¶ Thanks a lot, Grandpa Shirtsleeves to shirtsleeves in two generations. How will we all feel about that? Why oh why is it happening? It’s a mystery. Hasn’t it been a mystery to you that Grandpa wanders around repeating the most immature, insane dribble? Where is he getting it from? Aging ain’t easy. His testosterone drops as it does naturally and he hungers for jolts of adrenalin. This can explain the “internet café” fix of gambling. That’s one way to get an addictive high. Nice it isn’t through drugs. But he bellies up to the bar, says the latest homilies from the Fox News church his drinking buddies worship, and feels what? One assumed adult humans dislike being dictated to, but hold my beer. If it is a baby-man combo, you get to turn off your own decision-making adulthood and yet get a twofer. It feeds a superiority complex over these immature temper tantrumthrowing dictate-ors. Ah, lots of history on that. Crawl back into the womb. Hand your rights to those who dictate. The worse the better. Hitler, Stalin and Mussolini have to be the fave babes of DeSantis, Trump and Charles Koch. Koch hands the cash to ALEC, which controls your state and pays for the recent operative to control DeSantis in his campaign. He even funds the Federalist Society, who put their cult members on the Supreme Court. Maybe not the worst thing the Koch family has done, as they got their trust fund from Stalin due to Daddy’s dealings. Stalin is famous, of course, for murdering 20 million of his own people. When corporations backed off pushing ALEC, Koch stepped in. Just to move the knife around after stabbing the families of this nation, cuts are on the way so babies won’t have infant mortality protection. It’s 50 years of the Koch Brothers dictating to fleece us and hand hard-earned cash to them. Next order of business? The vultures have picked state education accounts clean. Now to go after grandpa. Senator Scott repeated verbatim from a half-century of Koch writings. Scott is safely not at risk in this election cycle, but still likes Koch cash. That’s right. They’re circling to grab Social Security. Grandpa is not only feeling free-er by having freedom taken away by those who dictate, he is voting in Koch-funded grifters that will take his money. He is in his bliss. Next time he bellies up to the bar, what happens? I hope a few have gotten wiser. Koch Team DeSantis could care less about us. Or retirees or children. DeSantis is a lonely guy with no friends and only talks to millionaires or their operatives. Putin is not quite as bad, as he has his old rich KGB buddies. Even Trump, according to his niece, spent work days chatting to golfing buddies. Consider a penniless future and you’ll be moving in with a granddaughter? She has no car and walks to the Methodist Church five miles for a daily ration for herself and her baby. Hunger is everywhere. At least the Great Depression had Relief. There are now huge swaths of our country smashed down with at-risk babies and elders passing before their time. It only gets worse. Each individual family gets destroyed. A whole United States lost in despair. You’d be lucky to have shirtsleeves. At least you can whine more and beg as you manage to age. That must be what this whole MAGA mystery has been about. — Catherine Hettinger, Winter Park ‘HE’S ABOUT A MOVER’

The law, which took effect July 1, targets how race-related concepts are addressed in workplace training and school classrooms, with DeSantis touting it as preventing “indoctrination.” The state’s motions contended that the law does not violate the First Amendment because it only bars businesses from requiring employees to take part in training programs that use the targeted concepts. Chief U.S. District Judge Mark Walker has scheduled an Aug. 8 hearing on the preliminary-injunction request.

Florida Gov. Ron DeSantis taunts the Walt Disney Co., infectious disease experts, and the current president of the United States As he draws increased attention as a potential 2024 presidential candidate, Gov. Ron DeSantis focused heavily last Saturday night on President Joe Biden while rallying Republicans for this year’s elections. Twice in the first minute after taking the stage for a dinner speech at the Republican Party of Florida’s Sunshine Summit, DeSantis tossed out the name “Brandon,” a derogatory reference to Biden, as he contrasted Florida’s recovery from the early stages of the COVID-19 pandemic to current federal economic policies. DeSantis drew cheers at the Seminole Hard Rock Hotel & Casino in Broward County when he compared Biden to a “stumbling” deer in the headlights unable to use a teleprompter and then facetiously wished the president well after testing positive for COVID-19. “We should all extend our best wishes to President Joe Biden for a speedy recovery from his bout with COVID,” DeSantis set up the crowd. “And hopefully, the United States will have a speedy recovery from its bout with Joe Biden.” DeSantis also drew another big crowd reaction when he brought up his clash with Walt Disney Co. The governor has made the entertainment giant a centerpiece in his fight against “woke” ideology, pushing through legislation this spring to dissolve a special taxing district that benefits Walt Disney Co. That move came after Disney opposed a controversial new law that restricts teaching about gender identity and sexual orientation in public schools — a measure that critics dubbed the “Don’t Say Gay” bill. “Big companies based in California do not run the state of Florida,” DeSantis said.

Neo-Nazis showed up at Turning Point USA summit at Tampa Convention Center The second day of Turning Point USA’s Student Action Summit brought neo-Nazis to downtown’s Tampa Convention Center. The extremist groups arrived after more than 100 protesters marched from Lykes Gaslight Square Park to the convention center to speak out against recent actions by the Supreme Court, especially the overturning of Roe v. Wade. The neo-Nazis waved swastika flags, along with flags that read “DeSantis Country” and distributed flyers, one of which said “every single aspect of abortion is Jewish.” The flyers were marked as distributed by the Goyim Defense League, which the Anti-Defamation League describes as an extremist terrorist organization that was responsible for at least 74 anti-Semitic propaganda incidents in 2021. Turning Point spokesperson Andrew Kolvet said TPUSA had no idea who the Nazi groups were or why they turned up outside the convention. “They have nothing to do with TPUSA, our event, or our students. Our students took the mature route and vacated the space the Nazi flag holders were in. Once that happened, they left,” Kolvet said, adding that TPUSA students also argued with the Nazis before disengaging. Florida has seen a rise in fascist activity in recent months. The Nazi group Atomwaffen assaulted civilians in February during an Orlando demonstration, and a neo-Nazi group made a bomb threat in Daytona Beach in January.

Universal Orlando’s CityWalk evacuated after shooting scare late Saturday night

Publix inheritances and donating to ultra-conservative organizations go together like a Pub Sub and a black & white cookie. Once again, Julie Jenkins Fancelli is donating big bucks to support the radical wing of the Republican party. The heiress of the Lakeland-based grocery chain donated $50,000 to Moms for Liberty in June, the first major contribution to this political action committee. Moms for Liberty is a Floridabased parental advocacy group that pushes to make public schooling worse for LGBTQ children. Playing into recent GOP talking points, they push against accurate accounts of history and discussions of queer issues. Their ideology of “not co-parenting with government” gained momentum during the height of the pandemic, as they disagreed with mask mandates in schools. Campaign records show the PAC spent Fancelli’s donation to contribute to local school board candidates’ campaigns. Florida Republicans have spent the last several years pushing to ban books and disallowing transgender youths from participating in sports. Fancelli has landed in hot water over her political donations in the past. Text messages revealed that she helped finance the “Stop the Steal” rally at the U.S. Capitol on Jan. 6. That rally devolved into a riot when supporters of Donald Trump stormed the halls of Congress.

Late Saturday night Universal Orlando’s CityWalk was evacuated after an active shooter scare. According to police, several “juveniles” got into a fight in one of the park’s garages, and the ensuing noise and shouting led to panic that there was an active shooter in the area. Videos shared by park guests across social media show people running as they try to find safety. The Orlando Police Department stated via Twitter just after midnight that night that there were “NO shots fired & NO injuries reported” in the incident, and that they only evacuated CityWalk out of an “an abundance of caution.” No arrests were made. The incident at Universal came on the same weekend that Orlando’s Florida Mall experienced a similar active shooter scare inside the building, which turned out to be what police believe were just fireworks.

Florida businesses sue to provide diversity training to their employees without running afoul of ‘anti-WOKE’ laws The plaintiffs in the case are Primo Tampa, LLC, a Ben & Jerry’s ice-cream franchisee; Honeyfund.com, Inc., a Clearwater-based technology company that provides wedding registries; and Chevara Orrin and her company, Collective Concepts, LLC. Orrin and her company provide consulting and training to employers about issues such as diversity, equity and inclusion. The businesses filed the lawsuit June 22 and subsequently requested a preliminary injunction against the law, which they said violates their ability to discuss issues such as racism and implicit bias with employees. “The act silences speech aimed at combating racism and sexism — speech that is vital to the plaintiffs’ operation of their businesses,” the June 30 preliminary-injunction request said. “The governor, and the Florida Legislature acting at his behest, has repeatedly sought to punish companies who have engaged in speech that displeases him, in flagrant violation of the First Amendment. Because Governor DeSantis is not a monarch, but rather a democratically elected official, the Stop WOKE Act cannot stand.” Disputing that restrictions on race-related workplace training violate the First Amendment, the state is asking a federal judge to toss out a challenge by businesses to a law that Gov. Ron DeSantis dubbed the “Stop WOKE Act.” Attorneys for the state last week filed motions to dismiss the lawsuit and to prevent a preliminary injunction. orlandoweekly.com

NEW NE WS party” or outsider that’s running this rapidly expanding organizing campaign. It’s the baristas themselves who — in tandem with the independent organizing efforts of Trader Joes’ workers, Amazon workers, Dollar General workers and more — are upending business as usual in the U.S. labor movement. At the 400 S. Park Ave. Starbucks in Winter Park, factors such as low wages, the effects of the COVID-19 pandemic and the high cost of living in the Orlando area were primary motivators for unionization. Sean Ebersviller, a barista and union leader at the Winter Park Starbucks, told Orlando Weekly in May that the grief, uncertainty and constant anxiety of COVID-19 “has made people’s labor more valuable. And it has also made a lot of people realize how valuable their labor is.” Wages for Starbucks’ frontline workers — baristas, shift supervisors, assistant store managers — also haven’t kept up with the rising rate of inflation, or Orlando’s skyrocketing rent and housing costs. Ebersviller told Orlando Weekly when their store first filed to join the union that workers make an average $12.60 an hour. “It is most definitely not enough to live on literally anywhere in Orlando. Not in Winter Park, not in Oviedo … not in a shack in rural Seminole County,” Ebersviller said. “You can’t live on $12 an hour.” In fact, they said one of the first things they were told by a co-worker — or “partner,” as Starbucks calls their employees — is how to sign up for food stamps. NEW NE WS [continued from page 11] other job benefits afforded to non-union workers. Management has held mandatory meetings in several stores, essentially with the sole purpose of dissuading workers from unionizing. “The thing that I was told by folks who have been in them is that they just felt it was a waste of their time,” Ebersviller, the Winter Park barista, told Orlando Weekly in May. “They [Starbucks] claim that these meetings are for helping the store get better without needing the union in the way, but all that seems to happen is talk of why the union would be bad and why everything is OK as it is now, and nothing needs to change.” And it’s not all talk or intimidation. The company has also fired union leaders, some of whom the NLRB has sought to reinstate after declaring the firings clear violations of the National Labor Relations Act. Workers have said they’re seeing their hours cut. And, because you have to work a minimum of 20 hours per week in order to receive Starbucks’ employee benefits, this jeopardizes workers’ ability to maintain benefits like tuition coverage and healthcare benefits — including the company’s much-touted trans healthcare benefits, which help cover gender-affirming care. Ebersviller, the union leader from the Winter Park store, told Orlando Weekly in May that this hourly requirement to maintain benefits can make it seem like Starbucks “is holding people hostage.” “Basically … if you don’t behave, we can take away your benefits,” Ebersviller said. Still, workers have fought back. Just over the last couple weeks, Starbucks workers have been out on strike in Denver, Buffalo, Atlanta, Chicago, Seattle and various other cities in protest of unfair labor practices, demonstrating a militancy that’s impressed even the most cynical of U.S. unionists. Workers, even those who’ve faced retaliation, aren’t backing down. Nadia Vitek, a barista and union leader who worked at the now-shuttered Starbucks in Ithaca, told Jacobin this week, “I don’t want people to be discouraged by what happened to us because while it is a risk, the more people who are in this, the stronger we will be. They did the worst thing they could do to us, but we’re still fighting.” And pro-labor Orlandoans did come out and show up for the workers. Nichter, the Rollins College professor, said community allies with the Orlando Democratic Socialists of America, the Young Democratic Socialists of America at UCF and other groups organized “sip-in” events at the Winter Park and Oviedo stores prior to their elections to help bolster pro-union workers’ confidence and demonstrate public support. “We had folks from the UNITE HERE unions at Disney, and some students and faculty from Rollins College. [State representative] Anna Eskamani and [Congressional candidate] Maxwell Frost stopped by as well,” Nichter told Orlando Weekly. “Sip-in” events, Nichter said, “send a message to the company that the public is paying attention, and we won’t tolerate attempts to silence or intimidate the baristas in our neighborhood stores. We have their backs.” While the union didn’t garner majority support at the 400 S. Park Ave. Starbucks this time around, the union says that the fight to secure fair wages, safe workplace conditions and a voice on the job for Starbucks workers everywhere isn’t over. “This movement is and will continue to be about partners becoming partners,” reiterates Workers United staffer Camden Mitchell. news@orlandoweekly.com

WATCHING THE DETECTIVES Black voter organization to monitor Florida polling places after creation of elections police BY DA R A KA M, N S F

P

astors, community leaders and educators are joining forces to engage Black voters in Florida’s 2022 elections, with an emphasis on monitoring a new “elections police” office championed by Gov. Ron DeSantis. The push to register and turn out Black voters isn’t a unique endeavor. Black voters, as a group, largely have supported Democratic candidates and are considered a critical voting bloc in close elections. But an effort this year by Equal Ground Education and Action Fund — dubbed “A Vote for Black Lives” — comes amid a spate of legislation that Black leaders say makes it even more important for members of their communities to cast ballots. “‘A Vote for Black Lives’ is a vote against voter suppression, a vote against state-sanctioned violence, a vote against racial bias in our schools and in our places of employment and it’s a step towards truth-telling about our country and about our state’s history,” Equal Ground founder and consulting director Jasmine Burney-Clark told reporters this week. The organization is teaming with community activists, historically Black colleges and universities, and church leaders in eight counties it deems critical in this year’s races. The campaign is targeting voters in Alachua, Leon, Palm Beach, Pinellas, Orange, Seminole, Volusia and Washington counties. “Over the last few years, our state leaders have passed dangerous laws that attack and threaten Black lives in exchange for their own political ambition, making Black voter participation even more critical to curbing these regressive trends,” Equal Ground managing director Kristin Fulwylie Thomas said. Thomas pointed to a series of laws, passed by the Republican-dominated Legislature and signed by DeSantis, that include efforts to make it more difficult for Floridians to vote by mail. She also called out a number of so-called “culture war” issues that have drawn criticism — and lawsuits — from Democrats and civil-rights organizations. A law pushed by DeSantis this year, for example, restricts the way race-related concepts can be taught in schools and workplace training. Dubbed by DeSantis as the “Stop WOKE” Act, the law, in part, prohibits instruction that would cause students to feel “guilt, anguish or other forms of psychological distress because of actions, in which the person played no part, committed in the past by other members of the same race, color, national origin or sex.” The law is the subject of two federal-court challenges. Legislators also signed off on a congressional map proposed by DeSantis that included reconfiguring a North Florida district held by U.S. Rep. Al Lawson, a Black Democrat. The new map, which is being challenged in court, could lead to fewer Black members of the state’s congressional delegation. One of the “A Vote for Black Lives” campaign’s priorities will focus on a new “Office of Election Crimes and Security” office, which was included in a bill passed in March. The office will have authority to independently launch investigations into purported voting-related wrongdoing. The office, which is housed within the Florida Department of State, also will manage the state’s elections hotline.

The bill also calls for the appointment of Florida Department of Law Enforcement officers to probe allegations of election violations, with at least one officer in each region of the state. The creation of the office within the Department of State has caused alarm among civil-rights leaders, who maintain it is unnecessary and could be used to intimidate Black and Hispanic voters. The state has not released rules laying out exactly how the office will operate. “With the passing of Senate Bill 524 that created an elections police force, we believe that it is important to staff polling places with poll monitors at early voting locations and on Election Day” who are trained in Florida elections law and on hotline procedures, so they can help voters report issues to county elections officials, Thomas said. Equal Ground’s goal is to beat 2018’s Black voter-turnout rate of 61 percent by 1 percent, she said. The group also is enlisting “trusted leaders” in the Black community to work as “validators” who can train other volunteers to educate Black voters about such things as election dates and voting locations and encouraging them to vote, Thomas said. The group’s activities launched this week, and digital ads will go up in August. While all efforts geared toward voter education and turnout are important, Thomas put poll monitoring at the top of the list. “It’s going to be critical that we have community leaders that are trained on understanding these new laws and our voting rights and things like that, so they’re able to mitigate any issues and report directly to our election-protection hotlines and attorneys that manage those hotlines,” she said. The effort to engage Black voters also will target young people, according to Tameka Hobbs, executive director of the A. Philip Randolph Institute for Law, Race, Social Justice, and Economic Policy at Edward Waters University in Jacksonville. “As an advocate for students and Black history, I am deeply concerned by the way that certain politicians have been using education for their own political agendas, turning our kids and young adults into pawns and potentially jeopardizing their future instead of ensuring our schools have all the resources they need to provide a positive learning environment for all students. This must stop,” she said during a call Tuesday with reporters. Hobbs pointed to the new elections office and part of Florida law that removes registered voters from the rolls if they have not cast ballots in a certain period of time. “Both of these policies will have true detrimental effects on people of color and young voters,” she said. Hobbs said that she and other campus and community leaders are working to ensure students are registered to vote and that they have accurate information about upcoming elections. Hobbs said people between the ages of 18 and 24 make up just 10 percent of the voting share. “We must increase this number because laws being passed are going to deeply impact the voting population. And we must do everything in our power to engage and empower this generation,” she said.

A BYGONE ERA Biden is playing by the rules of a game that no longer exists. BY JEF FREY C. BILLM A N

O

n day 549 of his presidency, Donald Trump had a net approval rating of -11.1. By far, that made him the least popular president since modern polling began. He was about five times more unpopular than Barack Obama, Bill Clinton and Ronald Reagan were halfway through their second years — and like all of them, his party got clobbered in the midterms. Unlike those presidents, Trump didn’t win a second term (his lies and/or delusions notwithstanding). On day 549 of his presidency, Joe Biden had a net approval rating of -19. According to the generally accepted rules of politics, such numbers presage a Democratic slaughter this November. Yet Democrats are even money to hold the Senate. And while they face longer odds in the House — geography and gerrymandering give Republicans structural advantages — they’ve been ahead or tied in most recent generic-ballot polls. Democrats have also posted huge fundraising numbers, which doesn’t suggest a party trudging to the gallows. Democrats’ improved position could be fleeting — a temporary reaction to the Supreme Court overturning the right to abortion. Most elections revert to the fundamentals. And when only 13 percent of voters say the country is on the right track, the fundamentals aren’t good for the party in power. With three months until the election, circumstances can change. Falling gas prices might curb inflation, or the Fed’s rate hikes could lead to a recession. Most likely, though, the political cake is baked. So understanding what’s driving Biden’s unpopularity is important: his own party. As divisive and despised as Trump was, he kept his base happy. From 2018 on, Trump consistently drew the support of 90 percent of Republicans, and never dipped below 81 percent, while his overall ratings hovered in the high 30s and low 40s. By contrast, a New York Times poll earlier this month found that Biden has the support of just 70 percent of Democrats. Nearly two-thirds of his party wants a new nominee in 2024, including more than 90 percent of Dems under 30. This collapse has driven his approval rating to an abysmal 33 percent. Biden’s problem isn’t his agenda. It’s the perception that he’s too old and feckless to accomplish it. As a truck driver told the Times, “He’s just not aggressive enough in getting his agenda done. Trump wasn’t afraid to get his people in line.” I could write a book on that quote. Let’s start here: Trump couldn’t get his people in line — at least not when Republicans controlled Washington. He took office with 52 Republican senators and a 37-member

Republican majority in the House. But his only major legislative accomplishment was a tax cut (which did nothing to stimulate growth). He famously failed to repeal the Affordable Care Act. He never built his wall. But Trump was very effective at turning his supporters against Republicans he deemed disloyal. Apostates were forced to bend the knee or driven out of office. Ultimately, Trump’s support wasn’t wide, but it was deep and unfaltering. Biden entered office with a 50-50 Senate and a fourmember majority in the House. With no room for error, he passed a massive stimulus and a bipartisan infrastructure bill. But he whiffed with Build Back Better, which after prolonged negotiations collapsed under the weight of Kyrsten Sinema’s ego and Joe Manchin’s coal greed. That episode exposed Biden’s inherent weakness and the frailty of his coalition. He had no leverage over Manchin or Sinema, nor an inclination toward browbeating. A creature of a bygone era, Biden is playing by the rules of a game that no longer exists; his enemies are swinging brass knuckles. And unlike Trump, his support is wide but shallow. In 2020, he drew votes across the spectrum, from the centerright to the far left, but he excited no one. He was supposed to be decent and competent, contrasting Trump’s malicious chaos. But shallow support evaporates quickly. The botched withdrawal of troops from Afghanistan eroded confidence in his competence, establishing a narrative that Biden was in over his head. When Build Back Better flatlined and inflation skyrocketed, that narrative solidified. No matter what happens, it will be hard to shake. With two more Democrats in the Senate, Biden might be hailed as the second coming of FDR — the president

who passed a huge stimulus, expanded the social welfare state, addressed climate change, protected elections from Republican attacks and ensured abortion rights. (There are interesting alternate histories to be written where, say, Florida’s Bill Nelson didn’t phone in his 2018 campaign and North Carolina’s Cal Cunningham avoided a sexting scandal in 2020.) But this is the hand he was dealt, and he needs to figure out how to play it. Most important is conveying the sense that he has a plan and isn’t simply a victim of circumstances. Half-assed executive orders on abortion and the climate won’t do. Go hell for leather; let the Supreme Court strike the orders down (and further erode its own standing), but don’t act helpless. Give voters — especially young voters — a clear sense of what he’ll do with two more Democratic senators and two more years of Democratic control: tax the rich, fund clean energy, reform the Supreme Court, protect abortion rights, protect elections, end gerrymandering, eliminate student debt. Make the news. Don’t react to it. That’s not to say this strategy will allow Democrats to defy gravity this fall. George W. Bush was the only firsttermer not to lose midterm seats in the last 40 years, and that required manufacturing a war. Even Dubya’s old man, in the middle of Desert Storm, got his ass handed to him. But it will enable Biden to show that he has some fight left in him. If he plans to be a doormat for the new Republican House — which will, without a doubt, impeach him for crimes real or imagined — or the radical Supreme Court, he should bow out of 2024 now.

Little Radical Theatrics brings community theater back to Orlando, providing a muchneeded opportunity for promising young artists to get a start

Central Florida’s performing arts

opportunities include plenty of paid productions inside and around the theme parks, plus a wide range of semi-professional shows at both private and publicly owned venues. But if there’s one thing Orlando could use more of now — nearly eight years after the loss of Theatre Downtown — it’s community theaters, which offer many promising young artists without privilege their first chance to shine. That’s why last week I happily hazarded tourist traffic to visit an I-Drive Holiday Inn Express: so I could watch Little Radical Theatrics (littleradicaltheatricsinc. com) producer Fatima Viegas and directordesigner Travis Eaton putting the cast of The Addams Family through their paces ahead of the musical’s July 29 opening, and aim a spotlight at this rapidly growing all-ages nonprofit as it puts forth its fourth show in just over a year. Founded more than a dozen years ago in Westchester, New York, Little Radical Theatrics successfully mounted 27 full-scale musicals just outside Manhattan, before the COVID-19 pandemic prodded Viegas and her family to permanently move into their preexisting Orlando-area vacation home. “We found how much we really loved Central Florida,” recalls Viegas. “I started to reach out to other arts organizations and see what was around, and I found that everyone was so welcoming. … Even though the pandemic was hard for everyone, we really felt so at home here.” After presenting Urinetown, Into the Woods and The Sound of Music here — all since last February — Viegas observes that Orlando’s talent community is similar to the one she left behind, in the sense that both locations “have a big mix between older people who do it because they love it [and] young professionals who are trying to get their start,” whether on Broadway or at Disney. As a 501(c)3 community theater, Viegas emphasizes, “We do not want to be a professional theater; this is about the community. It’s about bringing people of all ages, all genders,

all ethnicities together, and working together to create a show.” To that end, incorporating children into every cast is something Viegas says she’s “very, very big on, because we see how everyone learns from each other … adults learn from the kids, and the kids definitely learn from the adults.” And as the company’s name — which was coined by Viegas’ daughter and her friend — implies, Little Radical isn’t afraid of shaking up the traditional casting status quo when it comes to gender, color or body shape. “We always believe in opening opportunities to everyone,” Viegas says, promising their shows “will never be the same as every other production; we will always put our own twist on it.” That attitude was on full display during the run-through of Act One I watched, because although Andrew Lippa’s Tony-nominated songs and the book by Marshall Brickman and Rick Elice remain the same, this certainly isn’t your father’s Addams Family. Wednesday Addams (Alyssa Dowling, a dynamite vocalist) is still the gloomy protogoth daughter of Gomez and Morticia (Noah Clark, Giovanna Ciccone), pestered by her masochistic little brother Pugsley (Macallister Caracciolo). But in this interpretation of the creepy kooky clan, Lurch (Ryan Bassett) wears heels and a French maid’s outfit instead of the traditional butler’s uniform, and Grandma Addams (Yinelly Arnold) is a bruja dropping witchy wisdom en español, among other tweaks. All those unconventional choices emerged

from the actors themselves, according to Eaton. He’s a veteran of Universal Orlando and Central Florida Vocal Arts and is directing his first show for Little Radicals after previously performing with them and doing technical designs. “I allow them the space in the room to play with that,” Eaton says, beginning with improvisations during auditions, freeing his actors to “flavor” the script with their culture: “Where is it in this script that you can find those beats and those moments to make this more yours?” That expansive approach appears ideal for The Addams Family, which, as Eaton points out, has always been about “blended families.” After Addams Family, Little Radical’s upcoming season will continue with Hunchback of Notre Dame, Jesus Christ Superstar, Matilda and The Rocky Horror Show. For now, they’re renting stage space at Orlando’s Lowndes Shakespeare Center, but in the future Viegas dreams of having their own space where they can present classes or “maybe do more huge shows.” But for now, as a small company, their focus is on their education-forward mission of “diversity, inclusion and making sure that anyone can play anything,” says Viegas. “We don’t want people to be limited by what they think something looks like, and we don’t want our audiences to be limited [by] what this is supposed to look like or be. That’s not going to be us; that will never be us.” skubersky@orlandoweekly.com orlandoweekly.com

I’m not going to drool at the thought of eating Impossible Chicken Nuggets ($9.50), but then again, I’m not going to drool at the thought of eating actual chicken nuggets, either. I will say that the spicy nuggets were crispy, and dunking them into Plantees’ spicy sauce wasn’t just bracing, it was necessary. There are other sauces available for your dipping pleasure — BBQ ranch, agave-mustard and a green goddess (sans anchovy). The latter dresses the lone salad ($9.50) offering, which mixes together kale, vegan “parmesan,” golden raisins and crispy crumbs. Shakes are also offered on Plantees’ very focused menu and they … are … thick. Don’t plan on sucking the Oatly-based beverage — we ordered the Robinson cold brew ($7) — through a straw right away. Wait five minutes and let the Florida heat thin the shake out a bit. I did just that while sitting on one of Plantees’ outdoor benches in full view of the supercool mural by JC Rivera and Don Rimx. TMG deserves praise for preserving and incorporating it after converting the old Mills Avenue Coin Laundry building; it gives the scalable, expansionready Plantees brand some much-needed character in a corner block oozing with it. No question, there’s a scene on weekends when folks from Lil Indie’s and Will’s Pub spill out onto the sidewalk and, inevitably, head toward Plantees for a late-night/earlymorning bite. Not heard amid the hubbub and chatter: Where’s the beef?

LOCAL RELEASES

It’s been a very productive year for bilingual Orlando rapper-producer Elsha. Across a handful of releases, he’s already dropped about 20 songs so far this year. The latest batch of five constitutes the recently released Hope 4 EP, and they’re some of his heaviest tracks yet. Thematically, Hope 4 is rap from an expressly indigenous perspective. Elsha is multiracial, with roots in the Dominican Republic and Puerto Rico, two places emblematic of the Caribbean’s cultural complexity. Hope 4 is a social and personal examination into the struggle of sorting through one’s history. Considering the Atlantic slave trade highway that ran through the Caribbean, there’s a lot to unpack. The music, like the subject, is appropriately somber. The lyrics are first-person excavations of history, delivered in rhymes that trudge with the weight of the world. The moody production swirls with brooding drama on lonely hooks of piano, strings and flute. Hope 4 may not bang, but it’s a well-done and welcome expansion of the hip-hop voice. It’s now streaming everywhere. Oh, what a time to be an American, amirite? Well, at least Orlando band Milk Carton Superstars put these vexed feelings to some hot guitar licks on their new single “An Abundance of Rubes.” Lyrically, it’s a timely and needed address to much of American society right now. Oh, but if they’d only listen. Anyway, this garage-rock burner is one of the Superstars’ best looks yet. “An Abundance of Rubes” is the first glimpse of a new MCS album due out in December. Besides the music video on YouTube, the song’s only available on their Bandcamp until the full album is released.

CONCERT PICKS THIS WEEK If you go out, be safe, be cool.

Sasquatch, Hippie Death Cult, Hollow Leg, Howling Midnight: There will not be a thicker spread of rock all week than at this show. Between the titanic stoner riffs of L.A.’s Sasquatch and the classic doom metal of Portland’s Hippie Death Cult, the two touring acts are a one-two punch of heavy retro power. Add in the excellent native tonnage of sludge lords Hollow Leg and blues-rock crushers Howling Midnight and you’ve got one mammoth night. (8 p.m. Friday, July 29, Will’s Pub, $12) Los Jarritos, Bloody Fucking Slugs, Baby Adam: After forming last autumn and releasing some raw garage nuggets, Orlando’s Los Jarritos are finally making their live debut. Fronted by the inimitable Ray Brazen, this new duo is the fresh guise of the surviving members of Bobby Clock and the Soda Pops. The bill also features noteworthy

new local punk group Baby Adam, which was originally the high-school band featuring current members of TTN that recently reformed 10 years after their breakup and just released an eponymous album on Xylene Records. Rounding out the bill will be Cape Canaveral punks the Bloody Fucking Slugs. (7 p.m. Saturday, July 30, Uncle Lou’s, donations encouraged) Cave In, Author & Punisher, Royal Graves: This loaded heavy-music showcase will probably be the week’s most stunning and dynamic live experience. For one, groundbreaking prog-metal legends Cave In are pushing their first studio album in more than a decade (Heavy Pendulum on Relapse Records) and it’s a mighty return. But industrial drone innovator Author & Punisher, himself touring behind his first album in four years, is always a magnificent live spectacle with a one-of-a-kind rig of self-engineered, self-fabricated sound devices that impressively blur the line between man and machine. And Orlando post-metal leviathans Royal Graves always drop massive atmosphere. (6 p.m. Tuesday, Aug. 2, The Abbey, $20) Brother Dege, Adam Faucett, C.B. Carlyle & the Desert Angels: This one’s for those who like their roots music deep with intrigue. Alternative Louisiana artist Brother Dege does a hypnotically dark and psychedelic take on blues and folk. Arkansas’ Adam Faucett proudly occupies the left lane of folk rock. And with an amazingly studious sense of patina and cinema, C.B. Carlyle & the Desert Angels are the most evocative young Americana band to emerge from here in a very long time. Chris Rock

Megastar comedian Chris Rock is out on his first tour in five years, and Orlando is one of two Florida cities lucky enough to land a date on his post-“slap” Ego Death jaunt. Rock was almost unquestionably the biggest comedian in the world at one point. Following a stint on Saturday Night Live, he became a household name through a series of HBO comedy specials, particularly 1996’s Bring the Pain. The 2000s saw him transition into feature films, and in the last decade he’s made the turn toward more dramatic roles: He starred in the fourth season of the FX series Fargo and has a role in the upcoming biopic of gay civil rights leader Bayard Rustin. And, of course, he got slapped by Will Smith at the Oscars a few months back. But he ain’t talking about it, so don’t ask. He has, however, been covering plenty of fertile ground on previous legs of Ego Death, including Trump supporters, anti-vaxxers and getting pretty damned introspective about his own personal life and family. 8 p.m., Walt Disney Theater, Dr. Phillips Center for the Performing Arts, 445 S. Magnolia Ave., drphillipscenter.org, $49.50$279. — Alex Galbraith

Fitz and the Tantrums, Andy Grammer Last year Fitz and the Tantrums gave you All the Feels. This time, though, the band is ready to make you “Sway.” We’re referring to, respectively, the Tantrums’ 2020 album and their latest single, which dropped in June. Fitz and the Tantrums are on the road again, and this time they’re aiming for nothing less than total dancefloor supremacy. Michael “Fitz” Fitzpatrick and his band headlined the Frontyard Festival when they previously visited the City Beautiful, but this weekend they’ll be here again with all the bells and whistles on their The Wrong Party tour. And they’ve even got singer-songwriter and hitmaker Andy Grammer along for the ride as co-headliner. Between the two headliners, they’ve got a vault’s worth of platinum records. Expect indie-pop earworms and infectious grooves aplenty. 7 p.m., Hard Rock Live, 6050 Universal Blvd., hardrock.com/live, $36.50$66.50. — Matthew Moyer

Our signature event Tacos & Tequila is back this weekend for a fifth year, bringing Orlando’s best taco-makers together alongside the world’s best spirit. This year’s iteration has a ton of tequila brands to try inside the Historic Cheyenne Saloon, including Herradura, El Jimador, Hornitos, Tres Gen, SALT Tequila and Tanteo. The sips are perfect companions to the host of tacos on offer: Orlando Meats, Jimmy Hula’s, F&D Cantina, Guacamole Mexican Grill and Cocina Maya are just a few of the local restos vying to win the title of best taco in Orlando. Guests will get the chance to sample tacos from all over the City Beautiful and vote for their favorites, granting bragging rights to chefs and great food to themselves. A donation will be made from event proceeds to the Getaboard Foundation. Early bird general admission and VIP tickets are available starting at $45. VIP admission grants access to a private bar with

When you think of Sweden, you probably don’t think of the rhythmic pulse of house music, but Swedish House Mafia are here to change all that. Swedish DJs Axwell, Sebastian Ingrosso and Steve Angello — each solo stars in their own right — teamed up in 2008 to put their home country on the 4/4 map, and now they’re power players in the worldwide EDM and dance scenes. The trio truly made their reputations with two blazing sets at Miami’s Ultra Music Festival in 2009 and 2010, and the anthemic “Miami 2 Ibiza” — at the time, a landmark moment in EDM. Fast-forward to the present and now the Mafia are touring the U.S. behind their long-awaited debut album, Paradise Again, on the heels of a climactic Coachella performance alongside the Weeknd. These Swedes truly are made men. 8 p.m., Amway Center, 400 W. Church St., amwaycenter.com, $36.50-$272. — Maitane Orue

WEEK MONDAY, AUG. 1

Incantation

If you like the heavy stuff, this lineup is some serious Christmas-in-July type shit. Kicking off right here in Orlando, this North American co-headlining jaunt from Goatwhore and Incantation is an all-star team of antisocial and antichrist tendencies. (Only Florida date, so be prepared for crowd intimacy.) Goatwhore specialize in extremity that touches on all ends of the extreme metal spectrum — death, black and thrash — while death-metal lifers Incantation just sound guttural in all the best ways, like churning organs and serrated blades. John McEntee and his fellow thrashers have still got it after decades. Bewitcher are along for the ride too, and make sure to get there extra early so you don’t miss Miami’s Caveman Cult, perhaps the greatest war-metal ensemble currently drinking blood and grinding it out in these United States. 7 p.m., The Haven Lounge, 6700 Aloma Ave., Winter Park, facebook.com/havenlounge, $20-$25. — MM MONDAY-TUESDAY, AUG. 1-2

Steely Dan

The previously postponed two-night stand in Orlando of dark-humored classic-rock outliers Steely Dan is finally upon us. So get your arched eyebrows and bleak chuckle perfected, because the Dan is going to sing you through the very end of history. Steely Dan, now led solely by founding member Donald Fagen after the passing of creative foil Walter Becker in 2017, are kicking off the very aptly named Absolutely Normal tour in Florida, complete with a residency at the Dr. Phil. This will be Fagen’s first time in town since a 2017 solo show with his Nightflyers. Expect Steely Dan’s most mordant groovers, like “Reelin’ in the Years” and “Hey Nineteen,” and a sizable chunk of material from Fagen’s actuallyvery-good solo LP The Nightfly. To think a Florian-free Kraftwerk and a

Becker-less Dan will have played the same venue in Orlando the same year. Absolutely normal, indeed. 8 p.m., Walt Disney Theater, Dr. Phillips Center for the Performing Arts, 445 S. Magnolia Ave., drphillipscenter.org, $76. — MM

LEO (July 23-Aug. 22): It’s always advisable for you Leos to carry on a close personal relationship with mirrors. I’m speaking both literally and metaphorically. For the sake of your mental health, you need to be knowledgeable about your image and monitor its ever-shifting nuances. And according to my analysis of the astrological omens, you are now authorized to deepen your intimate connection with mirrors. I believe you will thrive by undertaking an intense phase of introspective explorations and creative self-inquiry. Please keep it all tender and kind, though. You’re not allowed to badmouth yourself. Put a special emphasis on identifying aspects of your beauty that have been obscured or neglected. By the way, Leo, I also recommend you seek compassionate feedback from people you trust. Now is an excellent time to get reflections about your quest to become an even more amazing human.

be an excellent time to begin creating your own personal gazofilacium: a storehouse of wonderful images and thoughts and memories that will serve as a beacon of joy and vitality for the rest of your long life. Here’s your homework: Identify 10 items you will store in your gazofilacium.

VIRGO (Aug. 23-Sept. 22): At your best, you are a flexible purist, an adaptable stickler for detail, and a disciplined yet supple thinker. Maybe more than any other sign of the zodiac, you can be focused and resilient, intense and agile, attentive and graceful. And all of us nonVirgos will greatly appreciate it if you provide these talents in abundance during the coming weeks. We need you to be our humble, understated leader. Please be a role model who demonstrates your finely crafted, well-balanced approach to being healthy.

CAPRICORN (Dec. 22-Jan. 19): Capricorn poet Richard Hugo wrote, “It doesn’t bother me that the word ‘stone’ appears more than 30 times in my third book, or that ‘wind’ and ‘gray’ appear over and over in my poems to the disdain of some reviewers.” Hugo celebrated his obsessions. He treated them as riches because focusing on them enabled him to identify his deepest feelings and discover who he really was. In accordance with astrological omens, I recommend a similar approach to you in the coming weeks. Cultivate and honor and love the specific fascinations at the core of your destiny.

LIBRA (Sept. 23-Oct. 22): In my Astrological Book of Life, your life purposes as a Libra may include the following: No. 1, to be beautiful in the smartest ways you can imagine and smart in the most beautiful ways you can imagine; No. 2, to always see at least two sides of the story, and preferably more; No. 3, to serve as an intermediary between disparate elements; No. 4, to lubricate and facilitate conversations between people who might not otherwise understand each other; No. 5, to find common ground between apparent contradictions; No. 6, to weave confusing paradoxes into invigorating amalgamations; No. 7, to never give up on finding the most elegant way to understand a problem. P.S.: In the coming weeks, I hope you will make extra efforts to call on the capacities I just named. SCORPIO (Oct. 23-Nov. 21): Author Clive James loved the Latin term gazofilacium, meaning “treasure chamber.” He said that the related Italian word, gazofilacio, referred to the stash of beloved poems that he memorized and kept in a special place in his mind. In accordance with astrological omens, Scorpio, now would

SAGITTARIUS (Nov. 22-Dec. 21): Tips to get the most out of the next three weeks: No. 1: Keep your interesting options open. Let your mediocre options shrivel and expire. No. 2: Have no regrets and make no apologies about doing what you love. No. 3: Keep in mind that every action you perform reverberates far beyond your immediate sphere. No. 4: Give your fears ridiculous names like “Gaffe” and “Wheezy” and “Lumpy.” No. 5: Be honest to the point of frankness but not to the point of rudeness. No. 6: Don’t just run. Gallop.

AQUARIUS (Jan. 20-Feb. 18): Author Violet Trefusis (1894–1972) and author Vita Sackville-West (1892–1962) loved each other. In one letter, Violet told Vita, “I want you hungrily, frenziedly, passionately. I am starving for you. Not only the physical you, but your fellowship, your sympathy, the innumerable points of view we share. I can’t exist without you; you are my affinity.” In the coming weeks, dear Aquarius, I invite you to use florid language like that in addressing your beloved allies. I also invite you to request such messages. According to my reading of the planetary omens, you are due for eruptions of articulate passion. PISCES (Feb. 19-March 20): I’d like to honor and pay homage to a past disappointment that helped transform you into a beautiful soul. I know it didn’t feel good for you when it happened, but it has generated results that have blessed you and the people whose lives you’ve touched. Would you consider performing a ritual of gratitude for all it taught you? Now is an excellent time to express your appreciation because doing so will lead to even further redemption.

ARIES (March 21-April 19): Fiction writer John Banville tells us, “There are moments when the past has a force so strong it seems one might be annihilated by it.” I suspect that’s sometimes true for many of us. But it won’t apply to you Aries anytime soon. In fact, just the opposite situation will be in effect during the coming months: You will have more power to render the past irrelevant than maybe you’ve ever had. You will wield an almost indomitable capacity to launch new trends without having to answer to history. Take full advantage, please! TAURUS (April 20-May 20): Researchers have proved that lullabies enhance the health of premature babies being cared for in hospitals. The soft, emotionally rich songs also promote the well-being of the babies’ families. I bring this to your attention because I believe you should call on lullaby therapy yourself in the coming weeks. Listening to and singing those tunes will soothe and heal your inner child. And that, in my astrological opinion, is one of your top needs right now. For extra boosts, read fairy tales, eat food with your hands, make mud pies, and play on swings, seesaws and merrygo-rounds. GEMINI (May 21-June 20): Dancer and singer-songwriter FKA Twigs has taken dance lessons since she was a child. In 2017, she added a new form of physical training, the Chinese martial art of wushu. Doing so made her realize a key truth about herself: She loves to learn and practice new skills. Of all life’s activities, this gives her the most pleasure and activates her most vibrant energy. She feels at home in the world when she does them. I suspect you may have similar inclinations in the coming months. Your appetite for mastering new skills will be at an all-time high. You will find it natural and even exhilarating to undertake disciplined practice. Gathering knowledge will be even more exciting than it usually is. CANCER (June 21-July 22): Cancerian author Laurie Sheck writes, “So much of life is invisible, inscrutable: layers of thoughts, feelings and outward events entwined with secrecies, ambiguities, ambivalences, obscurities, darknesses.” While that’s an experience we all have, especially you Cancerians, it will be far less pressing for you in the coming weeks. I foresee you embarking on a phase when clarity will be the rule, not the exception. Hidden parts of the world will reveal themselves to you. The mood will be brighter and lighter than usual. The chronic fuzziness of life will give way to a delightful acuity. I suspect you will see things that you have never or rarely seen. orlandoweekly.com

Q: I’m a mid-50s gay man, married to a man. We’ve been together 30 years. We love each other and have built a great life together, but our sex life is so lackluster it’s nearly extinct. After years of trying to get my spouse to talk about our likes, wants, needs, and differences, and after years making suggestions about how or what we could do either together or apart to improve our sex life, I finally had enough and began having dalliances here and there. I encouraged him to pursue sexual satisfaction where he likes, but his response is always, “I couldn’t do that.” So, what’s the problem? I’ve always been drawn to Daddy/boy scenarios — it plays into my submissive tendencies — and I recently met a hot Daddy. We’ve been meeting up for six months, we’re both GGG, and the sex is awesome! But my spouse does not know about my relationship with Daddy. I would love for the two to meet, as I think they would enjoy each other’s sense of humor and personality, as they are both wonderful men. Is it possible to introduce them so that the three of us could be friends and maybe ease my spouse into opening things up? My spouse and I are both sub bottoms and my Daddy is a gentle Daddy Dom. Do I bring them together or do I keep these two relationships separate? Lusting After Daddy A: If what you’re seeking from me, LAD, is some way to tell your husband you’ve been fucking another man for six months without upsetting him, I can’t help you. He’s most likely going to be upset. Additionally, there’s no way to tell your husband about your recently acquired fuckbuddy without putting your vague DADT agreement at risk. Now, assuming your husband isn’t an idiot, he knows you’ve been having sex with other men. When you told him to pursue sexual satisfaction elsewhere, he must’ve known you planned to do (or were already doing) the same. But there’s a difference between knowing something because you kindasorta figured and knowing something because you were literallyfucking told. And there’s a difference between having sex with other men — oneoffs, one at a time — and having sex again and again with one man. (Which, during this monkeypox outbreak, is a far safer option for you and your husband than one-offs.) Sexual infidelity is one thing, emotional infidelity is another.

But the odds your husband will leave you — after 30 years — seem slim. And even if he’s upset at first, who knows? If he’s open to meeting your boyfriend/daddyfriend once his anger dissipates, and if he’s attracted to your Daddy Dom and your Daddy Dom is attracted to him, a series of hot threesomes might revive your sexual connection with your husband. Things could also go from not great to truly terrible — you could wind up getting divorced — but things aren’t going to get better on the sexual front without a shakeup, and telling the truth is a pretty good way to shake things up. All that said, telling your husband, “I have a boyfriend, I’d like you to meet him, I think you two might click,” is a big risk and there are no backsies. Q: I’m a 26-year-old gay man in Arizona. I was with my 38-year-old boyfriend for a year and a half. We were monogamous from the start but when we “laid our kink cards on the table” about six months in (I’m a longtime listener and reader), he “confessed” that he wanted to watch me get fucked by another guy. Or guys, plural. He brought it up literally every time we had sex for a year. Two weeks ago, I got on Grindr (with his OK) to see what was out there. I found a couple and showed him their photos. He was thrilled. We went over to their place, and it felt right, and they both fucked me in front of my boyfriend. My boyfriend — who jerked off and came while watching me get fucked — had a complete meltdown after we left. He called me a bunch of names and accused me of enjoying it too much and broke up with me. I still have my own apartment, thank God, so I took some clothes and left. He says he wants a monogamous relationship now, but not with me because of what happened. I didn’t do anything he didn’t ask me to. I’m heartbroken and filled with regret and can’t stop crying. Was I supposed to fake hating it? Is there any way to salvage this? Wholly Heartbroken Over Relationship Ending A: There’s no way to salvage this, WHORE, but there are two ways of looking at it … For the answer to the above question, go to savage.love/savagelove to read the rest of the column. questions@savagelove.net DRAWN BY KIERAN CASTAÑO

Written comments must be received by the Permitting Authority by close of business (5:00 p.m.) on or before the end of this 14-day period. All comments filed will be made available for public inspection. The Permitting Authority will accept written comments concerning the draft/proposed Title V air operation permit for a period of 30 days from the date of publication of the Public Notice. Written comments must be received by the close of business (5:00 p.m.), on or before the end of this 30-day period by the Permitting Authority at the above address. As part of his or her comments, any person may also request that the Permitting Authority hold a public meeting on this permitting action. If the Permitting Authority determines there is sufficient interest for a public meeting, it will publish notice of the time, date, and location in the Florida Administrative Register (FAR). If a public meeting is requested within the 30-day comment period and conducted by the Permitting Authority, any oral and written comments received during the public meeting will also be considered by the Permitting Authority. If timely received written comments or comments received at a public meeting result in a significant change to the draft/proposed permit, the Permitting Authority shall issue a revised draft/proposed permit and require, if applicable, another Public Notice. All comments filed will be made available for public inspection. For additional information, contact the Permitting Authority at the above address or phone number. Petitions: A person whose substantial interests are affected by the proposed permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57, F.S. Petitions filed by the applicant or any of the parties listed below must be filed within 14 days of receipt of this written notice of Intent to Issue Air Permit. Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the attached Public Notice or within 14 days of receipt of this written notice of Intent to Issue Air Permit, whichever occurs first. Under Section 120.60(3), F.S., however, any person who asked the Permitting Authority for notice of agency action may file a petition within 14 days of receipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to the applicant at the address indicated above, at the time of filing. A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Agency Clerk in the Office of General Counsel, 3900 Commonwealth Boulevard, MS 35, Tallahassee, Florida 32399-3000, Agency_Clerk@dep.state.fl.us, before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C. A petition that disputes the material facts on which the Permitting Authority’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address, any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Permitting Authority’s final action may be different from the position taken by it in this written notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@dep.state.fl.us, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon. Mediation: Mediation is not available in this proceeding. EPA Review: EPA has agreed to treat the draft/proposed Title V air operation permit as a proposed Title V air operation permit and to perform its 45-day review provided by the law and regulations concurrently with the public comment period, provided that the applicant also transmits an electronic copy of the required proof of publication directly to EPA Region 4 at the following email address: R4TitleVFL@epa.gov. Although EPA’s 45-day review period will be performed concurrently with the public comment period, the deadline for submitting a citizen petition to object to the EPA Administrator will be determined as if EPA’s 45-day review period is performed after the public comment period has ended. The final Title V air operation permit will be issued after the conclusion of the 45-day EPA review period so long as no adverse comments are received that result in a different decision or significant change of terms or conditions. The status regarding EPA’s 45–day review of this project and the deadline for submitting a citizen petition can be found at the following website address: http://www2.epa.gov/caa-permitting/florida-proposed-title-v-permits. Objections: Finally, pursuant to 42 United States Code (U.S.C.) Section 7661d(b)(2), any person may petition the Administrator of the EPA within 60 days of the expiration of the Administrator’s 45-day review period as established at 42 U.S.C. Section 7661d(b)(1), to object to the issuance of any Title V air operation permit. Any petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day public comment period provided in the Public Notice, unless the petitioner demonstrates to the Administrator of the EPA that it was impracticable to raise such objections within the comment period or unless the grounds for such objection arose after the comment period. Filing of a petition with the Administrator of the EPA does not stay the effective date of any permit properly issued pursuant to the provisions of Chapter 62-213, F.A.C. Petitions filed with the Administrator of EPA must meet the requirements of 42 U.S.C. Section 7661d(b)(2) and must be filed with the Administrator of the EPA at: U.S. Environmental Protection Agency, Office of the Administrator, 1200 Pennsylvania Avenue, N.W., Mail Code: 1101A, Washington, DC 20460. For more information regarding EPA review and objections, visit EPA’s Region 4 web site at: http:// www2.epa.gov/caa-permitting/florida-proposed-title-v-permits.
