NIABP is being offered to the market by way of a two-stage informal tender process. In the first instance bidders are invited to submit Pre-Qualification Questionnaires. Following PQQ assessment, it is our intention to invite up to four bidders into Stage 2. At Stage 2 bidders will be asked to submit detailed development proposals which will be evaluated on a quality and price basis. The deadline for PQQ submissions is Friday 16th September 2016, with the selection of a preferred developer by Friday 2nd December 2016.

The NIABP development opportunity extends to approximately 70 acres (Sites A plus B) with the potential to extend to approximately 150 acres through the inclusion of Sites C and D. The site can be sub-divided in four development parcels, which we summarise here.

SITE A
Site A is situated immediately adjacent to Newcastle Airport’s serviced operational apron and existing air freight accommodation. The site extends to 57.8 acres, is currently vacant and is covered in low level grass and shrub vegetation. Site A has the capacity to deliver over 500,000 sqft of warehousing/logistic space. SITE B
Site B is situated adjacent to Callerton Parkway Metro Station. The site is generally flat, triangular in shape and is currently vacant. The site is covered in low level scrub grassland with a band of mature trees to the east of the site, protected under a TPO. The trees will need to be retained by any future development. Site B benefits from an outline planning consent (planning Ref: 2007/0949/01/ OUT) which was renewed in 2014, for the erection of 175,000 sqft of office space and 2,500 sqft of retail floorspace, 465 car parking spaces with associated access. SITES C & D
Sites C and D lie on the eastern periphery of NIA’s ownership, adjacent to the Great North Park to the east, the airport runway to the north, agricultural land to the south and site A to the west. Site C is allocated in the airport’s Masterplan 2030 as an expansion of the NIABP once sites A, B and D are full. Site D is allocated within the Local Development Framework by Newcastle City Council for a large single user (B1), similar to Sage at Great Park. DISPOSAL OBJECTIVES & PROCESS NIAL intends to select a developer to bring forward NIABP. It is envisaged that the development will come forward over an 8 to 10 year period commencing in 2017.
DEVELOPMENT OBJECTIVES NIAL’s objectives in respect of NIABP can be summarised as follows: • Secure a sustainable rental income and/or capital receipts. • G enerate increased business and freight traffic flows which will enhance NIAL’s reputation and increase revenue flow. • Create employment opportunities in the region in a prestige business address. The preferred development partner, selected following the conclusion of this process, will be expected to bring forward a speculative first phase of office development on Site B. In addition the development partner will be required to put in place an infrastructure strategy which opens up Sites A and B for development. Working closely with NIAL the preferred developer will agree a Masterplan for NIABP and secure funding and planning approvals to deliver the Masterplan and infrastructure in accordance with the agreed vision.
