Achieving the Millennium Development Goals in an Era of Global Uncertainty In recent years the Asia-Pacific region, along with the rest of the world, has been assailed by a series of global crises, first the energy and food crises, and more recently the financial and economic crisis – all of which have presented threats to development and to the achievement of the Millennium Development Goals (MDGs). This report assesses the likely impact. First it tracks progress towards the Goals on the basis of data collected prior to the economic crisis on 21 out of the 60 official MDG indicators. Then it considers how this progress might be hindered by recent events. Drawing from the lessons of the crisis, the report also explores measures to make regional economies more socially resilient to economic cycles.

Green Growth, Resources and Resilience: Environmental Sustainability in Asia and the Pacific, 2010: Preview The report is produced jointly by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Asian Development Bank (ADB) and the United Nations Environment Programme (UNEP). It is the sixth in a series of reports produced every five years by ESCAP for the Ministerial Conference on Environment and Development. It is also the third in the ADB’s Asian Environment Outlook series. This year, the report will complement a UNEP report: Resource Efficiency: Economics and Outlook for Asia and the Pacific (Canberra, CSIRO Publishing, forthcoming). The report will provide new insights into regional use of key resources, and what that means for economies in the Asia-Pacific Region.

Institutional Changes for Sanitation: Discussion Paper on the Institutional Changes Required to Achieve the MDG Target on Sanitation Policymakers in the region are more aware than ever of the economic, social, health and environmental benefits of adequate sanitation. Various efforts have been made to raise the political profile of sanitation, through a United Nations General Assembly resolution (No. 61/192) that declared 2008 the International Year of Sanitation, regional high-level sanitation conferences (SACOSAN and EASAN) and close monitoring of the related Millennium Development Goal targets. This improved understanding is also demonstrated by a wide array of institutional changes, undertaken during the past five years in countries that are lagging behind. This report presents the institutional progress made in selected member countries towards achieving sanitation goals, as reported in an ESCAPled survey. Institutional progress consists of changes in administrative, legal and financial rules and practices that have been made with sanitation goals in mind. It also includes the “slow-moving� institutions, which are social norms and practices, general awareness of the public and the ensuing demand for sanitation services. The Asia Pacific Disaster Report 2010: Protecting Development Gains Reducing Disaster Vulnerability and Building Resilience in Asia and the Pacific Asia and the Pacific is a region vulnerable to natural hazards of almost every kind – from earthquakes to droughts, from floods to tsunamis. And with the prospect of climate change, the situation could become even more hazardous. The risks depend, however, not just on natural phenomena but also on the political, economic and social environment in which disaster events occur. Water Resources Series No. 86: Developing Innovative Strategies for Flood-Resilient Cities: Policy Options for Effective Implementation of the Hyogo Framework for Action in Asia and the Pacific This report consists of four sections: An overview of issues and challenges in managing urban flood risks which reviews socio-economic impacts of flooding. Impacts of urban development on flood risks are described in the context of adapting to climate change. A synthesis of recent developments in innovative strategies for effective urban flood management. Case studies of innovative strategies for effective urban flood management. Policy options derived from collaborative work on urban flood management and the regional expert consultation. The "adaptive management framework" is described as an approach to minimizing urban flood risks. Application of the framework improves understanding of each local situation, the effective use of resources and the flexibility in dealing with diverse situations. The concept of "transitioning towards water-sensitive cities" offers guidance for urban development planners in making informed decisions on investments, capacity development and institutional reforms that lead towards sustainable urban water management. The report also highlights the importance of an enabling environment that is characterized by conducive socio-economic conditions, effective governance and institutional structures, resilient communities, and policy frameworks for disaster mitigation in general and urban flooding in particular. Case studies from the region illustrate different development scenarios in policy formulation for effective urban flood mitigation. Economic and Social Survey of Asia and the Pacific 2010: Year-end Update – Maintaining Growth Amid Global Uncertainty The Year-end Update 2010 takes a stock of the recovery of the region’s economies from the Great Recession of 2008/09 and emerging challenges since the publication of the Economic and Social Survey of Asia and the Pacific 2010 in May 2010 and provides recommendations on appropriate responses for policymakers in the region. The Update finds that 2010 has seen an impressive recovery of the region’s economies led by the large economies of China and India. But the region is faced with a weakening of growth in the developed economies that affect the pace of recovery. Furthermore, as forewarned in the Survey 2010, some economies of the region are facing a deluge of short-term speculative capital flows causing their exchange rates to appreciate, asset bubbles to form and price pressures to build up especially of food. The Update then summarizes the short-term and medium term policy priorities for the region.

Financing an Inclusive and Green Future: A Supportive Financial System and Green Growth for Achieving the Millennium Development Goals in Asia and the Pacific The

Asia-Pacific region has made considerable progress towards the Millennium Development Goals (MDGs). The rapid economic growth achieved in many countries of the region has helped lift millions of people out of poverty. Governments have made substantial investments in education and health services and in protecting their most vulnerable people. Nevertheless, the region is still off track on many crucial MDG indicators, including child and maternal mortality. In many countries, economic achievements have also had environmental costs. The situation could deteriorate further as countries put greater pressure on their natural resource base, which could undermine many existing MDG achievements. Moreover, the lack of environmental sustainability can increase the economic vulnerability of the region, including in terms of energy and food security, as experienced with the food and fuel crisis in 2008. Financing an Inclusive and Green Future considers the challenges the region faces for achieving these Goals and shows that they are still within reach, given sufficient determination and financial resources. It starts by estimating the financial needs of the region for closing the gaps in achievement of the MDG targets and identifies potential sources for those funds at national, regional and international levels. It also shows how Asia and the Pacific can take the lead in developing a more inclusive and development friendly financial system that will reach out to the millions of 'unbanked' - providing them with the opportunities and security of a well functioning financial system. Finally, the report discusses challenges -including technology and finance- for promoting growth that is inclusive and sustainable -green growth- that will help the region achieve the Millennium Development Goals.

MPDD Policy Briefs, No. 4, Aug 2010: The European Debt Crisis: Implications for Asia and the Pacific The MPDD Policy Briefs analyze contemporary macroeconomic policy challenges facing the ESCAP region. The series aims at generating a forwardlooking discussion among policy planners, researchers and other stakeholders to help to forge political will and build a regional consensus on the needed policy actions and pressing reforms. Asia-Pacific economies are increasingly concerned about the impact of the public debt crisis in a number of European economies. The Brief explains that while the Asia-Pacific region at present has not been affected to a substantial degree by the spillover from the European debt crisis, there remains cause for considerable concern, as the crisis has the potential to worsen in the coming months. In this climate of uncertainty, the Brief recommends that policymakers in the region should adopt a number of measures to protect themselves against any resulting contagion. The Brief also analyzes some of the immediate policy implications of the debt crisis for the Asia-Pacific regional integration process, drawing lessons from the experience of the European model of integration in dealing with the crisis.

MPDD Policy Briefs, No. 5, Sep 2010: Costing MDG Gaps in the Asia-Pacific Although the Asia-Pacific region has made significant progress towards the Millennium Development Goals (MDGs), most of its countries are still off-track on one or more indicators. This policy brief examines what would it take for countries in the Asia-Pacific region to meet their MDG targets by 2015. It first focuses on the income-poverty gap which continues to persist despite high rates of growth. It then goes on to provide estimates of the resources needed for closing the MDG gaps in the areas of education, health, nutrition and sanitation. It concludes with a few remarks on policy challenges in the light of the findings.

MPDD Policy Briefs, No. 6, Nov 2010: Asia-Pacific Perspectives on the G20 Agenda On 25-26 October 2010, ESCAP organized a high-level consultation on the agenda of the G20 Seoul Summit, in response to the request to facilitate discussion of non-G20 perspectives, made by this year’s G20 chair, the Republic of Korea during ESCAP’s 66th Commission session in May 2010. At the consultation, representatives of 26 ESCAP member countries discussed key issues related to growth and recovery, narrowing development gaps, financial stability and reforms in global governance. It was co-chaired by the central bank governors of Nepal and Bhutan and the economic advisor to the Prime Minister of Mongolia. One of the key messages of the consultation was that the achievement of the MDGs and narrowing of development gaps have a central place in achieving strong, sustainable and balanced growth in the post-crisis world. Concerns were also raised about easy monetary policy in the advanced economies leading to massive short-term capital flows and commodity prices volatility. Welcoming the Republic of Korea’s initiative, delegates also underlined the importance of regular consultation through the United Nations and its regional commissions, so as to allow all States, especially smaller States, which comprise the majority of the UN membership, to have opportunity to raise issues of concern to them. MPDD Working Papers, No. WP/10/07: Towards Inclusive Financial Development for Achieving the MDGs in Asia and the Pacific Financial development enhances domestic resource mobilisation and also allows these resources to the most productive uses. While there is little doubt that financial development leads to higher economic growth which may then lead to poverty reduction, financial development in itself will allow developing countries to achieve the Millennium Development Goals (MDGs). We will argue in the paper that a more relevant dimension of financial development that is important for the achievement of the MDGs is inclusiveness of the financial system. We will develop concepts and measures of inclusive financial development and show that measures of inclusive financial development are positively correlated with progress towards the attainment of MDGs. We will also present evidence of how inclusive financial development can contribute to reaching the MDGs. Finally, we will discuss some analytical principles and issues relating to inclusiveness in financial development.

The concluding part elaborates on the new realities that G-20 should take note of and makes a brief reference to the importance of India in the process.

MPDD Working Papers, No. WP/10/09: The Real Exchange Rate, Sectoral Allocation and Development in China and East Asia: A Simple Exposition Global macroeconomic imbalances are among the key issues facing policy makers, especially in the US and China which are the two major affected / contributing parties. While there has been a great deal of discussion and disagreement on this important issue, what all sides have in common is the general failure to adequately pay attention to the role of the exchange rate in allocating resources internally between tradables and nontradables. These sectoral changes can have both real and macroeconomic consequences. This paper offers a simple analytical exposition of some of the issues relating to China’s and East Asian development and their impact on global imbalances using a two-sector tradable and nontradables model.

MPDD Working Papers, No. WP/10/10: Approaches to Combat Hunger in Asia and the Pacific Asia and the Pacific, despite visible signs of prosperity due to years of rapid economic growth, has made insufficient progress in freeing its population from hunger and malnutrition, the most basic marker of true development. Given the importance of reducing poverty and hunger as core development priorities, the international community has placed these as the first Millennium Development Goal (MDG), adopted in the historic Millennium Declaration of September 2000. The MDGs envision halving the incidence of poverty and hunger by 2015 and call for major improvements in the provision of basic services, promising a better life to millions of poor across the globe. However, if progress in reducing poverty and hunger is not accelerated in the region, such hopes will remain unrealized. This paper aims to trace the progress of efforts to reduce hunger in Asia and the Pacific, to identify reasons for their successes and failures, and to suggest policy initiatives to help make tangible progress of the Millennium Development Goal targets from now until 2015.

MPDD Working Papers, No. WP/10/11: Capital Flows and Development: Lessons from South Asian Experiences Foreign capital flows have emerged as key channels of global economic integration all across the world over the past two decades. While foreign direct investment (FDI) flows have been undertaken for a long time by multinational enterprises (MNEs) in the course of their overseas expansion, foreign portfolio investments (FPI) representing equity and debt flows unaccompanied by management control have become highly visible and often dominant components of the foreign capital flows in recent years with the rise of foreign institutional investors (FIIs) and sovereign wealth funds on the horizon that seek to make quick returns through short term speculative activities abroad. This paper summarizes the experiences of South Asian countries in attracting FDI and FPI and reviews recent trends, patterns and prospects for these flows and their developmental impact. As the region emerges as a source of FDI as well, the paper also briefly touches upon the trends in these flows and concludes with some policy lessons.

MPDD Working Papers, No. WP/10/12: Global Partnership for Strong, Sustainable and Balanced Growth: An Agenda for the G20 Summits Since its first meeting in December 1999 in Berlin, the Group of 20 has come a long way to establish its relevance, credibility and emerge as a premier council for global economic cooperation. It proved to be very effective forum for discussing and implementing a globally coordinated response to the global financial and economic crisis since November 2008. Besides immediate emergency response to the crisis, the G20 has expanded its agenda to cover a number of issues that are important for the global economic growth and financial stability with the adoption of a Framework for Strong, Sustainable and Balanced Growth. The Fifth G20 Summit, held in November 2010 in Seoul, Republic of Korea, the first time in a non-G7 country, also expanded its agenda to cover Development. This paper reviews some key issues of interest to developing countries of the Asia-Pacific region having a bearing on the agenda at the G20 Summits.

Paths to 2015 MDG Priorities in Asia and the Pacific: Asia-Pacific MDG Report 2010/11 There are only five years left to reach 2015 in achieving the MDGs. World leaders are once again gathering at the United Nations High-level Plenary Meeting on the MDGs in September 2010 in New York to assess some of the likely outcomes on present trends, identify some of the weakest areas of performance, and identify priorities for accelerated action. This report on Paths to 2015 is the Asia-Pacific region’s contribution to that assessment. It uses the latest information from the United Nations MDG database to assess which countries and subregions are likely to miss or achieve the Goals. It attempts to encapsulate and update the discussions and recommendations of the earlier reports on MDGs, jointly published by ESCAP, ADB and UNDP since 2004. It looks at some of the key drivers which have propelled MDG achievement in the region, and which are likely to remain as important as before in the region’s quest for reaching the Goals by 2015. It focuses specifically on three areas where increased and sustained policy attention would be required: hunger and food security; health and basic services; and basic infrastructure – areas where many of the countries in the region appear to be facing significant challenges. This report is the fifth in the series published by ESCAP, ADB and UNDP on MDG achievement. It is a resource which policy makers, development practitioners and other stakeholders should find useful in addressing the remaining challenges in achieving the MDGs. Bangkok Statement on Migration and Development: Outcome Document of the AsiaPacific Regional Preparatory Meeting for the Global Forum on Migration and Development 2010 The Asia-Pacific Regional Preparatory Meeting to the Global Forum on Migration and Development (GFMD) 2010 took place at the United Nations Conference Centre, Bangkok, from 22 to 24 September 2010. It was organized by the Asia-Pacific Regional Thematic Working Group on International Migration including Human Trafficking, which comprises United Nations and affiliated organizations. Endorsed by all countries present at the Meeting, the Bangkok Statement on Migration and Development stresses that migrant workers are development actors and contribute by way of remittances, skills, culture and labour to states of origin, transit and destination. It highlights the region’s great diversity in levels of development and sizes of countries, resulting in migration taking many forms, as well as the increased complexity in managing migration in the region-many countries being simultaneously sending, transit and receiving countries.

Strengthening National Mechanisms for Gender Equality and the Empowerment of Women: Regional Study - Asia and the Pacific This paper was commissioned by the United Nations Economic and Social Commission for Asian and the Pacific (hereafter ESCAP) as part of a global project entitled “Strengthening National Mechanisms for Gender Equality and the Empowerment of Women�. Women in Asia-Pacific: Challenges and Priorities Data Sheet Since the adoption of the Beijing Declaration and Platform for Action in 1995, there has been progress in some areas towards achieving gender equality in the Asia and Pacific region. Despite the progress made, however, women in the region continue to face discrimination and persistent constraints to achieving gender equality and empowerment. The ‘Guidelines for cognitive and pilot testing of disability questions’ are a practical tool which document the experience of the UN Development Account project ‘Improvement of Disability Measurement and Statistics in Support of the Biwako Millennium Framework and Regional Census Programme’ in a way that it can be replicated by countries willing to embark on collecting accurate disability statistics. The guidelines describe the process required to improve the development of questionnaires through cognitive and field testing. Striving Together: ASEAN & the UN This study is an update of the original edition, which was published in 2008. Striving Together: ASEAN and the UN traces the evolution of ASEAN from a grouping of five countries in 1967 to a dynamic regional body that has kept the peace among its ten member States and built a series of expanding partnerships and dialogues with other Asia-Pacific countries, Europe and the United States of America. It reviews ASEAN's progress with regional integration by looking at the convergence/divergence among its member States on key economic and social indicators of development. Improving Border Management to Facilitate Trade in SPECA: Challenges and Prospects This publication is the outcome of the Seminar on Trade Facilitation at the Border in Central Asia, under the UN Development Account 5th Tranche Project. The publication attempts to study border management issues in Central Asia. Chapter one examines the status of border management in Central Asia, with a focus on four Central Asian countries, namely, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Chapter two analyses, from a regional perspective, the challenges and prospects of border management in Central Asia. Rising Non-tariff Protectionism and Crisis Recovery Most papers in this volume are a result from the Research Workshop "Rising nontariff protectionism and crisis recovery" which was held on 14 and 15 December 2009 as part of the MARKHUB workshop series and was organized by secretariats of ESCAP, UNCTAD and WTO. MARKHUB research workshops were the main modality of the Macao Regional Knowledge Hub project funded by the Government of Macao, China and implemented by the Trade and Investment Division of ESCAP from 2006 to 2010. To improve in regional knowledge sharing, the project also issued a number of collected volumes of papers presented in these workshops. This volume includes nine chapters; some were written specifically for the workshop, while some resulted from the ongoing research on broader topics. While these chapters do not exhaust all relevant questions on non-tariff protectionism, they provide a good inroad into the problem and they confirm once again that despite the popularity of non-tariff protection among policymakers, this area is underresearched, in terms of the quality and quantity of data, as well as the assessment of impacts. The old areas where non-tariff protectionism has been used to limit trade are now being enriched by new instruments (mostly belonging to 'behind-the-border' types) and also targeting new linkages of trade such as climate change, environmental protection, labour standards, or protection of the public in a variety of areas (health, public morals, etc.). Staff Working Paper, 03/09: Achieving the Trade Targets of Millennium Development Goal 8: Status in the Least Developed Countries of Asia and the Pacific This paper examines the progress made so far in achieving the trade targets of Millennium Development Goal 8 (“Building a Global Partnership for Development�) with respect to the Least Developed Countries (LDCs) of Asia and the Pacific. The paper uses data from the OECD, WTO and UNDP, among others, to measure the MDG indicators 8.6, 8.7 and 8.9 with respect to these countries, thereby quantifying some of the impacts in these countries of recent global and national policy changes in the areas of market access, tariff preferences for LDCs and Aid for Trade. This paper concludes that while the market access commitments of the Hong Kong WTO Ministerial Declaration of 2005 have largely been met and LDCs of the Asia-Pacific benefit disproportionately from Aid for Trade, the overall share of LDC exports as a part of total world exports has not increased over the past decade. In its conclusion, this paper suggests that other factors such as non-tariff barriers and product competitiveness play a significant role and should become policy priorities of better targeted Aid for Trade. Staff Working Paper, 01/10: Intraregional Trade Costs in Asia: A Primer While much has been said about the need to promote intraregional trade and the importance of reducing associated trade costs, quantitative estimates of such costs have been lacking. A new comprehensive measure of international trade costs is applied in this paper to calculate ad valorem trade costs within and between 4 Asian subregions, including ASEAN and SAARC. Extra-regional trade costs of the 4 subregions with free trade areas outside Asia, such as NAFTA and the EU, as well as their trade costs with China, India and Japan are also calculated. The analysis concludes with an evaluation of the importance of tariff in overall trade costs. Sharp differences across Asian subregions are identified. ASEAN is found to have much lower intra-subregional trade costs than other Asian subregions, as well as mostly lower trade costs with free trade areas outside Asia. While SAARC intra-subregional trade costs remain exceedingly high, South Asia is found to have made the most progress in reducing such costs since 2003. North and Central Asia, which groups together Russia and landlocked economies in transition, still faces prohibitive trade costs - sometimes exceeding 300% tariff equivalent. Within the East and North-East Asia subregion, a subset of three countries - Japan, China and Republic of Korea – is found to have the lowest intra-group trade costs of any country groups examined in this paper, although the three countries have not signed free trade agreements with each other. Estimates of trade costs between Asian subregions and China, India and Japan, highlight how effective China has been in reducing its trade costs with ASEAN as well as other Asian and non-Asian subregions, achieving generally lower international trade costs than Japan as of 2007. Tariff costs account for a small portion of the overall international trade costs of Asian subregions – typically 10% or less – confirming the need for trade policy makers and negotiators to sharpen their focus on reducing non-tariff barriers. Staff Working Paper, 02/10: Examining the Potential for Cross-South Pacific Trade: ASEAN and Latin America This paper discusses the potential for cross-South Pacific trade between selected Southeast Asian and Latin American economies. The objective of this discussion is to identify obstacles for more intensive trade between the observed countries. Firstly, the paper reviews trends in trade flows and trade patterns between the selected economies, and by using several trade performance indicators it finds the level of trade still relatively low. It then discusses the possible reasons for this state of affairs. It focuses on a review of tariffs, trading costs and other possible impediments to trade. Paper also considers how trade relations among these countries could be improved. It provides a background into the features of the trade agreements that have been signed among the countries belonging to these two sub-regions in an attempt to identify if any of them could be used as a “driver� for future integration.

The importance of trade facilitation has now been widely acknowledged as an effective way to enhance trade competitiveness and benefit from globalization. Streamlining trade-related procedures has increasingly involved the use of modern information technologies to automate processes, possibly making it more difficult for small and medium-sized enterprises to engage in international trade. This publication brings together case studies from five different countries in Southeast and East Asia to examine the impact of ITbased trade facilitation measures already implemented, with a specific focus on their effect on small and medium sized-enterprises. The development of IT systems to streamline the trade transaction processes has typically been partial and often uncoordinated across government agencies involved in trade control, often resulting in limited gains in trade efficiency. However, as big and small and enterprises alike overwhelmingly rely on specialized third parties to complete trade procedures, IT-based trade facilitation measures are generally not found to have a discriminatory effect on smaller enterprises.
