The urgent call from Brussels for additional measures to accelerate the recovery of the Mar Menor demonstrates the recognition of the importance of preserving this unique and fragile ecosystem. The European Commission has stated that the Mar Menor is in a ‘critical situation’, hopefully, their urgency will encourage the Spanish government to continue to focus on the recovery of the Mar Menor.

LORCA has taken a proactive stance toward regulating the management of the town’s Padron. In an effort to address non­compliance and irregular registrations, the acting mayor of Lorca, Diego José Mateos, and the acting councillor for Statistics, Isidro Abellán, have recently announced the implementation of a groundbreaking tool: the Ordinance Regulating the Management of the Municipal Register of Inhabitants.

The acting mayor emphasised a significant change stating that for example when eight individuals are registered in a dwelling of 80 to 100 square metres, a physical inspection is mandatory to verify their actual residency and the habitability conditions suitable for the number of occupants.

Furthermore, a sanctioning framework has been established to address non­compliance, targeting both the owners and the inhabitants of the dwellings. This new system imposes fines ranging from €750 to €3,000 for different levels of infractions concerning the obligations stated in the Padron, which are classified as minor, serious, and very serious.

The rapid population growth in Lorca over the past two years has created a challenge in managing the town’s Padron, prompting the development of these measures.
