Starbucks workers apparently mistake a goat for a monkey

Teachers and pupils at an elementary school in Morecambe, England, are looking for their lost dog, Sam. They had strapped the fluffy white stuffed animal to a high-altitude helium balloon and launched it Tuesday. They recorded his ascent some 15 miles into the atmosphere and captured the trip with an on-board video camera. After the balloon burst, Sam disappeared. They’re hoping someone in northern England will find him. (AP)

A Pennsylvania man set up a fake drunken-driving checkpoint only to be charged with drunken driving himself when real troopers arrived to investigate. Police say Logan Shaulis, 20, used a flashing blue light bar, parked across Route 601 and set up road flares about 4 a.m. on May 30. A driver who stopped said Shaulis claimed he was a trooper with the “drug and alcohol division.” Shaulis pleaded guilty Thursday and will be sentenced in June. (AP)

Police say a goat apparently needed a caffeine (or cardboard) fix when it wandered into a Starbucks in Northern California. Rohnert Park police received several calls Sunday morning about a goat at a strip mall. Employees who were opening the Starbucks tried to give the goat a banana, but the animal kept walking into the shop and started chewing on a box. The goat was taken to an animal shelter and then reunited with its owners. (AP)

‘We should do something’ HONORS Andrew Moore lived alone and died alone. He was raised in an orphanage, never married and outlived his friends. For his past 40 years, the World War II veteran slept on a couch in a rent-controlled efficiency apartment in D.C. Moore, 89, died in December with no will, no instructions and no next of kin. He lay in a cold room at the D.C. medical examiner’s office, where the unclaimed dead are usually destined for a nameless pauper’s grave. Instead, on Friday, Moore was given a hero’s sendoff at Arlington National Cemetery. A uniformed honor guard escorted his flag-covered remains. In place of a silent goodbye, a bugler played taps. The funeral was the work of a family Moore may not have known he had: the residents of State House, an apartment building at the edge of Embassy Row. His neighbors didn’t know much about the affable oldtimer who smoked on the front

steps. But they knew this: He deserved a dignified goodbye. It was Bi ll Sheppa rd a nd Moore Nick Addams who spearheaded the effort to make Moore’s funeral something more than minimal. Moore was in his 70s when Sheppard moved to the building 15 years ago. Moore had a knack for putting strangers at ease, and the two struck up a smokers’ friendship outside the front door.

Soon Sheppard was helping his upstairs neighbor make sense of the cable box. They watched a few Redskins games together, even though Sheppard is no football fan. “It was impossible not to like him,” Sheppard said. Moore was a sociable, too. That’s how they pieced together bits of his history: a stint in the Navy, dispatched to the Philippines; a few years in the Coast Guard. Moore’s health faded in recent years, and in December he died

of heart failure. “I’m a veteran, too,” Addams said. “I thought we should do something.” Addams is also a D.C. tour guide, a retirement gig that has made him very familiar with the rites and rituals of Arlington National Cemetery. He knew that although it was hard to qualify for an Arlington grave, any veteran with someone pushing for him could have his ashes inurned there, with full military honors. It was an instant plan. Sheppard was the writer, drafting the appeal for funds they would hang on every doorknob in the building. Addams was the paper pusher, digging up Moore’s service record from the Pentagon, navigating the bureaucracies. So Friday, with a cool wind whipping across Arlington’s hills, the Stars and Stripes draped the cardboard box containing Moore’s ashes. A Coast Guard honor guard folded the flag with grave precision before handing it to Sheppard. And as his neighbors — make that his family — looked on, a man who spent his life alone took his place for eternity amid a host of heroes. STEVE HENDRIX (THE WASHINGTON POST)

Lawmakers poised to end some mandatory minimums MARYLAND A panel of Maryland lawmakers reached a compromise late Saturday on a far-reaching criminal justice bill that eliminates mandatory minimum sentences for nonviolent drug offenders, increases penalties for several violent crimes and allows some nonviolent criminals to be released from prison earlier. The measure aims to reduce the state’s prison population and costs by changing how drug offenders are sentenced, shifting the focus to treatment rather than prison.

The agreement came after nearly six hours of emotionally charged deliberations, just two days before the close of the legislative session. Lawmakers described the revised bill — which must be approved by the full House and Senate and sent to Gov. Larry Hogan for consideration — as groundbreaking. “It tackles issues all over the criminal justice system,” said Sen. Robert A. Zirkin. Del. Kathleen M. Dumais, who co-chaired the conference committee with Zirkin, said the

bill “could have gone, and should have gone” further. But she said she was ultimately pleased with the agreement, which the panel approved unanimously. Earlier Saturday, the House of Delegates gave final approval to a bill designed to help close the gender pay gap for women, sending the measure to Hogan. The proposal would ban employers from providing lower wages or less-favorable job opportunities based on sex or gender identity as well as bar any workplace rules against

discussing pay with colleagues. The House also passed a bill to reduce taxes for middle-income residents while expanding tax credits for the working poor, setting up a final round of negotiations with the Senate. The House version of the bill would provide a modest rate reduction for middle-income taxpayers. Individual filers would save $100 on their first $100,000 of income, while joint filers would save $150 on their first $150,000. O V E T TA W I G G I N S A N D J O S H H I C K S

TRANSPORTATION D.C. Circulator buses were kept in service despite critical safety and operational defects, according to an audit of the city’s bus fleet. The 45-page report commissioned by the D.C. Department of Transportation found many examples of neglected maintenance, including instances of engine defects because of oil leaks that were not repaired, and windows that wouldn’t open because they were not lubricated. There also were defective mirrors, windshield washers and other equipment controlled by the driver, the inspection of 42 of the D.C. Circulator’s oldest buses showed. The report by the consulting firm Transit Resource Center identified weaknesses in Metro and DDOT’s oversight of First Transit, the contractor that operates and maintains the D.C. Circulator fleet. The contractor fell short in the maintenance of the city’s distinctive red buses that provide more than 5.1 million trips annually on six lines, the authors of the report concluded. The audit’s findings underscore failures on the handling of day-to-day wear-and-tear issues

D.C. buses were kept in service despite oil leaks, defective equipment

An inspection in August found a total of 924 defects on 42 D.C. Circulator buses. Officials say that many of the flaws have since been fixed.

that were degrading the vehicles’ useful life. Leif A. Dormsjo, the city’s top transportation official, said Friday that many of the flaws found in the August audit have been fixed. He said the District and Metro made “immediate interventions with the maintenance operations” after the report came out. A new audit this year by the same consultant found the defect rate has dropped by 80 percent, he said. “This is going to be an ongoing reform because years of laissezfaire oversight and neglect of the equipment have compromised the quality and in some cases the safety expectations that we have for the service,” Dormsjo said.

The inspection found a total of 924 defects, or an average of 22 defects per bus. Each bus had an average of nearly three safety equipment defects, many of them that should have been caught on routine bus safety inspections, according to the audit. DDOT owns the buses, but Metro provides oversight of First Transit. The auditors said DDOT “needs to do a better job monitoring fleet condition and performance to ensure that its contractors are fully abiding by contract requirements to provide safe, reliable and appealing bus service.” “This number of defects is considered excessive,” the report says. Musks’ SpaceX sticks a rocket landing at sea U.S. NAVY

CASTAWAYS

SPACEX VIA AP

TECHNOLOGY The audience watching SpaceX’s live web broadcast of its launch from Cape Canaveral on Friday was treated to a show that until just a few years ago was widely discounted as impossible — the vertical landing of the Falcon 9 rocket, which used its engine thrust to touch down on a boat in the Atlantic Ocean. On Sunday morning, SpaceX’s Dragon spacecraft caught up to the International Space Station. Flying at 17,500 mph, the spacecraft pulled up alongside the orbiting laboratory, and at 7:23 a.m., European astronaut Tim Peake grabbed it using a robotic arm. While the main mission was to deliver food and cargo to the station, it was the landing at sea that was hailed as a breakthrough. President Barack Obama, whose administration followed through with controversial plans to retire the space shuttle and contract out missions to the space station, tweeted his congratulations. And employees at SpaceX, which earlier had made

four unsuccessful sea landing attempts, went wild, thrilled at pulling off yet another feat. They understood the significance of the landing for the commercial space industry: that being able to recover rockets — instead of discarding them into the sea — could help to dramatically lower the cost of spaceflight and eventually open it up to the masses. In December, SpaceX landed its first stage on a landing pad it had built at Cape Canaveral. Blue Origin, the space company founded by Amazon’s Jeff Bezos (who owns The Washington Post),

has launched and landed the first stage of its suborbital New Shepard vehicle three times. The launch to the space station was SpaceX’s first since its Falcon 9 rocket blew up in June. The company’s rockets were grounded for months while it investigated the failure. Now it has a lot of catching up to do to work through a backlog of commercial and government launch orders. At a news conference after the launch on Friday, CEO Elon Musk said SpaceX plans to launch every two to three weeks later in the year. CHRISTIAN DAVENPORT

They were found waving their orange life jackets on the tiny Micronesian island of Fanadik, several hundred miles north of Papua New Guinea, officials said Saturday. (AP)

The sailor went missing around 4:20 p.m. Saturday from the USS Carter Hall, an amphibious dock landing ship. The vessel is taking part in training operations. The incident occurred near Cape Hatteras, northeast of Camp Lejeune, N.C. The water temperature in that region is about 65 degrees. Obama’s business plan Tapping into the mood of the electorate, the president takes aim at corporate America

WASHINGTONPOST.COM WORLD VIEWS

Ad: Unmarried women are not ‘leftovers’

President Obama campaigned on pledges to make the economy work better for the middle class.

they reflected the administration’s long-standing interest in bolstering the middle class. But coming now, at a time when anger at corporate America is animating the presidential contests for Democrats and Republicans alike, they underscore the degree to which Obama’s approach to business issues has evolved through his two terms. They also illustrate how Obama is now attempting to leverage his powers to his party’s advantage in the race to succeed him as president. The inversions rule, in particular, was met with stinging criticism from business interests in Washington. R. Bruce Josten, executive vice president for government affairs at the U.S. Chamber of Commerce, called it “both counter-productive and ultimately self-defeating.” “It’s punitive,” he said. “It’s ultimately going to drive companies out of the country.” Discussing the inversions policy Tuesday, Obama called on Americans to examine how the nation’s wealthy have been able to “game the system,”

“It’s probably going to be pretty unrelenting the next nine months. We’re just marking down the days.” JOHN ENGLER, president of the Business Roundtable, saying he expects the Obama administration to continue adding new “anti-business” regulations that his group opposes until the end of the president’s term.

acknowledging a desire to affect the presidential campaign debate. He blamed congressional Republicans for the pervasive voter anger on the campaign trail this year: “When politicians perpetuate a system that favors the wealthy at the expense of the middle class, it’s not surprising that people feel like they can’t get ahead.” Obama has courted business leaders during his tenure, but he has also chastised them in sometimes harsh terms. He described big Wall Street bonuses

as “shameful” shortly after taking office in 2009 and later that year ripped “fat cat bankers.” Obama and congressional Republicans have failed to reach agreement on several issues that top business groups’ agendas, including immigration and tax reform. Obama and business groups are continuing to work together to push for congressional approval of the Trans-Pacific Partnership trade agreement, though its prospects look dim this year. Meanwhile, Obama has embraced an agenda in recent years that targets the gap between the very rich and everyone else, including an increased minimum wage, mandated family leave and regulations meant to empower union organizing. He has tested the boundaries of executive authority to win victories on his domestic priorities. But Obama allies said the president is simply making good on his promises to act on critical issues — and also on his pledge to make the economy work better for the middle class. POLITICS President Barack Obama has negotiated with business leaders periodically during his presidency and, at times, joined with them to push issues such as expanded international trade or comprehensive immigration reform. But in his last year in office, Obama seems to have shed any hesitation to take actions that critics might dub “anti-business,” a move that harkens back to his early campaign rhetoric and also fits the current mood of a populist American electorate. The shift is evident in three controversial decisions the administration announced last week, including a change in tax policy which the president, in an unusual step, promoted himself from the podium in the White House briefing room. The rule, issued by the Treasury Department, aims to make it harder for American companies to reduce their taxes by purchasing or merging with smaller foreign firms, a move known as a “corporate inversion.” It bore fruit immediately, forcing the U.S. pharmaceutical giant Pfizer on Wednesday to call off its $160 billion merger with the Dublinbased Botox-maker Allergan. Also on Wednesday, the Labor Department finalized a rule that requires brokers selling retirement investments to put the client’s interest ahead of their own. And the Justice Department announced a lawsuit seeking to block a proposed merger between oil services firms Halliburton and Baker Hughes. All three announcements were long in the works, and administration officials said Wednesday

A provocative Chinese beauty ad released by SK-II aims to empower young single women. Branded by the stigmatic term “sheng nu,” Chinese women in their late 20s who aren’t married are known as “leftover women.” The luxury skin care ad opens with images of little Chinese girls smiling at different stages of life. Statements like, “I won’t die in peace unless you’re married” and “You’re too picky” echo in the background. As the ad unfolds, young Chinese women express the pressures their families put on them to get married. Speaking about her daughter, one Chinese mother says: “She is just average looking. That’s why she’s leftover.” Other parents are shown attending a “marriage market” where they post résumés of their eligible children. A young woman observes, “It’s like you’re selling your daughter.” The ad ends on an uplifting note when the young women decide to take over a “marriage market.” They hang pictures of themselves for their parents to stumble across. The pictures include personal messages. “I want to take my time to find the right person,” declares one. “I’m happy being alone,” affirms another. After seeing her daughter’s picture hanging in the marriage market, one mother says: “The leftover women are outstanding. The leftover men need to try harder.” MONICA AKHTAR

nation+world Officials: Cell members felt rushed by arrests, struck Brussels instead BRUSSELS The extremists who struck Brussels last month initially planned to launch a second assault on France after the November attacks in Paris, authorities said Sunday. But the perpetrators were “surprised by the speed of the progress in the ongoing investigation” and decided to rush an attack on Brussels instead of going back to France, the Belgian federal prosecutor’s office said. Two suicide bombers killed 16 people at Brussels Airport on

March 22. A subsequent explosion at Brussels’ Maelbeek subway station killed another 16 people. Investigators have found links between the cell behind those attacks and the group that killed 130 people in Paris on Nov. 13. Sunday’s statement provides confirmation of what many had suspected: The series of raids and arrests in the week leading up to the Brussels attacks — including the capture of key Paris attacks fugitive Salah Abdeslam — pushed the killers to action. A laptop seized from a garbage can on a street near a terrorist hideout contained a message purportedly from Ibrahim El Bakraoui, who blew himself up in

In it, prosecutors say, El Bakraoui wrote that he felt “in a hurry,” and “being hunted from everywhere.” Belgian police detained four men in raids in Brussels over the weekend and charged them in relation to the Brussels attacks. One of them, Mohamed Abrini, has also been charged in the Paris attacks. Abrini has acknowledged being the “man in the hat” spotted alongside the two suicide bombers who blew themselves up at Brussels Airport, officials said. THREE POINTERS

Danny Willett wins in his second Masters, ending a drought for Europeans at Augusta.

No-name seizes the day Spieth’s collapse at Amen Corner opens the door for England’s Danny Willett THE MASTERS Danny Willett in a green jacket was hard to believe considering the Englishman wasn’t even sure he could play the Masters two weeks ago. Jordan Spieth was even more stunned. Nine holes away from history, the defending champion threw it all away in a collapse around Amen Corner that was shocking even by Augusta National standards. He played the opening three holes of the back nine in 6 over par, including a quadruple bogey at the 12th. Willett, five shots behind with six holes to play, birdied three of his last six holes to polish off a round that might not get its due because of Spieth’s meltdown.

Willett closed with a 5-under 67, with no bogeys on his card, to match the best score of the weekend. Willett, whose best finish in the U.S. had been a couple of thirds, wasn’t even planning to play. His wife was due with their first child Sunday. But their son, Zachariah James, was born March 30, clearing Willett to a most unlikely path to becoming a major champion. Willett, 28, won in his second Masters, ending Europe’s 17-year drought at Augusta National, and he became the first player from England to win the green jacket since Nick Faldo in 1996. How fitting. Faldo also shot 67 that day in a final round remembered more for Greg Norman

throwing away a six-shot lead. Spieth, trying to become the first player in history to win wire-to-wire in a major in successive years, ran off four straight birdies to end the front nine and build a five-shot lead. And then it all fell apart. A bogey from the bunker on

No. 10. And a tee shot into the trees on No. 11 that led to another bogey. Willett then made birdie on the 14th to get within one shot. Spieth only needed to get past the dangerous par-3 12th hole to settle himself, especially with two par 5s in front of him. Instead, his tee shot bounced off the slope and into the water. From the drop zone, his wedge was fat and Spieth turned his head. He didn’t even look as it plopped into the water again. He made a quadruple-bogey 7. On the 10th tee, Spieth was five shots ahead. On the 13th tee, he was three shots behind. His 73 left him tied for second with Lee Westwood, who fired a 69. DOUG FERGUSON (AP)

‘I rooted for Wizards and all I got was …’

The Marlins intentionally walked Daniel Murphy to get to Jayson Werth, above. He got a crucial RBI single.

Werth gets winning hit while Ross looks sharp Veteran ends 0-for-13 drought to start year in victory over Marlins NATIONALS 4, MARLINS 2 A player’s first hit of the season usually carries no great significance, especially when he has been in the league 14 years. But when it comes in the fourth game of the season, after an 0-for-13 start, it feels better than most. On Sunday, in the seventh inning of the Nationals’ 4-2 win over the Marlins, Jayson Werth stepped to the plate with a target on his back. He will be 37 next month, coming off a 2015 season in which he battled injuries. The score was 1-1 and the

Marlins chose to challenge him. With Bryce Harper on second base and Anthony Rendon on third, they intentionally walked Daniel Murphy and brought in Edwin Jackson to face Werth. Jackson attacked Werth inside but left a fastball up and outside, enough for Werth to softly flick to no-man’s land in right-center for the RBI single. On first base, Werth slapped his hands together and looked at his teammates in the dugout. The next hitter — Clint Robinson, who was starting at first base because manager Dusty Baker wanted to get Ryan Zimmerman a day off — also collected his first hit of the season, a two-run single to left field that gave the Nationals

the winning cushion. Starter Joe Ross got the win with a sharp seven innings. Bad weather in spring training and Saturday messed with Ross’ pitching schedule. Between March 21 and his season debut Sunday, Ross had thrown only five innings against major league hitters. Despite the long layoff, he quickly settled into a groove and plowed through the Marlins’ lineup. He struck out five and allowed only one run on 97 pitches. The layers of irony were thick for the disappointing Wizards on Sunday. It was Fan Appreciation Day — less than 48 hours after they were eliminated from playoff contention. And it was John Wall bobblehead day, but Wall, below — an ironman for five-plus months — was unavailable for the third game in a row because of a sore knee. And now that the result no longer mattered, the Wizards surprised the playoffbound Hornets, 113-98, at Verizon Center. Marcin Gortat had 21 points (on 10-of-11 shooting) and 13 rebounds. The Wizards (39-41) have two games left, at Brooklyn tonight and back in D.C. on Wednesday against the Hawks. Maybe they can finish .500. (EXPRESS )

Motive sought in fatal shooting of former Saint NFL Former Saints defensive end Will Smith, 34, was shot and killed at 11:30 p.m. Saturday in what police said might have been a road rage incident in the Lower Garden District in New Orleans. Police also were investigating the possibility that the motive was more complex, as the suspect had worked as a security guard for the Saints when Smith played for the team. Smith’s wife, Raquel Smith, 33, was shot in the leg in the incident. Police arrested Cardell Hayes, 28, on a charge of seconddegree murder. Police said he was driving a Humvee H2 that rear-ended Smith’s Mercedes G63. Smith, a first-round draft pick in 2004, played 10 seasons in New Orleans. Besides searching for any motive that stemmed from Hayes’ past association with the team, police were looking at another possible angle. Hayes had reached a settlement in a wrongful death lawsuit against police in connection with the death of his father in 2005, and one of the officers named in the lawsuit was with Smith and former Saints running back Pierre Thomas shortly before the Smiths were shot. A little over four years ago, Smith — a respected figure in New Orleans — took notice of a rash of shootings in the Crescent City, tweeting “Please Stop the Violence!” (THE WASHINGTON POST)

The cost of catching up

Jonathan Helfgott’s degree in regulatory science led him to a job at medical device venture capital firm Stage 2 Innovations.

Research by the rules Regulatory science prepares scientists to think outside the lab SCIENCE Jonathan Helfgott was working as a researcher at the National Institutes of Health when he realized that if he traded his lab coat for a suit coat, he might be able to better help get medical innovations to market. The master’s degree in regulatory science from Johns Hopkins University was just what he was looking for: It complemented the scientific knowledge he already had, and gave him the skills he needed to shepherd new medical products from the lab to patients’ bedsides. “It catapulted me into my current senior management position in private industry,” says Helfgott, 34. “I was able to gain a foundation that allowed me to flourish in this industry.” While still enrolled in the master’s program, he landed

a fellowship at the Food and Drug Administration that led to several full-time positions at the agency. About a year ago, he became director of global regulatory affairs for medical device venture capital firm Stage 2 Innovations. In that role, he’s been involved with products like the NCP-5 External Counterpulsation device, which was recently cleared by the FDA for use in healthy patients to improve vasodilation and increase blood flow. “Learning about the entire total product life cycle at the Johns Hopkins program really helped me to understand all the facets of product development and regulatory approval pathways, which I was ultimately able to leverage in obtaining our company’s recent clearance from the FDA on the NCP-5 ECP,” says Helfgott, who also teaches and advises students in Johns Hopkins’ regulatory science program. “It really is a multidisciplinary approach of being able to leverage scientific,

technical knowledge with an understanding of the law.” These days, it’s not enough to come up with a great idea for a product or medicine to help people suffering from various medical conditions. Understanding the steps necessary for gaining

regulatory approval is crucial. “Developing a new, FDA-regulated product is long, difficult and expensive,” says Daniela Drago, director of the regulatory affairs program at the George Washington University School of Medicine and Health Sciences. “If you want to save time and money, product development activities should be conducted in accordance with an effective regulatory strategy.” That’s where master’s degrees in regulatory science come into play. These degrees help graduates learn to navigate the increasingly complex world of scientific regulations so they can help companies, universities, hospitals and scientific associations bring medical innovations to market. Through these programs, students like Helfgott who already have scientific backgrounds receive instruction on the regulatory process in general as well as how it relates to topics like product development, clinical trials, data CONTINUED ON PAGE 16

One in four students have to enroll in remedial classes their first year of college, according to a study released Wednesday by Education Reform Now, a think tank. Colleges often require students with weak academic records to take courses to help them catch up to the rest of their classmates, but those remedial classes don’t count toward a degree. Students on average pay an extra $3,000 and borrow nearly $1,000 for remedial coursework, according to the report, which used data from the Department of Education. Researchers found that full-time undergraduate students who take such courses their first year are 74 percent more likely to drop out of college. (THE WASHINGTON POST)

collection and marketing. “It’s a strong area to move into,” says Lynn Johnson Langer, director of the regulatory science and enterprise programs at the Center for Biotechnology Education at Johns Hopkins University. “There are lots of jobs from entry level all the way to C-level jobs, and they pay well.” Georgetown University offers concentrations in regulatory science as part of its MS in clinical and translational research and MS in pharmacology degrees, and graduates of those programs have gone on to work for companies like 23andMe and Genentech. “It takes decades to get a product to market,” says Erin E. Wilhelm, executive director

of Georgetown’s Program for Regulatory Science and Medicine. “Part of that limitation is in science itself. But part of the reason why it takes so long is because you’ve got researchers doing specific types of research, but they’re not collecting the data that ultimately the FDA will need to see to determine whether the product is safe and effective.” Folks with regulatory science degrees can help organizations ensure that research is being done with an eye toward requirements for regulatory approval, whether they’re the ones also doing the research or working as part of a larger team. “These programs take some of the murkiness out of what people perceive as the black box that is the FDA, the perception that data goes into the FDA but not a lot of information comes

out,” Wilhelm says. “They break down some of those barriers.” George Washington University developed its online MS in regulatory affairs program back in 2008 after realizing the need for more people with this training. The success of that program led this semester to the university’s launch of its new master of engineering degree program in regulatory biomedical engineering, which aims to educate engineers on the regulatory process to help bring new inventions to market faster. “The regulatory affairs field is growing, and companies and government agencies are really struggling to find professionals with the right knowledge, skills and abilities,” Drago says. “Talented regulatory professionals don’t stay long on the job market.” BETH LUBERECKI (FOR EXPRESS)

This coach knows how to talk the talk NAME: Marike Korn, 38

POSITION: English-language coach

and co-founder of LinguaLink DC SALARY: $90,000-$100,000 a year What she does Korn is the founder of this English-language teaching company, and she’s also its sole coach. Professionals from around the world — including Embassy Row — rely on her to get them up to speed with English skills relevant to their fields. Each student gets a lesson plan for the twohour classes — for which Korn charges about $60 an hour — that fits his or her goals. She’s taught clients from the European Union who need help understanding the accents of their colleagues, graduate students who need a hand preparing a presentation, and staff at the International Monetary Fund who need to learn the language of money, in English. But her weirdest experience was with a surgeon who wanted to boost his medical English. “I watched real surgeries on

YouTube and discussed them with him,” she says.

How she got the job The German-born Korn, who tutored her family and friends in English as a teenager, began teaching professionally at a government-funded school in Vienna, where large class sizes meant she had to work harder to connect with each of her students. “I would always walk around teaching every single person based on their background and experience,” Korn says, which helped her learn how important conversation is to the learning process. Her studies in teaching help her every day, and her additional degrees help her connect with her students even more. Korn got a master’s degree at Germany’s University of Bonn in American studies, English and political science with an emphasis on international relations. So she’s well-versed in what some of her clients deal with every day. “That helps [language students],

because if you discuss something you’re interested in, you’re going to learn much more quickly,” she says. After getting her master’s, she pursued a Ph.D. in American studies at the University of Vienna. When a scholarship took her to the University of Maryland, she realized her heart was still in language coaching, and in January 2015 she founded LinguaLink. Who would be good at this job One thing you don’t have to be: a native English speaker. Korn was her own first coaching client at age 7, when she taught herself English by listening to the radio. The fact that English was her second language still helps her as a coach. “If you learn a language naturally, you don’t always know how to explain grammar,” she says. “But I have had to learn all that. So I can explain all the grammatical issues from about five different angles.” In between grammar lessons, CONTINUED ON PAGE 18

study up on your bus routes: Korn sees all of her clients — about 15 different students at any given time — at their homes or offices, so she spends a good deal of her day traveling up and down Embassy Row, or to the World Bank, or to meet students who are in graduate school. “I’m like a little bee jumping from client to client like they’re flowers,” Korn says. And like any great teacher, Korn has a drive and real excitement for learning that she says her students pick up on. “If you want to learn a language, you need someone who’s going to kick your butt,” she says. That means she’s willing to reprimand the worldliest diplomats and CEOs when they don’t do their

homework. But she also has to be a good conversationalist to get the language flowing. “It’s like working with a personal trainer: You’re not going to put in effort for someone you don’t like,” she says. Though her job doesn’t require working nights or weekends, she puts in extra hours to develop lesson plans for her students. To get her clients talking, Korn familiarizes herself with human rights issues, international politics or macroeconomics as she builds vocabulary lessons for her students. “I can get excited about almost anything,” she says. Some subjects, though, are harder than others for her to sink her teeth into. “I have had to research and discuss building bridges. That was a little dry.”

learn how relative your own viewpoint is.” If you’d like to start your worldwide experience in the classroom, Howard University, the University of Maryland, Georgetown University, American University, George Mason University and George Washington University all offer international affairs or relations programs at the graduate level. If teaching is your calling, the D.C. area is home to plenty of opportunities to study it at a higher level. All of the schools above, plus the University of the District of Columbia, offer education programs at the graduate level — American University and George Mason University even have programs just for people who want to teach language. Students, hit the (check)books Here’s how educational expenses could affect how you file your taxes

FINANCE It’s tax time! There are all sorts of education tax credits and deductions, especially if you have student loans or you’re paying for college. But there are also things you need to keep in mind before you try to claim them. Class credit: Education tax credits and deductions can reduce the amount of money you owe or improve your chances of getting a refund. There are two types of

credits: the American Opportunity Tax Credit and the Lifetime Learning Credit. The AOTC offers a maximum annual credit of $2,500 per student for the first four years of college. It can be claimed by parents paying for their child’s undergraduate degree or by working students paying their own way through school. Either way, the student must be enrolled at least part-time in a program leading to a degree or certificate to qualify. The credit can be applied to books, supplies, tuition and fees. To get the full credit, a single taxpayer must make less than $80,000, but for

partial credit you can make up to $90,000. Married filing jointly? Your combined income must be less than $160,000 for the full credit, or $180,000 for partial credit.

Unfortunately, that’s not the case with the Lifetime Learning Credit. Not only is that credit not refundable, it also only offers up to $2,000 per tax return. What’s more, the income limits are lower than for the AOTC. You must make less than $65,000 if you are single, or less than $130,000 if you are married. The good news about the Lifetime Learning Credit is that it’s applicable to undergraduate as well as graduate and professional degrees. And there is no limit on the number of years you can claim it, a good feature for Ph.D. candidates. You can’t claim both credits at

the same time. And transportation, insurance, and room and board do not qualify as education expenses. FORMS NEEDED: You should receive a 1098-T tuition statement from the college where you or your child is enrolled. Use it to fill out the 8863 form and submit it with your 1040. Delightful deductions: Credits aren’t the only way you can use education expenses to reduce your tax bill. Through the Tuition and Fees Deduction, parents, students and even spouses can use up to $4,000 of expenses

to lower taxable income. What qualifies as an education expense is limited to tuition, fees, books, equipment and supplies that your school requires as a condition of enrollment. Individuals earning less than $80,000 and married couples earning less than $160,000 can take advantage of this deduction. If you are sending money to any loan servicer to repay your student loans, you could be eligible for this next deduction. The Student Loan Interest Deduction can reduce your tax burden by up to $2,500 if you paid interest on the debt. You must have been enrolled at least part-time when you took out the loan, which must be in your name. You cannot claim this deduction if your parents claim you as a dependent on their tax returns. But even if Mom and Dad are giving you some money to repay your debt, you can claim

the deduction as long as they’re not claiming you, said MaryAnn Monforte, an accounting professor at Syracuse University. “It’s one of the last interest deductions you have available without having to itemize your deductions,” Monforte said. Refinanced your student loans? Don’t fret; you still qualify for the deduction. Singles earning less than $80,000 and married couples earning less than $160,000 can take advantage of this deduction. Keep in mind that if you are married and filing jointly, you are only eligible for one deduction. FORMS NEEDED: Just as with the tax credits, you’ll need the 1098-T to claim the tuition and fees deduction. And you should receive a 1098-E form detailing the amount of interest paid on your student loans for the year. That amount is then used to calculate the interest deduction, which amounts to $100 on average. DANIELLE DOUGLAS-GABRIEL (THE WASHINGTON POST)

MUST-SEE THIS WEEK

Real world of Jackie Robinson TELEVISION PBS’ documentary on the life of Jackie Robinson gets most interesting when the gloves and bats are put away for good. The two-part film directed by Ken Burns, his daughter Sarah Burns and son-in-law David McMahon airs today and Tuesday at 9 p.m. on PBS. The first part details Robinson’s early life and his baseball career, when he became the first black player in Major League Baseball in 1947. The second part is more complex, as Robinson navigates a civil rights era that he helped put in motion. Burns’ team was nudged into making “Jackie Robinson” by Jackie’s 93-year-old widow, Rachel. They had gotten to know each other when Burns made his documentary series on baseball, which aired in 1994.

“You can tell in the moments that she’s on [screen] that she wants you to understand how complicated this was, that it wasn’t just this simple mythology that we have,” Burns said. The film illustrates how pressure had been building to integrate baseball, particularly after blacks served with distinction in World War II. Robinson was urged to turn the other cheek when he endured taunts, and this took effort — it wasn’t in his nature. The film casts doubt on a moment that has been immortalized with a statue in Brooklyn. Early in Robinson’s rookie year, teammate Pee Wee Reese supposedly put his arm around Robinson to signal acceptance by a white player who grew up in Kentucky. But there are real questions about whether this happened. “It’s white people wanting to have skin in this game,” Burns said. “We want to feel that we were good enough and forwardthinking enough. It’s a good story, but it’s mythology.”

9 p.m. Monday on TBS

In this new comedy from spouses and former “Daily Show” colleagues Jason Jones and Samantha Bee, Jones stars as Nate, a tightly wound dad who hits the road with his wife and kids for a vacation in Florida.

‘The Detour’

Baseball trailblazer Jackie Robinson retired and joined the Chock Full O’ Nuts coffee company in 1957, rather than play for the rival Giants.

On tackling race Filmmaker Ken Burns said he gets criticism, even hate mail, for talking about race frequently in his projects, but said it’s an important, ongoing part of the American story. He’s eager to make a documentary on President Obama, who is interviewed for “Jackie Robinson,” but figures that needs 15 or 20 years of perspective. (AP)

After being traded to the New York Giants in 1957, Robinson retired rather than play for the Dodgers’ hated rivals. He became an executive at Chock Full O’ Nuts, and active in civil rights. His post-baseball public life was complicated. As the film

states at the opening of the second night, “Americans would see the real Jackie Robinson, and they would not always like him.” Robinson was a Republican, a member of the party of Lincoln, and supported Richard Nixon in the 1960 election against John F. Kennedy. Although he pushed for civil rights progress and held fundraisers at his home, Robinson worked for New York Gov. Nelson Rockefeller, a Republican. He clashed with Malcolm X and more militant black activists. The end of the film — and the end of Robinson’s life — is filled with pessimism. He realizes that he never had it made, that despite the progress he embodied, he was still a black man in a white man’s world, Burns said. DAVID BAUDER (AP)

Women scorned: Don’t the ‘Girls’ just want to have fun? In Season 5, the much-buzzedabout (and not always in a good way) HBO series “Girls” (10 p.m. Sundays) is deeper and funnier and better than ever, burning with creative energy. The four main millennial girls, who in seasons past have been in the running for most annoying and entitled characters on TV, are a bit older and not necessarily wiser. But something is different this year. As they suffer — trying to find love, to cope with loneliness and to lead a purposeful life — they become less insufferable. They bare their souls (and other body parts) in ways that are heartbreaking and

hysterical. Lead “girl” Hannah (series creator Lena Dunham) decides the way to respond to a berating from her boss is to open her legs and flash her pantyless crotch. (Dunham has humorously argued it wasn’t porn because “you don’t see what’s inside.”) Hannah’s beautifully complicated storyline this season is the heart of the “Girls” renaissance. She’s mourning the loss of a lover, Adam, who’s now with her ex-best friend, Jessa. In the latest episode, on a road trip with seemingly perfect boyfriend Fran, she retreats to a roadside bathroom and texts him to leave without her. In a Keystone Kops routine, they chase each other in and out of the restrooms. When she calls

$24M

morose friend Ray to rescue her in his $50,000 coffee truck, her attempt to thank him while he drives her home leads to an overturned vehicle. Equally tragic and comic is the tale of tightly wound Shoshanna, who began this season working in Japan, fell in love with the country and a virginal dreamboat, yet ultimately felt like a stranger in a strange land. Now she has returned to New York dressed like a human “Hello Kitty.” When she ponders going on welfare, a friend chastises her for her self-indulgence. “So now I don’t deserve food stamps because I’m Jewish,” she snaps. Like its characters, the show is not perfect. Ray has been kind of a drag, and the bad marriage of Marnie and Desi is tiresome. But the imperfections of “Girls” do not dim its spark. Season 5 is full of cool insights into the human psyche, laugh-out-loud one-liners and excellent slapstick. As soon as an episode ends I want to watch it over (and over) again.
