anufacturing matters to the future of our nation, and the Jamaica Manufacturers’ Association (JMA) is committed to ensuring that there is a platform to promote Jamaica’s best products and services to the world. The participation of over 150 exhibitors in Expo Jamaica signals that Jamaica is serious about business. This year’s theme: “The Business Hub of the Caribbean,” is fitting as there is no other trade show in the region that boasts the variety, quality and innovation, which has become synonymous with Expo Jamaica. We have truly set the bar. The JMA is proud to be celebrating 42 years of hosting Expo Jamaica with the Jamaica Exporters’ Association (JEA) and to be partnering with JAMPRO for Buyer Recruitment, but we are mindful that this show is as big as it is because of the manufacturers and service providers that continue to invest in Jamaica. Expo Jamaica presents a unique opportunity for buyers to forge business linkages with manufacturers and become aligned with the great Jamaican brand, which continue to be demanded worldwide. JEA PRESIDENT’S MESSAGE The Jamaica Exporters’ Association is pleased to be once again partnering with the Jamaica Manufacturers’ Association on the hosting of EXPO Jamaica 2014. Our partnerships with JAMPRO and major sponsors such as LIME, the Ministry of Industry, Investment and Commerce, National Commercial Bank, the Jamaica Public Service Company, Grace and others, have allowed us to develop new features to support exhibitors in their bid to increase their sales. The hosting of EXPO Jamaica is an opportunity for us to put on show the best that Jamaica has to offer to the rest of the world. It is particularly important at this time as we seek to reposition Jamaica’s exports in the targeted markets to significantly increase our export earnings, reduce our debt to GDP ratio, and achieve long-term sustainable economic growth. The non-traditional export sector was significantly impacted by the global recession in 2009, and we saw a rebounding of the industry in 2011 and 2012. However, the latest figures from the Statistical Institute of Jamaica (STATIN) indicate that the non-traditional export sector experienced a reduction in exports for the period January to November 2013, with earnings of US$642.47, million compared to earnings of US$746.43 million for the similar period in 2012. The JEA continues to collaborate with JAMPRO and other stakeholders to revise the National Export Strategy. The staging of EXPO Jamaica is a major promotional strategy which will help to provide very important trade opportunities for the export sector as we seek to attract over 200 international buyers to Jamaica. This year our theme for EXPO Jamaica, is “The Business Hub of the Caribbean”. The Jamaica Exporters’ Association supports the implementation of the Logistics Hub as we see it as a vehicle to attract investments and grow our exports. As Jamaica implements the Logistics Hub, the JEA continues to work with exporters to equip them to take advantage of the opportunities to be created for Jamaican products and services through the Hub. We welcome all our buyers to EXPO Jamaica 2014 as we showcase the wide range of quality products and services being produced to meet the highest international standards by Jamaican firms. We want to assure our buyers that many exporters have international certification and have taken steps to ensure that their operations meet international standards such as FSMA, HACCP, Global Gap and ISO. Message from The Honourable Anthony Hylton Minister of Industry, Investment and Commerce
T
he Ministry of Industry, Investment and Commerce congratulates the Jamaica Manufacturers’ Association and the Jamaica Exporters’ Association for the staging of another successful Expo Jamaica. This provides yet another opportunity to showcase the creativity and standards that support our Jamaican products and services, strengthening the global brand known as brand Jamaica. As Jamaica prepares to become the fourth node in the global trading system through the development of the Logistics hub, Jamaican manufacturers and exporters must position their operations to take advantage of what will be a globally competitive platform, facilitating the delivery of goods and services to global markets. The establishment of 16 Special Economic zones, will allow for partnership between MSMES and the manufacturing sector on the one hand, and major transnational corporations which will set up operations in the SEZs. This will also serve as an engine of job creation on a significant scale. The growth of the Jamaican economy and the long-term commercial viability of our manufacturer and exporter communities will depend largely on the degree to which they embrace an export-led growth strategy – a key pillar of the Government’s growth inducement strategy. However it is critical to note that while we bask in the strength of the Jamaican brand, we must ensure that we adhere to a single standard ... the global standard. Certification to global standards will open the door to new export markets and allow Jamaican goods and services to maintain a presence in existing markets. The various legislative and policy changes spearheaded by the Government will serve to improve the environment for doing business, thereby raising our level of competitiveness. This will make Jamaica a more investment friendly environment to grow the MSME sector, especially the manufacturing and the export sectors. I congratulate the JMA and the JEA for their role in strengthening the Jamaican economy. Let us together as Jamaicans, work towards achieving the goals of the national development plan, Vision 2030, ‘making Jamaica the choice to live, work, raise families and do business.

JMA PROFILE The Jamaica Manufacturers’ Association (JMA) represents over 340 members in all sub-sectors as well as institutions and organizations which provide services to the industry. Join the JMA, which will provide you with the power of representation. The Association remains a strong voice for manufacturers, by lobbying for an enabling business environment. The JMA also promotes locally-made products, facilitates trade and networking, and assists in building the capacity of local manufacturers, with the overall objective to develop the manufacturing sector and increase its contribution to the socio-economic welfare of the country, by creating jobs, earning foreign exchange and improving the standard of living for all. There are three categories of membership: Ordinary Members: Should be engaged in manufacturing; be a registered company with Articles and Memorandum of Association Associate Members:
• Individuals, firms, partnerships or companies which provide service to the manufacturing sector • Associations engaged or interested in any business in Jamaica and acceptable as such to the Board of Directors. Micro and Small Members: Manufacturers employing 1-5 persons, in operation for less than seven (7) years with gross annual sales not exceeding J$10 million. Criteria to become a member: • Company needs to be registered with the Office of Registrar of Companies. • Company needs to be tax compliant. Steps to becoming a member: • Complete and submit the application form along with the relevant fees. • Factory is visited by JMA Staff. • The application along with the fees are submitted to the Board of Directors for approval.

• A letter of acceptance and certificate will be forwarded on approval. T
he Jamaica Exporters’ Association is a 250-member private trade association, governed by a 17 member elected Board of Directors. The JEA is committed to enhancing the competitiveness and sustained growth of Jamaica’s non-traditional export sector, and believes there is a direct correlation between successful exporting and a thriving micro enterprise sector. The Association’s major areas of focus are Advocacy, Training, Financing, Project Management, Technology, Export Promotions, Market development Publications and Market Information. The Association, for most of its existence, has built up an admirable record of successfully representing its membership, which comprises mainly small and medium sized exporters. The JEA has demonstrated knowledge, care and effectiveness in dealing with the varied issues faced by its over 250 exporters from 17 sub-sector groups - including processed foods, fresh produce, horticulture, pharmaceutical, furniture and craft, chemicals, personal care, beverages & tobacco, textile & wearing apparel, building products, pharmaceuticals, electronics, export services and trading houses. For almost 50 years the JEA has been fulfilling its mandate by partnering with various local and international organizations to develop and implement
programmes of support for the export sector. As the private sector agency promoting the development and growth of Jamaica’s exports, the JEA sees its role as integral in ensuring that Jamaican firms are competitive in the international market. The JEA has concentrated its attention, in the last twenty years, particularly on building its business development services (BDS) to SME’s. The JEA has a Staff complement of thirteen, and under the leadership of the Association’s General Manager, integrates a systematic approach in which market information, strategic planning, information technology, advocacy, operational and financial management, technical support and export market development are critical components of the firm-level assistance to clients. I
n the last five years JPS has invested more than US$600 Million in its operations, with the objective of improving service to customers. The company has invested in upgrading its electricity production and delivery systems, introduced new technology to improve its processes, and put in new systems to enhance the customer experience. The result: an overall increase in customer satisfaction. And the journey continues. As a key partner in national development, JPS is taking steps to partner with businesses and the Government on economic growth. To this end, JPS has asked the regulators to approve the introduction of a wholesale tariff as part of an overall strategy to stimulate growth and create jobs for Jamaicans. At the top of the company’s agenda is helping businesses to manage electricity costs, particularly in light of the factors outside of its control – primarily the cost of the fuel used to generate electricity. To this end, JPS is helping the Government and businesses to find energy efficiency solutions as a first step in reducing energy costs. We continue to work with individual businesses by providing energy audits and training in energy management – helping companies to reduce their energy costs by millions of dollars. JPS is also increasing its investment in renewables, as part of efforts to increase fuel diversification and reduce the dependence on imported oil for electricity production. In March, the company commissioned into service its ninth hydroelectric plant at Maggotty in St. Elizabeth – the largest hydro development in Jamaica. For individual customers, JPS provides renewable and energy efficiency solutions for homes or businesses. The SolarMill, which harnesses both wind and solar energy to produce electricity, has become an attractive alternative for customers who wish to reduce their dependence on the national grid. This product is being made available by JPS through its chain of eSTORES – retail outlets that provide tangible solutions to help customers manage their energy usage. xpo was first held in 1971 under the leadership of then JMA President, Charles Henderson-Davis, and was dubbed “Industry in Action”. In 1972, the biennial fair took on a more unique quality, because for the first time, it was being staged jointly by the JMA and JEA. The 1982 Expo became the first show geared towards the export market and one which saw the participation of manufacturers outside Jamaica. The show therefore provided the perfect opportunity for networking and the establishment of profitable business relationships. In 2004, the JMA and JEA renewed their partnership and hosted the JMA/JEA Expo after an 8- year hia-
tus, under the theme “BUY JAMAICAN BUILD JAMAICA.” The Expo sought to educate and increase awareness and market share of the plethora of world class goods and services available locally as well as to market these commodities on an international level. The Jamaican Agricultural Society (JAS) also partnered with both Associations to highlight the link between agriculture, manufacturers and exporters and to encourage consumers to “EAT JAMAICAN!” The JMA and the JEA are lead Associations in hosting trade shows and missions to promote brand Jamaica to the international marketplace and local consumers. The JMA/JEA EXPO rebranded EXPO JAMAICA in 2010 remains of the highest quality and

EXPO JAMAICA most recognized show in Jamaica as well as internationally that promotes Jamaican goods and services, and creates business opportunities. JAMPRO has been partnering with the JMA and JEA since 1996, its main role being to promote the show internationally and recruit buyers to expand export sales as well as to strengthen the linkages with the local hotel and distributive trade. The show has attracted as many as 20,000 visitors and has captivated growing numbers of buyers with its highest record number of 325 in 2012.

Food-Grade Containers Make Export Easy “Like sugarcane, if a produce can be liquidized it can become a world class product, such as rum, fruit concentrate, oils, perfumery etc. Now export these products in bulk liquid containers known as ISO-tanks and there lies a new industry – blending and re-branding.” This is how Beverly Johnson introduces ISOCON-JLB as she contextualizes the impact of the state of the art shipping containers on importers and exporters. This specialized equipment, known as ISO food grade tanks, makes it all possible and is available in Jamaica within

the Kingston Free zone. The idea for the business was conceived in August 2011 by Beverly Johnson, owner and managing director of JLB International Ltd. Ms. Johnson engaged Scottish businessman Michael Kane of Isocon Engineering Ltd to help bring it to life. Kane, who operates a full service tank container repair and cleaning depot in Scotland, joined forces with Johnson in planning a replication of the Scottish Depot in Jamaica. One year later ISOCON-JLB International Ltd, a joint venture partnership between Isocon Engineering and JLB International Ltd, opened its tank depot in the Port of Kingston. The depot was established in the summer of 2012 as the first ISO-Tank maintenance, leasing, repairs, testing and certified facility, providing maintenance service to ISO-Tank owners and operators throughout the Caribbean, Central and South America. The principals saw the need to establish an ISO tankleasing, cleaning, repairing and testing facility on the Port of Kingston as there was no professional cleaning service in Jamaica or in the Caribbean that operated to the highly regarded standards held by purveyors of the world’s Scotch whisky. Isocon-JLB, in filling a need in the global food-supply chain, has laid a foundation for rapid business and export expansion. Since the start of operations, the Company has gotten the attention of the food grade ISO-Tank owners and operators operating in the Caribbean, Central and South America. Now the rum export markets and other food grade bulk liquids, such as flavourings, purees, concentrates, oils and other similar commodities are reaching their markets in a timely, safe and secure manner with cost savings on freight. Before Isocon-JLB bulk products exporters were terribly inconvenienced as they had to wait on cleaned tanks from places like Rotterdam in Holland and Houston to load their export orders. Now, the ISOCON-JLB facility provides access to ISO-Tanks for all the major tank owners in our system.

Why Jamaica? amaica is a strange place with quite a number of anomalies. Too often, we know the solutions, but then again–everyone is a critic so we spend most of our time criticising the critic and assessing the assessment. We are stuck in the rut to think and accept that only certain persons are successful and, if you don’t have a certain well-known surname to back a business idea then it is almost set for doom. Likewise, we are set in certain traditions and customs. Things have 'worked well' for many years so why change our modus operandi? My view is, if you stand to grow and ensure longevity then why not expand, capitalise, refocus (where necessary), be innovative, prosper, provide jobs and all those lovely things? Most theories of development follow a certain trajectory. Indeed, most countries' experience is that of having a vibrant manufacturing industry, thereafter gaining somewhat of an industrial status, and then diversify into service business offerings. In Caribbean societies, we have historically had anemic growth in the manufacturing sector for a number of reasons: Our dependence on certain factor inputs, constant rise in the cost of fuel, natural disasters, unstable
exchange and inflation rates, and several other shocks. Our growth and development in the manufacturing sector is stymied and considered anemic because, when compared to other countries such as Japan, China, Singapore, and India, the Caribbean has not yet embraced the kind of dynamics and benefits from potential economies of scale that we should endeavour to take full advantage of in an effort to grow our economies. According to the United Nations Industrial Development Organisation (UNIDO) quarterly report on manufacturing (2013), China accounts for more than half of the manufacturing output of developing and emerging industrial economies. The Asian 'mega producer' has invested much in developing a strong and vibrant domestic market, while other economies are still fairly dependent on exports to industrialised countries. Not only that, Jamaica is heavily reliant on imports from these industrialised nations. It follows naturally as is commonly said, “If dem sneeze a foreign – we ketch cold”. We therefore need to rethink manufacturing and put specific focus on what it is that we are doing with a view to position ourselves to take full advantage of global demand.

Successive governments in the region have relied on 'forced production options'. We are committed to the usual banana, sugar, rum, coffee and the subsequent industries these support. Certainly, this practice emanated from slavery and we have not yet realised it is far time to sever that umbilical cord. Likewise, we have continued to produce the same commodity items, the same way, with the same mindset. Take for instance, the advertisements we see on TV (a big waste of money). They lack innovation, fail to appeal and obviously have been approved by some old executives who are seemingly stuck in the 50s. Come on people, this is 2013! What these persons have missed is that despite their thinking, there are several niches in Jamaica which include savvy young professionals, young Jamaicans who purchase on trends and impulse, trained business practitioners with cross-frontier experience, who are poised to make or break the success of their products or business. Sir Arthur Lewis contends in a nutshell, the industrialisation strategy concerned attracting foreign capital through a series of incentives. Foreign capital was a means of overcoming limitations to industrial development imposed by the small volume of trade of Caribbean economies. It was also a means of acquiring entrepreneurial skills and capital resources which were lacking in small developing economies. Why haven’t we progressed much more in this regard? This I believe, is largely due to poor governance, particularly, weak
policy planning and design, and politics. The manufacturing industry is often thought of as the nucleus of an economy - the driving force of growth, job provision, positive externalities, and increased balance of trade position. For Jamaica, however, the blonde-hair blue-eyed baby of politicians, the sector’s vitality has been impeded by a number of factors including crime, high energy costs, reduced access to affordable credit and most recently, fleeting demand as a result of the economic recession. As a country with considerations for optimal growth, there needs to be general and specific policies that encourage development of this kind. Policies therefore need to be reliable, fair, and predictable. Change in successive governments, IMF conditions, variations in interest rates, and inflation may all contribute to the high level of uncertainty we experience. An often overlooked variable is the effects of adverse movements in the exchange rate. Surprisingly, this represents an opportunity for an export-led policy, which should be accompanied by increased investment in the manufacturing sector. What is not understood by many persons is that the slide in the dollar provides an opportunity for improved exports competitiveness from a macro perspective; however, this has to be underpinned by a greater level of fiscal discipline and a breakdown of various structural impediments. We may want to consider too, the massive investment in tourism, tax waivers, and investing in agriculture without the necessary commensurate investment in marketing and incorporating technology. Without this we certainly will not yield the desired results. Many critics will argue that it is extremely difficult to start a business in Jamaica. Issues stem from capitalisation, government policies which favour larger players, ease of

Again, the support for certain business types may be lacking and the funding is just not available. Commercial banks, on a prudency argument will only lend to businesses that are already established with a proven track record. This, they maintain, will lower their risk exposure. Other arguments are that, if aid is available then they are earmarked for larger and more established players. This issue might very well be a business opportunity, but we don’t see much of any business financing entities of this kind. Traditionally, as is the case in a number of developed countries, the manufacturing sector has been the primary catalyst for growth and certainly the benchmark for all other industries. One can appreciate the argument that much more needs to be done to improve productivity in the manufacturing sector. UNIDO’s latest estimates shows, year-to-year growth was registered at 1.7 per cent in the first quarter of 2013, up from 1.3 per cent in the last quarter of 2012. On a quarter-to-quarter basis, world manufacturing output rose by 4.0 per cent compared to the previous quarter, indicating slight economic recovery. Further, the declining trend of manufacturing output seems to have reversed both in industrialised as well as in developing and emerging industrial economies. But why has our output remained stagnant? My take on it is that we need to concentrate more on utilising technology and innovation and conducting proper research and development. I recall this case study of an entrepreneur in the flower business. Obviously involved in a saturated and failing industry, she wanted to revamp her whole production and opted to conduct some research with a view to export (I think it was anthuriums). She researched the requirements which stemmed from utilising recycled materials in the packaging for exports, to overseas market demand. After the proper research, she invested in this dream and embarked on making it into reality–soon after, the
business started to boom. This is the kind of thinking that makes successful endeavours.
The paradigm shift Now, it’s obvious that there has to be a paradigm shift and it
is time that Jamaicans with new and creative ideas translate those energies into emerging businesses. Research has shown that industrialised economies have benefited from sustained growth due to their investment in information technology and innovation. Consequently, they continue to yield significant economies of scale and comparative advantage from their focus on innovation and technology. An examination of other Caribbean counterparts, with the exception of Barbados, the Cayman Islands and The Bahamas, would suggest Jamaica, like others, is at the very least involved in the same kind of production. The territories that have moved towards service-orientated industries are obviously doing better economically. It is clear that the wealthier countries are the ones that have concentrated major investments in service industries and or industrialisation. Why is Jamaica different from these states, why not adopt a services -oriented policy as well, where does our competitive/comparative advantage lie? The countries that have garnered the benefits have put the necessary institutional and policy infrastructure in place to attract and accommodate this type of activity in the country, Jamaica has not. UNIDO data shows that the North American region continued to grow for the third consecutive year due to the sustained growth of manufacturing output in the United States. Falling energy prices, low transport costs, and policy measures directed at reverse outsourcing have helped to build consumer confidence

and contributed to widespread growth, often referred to as a manufacturing renaissance in the United States. We have certainly seen what many describe as a mass exodus of manufacturers from Jamaica. Once, the factories were booming and soon after they sought cheaper labour and less regulated markets. In recent times, the global economic crunch has forced many entities to consolidate and cut costs, for example customer service and call centres. Although Jamaica has taken advantage somewhat of this we also suffer from our local entities relocating to other places. Do we sideline manufacturing in favour of services? Looking historically, the 1980s ushered in an era of unprecedented industrial expansion in the developing world. This saw the world going through an unparalleled transfer of industrial production from the northern industrial giants to the developing world, high cost to low cost The McKinsey Global Institute, states that 85 per cent of the 1.1 billion nonfarm, mainly manufacturing, jobs created between 1980 and 2010 were in developing countries. Did Jamaica miss the boat? Unlike us, the leadership of successful developing countries understood the global trends and turned their economies towards manufacturing to capitalise on the migration of manufacturing jobs from high-cost producers in Europe, North America, and Japan. And, consequently, while manufacturing in Jamaica shrank, its contribution to the economies in other territories expanded. In Trinidad for example, manufacturing's share of GDP rose by over 100 per cent. Again, Jamaica’s problem is lack of vision and proper planning to take full advantage of infrastructure such as road networks, utilise technology in business, employ innovation, new and young talented individuals, and failure to step away from traditional business types. Linkages (both forward and lateral) will not benefit the country as is needed to achieve the desired levels of production. Vision 2030, Jamaica’s national development plan- ‘Jamaica the place of choice to live, work, raise families and do business’ will not be achieved if we continue to only invest in these primary production types. We should engage in agri-business and not agriculture, or concentrate on service-sector value added entities. Statistics has shown that in most developed countries ,the service industry accounts for approximately 70 per cent of output. Offering products with added value, engaging in service offerings and innovative ventures will mean that productivity will be higher, specialisation will yield greater output, per capita income will increase, GDP will increase, investments will increase and an overall growth in many other industries, albeit at different points. I implore manufacturers to take greater risks with product diversification, complements, service offerings, service businesses, and investing in new endeavours. There exist great opportunities if we are able to think outside the box and break those historical chains.
Manufacturing is more than just putting parts together. It’s coming up with ideas, testing principles and perfecting the engineering, as well as final assembly. -James Dyson
