THE SLOW-MOBILITY AS A RESOURCE FOR NEW INTEGRATION SCENARIOS IN SOUTH-WESTERN SICILY

abstract theme of initial migrant reception, and at the same time, seeking to resolve the problems of the territory and thus helping the local communities. The areas involved are those situated between the Valle del Belice and Agrigento which are identified as a colorful portrait of tangible and intangible goods, traditions, archeologies, landscapes, both cultural and cultivated, all of which have been removed from the public domain, left unprotected and also held hostage by the threat of declining population, of illegal construction and of isolation. The question of isolation is the departure point of this thesis project, which suggests a proposal for the transformation of the abandoned narrow gauge railway line from Castelvetrano to Agrigento, into a cycle path. Such an opportunity, which falls within the law regarding the reuse of abandoned railway lines, passed in the Senate in January 2017 by the Commissione Lavori Pubblici, has been interpreted as an occasion to give back to the territory a space for slow mobility and as a solution which can provide dignity, also to new citizens, within their precarious conditions, and to generate feelings of belonging and well being regarding public space. A system of new resources and services has been planned along the route which is seen as the backbone and reference point for the connection of rural zones, tourist sites and urban centres. These points will be strategic in providing new public spaces and new methods of accessing historic centres. The new infrastructure will also function as a catalyst for the revitalisation of specific decaying heritage buildings which are currently abandoned and thus provide the possibility of being used as renewed spaces and scenarios for interaction between local communities, new citizens and tourists.

In this historic period in which the pressure of migration to Europe is increasing, and in which the focus of political security in the protection of borders has been sharpened, the Mediterranean coast has become critically important in the international debate regarding a series of immigration emergencies. This has provoked the countries involved to re-examine the management of immigration and to review the obsolete or inadequate approaches currently being applied. In the vast number of territorial borders playing a major role within this setting, is Sicily, a land that has been at the centre of migration for centuries. It has become the frontline European port of approach, transforming it into a crisis centre, a theatre in which a rotating succession of negative incidents has put to the test, the entire Italian system of migrant reception. The resulting precarious and distressing situations that have emerged, however, took root in the territory of Sicily as a result of decades of immigration mismanagement and in the shortcomings of directives regarding integration, and consequently has led to an increase in organized crime. Inadequate or non-existent regulations have opened the door to incidents of day labourers exploitation in rural areas, to the establishment of inhumane living conditions and to the creation of segregated spaces which deny the right to the city of potential new citizens. In a social and territorial setting such as exists in Sicily, the issues previously mentioned are further compounded by having to coexist with the already problematical marginalized rural areas and urban centres excluded from the public mobility network. Through a territorial redevelopment project, we offer the opportunity to reflect on the role that the space may play in contributing to the

Slow-Mobility, project for the area between Sciacca and Ribera In this map is shown the project portion of the territory, included between the cities of Sciacca and Ribera. This portion is interesting as it connects two different contexts, the one of an harbour city and the other of a city linked to the activity of agriculture and located within the farming land. One of the main points of the project is the restoration of the bycicle path continuity by means of a deviation on an existing path. This new cycle path is running along an existing street which was choosen according to some observations regarding its flat elevation profile, the presence of leftover spaces that could be recovered and finally the proximity to seaside resorts and Hotels. The project is made up by different kinds of interventions : some urban scale projects to redefine a series of public spaces in the cities involved as well as series of small scale projects which consist in a series of micro-services devoted to the needs of the cycle path users. Those micro projects are site specific in the sense that they intend to reactivate some areas by enhancing their relationship with the surrounding landscape, furthermore they serve as well to the creation of an homogeneous image of the bycicle path.

Sciacca, crafts’ school The project iof ​​ the cycle-path areas in the city of Sciacca is structured on a new public space that realizes the reunification between the upper city and the port area. This space takes the form of a continuum designed by different soils, specifically the green spaces and two new squares connected by a series of textures that redesign pedestrian accessibility to the port. The railway station square is a system of public spaces serving the new civic center’s funtion housed by the station facilities and supported by the addition of two new buildings. The port square improves the accessibility and visibility of the daily fish market, a central activity for the city’s economy. It also proposes the recovery and reactivation of the disused building of the pasta factory with the function of craft’s school and a language learning center. Finally, the new park, which is a filter between the cycle path and the degraded buildings of the port, intends to restore a quality to the adjacent urban space and include them in a redevelopment perspective also by virtue of their function as accommodation facilities and catering.

keywords It becomes a treasure chest and it jealously defends his bowels; we will insert a promenade, a lowered floor, that will lead to the discovery of the ways of life of the ghetto.

Sharing - Milano sufferd the barbarity of the bombs during the Second World War. English Army toss bombs from the sky, up to monuments, infrastructure, churches, school, houses, people.

Climax - Sensory and material path, culminating at the point of maximum tension, passing through a series of rooms, open-air courtyards, negative and positive; overturning the usual sense. The empty space becomes full. The full becomes empty. Showing that through the architecture you can discover and validate that sense of belonging on a totally distorted level. Alienating and alienated. The deepest meaning then needs to be looked for internally.

Ethical distance - Architecture is common heritage: it is what every day is shown to our inattentive eyes but that will undoubtedly remain in the city much longer than a human lifetime and will bring to posterity (future generation) the values and tastes of that era. Distance such as to allow a genuine understanding. Footprint - Walicow 14 refers to a very specific reality, i.e. to the one of the courts of the nineteenth century, of the lots saturated with regular housing units repeated at an urban scale.

Silence - For that reason the path will be dark and quiet. Broken only by the sound of footsteps on the metal grates of the visitors themselves, developed in height through which you can peek at what happens in the section, as when, walking on the street, you peek behind the half-closed curtains. Basement. The story continues, passing through a narrow corridor that will lead us into the actual memorial: large exhibition space, free from impediments. A two gestures spaced out plate, two courts, metaphors of themselves. The clever ones will understand. Those who do not, they will enjoy - at a different level - this experience as well and will surely find their own interpretation. We really want to leverage this factor; we want to “play” on the theme of the interpretation and of the layering of meanings - House as home and battlefield - starting from each individual degree of awareness.

Wall - Part of this reality was then arbitrarily excluded / segregated / cloistered / surrounded by a three meters high wall, which immediately translated this reality in part of city-city apart, without implementing any distinction between monitoring and punishing. Inversion - If the court was initially representing the privacy whereas the street, social relations, the Wall has reversed this trend by emptying the street, removing its purpose, by putting inside the courts all the activities of the community, now become clandestine. Our project does not aim to impose an Architecture but rather whispering a way of living a space belonging to the history of the city. Kintsugi - Our “object” wants to heal a wound, our Architecture wants to stir the inattentive pedestrian’s curiosity

Handing down - This way, the grandfather, on Sunday, going with his grandson to visit “Blizna 14”, they will live together this experience, the same but on two distinctly different plans. Both, however, when leaving, the child with his red balloon in hand and the grandfather with a lump in his throat, will resurface by passing through a crack and they will look at that wall, scarred by the shrapnel, with different eyes. Both, with a sigh of relief, they will raise their eyes to the sky for the fourth time. (And will be able to see the stars).

Landmark - The idea is to prevent that we can simply go and see. The pedestrian will have to pass through, get curious, glimpse, and only following a conscious will, he will come in and watch, attracted by the one chimney standing out among others chimneys. Shell - The facade is deliberately hidden, as you do with valuable things, like a treasure.

ABSURDITY We needed to do that, in order to go out from the realty. From the absourd devastation of the city. “Warsaw has again prey to fire and explosive..many public buildings have been destroyed by mines and fire only in order to devastate the city more thoroughly.” (cit. from Freedom-Equality-Indipendence Central Autority of the Movement of the working Masses of Poland) IDENTITY So as, people can’t identify with this. FOUNDATIONS We used that plan, first of all because is really suggestive. at the same time because it is really clear, we could study the foudation plan.

WALICOW 14 represent a symbol, a very singular place where have been an uprise. 220 young guys, like us, rides the face and faced the nazis army. “ from a hapless herd murdered by German criminals, the jews have raised themselves to the level of a fightingg peolple, fighting not for their existance - for in the face of the absolute superiority of the enemy this is impossible - but to manifest their right to national existance. Polish society watches this phenomenon with respectm, gives it its moral support and wishes that the resistance mai last as long as possible� cit. Mysl Panstwowa, April 1943.

plot “The ubiquitous controversial creative agency has been commissioned to strategize, plan, design, develop and brand a large temporary event at Scalo Farini in Milan. Sponsored by the techno Italian giant Limitless the event is meant to celebrate urban and digital subcultures over a week of intense and unprecedented experiences. Limitless – a leader in the sharing economy with headquarters in a former subway station in the outskirt of Milan - supports a new form of urban economy. It refused to launch a long term development plan for the area believing that the fluctuations of the current and future economy cannot be grasped by the fixed nature of architecture. The plans of Limitless will consist of an incremental system of short term, partially ephemeral interventions. They will not go on hold or be cancelled simply because there won’t be time to go on hold or be cancelled.

Through their plans for Scalo Farini, Limitless and Panda will replace the notions of development, program, and city, with the ideas of colonization, event and geography. Panda will assemble a team of top class creatives and urban dreamers to start drafting a script for the area. The team will be composed by an international group of city planners, urban anthropologist, designers, communications gurus, economists, scientists, scenographers, theater and film makers. Panda will reorganize the eclectic bunch into four main domains of actions: youth culture research, strategic master-plan, ephemeral design and communication strategy. The ambitious group is asked to come up with a plausible plan in just less than 10 days. Rumors suggest that the team will meet for its first brainstorm in the bunker room of the Politecnico of Milan on February 23rd 2017.”

a fairy tale “Once upon a time there was a river that flew down from the mountains to a fairy-tale town called Collodi. Even if it was very loved from the inhabitants, the river’s banks were very ruined and without any care. One day the Talking Cricket, who was back in town after a long journey, noticed that Collodi had many beautiful attractions for adults, but not so many funny and cheerful places for kids, his favorite kind of humans. Therefore he decided to slowly talk to some adults who deep down still felt very childish. So suddenly one day a new idea crossed those Unknown People’s minds. They thought: if all the great attractions of Collodi could be empowered and connected by an enjoyable path by the river, then they could be more accessible and reachable. Moreover, if by the river there could be an opposite place for all the Children of the town and of the world, then Collodi could really become the Greatest Town of all. So those people started projecting a new fresh-tree lined path along the river and a Magic Library, composed of little houses and outdoor areas, perfect for reading and learning. On the other side of the river they imagined a wooded spaces for playing freely. Those awkward characters didn’t forget about all the adults that like them enjoyed feeling still young and foolish, so they created spaces where to eat, listen to music and exhibit paintings and toys. Now the Talking Cricket was really satisfied! Finally the river was an opportunity to play and the town of Collodi had became a very Unique Place!”

THE IDEA The urban rebinding operation that has been created east of the river works at different levels of the project: at street level the new square provides the inhabitants new more accessible functions, while the lower level is more protected and dedicated to the children. Patios o courtyards are important too because they bring light to the lower level and are suitable for educational and recreational situations. THE MASTERPLAN The masterplan focuses on two topics: first to connect village’s attractive areas, second to recovery the river’s shores maintaining each distinctive characteristic. On the east shore the focus is on a urban re-sawing obtained through the insertion of functions devoted to a local public (i.e. art craft laboratories; restaurants and exhibition areas). The kid’s library, even thou located in this area, creates a connection with the auditorium on the west shore. The west shore is already devoted to foreigners with pinocchio’s park and the Collodi foundation. The river’s west shore is characterized by reshaping the land natural movement trough the usage of excavation dirt; the goal is to reduce the disturb determined by the nearby speedway. This way the shore reacquires a landscape shape camouflaging the existing village. THE GROUND FLOOR Two main projects are recognizable on the east side of the river. The new construction project follows alignments and dimensions recognizable in the existing village and tries to connect an undervalued area creating a contemporary village. The recovery plan focuses on the paper mill area, preserving the historical façade and retrains existing surfaces to add new usages and functions connected with the square. THE BASEMENT The hypogeum area is totally dedicated to the library. The project is featured by complementary and connected full and empty areas to allow, on one hand, natural light penetration and on the other to identify different spaces and thematic areas. A technical fence encloses the whole underground perimeter and allows the fitting of safety exits, technical areas and deposits.
