Le principali attività del Centro Europe Direct Siena Il Centro di informazione Europe Direct è un progetto europeo - ospitato dall’Università di Siena - che prevede l’attivazione di iniziative al fine di informare, comunicare e formare sui temi dell’Unione europea. Si tratta di un network di oltre 450 Reti Europe Direct (ED) in tutta Europa, coordinate dalla Commissione Europea; in Toscana si trovano a Siena, Firenze e Pisa che cooperano attraverso un Coordinamento ED Toscano. Il Centro si rivolge ad amministratori e operatori locali, al mondo delle imprese e del lavoro, nonché al mondo accademico. La Europe Direct dell’Università di Siena si occupa inoltre di organizzare, in collaborazione con altre istituzioni e associazioni del territorio, iniziative ed eventi volti a sensibilizzare i cittadini e soprattutto a promuovere il dibattito, favorendo la conoscenza delle tematiche legate all’Unione europea.
Horizon 2020, è ora di mettersi all’opera per accedere ai finanziamenti Nei giorni scorsi la Commissione ha presentato, per la prima volta, gli inviti a presentare proposte relative a Horizon 2020, il programma di ricerca e innovazione dell’Unione europea. Tutte le informazioni e i dettagli dei bandi pubblicati per Horizon 2020 sono disponibili sul Participant Portal: http://ec.europa.eu/research/ participants/portal/desktop/en/opportunities/h2020/index.html, portale digitale dell’UE dedicato al finanziamento della ricerca. La Commissaria europea per la ricerca, l’innovazione e la scienza, Máire Geoghegan-Quinn, ha dichiarato: «È ora di mettersi all’opera. I finanziamenti di Horizon 2020 sono essenziali per il futuro della ricerca e dell’innovazione in Europa e contribuiranno alla crescita, all’occupazione e a una migliore qualità della vita dei cittadini. Horizon 2020 è stato concepito per conseguire risultati concreti. Abbiamo ridotto la burocrazia al fine di rendere più semplice la partecipazione. L’impatto sullo sviluppo locale di cultura e creatività Alla luce delle nuove opportunità di finanziamenti UE per il periodo 2014-2020, il convegno del Comitato delle regioni, che si terrà il 29 e 30 gennaio 2014 a Bruxelles, riunirà responsabili politici, esperti, menti creative e rilevatori di tendenze, artisti, rappresentanti di associazioni europee e organizzazioni internazionali, per discutere di esempi di iniziative di successo nei settori culturale e creativo e del loro impatto sullo sviluppo locale. Sono tre i pilastri di Horizon 2020
Per la prima volta la Commissione ha indicato le priorità di finanziamento con un orizzonte temporale di due anni, fornendo ai ricercatori e alle imprese un’inedita certezza sulla direzione della politica di ricerca dell’UE. La maggior parte degli inviti che saranno finanziati con la dotazione del 2014 è aperta (64 bandi a oggi) e altri seguiranno nel corso dell’anno. I finanziamenti saranno orientati verso i tre pilastri fondamentali di Horizon 2020.
Con oltre 15 miliardi di euro di fondi previsti per il primo biennio, Horizon 2020 abbraccerà le seguenti aree su cui saranno incentrate le iniziative nel 2014/2015: • eccellenza scientifica. Sono previsti stanziamenti per circa 3 miliardi di euro, che includono 1,7 miliardi di euro di fondi dal Consiglio europeo della ricerca per ricercatori di alto livello e 800 milioni di euro per le borse di ricerca Marie Sklodowska-Curie rivolte ai giovani ricercatori; • leadership industriale. Sono messi a disposizione 1,8 miliardi di euro per sostenere la leadership industriale europea in settori come le ITC, le nanotecnologie, la robotica, le biotecnologie e la ricerca spaziale; • sfide della società. Si prevedono finanziamenti per 2,8 miliardi di euro per progetti innovativi realizzati nel quadro delle sette sfide della società di Horizon 2020, riconducibili a: sanità; agricoltura, ricerca marittima e bioeconomia; energia; trasporti; azione per il clima, ambiente, efficienza sotto il profilo delle risorse e materie prime; società riflessive; sicurezza.
EU guidelines aim to improve training for young people
Tackling unemployment in the EU Europe-wide, 5.7m people under the age of 25 are jobless. A recent survey showed that although almost half the young people polled had done a traineeship, a third of the programmes were not up to scratch. The point of the framework is to ensure that employers make details of traineeships clear in advance – including payment, working conditions and supervision – and that they comply with EU rules on working time and holiday entitlements. It also limits traineeships to a maximum of 6 months. It is hoped these guidelines will encourage more young people to train abroad, enabling them to benefit from the same standards across the EU. http://ec.europa.eu/news/culture/131209_en.ht
The EU is proposing guidelines to ensure that employers make details of traineeships clear in advance, and that traineeships equip young people for permanent employment. Young people taking up traineeships to boost their career prospects could benefit from better training under guidelines put forward by the European Commission. This framework aims to ensure that traineeships – which help young people gain the skills and experience needed on the job market – provide high-quality training and suitable working conditions.

Action plan to prevent migrant deaths at sea Asylum overhaul To minimise the risk of a repeat, the Commission has suggested that migrants should be able to apply for asylum in the EU from abroad – to discourage them from undertaking often perilous journeys to reach Europe. Current EU policy requires asylum-seekers, many of whom are escaping war or persecution in their native countries, to be on European soil before applying for refugee status. The proposal would see Frontex, the EU’s border agency, using the vessels of EU member countries to patrol the seas between Cyprus and Spain and would cost around €14m a year. As well as preventing deaths at sea, the Commission hopes the plan will lead to more arrests of people smugglers. The increased patrolling should also help combat human trafficking and organised crime. The EU has unveiled radical plans to tighten patrols of its sea borders in a bid to prevent the death of migrants seeking to reach Europe by crossing the Mediterranean. Every year many hundreds of migrants cross the Mediterranean in an attempt to reach Europe’s shores. In October this year, over 360 of these people drowned after the boat they were travelling in capsized close to the small Italian island of Lampedusa. It was the most recent and deadly of the many accidents that have beset would-be immigrants to the EU in recent years as they attempt to cross the waters separating Africa from Europe.
Food for thought: la voce degli studenti internazionali per celebrare il Terra Madre Day Lo scorso 10 dicembre Slow Food ha promosso il Terra Madre Day per celebrare i prodotti locali e le tradizioni alimentari e culturali che oggi più che mai possono rappresentare un modello per la sostenibilità ambientale e sociale. Greening USiena, Europe Direct Siena, Erasmus Student Network e Slow Food Siena hanno contribuito a questa ricorrenza e hanno organizzato un incontro aperto a tutti gli studenti (italiani e internazionali) dell’Università di Siena, durante il quale ciascuno ha portato esperienze e riflessioni relative al proprio paese di origine. Le principali tematiche della giornata sono state: tipicità a rischio, sistemi di produzione in via di estinzione, conseguenze della globalizzazione alimentare sulle tradizioni culturali, l'ambiente e la vita delle popolazioni locali. Hanno introdotto l'incontro Dario Piselli (coordinatore Greening USiena) e Duccio Lazzeretti (fiduciario Slow Food Siena). Un bel modo per raccontarsi, stimolare il dibattito e condividere conoscenze e saperi provenienti da ogni parte del mondo. -3-

News from the European Parliament 2014-2020 to help an estimated four million young Europeans study or train abroad. "The Broken Circle Breakdown”, by Belgian director Felix van Groeningen, won the Parliament's LUX Film Prize. The award was presented by President Schulz. Speaking in the Parliament on Tuesday, Mali President Ibrahim Boubacar Keïta asked for international help to disarm militias in north Mali. The fund that survived On Wednesday, MEPs voted to keep the European Globalisation Adjustment Fund going until 2020 in defiance of several national governments' attempt to close it down. The fund helps redundant workers find new employment and the Parliament was also able to extend it to workers on fixed-term contracts, temporary agency workers and the self-employed.
The December plenary was marked by film, fish and Ukraine. MEPs awarded the 2013 LUX Film Prize to "The Broken Circle Breakdown", approved a reform of the EU's fisheries policy to combat overfishing and called for support for Ukrainian protesters. The Parliament also backed extending the European fund to help redundant workers for another seven years.
Tax evasion Τo help tackle tax evasion, the Parliament approved on Wednesday legislation to oblige member states to share data on income from employment, directors' fees, life insurance, pensions and property by 2017
Fishing reform The Parliament adopted the reform package of the EU's Common Fisheries Policy on Tuesday to create a truly sustainable fishing sector with provisions to reduce fish discards and protect the sea from overfishing. The Parliament also called for a ban on bottom trawling in vulnerable areas and approved the renewed EU-Morocco fisheries agreement.
Bail-in, bail-out Negotiators from the Parliament and the Council reached a political agreement Wednesday on an EU system to deal with struggling banks. This directive will introduce a so-called bail-in to ensure that taxpayers will not be the first in line to pay for bank failures.
Foreign policy MEPs called on the EU to support Ukrainian protesters on Tuesday. Hundreds of thousands of people have been protesting in Ukraine over the government's refusal to sign an association agreement with the EU. Culture and education in the spotlight On Wednesday EP President Martin Schulz signed the new Erasmus+ programme into law, with a budget doubled to €14 billion for -4-

MEPS wants more concrete EU action They express their solidarity with the Ukrainian people demonstrating peacefully against Mr Yanukovych’s decision and condemn the "brutal and unacceptable" use of force by security forces on the nights of 9, 10 and 11 December, including during the visit by EU High Representative Catherine Ashton. They demand the immediate and unconditional release of the protesters arrested and appeal for a top-level EU mediation mission to go to Ukraine. MEPs also call for a European Parliament mission to Ukraine as soon as possible and point to the democratic possibility in any democracy to call new elections “when renewed popular legitimacy is needed”. Armenia The resolution regrets Armenia's decision to join the Customs Union with Russia, after more than three years of successful association talks with the EU, and urges the Armenian authorities to respect the people's right to protests against it.
The outcome of the Vilnius Eastern Partnership summit of 29 November shows that the EU must do more to support the European aspirations of its eastern partners, say MEPs in a resolution adopted on Thursday. They urge the December EU Council to send a strong political signal that the door to the EU is still open, despite Ukraine's failure to sign the association agreement.
Georgia and Moldova - some success MEPs welcome the initialling of political and trade agreements with Georgia and Moldova at the Vilnius summit and hope they can be signed as soon as possible. They call on the Commission to ensure that the citizens of these countries enjoy some tangible benefits from the deals in the short term. They welcome the proposal to allow Moldovan citizens to travel to the EU's Schengen area without visas.
The resolution says the EU must use all the tools it has, including aid, trade, visa waivers and energy-security projects in a “more strategic and flexible policy" to support its Eastern partners choosing to strengthen their ties with Europe. Parliament condemns the Russian pressure exerted on Ukraine, Armenia and other eastern partners to deter them from signing agreements with the EU, urging the EU and member states to respond. It calls on the Commission to consider counter-measures if Russia breaks World Trade Organization rules with politically motivated trade sanctions against the EU and its partners.
Azerbaijan Parliament urges the Azerbaijani parliament to reconsider its decision to freeze participation in the EURONEST parliamentary assembly, following the EP’s criticism of the conduct of the presidential elections. It also voices concerns about detentions, fresh arrests of opposition activists, and harassment of independent NGOs and media.
Ukraine – a missed opportunity MEPs deplore the decision by Ukraine’s President Yanukovych not to sign the Association Agreement calling it a "major missed opportunity". They underline their continued support for it, provided the necessary conditions are met, and call on the December Council to send a strong political signal that the EU remains ready to engage with Ukraine.
Russia has to keep out Parliament also "rejects very firmly" any proposal to include Russia in association arrangements between the EU and its eastern partners. -5-

Parliament and EU leaders’ relations The European Council - EU heads of state and government - should state clearly before the start of the European election campaign how it intends to respect the choice of EU citizens when proposing the new Commission President, to be elected by Parliament, say MEPs in a resolution voted in the past days. Given that the EU treaties make the European Parliament and the European Council jointly responsible for the smooth running of the process leading to the election of the President of the European Commission, MEPs want the European Council "to state clearly, before the start of the European election campaign, how it intends, for its part, to respect the choice of European citizens in the appointment of the President of the Commission, in accordance with Article 17(7) of the Treaty on European Union, in the context of the consultations to be held between Parliament and the European Council with a view to implementing Declaration 11 annexed to the Lisbon Treaty". Programma d’azione Erasmus Mundus 2009-2013 Per il Programma d’azione Erasmus Mundus 2009-2013 il 22 novembre scorso la Commissione Europea ha pubblicato un invito a presentare proposte nell’ambito del programma Erasmus Mundus 2009-2013. Quest’azione mira a favorire la cooperazione strutturata tra le istituzioni di istruzione superiore europee e dei paesi terzi tramite la promozione della mobilità a tutti i livelli di istruzione per gli studenti (studenti universitari e laureati), i dottorandi e i post dottorandi, i ricercatori, il personale accademico e amministrativo. Cultura e creatività nelle regioni e città d’Europa lavoro dell'UE, le imprese e le istituzioni creative e culturali sono una parte importante e molto dinamica dell'economia dell'Unione. I settori creativi, tuttavia, devono far fronte a una serie di sfide: basti pensare alla frammentazione del mercato e dello spazio culturali, dovuta soprattutto alla diversità linguistica, alla "digitalizzazione" della produzione artistica e della sua diffusione, alla difficoltà per le imprese creative di accedere ai finanziamenti o, infine, alla mancanza di dati comparabili. Affrontare con decisione queste sfide, a tutti i livelli di governo, può contribuire a realizzare gli obiettivi della strategia Europa 2020 per la crescita e l'occupazione.

Il convegno costituirà un'opportunità per creare collegamenti in rete nel settore creativo - un vero e proprio "networking creativo" - con i rappresentanti di progetti selezionati realizzati da diverse istituzioni, organizzazioni e reti culturali e creative, e proporrà sessioni informative sul programma "Europa creativa". I settori creativo e culturale europei hanno un notevole potenziale per contribuire alla ripresa sostenibile dell'economia e generare posti di lavoro. Il convegno sarà accompagnato, il 30 gennaio 2014, da un evento culturale nella Albert Hall di Bruxelles. Nel 2014, infatti, l'iniziativa "Las Minas Flamenco Tour" partirà dalla Spagna per presentare il flamenco in diverse città del mondo, mostrando con il suo esempio come un evento culturale possa promuovere lo sviluppo economico di un dato territorio. Telling the story of the European union
Si è svolto nei giorni 9 e 10 dicembre a Bruxelles la conferenza Telling the Story - Communicating European Structural and Investment Funds 2014 -2020 organizzata dalla Commissione Europea. All’evento - cui hanno partecipato circa 800 persone giunte da 28 paesi europei - era presente anche la Europe Direct di Siena con due rappresentanti. Le giornate erano finalizzate all’approfondimento di approcci di comunicazione e informazione ai cittadini relativi al complesso delle attività dell’Unione europea, con particolare attenzione a fondi e investimenti. Il convegno si è aperto con una presentazione generale cui hanno partecipato il commissario per le politiche regionali Hahn, il commissario per le politiche Agricole e Sviluppo Rurale
Ciolos, il Direttore per gli Affari Marittimi Evans e il Direttore per gli Affari Sociali Kazatsay. È stato puntualizzato come l’Europa punti a migliorare il welfare delle persone e come il 38% dei fondi disponibili venga indirizzato alle regioni meno sviluppate; inoltre la UE punta a sostenere l’occupazione giovanile non sostituendo in nessun modo le politiche statali. Particolare attenzione è stata posta anche alle strategie di comunicazione che accompagneranno i programmi della UE nei prossimi anni, i partecipanti si sono scambiati idee ed esperienze al fine di facilitare le conoscenze sull’argomento. Letture sull’Europa Continenti a confronto. Antropologia e storia di Giusti Francesca; Sommella Vincenzo Editore Donzelli (collana Saggine) I continenti esistono? È possibile scriverne una storia? Un'antropologa e uno storico avviano in queste pagine un dialogo che vuole coinvolgere il lettore nella necessità di una piccola rivoluzione copernicana: ripensare i modi e i criteri con cui, all'alba del terzo millennio, le rispettive discipline possono accostarsi a una simile impresa. La convinzione di fondo è che l'Europa abbia inventato i continenti e disegnato la cartografia del pianeta, riuscendo a presentare questa sua costruzione come un fatto naturale. Primi ostaggi di tale operazione ideologica sono state le stesse scienze umane, che hanno assunto come realtà ciò che era artificialità. Ma l'allargamento della visuale a una pluralità di mondi e modelli divergenti, talvolta dotati di una vitalità superiore rispetto all'Occidente, porta oggi alla luce il problema della storia, della sua metodologia e dei suoi rapporti con le altre discipline, prima fra tutte l'antropologia.
In breve • È stata formalizzata nei giorni scorsi la partecipazione dell’Unione Europea a Expo Milano 2015. Lo spazio espositivo dell’UE illustrerà il ruolo fondamentale dell’Unione Europea sulla sicurezza alimentare a livello globale, in linea con il tema dell’Esposizione Universale di Milano, “Nutrire il Pianeta, Energia per la Vita”. Su una superficie di 1.500 metri quadrati, lungo il Cardo e adiacente all’area dedicata alle Regioni italiane, il padiglione europeo mostrerà come le politiche comunitarie siano già attive e impegnate in questa sfida mondiale. • Il 20 dicembre alle 10.30 il Vicepresidente della Commissione europea, responsabile per l'Industria e l'Imprenditoria, Antonio Tajani sarà nel negozio di giocattoli Little Big Town a Piazza Venezia a Roma, per promuovere la Campagna della Commissione europea "Giocattoli più sicuri per i nostri bambini". Nel periodo di Natale vengono acquistati oltre il 60% di tutti i giocattoli dell'anno. È dunque il momento più opportuno per sensibilizzare genitori e nonni sulla scelta e l'utilizzo più sicuro dei giocattoli.
