Microsoft to Lay Off Thousands Los Angeles Microsoft announced the biggest layoffs in its history Thursday, saying it will cut up to 18,000 jobs as it streamlines its Nokia mobile device business to focus on using the Windows Phone operating system. Although the job cuts were expected, the extent of the eliminations is a surprise, amounting to 14 percent of the company’s workforce. It’s CEO Satya Nadella’s boldest move since taking the reins from Steve Ballmer in February. Ballmer announced the Nokia acquisition last September, a month after he announced that he would resign. New Microsoft CEO Satya Nadella said the company needed to be “more agile.”
Thursday, Nadella said the changes were needed for the company to “become more agile and move faster.” Nadella plans to cut 12,500 jobs from Microsoft’s mobile phone unit,

That deal, which added 25,000 employees to Microsoft, was finalized before Nadella took over from Ballmer, who wanted Microsoft to make its own phones and tablets to take on competitors such as Apple. Nadella, however, has said he wants to focus more heavily on Microsoft’s strong software and server businesses, and make a few devices that exemplify how those Microsoft services work together. Washington About 2,700 workers displaced by the Washington Navy Yard shootings last year will begin returning to the renovated building in February, Navy Vice Admiral William Hilarides said Thursday. By the end of April, the office building where a gunman killed 12 civilian workers before police shot him dead will be fully reopened with a new name and a new, more secure visitors entrance, Hilarides said. “It’s been tough but the workforce is resilient, the people are committed to the mission,” he said. He said the structure, built in the 1800s, will still bear the number 197 but be named the Joshua Humphreys Building, after the designer of the first Navy frigates. The Malaysia Airlines jet was flying far above the range of conventional portable anti-aircraft launchers when it was destroyed Thursday — but it was well within the altitude range of the powerful Buk surface-to-air missile-launcher. An adviser to Ukraine’s interior minister said on his Facebook page that the plane was flying at an altitude of 33,000 feet when it was hit by a missile from a Buk launcher, which can fire up to an altitude of 72,000 feet. Aviation authorities in several countries, including the FAA in the United States, had issued warnings not to fly over parts of Ukraine prior to Thursday’s crash, but many airliners had continued to use the route. Ukraine accused pro-Russia separatists of shooting down a Malaysian jetliner with 298 people aboard Thursday, sharply escalating the crisis and threatening to draw East and West deeper into the conflict. The rebels denied downing the aircraft. American intelligence authorities believe a surface-to-air missile brought the plane down but were still working on who fired the missile and whether it came from the Russian or Ukrainian side of the border, a U.S. official said. Bodies, debris and burning wreckage of the Boeing 777 were strewn over a field near the rebel-held village of Hrabove in the Donetsk region of eastern Ukraine. The aircraft appeared to have broken up before impact. The cockpit and one turbine lay more than a half-mile from each other. Residents said the tail had landed about 6 miles farther away. Rescue workers planted sticks with white flags where they found human remains. There was no indication there were any survivors from Flight 17, which took off shortly after noon Thursday from Amsterdam to Kuala Lumpur, Malaysia, with 283 passengers and a crew of 15. Malaysia’s prime minister said there was no distress call before the plane went down and that the flight route was declared safe by the International Civil Aviation Organization.

Security Council on Ukraine. Officials said most aboard were Dutch citizens, and the passenger list included those from Australia, Malaysia, the U.K., the Philippines and Canada. On March 8, a Malaysia Airlines jetliner vanished about an hour after taking off from Kuala Lumpur, spawning an international mystery that remains unsolved. Julie Williams, 36, left a two-bedroom apartment in Olney, Md., for a Northwest D.C. studio that’s 350 square feet. She says “bigger isn’t always better.”
Julie Williams’ studio apartment is about the size of a large master bedroom, except that a kitchen and bathroom are crammed in as well. At 350 square feet, it’s the smallest apartment she’s ever lived in, and she loves it. “I previously lived in a two-bedroom [in Olney, Md.], but I would rather live here,” says the 36-year-old National Institutes of Health employee, who is one of a new wave of renters willing to swap space for the ideal location. “I have everything I need right here … walking distance to Metro, to restaurants, to the grocery store, so it’s perfect.” Williams’ building, the Harper (1919 14th St. NW; 202-842-1919; harperon14 .com), is made up entirely of apartments that have between 350 to 600 square feet of space — some of which developers are now calling “micro-units.” Though definitions of micro-units vary, most real estate experts consider a microunit to be any apartment less than 500 square feet that’s designed for efficiency. More of them are popping up in the region, as developers discover that it’s the things outside the apartments that make small spaces work for millennials like Williams, who would rather pay for location and neighbors than extra square footage. Smith is collaborating with WeWork — a shared office space company — to repurpose an office building at 2221 S. Clark Street in Crystal City. The building, set to open in mid-2015, will have about 250 apartments, many of them around 300 square feet. The apartments will come furnished and will have a kitchen with typical appliances, like a fridge and a microwave, though some units will have studio layouts. The building will have social spaces for residents, including community kitchens, café areas and a library. Backers are betting that millennials will appreciate the community vibe. “We’re making places for millennials,” says Vornado president Mitchell Schear. “You’ll have a small space of your own, but there will be small spaces in common that people will share. … You have this feeling of openness and sharing and community.” L.E.W.
Wharf’s developers hope those smaller apartments will appeal to younger renters who want “to live in a high-energy environment” without a roommate, says associate project director Matthew Steenhoek. The first phase of the Wharf project, including the micro-units, is expected to open in 2017.
Selling Points One thing developers say can charm renters into a micro-unit: vibrant communities. Williams has found that the tight spaces in studios at the Harper lend themselves to a tight-knit community in the common areas, making renters less likely to worry about their small square footage. Williams already made friends with her neighbors, and hung out with a couple of them on a Friday night. She and one other tenant even co-hosted a meet-and-greet

They’re real estate’s answer to the roommate phenomenon: If millennials are teaming up to split two- or threebedroom units in nice buildings, why not just offer smaller spaces so that they can afford to live on their own? At the Harper, that strategy is paying off. The apartments started leasing Jan. 20 and are now more than 90 percent full. “We thought we could deliver more affordable units in the neighborhood by making them smaller,” said developer Michael Korns of Keener Management. New Complex In Clarendon Begins Leasing The Beacon Clarendon Apartments, a new two-tower apartment complex in Arlington, is now leasing. Its first tenants are slated to move in Aug. 15.
A RENDERING DEPICTS the proposed 150,000-square-foot mixed-use project known as 10th Street Flats in Clarendon. The project is poised to get the green light from Arlington on Saturday, the Washington Business Journal reported Monday. The five-story building will include about 130 residential units.

Maybe this week’s break from baseball will turn out to be just what Bryce Harper needed to overcome his first-half slump. The 2012 NL Rookie of the Year was a .272 hitter over the first two seasons of his career. But as the team gets back to work Friday after the All-Star break, Harper has a .244 batting average, .316 on-base percentage and .366 slugging percentage. The 21-year-old outfielder has played only 34 games because of injuries and has just six multihit games and two home runs this season. Harper has struck out 27 percent of the time, indicating he’s having trouble locating the ball in the batter’s box. According to brooksbaseball .net, Harper’s whiffing on breaking balls 40 percent of the time and is swinging and missing on 45 percent of the offspeed pitches he’s seen. He struggled before the thumb injury, and the trend has continued since his return June 30. “I’m still trying to see where my swing is at and get in shape for left field,” said Harper, who has gone 6-for-40 (.150 batting average) since coming off the disabled list. Manager Matt Williams has been around the game long enough to know it’s a process getting out of these kind of struggles. “Ever ybody goes t hrough slumps,” Williams said. “Every-

Oddsmakers Like the Nats The second half of the Nationals’ season begins Friday, and their strong finish to the first half has many bullish about their future. After a sluggish start, the Nationals won 17 games in June, tied for the second-most in baseball, and are 7-4 in July. They are 51-42 and tied with the Braves for first place atop the NL East with 69 games left. Thanks to their improved play, oddsmakers have picked first-year manager Matt Williams, left, and the Nationals among the favorites in the NL and in baseball overall. According to the popular betting site Bovada.lv, the Nationals are tied with the St. Louis Cardinals for the fifth best odds (10 to 1) to win the World Series. According to FanGraphs.com, the Nationals are projected to win just under 91 games and have 94.3 percent odds of making the playoffs, the highest of any NL team. In what already has been an unusual year for golf, no trend is more mysterious than the 25-year-old going from awesome to awful overnight. Six times in his last eight tournaments, he has had a nine-hole score of 40 or higher on Friday that has taken him out of the mix.

Last Sunday’s World Cup final capped off a record-breaking tournament for TV viewership in the United States. Just like it did for the rest of the competition, Washington, D.C., led the way. The match between Germany and Argentina drew 17.3 million viewers on ABC and 9.2 million on Univision Deportes nationwide. The combined U.S. viewership of 26.5 million was the most ever for a soccer game. The previous record stood for only three weeks. The final bested the USA-Portugal group-stage match on June 22, which drew

On ESPN/ESPN2/ABC, the 64 World Cup matches averaged more than 4.5 million viewers, or a 2.8 rating. The trio of networks achieved their previous high with the 2010 World Cup, when they averaged 3.3 million viewers per match, or a 2.1 rating.
Spanish-language telecasts were a similar story. The 2014 World Cup on Univision Deportes reached nearly 81 million total viewers, up 34 percent from its coverage in 2010. Locally, D.C. enhanced its reputation as a soccer hotbed by routinely posting the best ratings out of any U.S. market. The World Cup final was no exception, as D.C. turned in a 15.4 rating. Through all 64 matches of the World Cup, Washington was the top-rated market in the country, with an average 4.9 rating. “It’s not like I’ve shot good scores in first rounds and haven’t backed them up before,” McIlroy said. “I’m used to doing that. I just haven’t done it recently. “Sex Tape” is the story of characters played by Cameron Diaz and Jason Segel trying to figure out how to use iCloud.
It Just Doesn’t Sync ‘Sex Tape’ fails to maintain the legacy of Apatow’s best Film Review T he h igh-concept comed ies spawned by “The 40-Year-Old Virgin” need to start using birth control. Judd Apatow’s landmark film undoubtedly ushered in a new era in comedy, mostly marked by stories about various seminal chapters of life — high-school graduation (“Superbad”), young parenthood (“Neighbors”), 30s singledom (“Bridesmaids”), middle age (“This Is 40”) and the like. But Apatow has also inspired a now sizable cottage industry of thin movies (“The Hangover,” “The Five-Year Engagement,” “Bad Teacher,”) with concepts boasting good titles but shallow stories. “Sex Tape” belongs to the latter group. It’s directed by Jake Kasdan, a consulting producer on “Freaks

and Geeks” who went on to direct “Bad Teacher.” “Sex Tape” reteams that film’s lead duo, Jason Segel (a near constant in Apatow-land) and Cameron Diaz, the always game, wide-smiling muse for what’s now been several generations of comedy. A screwball that takes its genre literally, “Sex Tape” is about a married couple, Annie (Diaz) and Jay (Segel), trying to reawaken their love life after years of marriage and two kids. They settle on making a porn for themselves that tours through the positions of “The Joy of Sex.” In the first of many outlandish plot twists, Jay hands out his
old iPads like party favors at a get-together of friends and family. Hours afterward, an anonymous text makes him realize that each iPad has their video stored on it, due to a syncing app. Naturally, Jay and Annie embark on a suburban odyssey to take back the iPads. In short, it’s a PG plot for an X-rated story. The movie is so desperate for laughs that it resorts to gags like a dog that can open doors chasing Segel around a mansion. To its credit, there’s a lightness to the film and the performers are uniformly likable. When Ellie Kemper and Rob Corddry appear (their couple yearns to see the video as their own turn-on), you wish the movie would stick with them and their nervous energy. “Sex Tape” tries to somehow bridge the gap between the traditional romantic comedy and today’s porn-addled digital world. It’s a valiant effort and the performers are uniformly likable. But “Sex Tape” proves the Apatow formula is in need of an update. JAKE COYLE (AP)
The best description of parenting I’ve ever seen was in the comic strip “Zits” (that’s where I read it; the Internet suggests it originated elsewhere). It said simply, “The days are long, but the years are short.” At the time I read it, I had a chubby, blonde 4-year-old who was obsessed with Batman. Now I have a lanky, less-blonde 6-year-old who is obsessed with Batman. The Dark Knight is the only constant in my life as a mother. My son is now the same age as Mason (Ellar Coltrane) at the start of “Boyhood,” the small miracle of a film that tracks a boy — and his family — over 12 years. Mason is so emphatically 6 in the beginning of the film that I couldn’t help compare him to my boy; one of the opening scenes has Mason giving his mother the perfectly logical explanation for why he tried sharpening rocks in the classroom pencil sharpener: He thought it would make sharp rocks. After we meet 6-year-old Mason, “Boyhood” starts hurtling along. He stretches, his hair darkens, his clothes start looking like things he picked out. Where people once chose for him, Mason begins making his
own choices (many so remarkably stupid you wish he’d stuck to rock sharpening). And while I think the film is a half hour too long, there is always the underlying sense that this childhood is going way too fast. It’s been a long time since a film has haunted me this much, not only because it felt like a glimpse into my son’s — and therefore my — future, but also because it holds a mirror up to life and reflects it so sharply it’s wonderfully uncomfortable. But what I remember most is desperately hoping that director Richard Linklater would do some sort of cheesy montage at the end, to go back, if only for a second, to the time before Mason could grow one of those scraggly teenage mustaches, back before he got interested in girls, back to when he could still fit at least semi-comfortably on his mom’s lap. That (to Linklater’s credit) doesn’t happen; “Boyhood” only moves forward. Mason will never be 6 again, except in the memories of those who watched him grow. Elaine Stritch, the Broadway legend with impeccable comic timing, has died. She was 89. Though Stritch appeared in movies and on television, she was best
known for her stage work, particularly her one-woman show, “Elaine Stritch: At Liberty,” and the Stephen Sondheim musical “Company.” Stritch guest starred in several TV series, most notably on “Law & Order” in 1990, for which she won
her first Emmy. She won another in 2007 for her role as Alec Baldwin’s unforgiving mother on “30 Rock.” Stritch detailed her struggle with aging in “Elaine Stritch: Shoot Me,” a documentary released in February. “I like the courage of age,” Stritch said in the film. “It’s time for me, and I can feel it everywhere.”
