INTRODUCTION Stadium Development Report This second edition of the ESSMA Stadium Development Report provides insights in specific development projects spread over Europe. In June, USA – Mexico – Canada have been elected as host for the FIFA World Cup 2026. For the first time in history 3 countries will co-organise the World Cup. With the ongoing FIFA World Cup 2018 in Russia, ESSMA zoomed in on the bids of both United States and Morocco. Regarding stadium development projects, insights and updates will be given on Aberdeen FC’s new stadium, the opening of the Feyenoord

Training Centre, updates on the training centres of Legia Warsaw and FC Metz, the development of additional infrastructure at Borussia Mönchengladbach and the redevelopment of the Stade Raymond-Kopa. On 9 and 10 October 2018, the ESSMA Development and Construction Workshop will take place in the brand-new Paris La Défense Arena, located in Paris. During the workshop, a variety of topics will be discussed. The 3rd issue of the Stadium Development Report will be presented there as well. We hope to meet you all there.

WORLD CUP 2026: A LOOK AT THE MOROCCAN AND UNITED 2026 BID

In March 2018, Morocco as well as a combined effort from Canada, Mexico, and the United States submitted bid books to host the 2026 World Cup. The 2026 World Cup will be a historic one and of great importance for the legacy of FIFA and world football as it will be the first World Cup to feature 48 nations from across the globe and the first to be awarded under FIFA’s new bidding process. On 13 June 2018, FIFA announced that the “United joint” bid had won the competition to host the FIFA World Cup 2026 after they had received 134 valid ballots in the official vote while Morocco received 65 votes. This result could only be achieved after the countries went through a specific Bid Process. We will briefly discuss the FIFA World Cup Process and highlight some of the most unique aspects of both bids.

BID PROCESS-BREAKDOWN First, the 2026 Bid Evaluation Task Force used a weighted criteria system to review the submitted bids. This system is broken down into infrastructure and commercial elements. Infrastructure accounts for 70% of the overall weight while the remaining 30% relates to commercial elements outlined in the bid. In addition, each bid had to meet a threshold of requirements in order to be approved by the 2026 Bid Evaluation Task Force before they became eligible for vote by the 68th FIFA Congress. After receiving approval, the final bids went up for vote on 13 June 2018 and each vote casted by FIFA Congress was made public for the first time ever. UPDATE ON WARSAW TRAINING CENTRE ESSMA could interview Tomasz Zahorski, Proxy of the Management Board at Legia Warsaw, about their new training centre project, the next phases and implemented benchmark elements. Which buildings and components area will be available onsite? We plan to build 9000 m2. The main building includes dressing rooms, offices for the coaches, 24 rooms for the first team players (with 4* standards), 30 rooms for youth players, etc. In addition, there will be eight pitches and additional sports infrastructure.

How long will construction take and what are the next phases of the training centre project? We want to finalise the tender process and sign the agreement with a construction company by July 2018. Construction should start in August 2018 and will take around 12-13 months. By September 2019 construction should be finished and we will have acquired the needed permit to use the facilities. As from October 2019, we will start relocating from the stadium to the training center. Of course, we face the same challenge as many other clubs are facing delays. Even though delays are part of the project, we are planning each step responsibly and I trust that the training centre will be delivered on time. Are first and youth team facilities separated locations or is it one joined facility?

The training centre will be used by the first, second and senior teams from the youth academy (starting from the -15). However, the facilities and the main building will be divided with restricted access areas. Youth players will be able to see their idols and colleagues from the first team but with a healthy separation. So they’ll learn that they have to work hard to achieve their goals and to make it to the first team.

Why was it necessary for Legia Warsaw to build a new training centre? Legia Warsaw has only two additional training pitches next to the Marshall Jozef Piłsudski Legia Stadium. The stadium itself is a state of the art venue, but we are limited in terms of training infrastructure. That’s why we believe a new training centre is a crucial investment in the future development and expanding of our youth academy - to make it one of the leading ones in Europe.

What is LegiaLab? LegiaLab is still in the early stages of the project. We already recruited a lot of staff in terms of medical, rehabilitation, nutrition, mental preparation, etc. They work on a regular base with the first and second team. The building structure of LegiaLab will be a typical R&D unit. Furthermore, we received subsidies for test purposes. We are planning to build on their know-how to generate ideas which will help us both internally to grow as a club as well as commercializing certain ideas and concepts for our fan base and the wider communities.

Metz Métropole, current owner of the land where the new training centre will be built, have proposed a 35-year construction-lease contract that would allow FC Metz to build their training facilities on the old Airbase-site. An old military hangar on the site of 80 meters long, 50 meters wide and 20 meters high will be repurposed to accommodate the offices of the staff as well as the physiotherapists and the masseurs and will even have an indoor football pitch.

form the second and third phase. They will both cost € 8.5 million and are set to be completed within 2 to 6 years. When finished, the new training complex will comprise 5 to 8 exterior pitches (two of which will be surrounded by stands) and one interior pitch, covered by the large hangar. Furthermore, the new training complex will have several buildings that house the team’s players, the sports and medical facilities and a residence for the players.

The complete project will not only include a training centre for the men’s first team, but will also have training (and competition) grounds for the U17, U19, the reserves and the women’s team. Though, not all of these facilities will finish construction at the same time as construction is divided in 3 stages. The training complex for the men’s professional team forms the first stage and is set to finish construction by June 2019. Construction of the training facilities will cost the club € 10 million. PARIS LA DÉFENSE ARENA is a multi-use indoor arena that was completed in 2017. It is home to French rugby union club Racing Metro 92 and located in the western suburbs of Paris. The venue offers three separate configurations. In its rugby configuration, it has a capacity of 32,000. For concerts, it will be able to seat 40,000.
