Preface
Preface
In previous years, two partner organizations (“Brandenburgische Sportjugend im Landessportbund Brandenburg e.V.” from Germany and “Everything is Possible” from United Kingdom) of the current project worked together in order to develop a variety of good practice in Vocational Education and Training (VET) for trainees with a background of social obstacles and in order to offer them different vocational and pre-vocational opportunities. Through this past cooperation they already investigated the support needs of such a target group in accessing VET abroad and, through joint working, discovered the obstacles preventing them accessing VET. As a result ‘Leonardo pathway passport’ (booklet) was produced which would support the target group in their access to international VET and travel throughout their VET experience.
Partners agreed to develop Guidelines for Sending and Hosting Organizations of trainees with fewer opportunities. The focus was to define common standards for the organizations in order to provide quality support for trainees and tackle specific challenges and problems. Also, recommendations and suggestions were gathered through sharing of good practice examples between the partner organizations. It was decided to investigate and improve VET-opportunities available to this target group in each of the partner areas and endeavor to develop a better service for these learners with fewer opportunities. The partnership was used to define for hosting and sending organizations the support that is necessary to give to the target group in order to make the VET opportunities more successful for each of the involved. Even if all the partners are experienced in working with the target group there is nevertheless a different approach of working in the international context.
The new partnership through project “Effective Inclusion”, starting in September 2011 and finishing in August 2013, has involved a new partner organization “Gantalcala” from Spain. Partner Organizations
The Brandenburgische Sportjugend (Sports Youth Brandenburg) is an independent working youth organization in the 'Sports Federation Brandenburg'. Its members are children and teenagers as well as their youth representatives who are organized in more than 2.500 sporting-clubs. It counts more than 137 thousand members under the age of 27. Therefore it is the largest youth association in the state of Brandenburg. The 'Sports Youth Brandenburg' is of public utility and recognized as an independent supporter of the 'freie Jugendhilfe' (helping-service for young people). The organization stands up for the co-operation and codetermination of young people in sporting-clubs and associations and acts as a representative of their interests. The work of the 'Sports Youth Brandenburg' is guided by the aim to make as many children and teenagers as possible find their way into the sporting-clubs.
The organization offers numerous projects regarding sport, youth-work and social-youth-work. The projects correspond with the interests of children and especially teenagers inside and outside of the sport-organisations. Crime prevention, integration trough sport, street soccer for tolerance, mobile street projects, camps, spare-time activities but also education are some of the mile stones of our work. The “Sports Youth Brandenburg” has a lot of experience regarding European voluntary service and is recognized as sending, hosting project and coordinator for the different sport and health oriented projects.

Since 1999 Everything is Possible has developed partnerships with organizations who support young people with fewer opportunities. Our organization was set up to support the most excluded young people, such as homeless young people, those with drug & alcohol problems, those in prison, young people with no education or excluded from school, individuals with a history of mental health, black & minority ethnic groups, those who have been through the system of local authority care and young parents. We specialize in offering international mobility experiences to young people with less opportunities, however our programmers are open to all young people, not exclusively this target group. We run formal and informal courses on European citizenship & intercultural awareness for young people, in various settings including prisons, youth centres, schools & non-formal education centers. Our current aims and the work we have done over the last few years have allowed us to work with more & more marginalized young people
Gantalcalรก is a non-profit organization of European dimension whose mission is to contribute to the development of a participative, tolerant and supportive society, through education, culture and social inclusion. Our activities (carried out by professionals and local or international volunteers) are divided in seven programmes: Learning Mobility; Intercultural Learning and Multilingualism; Health& Sports; E-Inclusion; Creativity & Social Initiative; Participation & Active Citizenship; and Volunteering. Focus on Sending and Hosting organizations working in the vocational education and training sector in different European countries Define common standards of necessary support for the organizations which work with trainees with fewer opportunities and therefore require special support

Trainee profile
Traineeship is carried out through activities organized in partnership between organizations, which send or host trainees Traineeship is made up of preparation, training activity and follow-up (´´Phases Before, During and After the Traineeship´´) The trainee undertakes a training activity in a country other than the country where he/she lives
A person up to 30 years undergoing vocational training, either within a training institution or training organization abroad. Young person with fewer opportunities (social, economic and geographical obstacles, educational difficulties, cultural differences and health problems)
The training activity is full-time lasting from 2 weeks to 6 months
Open-mindedness and interest in other nations and cultures
Traineeship can take place in a variety of vocational areas (social work, environment, sport, art, culture, children, media, health etc.) and should correspond to the needs and interests of the trainee

“Young people with fewer opportunities” are young people that are at a disadvantage compared to their peers because they face one or more of the situations and obstacles mentioned in the list below. In certain contexts, these situations/obstacles prevent young people from having effective access to formal and non-formal education, transnational mobility and participation, active citizenship, empowerment and inclusion in society at large.
Social obstacles: young people facing discrimination because of gender, ethnicity, religion, sexual orientation, disability, etc.; young people with limited social skills or anti-social or risky sexual behaviours; young people in a precarious situation; (ex)offenders, (ex-)drug or alcohol abusers; young and/or single parents; orphans; young people from broken families, etc.

Gathers the latest information from Hosting organization about the trainee and his/her experience in the project Welcomes the trainee back home and gives support for his/her faster reintegration into the home country and local community
Prepares the confirmation/certificate for the trainee outlining traineeship’s main concept and goals, as well as, trainee’s gained knowledge, skills, competences and learning outcomes
Provides trainee with the possibility to share their personal experiences and learning outcomes gained during the project
Fulfills together with the trainee the Traineeship Evaluation Form after getting the necessary feedback for the evaluation and validation of the traineeship project (see Annex 4)
Engages the trainee in dissemination and exploitation of project results by sharing good practice examples (role of speaker, motivator and advisor for the prospective trainees)
Encourages the trainee to share his/her experience and project results by using different dissemination tools (blog, diary, articles, testimonies)
Discusses trainee’s future plans and gives information and assistance about further possibilities of education, training and employment

Supports the trainee by the integration into traineeship placement and local community Provides trainee with language (linguistic) support Identifies responsible people during the traineeship placement (person in charge of the project/tutor for personal and administrative support, mentor/supervisor for task-related support) If necessary, keeps in contact with the person in charge of the project/contact person in the Sending organization per e-mail/telephone/during work visits and meetings and gives updates and feedback on the ongoing project

Supports the trainee by problem solving/emergency situations and crisis management Manages the financial resources of the traineeship received from the Sending Organization Encourages the trainee to disseminate the project results by sharing good praxis examples gained in the host country (role of speaker, motivator and advisor for the prospective trainees) Encourages the trainee to share his/her experience and project results by using different dissemination tools (blog, diary, articles, testimonies)

INTERMEDIARY ORGANIZATION
INTERMEDIARY ORGANIZATION
In some cases the traineeship project will be coordinated and managed by INTERMEDIARY ORGANIZATION in the host country.
These Guidelines do not specifically indicate the role and the rights and responsibilities for the Intermediary Organization. Generally the Intermediary Organization has the role of facilitating the implementation of the project by offering administrative and quality support to all project partners and enabling their networking.
According to the principles of Leonardo Da Vinci Mobility “Quality Commitment for training placements” the Intermediary Organization (where appropriate) undertakes to:

It has been agreed between the partners that: the division of rights and responsibilities among partner organizations (Sending, Hosting, Intermediary) and trainee in each stage of the project is to be defined in the Traineeship Partnership Agreement the responsibilities of the Intermediary Organization may vary from project to project, therefore the role and extent of involvement of Intermediary organization is to be decided by involved partner organizations in the context of individual trainee mobility projects
