to explore 30A as Bridget and I were both working so our infrequent visits were consumed by enjoying Sandestin. In 2010, we went for a road trip and turned onto 30A from 98 on a whim. We immediately realized that we had discovered something special as we were blown away by the coastal dune lakes, WaterColor, and Seaside. We knew we would eventually live here.

The home site you selected for building your dream beach home is notably large for our area, allowing for the impressive outdoor spaces you designed. Tell us a bit about the selection process of your unique site? Our first purchase on 30A was a home in Seagrove in 2010. We loved the house, but we knew pretty quickly that it was a placeholder until we found a more perfect location. The Seagrove house was about 1 mile from Seaside, which wasn’t bad, but we decided we wanted to be a little closer to the restaurants and bars of either Rosemary or Seaside and we knew we wanted more space. We also decided it would be fun to build a house so that we could incorporate everything that the Seagrove house didn’t have - great views and spacious indoor and outdoor areas large enough to accommodate large groups of family and friends. So we started looking at lots. That's when we discovered Inlet Beach. The lot on Walton Rose was perfect in every respect, so we purchased it within a year of buying the Seagrove house.

I knew we planned to rent the house for part of the year, so before I started designing, I contacted our Seagrove house rental manager and asked him to share what he believed to be the characteristics of the perfect rental house. Then, over the next year Bridget and I were like sponges, accumulating design ideas from different houses and researching design magazines until we thought we had everything we needed to begin. We wanted great views, but being several tiers back from the Gulf we knew we would have to build high to get them. We dislike the boxy “skyscraper” look of many of the taller beach houses on 30A, but we were fortunate to have a large enough lot to be creative in our design approach. We chose to taper the house down from left to right and front to back to give it a more natural look. We wanted a seamless transition from our first floor indoor to outdoor space, so we incorporated a slider that disappears into the wall to create the feeling of a continuous room from inside to outside. We also designed a roll-up-garage-style window in the first floor kitchen to open up that area to the outdoors as well. We ended up with three separate living spaces in the pool area, affording ample space for large groups.

How has your family personally enjoyed the outdoor spaces? What are your favorite memories spent outside at Emotional Rescue? Our favorite day in Inlet Beach consists of enjoying an afternoon at the beach with friends, swimming in the pool, watching the sunset from our tower, and then retreating back to the first floor lawn for an evening around the firepit.
What have been the highlights of living in Inlet Beach? Inlet Beach is close to everything we need Rosemary Beach, shopping, golf, the beach, etc. It has a real neighborhood feel as more folks live there year round than in other locations on 30A, which has resulted in many great friendships that we’ll take with us even after we leave. We love going to the beach and finding no one else there, only to look down the beach and see the crowds filling the beaches in neighboring Rosemary. Finally, our favorite experience is walking back from Rosemary in the evening after dinner. When we walk through the gate in Inlet, the entire night sky opens up and we see stars everywhere.

I started playing as a boy. Before me, my grandfather played. Back in Granddaddy’s day, the accordion was not just “an” instrument, it was “the” American instrument. The accordion caused ladies to swoon, men to fall into jealous rages, and caused international spies to jump through glass ballroom windows. Once upon a time, the accordion was exotic and elegant. You could watch primetime television and see stately gentlemen like Myron Floren, grinning at the camera, wearing a four-hundred-pound apparatus strapped to his chest. But times have changed. Most folks don’t even know who Myron Floren is. Today, accordion-playing ranks on the “lameness scale” somewhere between identitytheft and dentistry. Anyway, not long ago, I was playing accordion at a Cajun music concert. I saw a man in the audience who kept smiling at me. There was something about him. He stood beside the plywood stage, eyes on me. He was white-haired and used a walker. His daughter was beside him. After the show, he approached me. “I used to play the accordion,” he said. His whole body was shaking from Parkinson’s. The man went on, “I played when I was in the Army. Started with piano, but I wanted to be like Myron Floren, so when we were in Germany, I bought one.” He taught himself to play. He’d stay up until the wee hours, practicing with a radio.

Planning on building or renovating in Walton County? by Chris Burch
Include the government permit process in your timeline.
Y
our architect is nearing completion of plans for your new build or renovation project, and you have a pretty good idea how long construction should take once ground is broken. As you plan your project start date, a critical factor to include is the time needed to move through the Walton County Planning and Building Departments to obtain required permits. Walton County continues to grow at lightning-speed. The area was listed as the sixth fastest growing county in the nation (change from 2016 to 2017) by the news website Business Insider. Since 2016, approximately 3,700 new single-family homes have been permitted in Walton County, and inventory of readily available lots is shrinking. Furthermore, a number of buildable residential lots have been picked over and are less desirable. Many vacant lots sit in flood zones, contain wetlands, or present other challenges that make the land more expensive to develop. In addition to construction on existing vacant lots and the development of new subdivisions, there are trends toward renovation of existing residences and the tear down of existing structures to make way for new construction.
Most general contractors work in conjunction with architects and engineers to manage the building permit process for property owners; however, several local firms specialize in walking property owners through the planning and building permit process. The Walton County Land Development Code contains requirements for setbacks, parking, storm water management, preservation and natural resource protection, floodplain management, and other considerations that must be addressed during the planning review process.
Local county government officials are working hard to appropriately manage growth while keeping up with building demand. The County enacted an initiative to update both the Comprehensive Plan and Land Development Code, with the goal of reconciling inconsistencies between these documents while preserving and enhancing quality of life in our physical and natural environments. Regardless of structure type, Walton County officials must review and approve projects prior to construction. Some permits, such as those for interior remodels, may be approved in less than one week because the Planning Department is not involved. On the other hand, construction permitting on some single-family lots can take from one to three months, depending on the complexity of the criteria that must be met at specific locations. Under most circumstances total permitting time takes approximately two months, but keep in mind that certain properties and plans may take considerably longer to complete all the steps. 30 | Summer 2018

Below is a checklist of the major requirements to apply to the Walton County Building Department. Depending on lot location, some or all these items must be addressed. Consider these issues during lot selection. Some affect the complexity and time required for permitting. Some impact the actual buildable area and construction cost for a single-family residence.

Once the Planning Department has approved the plans, you can submit to the Building Department by completing their specific checklist. The Building Department will review construction plans for code compliance and issues. They have been turning permits around in approximately 1-2 weeks. If you plan to purchase a lot in South Walton and build a single-family residence, it is highly recommended that you consult with one or more of the following professionals: a realtor, architect, surveyor, engineer, or general contractor who is versed in Walton County planning and building codes.
Although this article is not exhaustive, I hope the information will help you set realistic expectations as you work through plans, checklists, timelines, and the permitting process. Permit tasks may seem daunting to navigate, but these requirements are in place to help our area grow while maintaining its unparalleled beauty, protecting public safety, and respecting nature and wildlife. Wire fraud has been a steadily growing issue in the real estate industry for years, and is now more prevalent than ever before. Together with the American Land Title Association, we have put together some very important information to help keep you safe from wire fraud. Every day, hackers are stealing money by spoofing email wire transfer instructions to people who are involved in a transfer process. Criminals use malware to infect computers and phish information about ongoing transactions. They then use a similar email address with company logo and info to request the wire transfer. The message appears to come from your agent or title company, but it has a fraudulent bank account number. Setco Services has Cyber Insurance to protect our clients and their funds should foul play come to pass, but we highly encourage everyone to take the following precautions to heart when preparing to engage in wire transactions:
1. Use Personally Verified Phone Numbers Only Confirm your wiring instructions using a verified phone number before transferring funds. Don't use phone numbers or links from an email. Only use phone numbers that you have received from the agent or company with whom you’re doing business with.
If you think you’ve been targeted by a wire fraud hacker, please follow these steps: 1. Immediately call your bank and ask them to issue a recall notice for your wire. 2. Report the crime to www.lC3.gov. 3. Call your regional FBI office and police.
Detection within 24 hours is your best chance at recovering stolen funds.
