Who is winning the battle for digital inclusion? 1-1 engagement for all children There is no doubt that enabling children to learn can be greatly enhanced through the use of technology. Indeed, more and more children are exposed to some form of mobile device even before they start school. Most experts believe that there is strong evidence to support the premise that personal access, 1-1, to a digital device has positive effects on learning as well as preparing young people for an increasingly digital lifestyle. Of course, 1-1 engagement also has to apply to the teachers. However, according to the Learning Foundation, there are still more than 1 million children in the UK who have little or no access to a device. Worse still, they cannot get on-line at home thereby limiting their opportunities to do homework in a safe and supervised environment. Extending access to basic technology beyond the school gates is vital. The government has recently delivered free Wi-Fi across all libraries in England. Over half of UK residents have a library card and more than 35% of people living in the most disadvantaged areas visit their library. However, it’s within the school and at home where most benefit can be derived.
A choice for education As you would expect, the technology and devices have also gone through a transition. From netbooks – provided by the school, kept in school, using resources produced by teachers and stored on local servers, and transported and charged on laptop trolleys to Apple’s domination with the iPad and Apple’s ecosystem for apps and resources. Whilst UK schools have not witnessed the explosion of Chromebooks evidenced in the US, there has clearly been a move towards lower cost devices with tablets on the increase. Tablets for Schools (TfS) reported that 68% of primary and 69% of secondary schools have adopted tablets “to some degree” with over 900,000 predicted to be in use in UK schools by the end of last year. According to a BESA report, iPad is the preferred brand for both primary (41%) and secondary (35%) education but Android devices are steadily gaining. With cuts in education spending, Google’s Chromebooks offer a low-cost alternative laptop with keyboard that requires little technical support. Moreover, with the requirement for internet access, rather than specific devices, and the move in education towards cloud based services that manage security and core apps in addition to reducing costs, their popularity is set to increase still further. Indeed, Google offers a number of free or lowcost resources from within its ecosystem including 24/7 support.
However, Microsoft has decided to up its game in the education sector and a three way battle between these technology giants looks a distinct possibility. The introduction of a streamlined operating system called “Windows 10 S”, a range of collaborative programs for schools and two new Surface laptops aimed at the college student market were recently announced. Microsoft will want to leverage its position as the operating system that is most used in business and industry and therefore paves the way for future working for students, in addition to emphasising its security credentials. Naturally cost plays a major part in decision making and with tighter budgets some schools have adopted a BYOD proposition. According to research from RM Education only 29% of UK secondary schools and just 9% of primary have opted for schemes whereby parents are encouraged to buy a specific device aided by a funding package or allowed any device that connects to the internet. However, BYOD doesn’t necessarily save money – increases in infrastructure, software licensing and technical support may well offset the saving in hardware. Even if children bring their own device, content will need to be filtered and smartphones with 3G and 4G connectivity will need to have had parental control settings to avoid any inappropriate behaviour. Education remains a key market for resellers and vendors. Technology in Education: What does it bring to the classroom? Technology is something we have all become accustomed to however, an area that is still very much up for debate is the use of technology in schools. While the majority of people have embraced the idea that introducing some level of technology to children from as early as 4 years old is a necessity in today’s world, many believe there are potential consequences to be considered regarding our reliance on computers. The use of pupil-owned devices and BYOD is growing and may well lead to school-supplied computers becoming less important, possibly in a similar way that the advance of classrooms’ interactive whiteboards rendered blackboards obsolete. Technology has moved at such a pace and children have become so technologically savvy that ICT is no longer a lesson to be taught, but a tool to use for the teaching of other subjects. In the future, it’s anticipated that implemented systems will include faster wireless and access points within a managed wireless network. Paul

With IP surveillance, recordings are typically in HD resolution. IP surveillance is a digitalised, networked version of CCTV. IP cameras record video footage which is then distributed over a network. Any authorised user of the network can potentially see video from any camera, accessing images via their PC, laptop, smartphone or tablet. Such a system provides flexibility of multiple views and angles, unlimited storage and easier search and retrieval. IP surveillance offers the ability to connect to e-mail and other communication methods so that alerts can be sent electronically. There are also advanced recording functions and the option to play and record simultaneously.
School subjects that could benefit most from an increased tech presence in education include mathematics and sciences. As these subjects are often more difficult to understand and require a number of resources and high level of detail, increased technology presence can simplify learning, making it easier to understand complex concepts and methodologies through the use of interactive demonstrations, activities and engagements. A key question regarding drawbacks to implementing more technology in classrooms is whether networks can cope with an influx of devices and what upgrades, improvements or complete rebuilds would be necessary to futureproof any systems installed or considered. Additionally, with a higher level of technology in classrooms, there can be an increased risk of cyber bullying, potential exposure of pupils to offensive material, self harming, and radicalisation. Policy needs to emphasise issues such as permitted devices, agreed hours of use, mandatory check-in procedure for students’ devices, and the consequence of inappropriate use. Infrastructure is key to making the most of technology Just as business has benefited from computer networking and Wi-Fi, so has education. The network is now central to most school activities having transformed teaching and learning, administration and communication. From sharing devices like printers and scanners, collaborating on interactive displays, communicating via email or video conferencing to telephony and CCTV, a robust network is key to maximising technology in education. Indeed the true power of technology is harnessed when it’s linked up together on a network. Of course, networking, cloud technologies and the internet all have a place in distributing software applications.
Wi-Fi is a great enabler Whilst discussion centres around ensuring every child has a digital device, whether it’s shared or BYOD, equal attention needs to focus on how the broadband network is accessed. For many Wi-Fi offers great advantages for personalised learning because it enables greater mobility in a school. A PC or laptop on a wired internet connection where an ethernet plug and cable are required is impractical both from a set-up and maintenance perspective in addition to the disadvantage of its fixed location. What’s more tablets and Chromebooks can only function over Wi-Fi as they don’t support a wired network port.
With Wi-Fi, students have the freedom to learn and study at their own pace in and out of the classroom. Nowadays the use of social networking sites is second nature to children, therefore collaboration on projects using sharing and conferencing platforms is a natural extension to that and their use as education tools has increased. Indeed teachers can bring subject matter experts into the classroom for specific topics using video conferencing. VR and augmented reality will also become a feature of the classroom as more apps are developed for education. All of the above technologies require schools to ensure that their Wi-Fi system is reliable and can cope with the data traffic generated by the users. However, with the latest WLAN technologies and Wi-Fi protocols available, having the right infrastructure shouldn’t be an issue. Safety and Compliance in Education
First KCSiE and now GDPR Hot on the heels of educational establishments having to comply with the updated Keeping Children Safe in Education (KCSiE) guidelines which came into effect last September and monitored by Ofsted, focus now turns to GDPR regulations. Safety wasn’t a new issue for schools as demands have increased significantly since the millennium and the use of the internet and widespread access to social media have meant that children have become increasingly vulnerable to inappropriate and illegal online content. However, the new directive had far more references to technology and was more explicit stating: “it is essential children are safeguarded from potentially harmful and inappropriate online material” and schools should do “all that they reasonably can to limit children’s exposure”. It also required an “effective approach to online safety” and “a clear policy on the use of mobile technology”. The guidance called for effective online safeguarding mechanisms with a mandatory requirement for all schools to have an appropriate filtering and monitoring system in place whilst creating the right balance between safeguarding and “overblocking” that would impose unreasonable restrictions on the use of technology as part of the education process. On line safety was categorised into three broad areas: • CONTENT: being exposed to illegal, inappropriate or harmful material • CONTACT: being subjected to harmful online interaction with other users
• CONDUCT: personal online behaviour that increases the likelihood of, or causes, harm
Help for schools To help schools address this, the UK Safer Internet Centre (UKSIC) published some definitions and compiled a list of filtering and monitoring providers that could demonstrate how their technology met the national defined standards. UKSIC recommended that schools should ensure that access to illegal content was blocked and specifically that the filtering providers were Internet Watch Foundation (IWF) members. In addition, they should incorporate “the police assessed list of unlawful terrorist content, produced on behalf of the Home Office”. KCSiE monitoring requires both the physical supervision of children whilst using IT systems or devices through to the use of technology. For example, filtering services provided by some Internet Service Providers that produce logfile information against individuals, or IT vendors and resellers that provide technology based monitoring systems that can alert schools to inappropriate behaviours. GDPR in Education Turning to GDPR which comes into effect from 25th May next year, Exertis has also produced a guide which outlines the main points of the legislation and how businesses can work towards compliancy. Inevitably, schools and colleges will be processing personal data relating to students and staff, a large proportion of which will contain sensitive data relating to health, ethnicity and religion which require even more care and consideration. Educational institutions will need to be able to demonstrate that they have complied with the following data protection principles which require personal data to be: • Processed in a lawful, fair and transparent manner with the consent of a parent or guardian (in the case of children) • Collected for specific and legitimate purposes but retained for no longer than necessary • Relevant and limited to what is necessary • Accurate and kept up-to-date • Secure and can meet with subject access requests in 30 days. Note: charges can no longer be made for such requests. Failure to comply with GDPR can not only incur a considerable financial burden but also reputational damage as any steps taken by the Information Commissioner’s Office (ICO) for a breach puts an organisation in the public spotlight. This can also apply even if the data is collected and maintained by a third party and so it’s important that where data is outsourced, a legal contract and service level agreements are in place. A Data Protection Officer (DPO) will also be required. Whilst this role may already exist at most educational establishments, the qualifications and experience required are much stricter. Whilst organisations may be able to group together to hire a single DPO, the person will need to be easily accessible to all parties.
Steps to GDPR compliancy The ICO is a good source of information on GDPR. Whilst technology can be an enabler in terms of security and assessments, GDPR is as much about process and procedure. As a starting point, the ICO has recommended 12 steps that should be taken.
1. Awareness: Key people and decision makers need to be aware of GDPR requirements 2. Information Audit: to document what personal data is held, where it came from and if it’s shared 3. Communicating Privacy Information: Information needs to be provided in concise, easy to understand and clear language. 4. Individual’s rights: Subject access and retrieval in a commonly used format; inaccuracies to be corrected, right to be forgotten, data portability 5. Subject access requests: Timely and provided in understandable format 6. Legal basis for processing the data should be documented 7. Consent: review how data is sought, obtained and recorded. Consent must be freely given, specific, informed and unambiguous with a positive affirmation of the individual’s agreement. 8. Children: Consent from parent or guardian for processing of children’s data. For the first time, the GDPR will bring in special protection for children’s personal data, particularly in the context of commercial internet services such as social networking. 9. Data Breaches: Procedures and technology should be in place to detect, report and investigate a breach. Notification is required within 72 hours where an individual is likely to suffer some form of damage through identity theft or confidentiality breach. 10. Data Protection by Design and Data Protection Impact Assessments: It has always been good practice to adopt a privacy by design approach and some projects will require a DPIA as a legal requirement particularly if a new technology is implemented. 11. Data Protection Officer: Appointment of a suitably qualified DPO 12. International: Determine the data protection supervisory authority In addition, educational establishments will need to ensure that they are working with an accredited company when it comes to data disposal or recycling and include that within their e-safety policy document. Resellers can be the trusted advisers to help educational establishments work towards compliancy with the help of technology solutions but GDPR isn’t prescriptive in terms of what technology to deploy. However, there is no silver bullet but schools and educational establishments will need to have a better understanding of what data they hold, why they hold it and who has access to it.

All Saints Junior School in Reading was founded in partnership between CfBT Education Trust, parents, and the local community. It is amongst the first Free Schools to be built in the United Kingdom.
In addition to cost and efficiency savings, the noise reducing capabilities of the NetShelter CX were a key consideration for the school administrators.
