WORDS OF WELCOME PRESIDENT Dearest participants of České Budějovice, Welcome! It is with great pleasure, passion and purpose that I have worked on this event alongside my fellow officials for the past months; I hope that you will all find the experience enriching and enjoyable. You will probably find that this is a rather different environment than what you are used to. Pay attention. There are so many friends to make here; thousands of new things to learn; millions of conversations to hold. But you won’t befriend everyone; you won’t learn everything; and you won’t hold every conversation. Whether this becomes the first step of a longer journey within EYP or a one-off experience, I encourage you to make use of your time here. You will quickly find that you get back what you put in – step outside of your comfort zone, and you will learn all the more. With the session theme of Innovating the present – rewriting the future, we will continue to work hard to ensure that you are given every opportunity to challenge yourself and shift your frame of mind as you interact with people that think differently from yourself. But at the end of the day, what you learn depends on you more than on anyone else. Opportunities, knowledge and friendships are yours for the taking – you need only reach out and seize them.

PRESIDENT OF THE NATIONAL COMMITTEE Dear delegates, It is my greatest pleasure and privilege to welcome you on behalf of the European Youth Parliament in the Czech Republic to our last conference of this year – Regional Selection Conference in České Budějovice. Having been born in South Bohemia, České Budějovice represent for me a part of my home and I hope that you can have this same feeling for the few days you will spend there. It is exactly at home where you are safe to learn, to make mistakes and to grow in order to be prepared for the real life when you are away from your family. This idea is for me also represented in the session motto, and you can start innovating the present with your actions, in order to be able to rewrite the future. I hope that our session will be enriching for you! It does not matter if this is your first encounter with the European Youth Parliament, or if you are experienced in the world of our conferences, I sincerely hope you will have your eyes open, learn as much as you can and meet people that will bring new perspective to your life. The Organising team led by Veronika and Valentina together with the President of the session Hannes, Editor Nathaniel, and Head of Jury Anna have been working with their teams for a long time to make this event happen. However, this session would not mean anything if you would not join us on these beautiful days with your enthusiasm and willingness to be more active beyond the usual! Learn, meet people and have fun! I am looking forward to seeing you in České Budějovice.

HEAD ORGANISER Dear Delegates, It is my greatest pleasure to welcome you to the Regional Selection Conference 2017 České Budějovice! I am extremely happy that you decided to apply for this session, try something completely new and do something for yourself! For most of you it will be the first experience with EYP and now you might have no idea what to expect but soon we will be all together at the session experiencing the real EYP spirit. As our motto says: “Innovating the present – rewriting the future”. We want you to realise that you are the people who need to take an innovating approach towards everything and you are the only ones who can make some innovating changes. Do not be afraid and express your ideas and opinions. We have been working hard on this session with the organising team for the past months. We hope to create an unforgettable session which will remember each participant. We cannot do it without you. You are a huge part of the session and it depends on you. If you will be enjoying the session, your friends will be enjoying the session with you as well as all other participants. Make the most of the three days. EDITOR Dearest Delegates of České Budějovice 2017! It is an utmost pleasure to address you all in this booklet as the Editor of the session. Since many of you will go to České Budějovice 2017 for your first full-frame experience and contact with EYP, it all might be a whole new thing for you, which might also be sometimes rather difficult to understand or wrap your head around. However, just like the other teams, the Media Team of the session will do our best to help you with that as much as possible. We will be the ones whom you will often see with cameras in front of our faces, or deeply sunk into the screens of our computers, producing content, editing it, and in general working on something. Nevertheless, we will also be around to have a random chat, to boost your mood if needed and do other random or energising stuff. Or these are at least the things that you will see. However, often not that visible remains all the work that brings the longed and desired output that you will be looking forward to – all the photos, videos, the printed issue or even great projects of the Media Team Members. We will be there to capture all the happening, capture the best in people, help make and spread the unique session spirit and help you enjoy this experience as much as possible. We will provide you with content that will not only entertain, but also educate, visualise some of the important thought-provoking topics and eventually most hopefully help you become better people. The most important thing though, which you should always keep in mind no matter what happens and completely regardless of any selection, emotions during the Committee Work or anything else — don’t forget to always be yourselves, be always open to new things, keep calm and make the most out of what you are going to experience. HEAD OF JURY Welcome, welcome, welcome. This is not the Hunger Games. That is important to remember. Really. Most of your are probably wondering what lies ahead of you – what is it you signed up for by deciding to come to a Regional Selection Conference of EYP CZ. Some of you are likely reading “competition” in the “selection”. Please don‘t. The European Youth Parliament is about self-development. And while competitions surely allow room for personal growth, we aim higher – not at trying to become better than your peers, but at striving to become better than yourself – with the help and assistance of others. And trying to overrun them is not a way to go, trust me, many before you have tried to sprint that path and soon enough they hit a dead end – ran out of people to overrun. That can never happen if the person you‘re chasing is the yourself of tomorrow, because there will always be one like that – a better, stronger, different version of yourself. And that is what we do in EYP. So please, please, make it your mission for this session to expand over the current yourself. Reach your limits, tickle them, they move out of your way. Use this opportunity to gain, learn, enjoy and rejoice, discover, make new acquaintances and friends, allow your horizons to grow broader. The Jury Team will do nothing but try to get to know you – every single one of you – in the span of three days, which is no mean feat. Do not waste our time – or worse, your own – by playing at something. Three days are too short for that and so is life, mind. A friend of mine once called the jury‘s work that of “anthropological consultancy” – all we do is look for potential – and we can only see that if you let us in on it. If you are not afraid of what you are and who you could be. So brace yourselves for the session, it will be a lot to take in. EYP is not for the fainthearted. It is for people who dare to fully embrace the essence of “damn it, let‘s push through and see what‘s on the other side”. Writing this on a rooftop of a random and beautiful moroccan riad, trust me it comes from experience. ABOUT EUROPEAN YOUTH PARLIAMENT The European Youth Parliament (EYP) is a unique educational programme which brings together young people from all over Europe to discuss current topics in a parliamentary setting. As a network of independent associations, the EYP is present in 40 European countries and organises almost 600 events every year. The EYP network organises almost 1,500 days of EYP activity every year, involving close to 35,000 participants. Thousands of young people are active as volunteers all over Europe, making EYP a programme truly for young people, by young people. European Youth Parliament in Czech Republic (EYP CZ) is a student politically neutral, non-profit organisation which falls under the pan-European project European Youth Parliament (EYP), which embodies one of the biggest platforms for extracurricular education.

ABOUT THE CITY OF ČESKÉ BUDĚJOVICE České Budějovice (or Budweis in English) is, with its 93,000 inhabitants, the largest city of the South Bohemian Region of Czech Republic and is the region‘s administrative, cultural and transportation hub. It is located in the center of a valley of the Vltava River, at the confluence with the Malše. The city was founded in 1256 by King Přemysl Otakar II of Bohemia and there is a legend that clarifies in a very interesting way how the town got its name. When King Přemysl Otakar II discovered that his son was born, he is said to have exclaimed: “Bude jich více!“ (“There will be more of them!”) It is said that he received this news right at the place where he later founded a town that was named according to these three prophetic words. Thanks to its rich history, České Budějovice has no shortage of historical landmarks – for example, the Square of Premysl Otakar II. with its dimensions of 133×137 m is one of the largest squares in Bohemia, with arcades and a range of gothic, renaissance and baroque burghers’ houses. The other important town monuments include the originally renaissance Town Hall, Samson‘s fountain and the 72 m tall Black Tower which provides a beautiful view of the town and surroundings. But the city is renowned not only for its historical monuments, but also for its industrial tradition, particularly for brewing – thanks to its beer industry České Budějovice is sometimes called the town of beer. For a time, the town was even the imperial brewery for the Holy Roman Emperor!

VISION This year EYP CZ is organising two Regional Selection Conferences, the first one taking place in Kutná Hora and the second in České Budějovice. The intention behind our session concept is to show all participants that what we have now logically leads, in any field, to something in the future, but if we want to change it, we are the ones who have the opportunity and means to do so. Our intention is to organise a session which will not be focused on just one aspect so that every participant finds his or her own field of interest. The motto “Innovating the presence, rewriting the future” should encourage all the participants to realise the importance of innovations. We want each participant to find something during the session which will inspire them and made them think outside the box about all the possibilities and power they have not only over their own future but over the future of all of us.

SESSION EVENTS OPENING CEREMONY This is the official welcome event of the session. You will hear many inspiring speeches that will guide you through your EYP experience. Dress code: Formal

GLOBAL VILLAGE Every delegation will be assigned one country and the task is to bring delicious food and beverages. During the event, you will be asked to serve it to other Delegates and enjoy the evening yourself. Dress code: Casual/national costume of the country you were assigned

TEAMBUILDING A very important part of the session where you get to know all the other Delegates in your committee better and that ensures that you will be able to work together as a team. Dress code: Casual

COMMITTEE WORK The time for you to become better acquainted with your committee topic, debate it and work tirelessly on identifying problems and coming up with the ideas and solutions that will be shaped into the formal resolution. Dress code: Smart Casual

PARTY To let out the steam from all the hard work and to relax, you will attend a party! This year’s topic is “Recolouring the future”. Every committee will be assigned one colour and your task is to come dressed in that colour from head to toe!

GENERAL ASSEMBLY (GA) On the last day, you will get the chance to present, defend, and debate your resolution as well as the resolutions of other committees. After every committee’s presentation, you will be able to vote whether the resolution should pass. Dress code: Formal

CLOSING CEREMONY The official ending of the session where we can all look back on it. Dress code: Formal 10


VENUES DOMOV MLÁDEŽE – ACCOMMODATION Holečkova 1584/2, 370 04 České Budějovice Our lovely accommodation, which will provide us with its comfy beds, canteen, and if you are not exhausted after our fruitful days, you can enjoy table football or ping-pong. Also, it is just a few steps away from where Committee Work will be happening.

SPŠS RESSLOVA – COMMITTEE WORK Resslova 1579/2, 370 04 České Budějovice In this location you will spend most of your time. Not only you will work fiercely on your resolutions, but you can also look forward to Teambuilding and coffee breaks. Moreover, the Panel Debate with our special guest will be held there. You will find WiFi there, so you can share some memories from the session or check the media tleam campaigns. But only in your coffee break time! ;)

BESEDA – OPENING CEREMONY AND GLOBAL VILLAGE Na Sadech 2036/18, 370 01 České Budějovice In this newly reconstructed edifice we will spend the first evening of our session. It is quite large so it will easily fit us all in. Therefore, we will enjoy Opening Ceremony and Global Village here.

BOBÍK – GENERAL ASSEMBLY Studentská 1410/23, 370 05 České Budějovice This building is not only a part of University of South Bohemia, it is also our last station – General Assembly will take place there. This will be the cherry on top of our session. For this, prepare you tissues, because you will surely shed some tears when the tune of Imagine is heard.

DRESS CODE CASUAL Any type of clothing you feel comfortable in. It should be suitable for both indoors and outdoors activities. It may get a little dirty, so try to avoid delicate outfits. Events where this dress code applies: Teambuilding and informal evening events.

SMART CASUAL Suits and ties are not required, but stay clear of worn-out jeans and trainers as they are not adequate for this dress code either. A pair of nice trousers and a blouse, for example, would do well. Events where this dress code applies: Committee Work.

FORMAL Suits, ties, shirts, slacks, dresses or skirts. The outfit must have a clean and professional appearance. Events where this dress code applies: Opening Ceremony, General Assembly and Closing Ceremony.

COMMITTEE ON EMPLOYMENT AND SOCIAL AFFAIRS – EMPL With automation and artificial intelligence ready to replace millions of jobs in the upcoming decade, how should the EU balance its position to encourage innovation while protecting against detrimental social effects?

COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH, AND FOOD SAFETY – ENVI I With 88 million tonnes of food wasted in the EU annually, how can the EU and its Members States move to reduce food waste while bearing in mind concerns about food safety and liability?

COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH, AND FOOD SAFETY – ENVI II With a circular economy being on the Commission‘s ten priorities, how can the EU and its Member States work to up-cycle waste and ensure industrial sustainability?

COMMITTEE ON WOMEN‘S RIGHTS AND GENDER EQUALITY – FEMM With 75% of women in a professional job or top management having experienced sexual harassment, what measures can the EU implement to ensure a safe work environment for all?

COMMITTEE ON REGIONAL DEVELOPMENT – REGI With 15% of European households lacking access to the internet and both private and public services moving further onto the internet, what can the EU and its Member States do to ensure that all of their citizens can access the internet and utilise vital services?

COMMITTEE ON SECURITY AND DEFENCE – SEDE I With the EU facing unprecedented security challenges both within and beyond its borders, how can the EU enhance military cooperation between the Member States?

COMMITTEE ON SECURITY AND DEFENCE – SEDE II In the face of cyber warfare, cyber terrorism and foreign misinformation campaigns, how can the EU ensure security on the internet?

VOCABULARY Regional Selection Conference (RSC) is a three-day long session from which a Jury selects Delegates, who then attend a National Selection Conference. A National Selection Conference (NSC) is a bit longer, usually four days long, from which Delegates are selected to represent the Czech Republic and EYP CZ at an International Session. An International Session (IS) is the biggest, longest, and the representative session of them all, attended by Delegates from the whole Europe and the world beyond. Officials is the collective name for Organisers, Chairs, Media Team, Jury Members, and others who participate in a session. CHAIRS‘ TEAM President is the supervisor of a session’s quality, he / she is also the Chairs’ Team leader. Vice-President (VP) helps the President to lead Chairpersons. A Chairperson (Chair) is the leader of a committee, it is their responsibility to lead the Delegates through the session and help them in the process of creating a resolution. MEDIA TEAM Editor is the leader of the Media Team. The Media Team creates and implements various projects. An Editorial Assistant (EA) helps the Editor as an assistant. A Media Team Member (MTM) documents the whole session, creates its atmosphere – takes pictures, records videos, and carries out diverse activities and projects. ORGA TEAM Head Organiser (HO) is the leader of the Organising Team. An Organiser (Orga) is a person, who prepares and does everything that’s needed for the session to happen. JURY TEAM Head of Jury organises the work of other Jurors, has the main word, and announces the results. Juror / Member of the Jury oversees the work of Delegates and along with other Jurors selects Delegates, who then attend an NSC/IS.

HOW TO GET TO ČESKÉ BUDĚJOVICE The Regional Conference Selection in České Budějovice is going to knock on our doors soon, therefore now is about the right time to start planning your transport, so you can be sure that you will find convenient seats and your trip will be without any troubles. The city České Budějovice is located in the south of Czech Republic and it is a districtʼs capital. Connection to this city is quite variable, so you will get to choose from different options. Expected arrival to České Budějovice for Delegates is until Friday 24 November 2017 until 11:30 AM (so you get until 12:00 PM to the venues). We kindly ask you to arrive on time. FROM PRAGUE From Prague you can go by bus as well as train. There are several bus companies you can choose from.(Flixbus – www.flixbus.cz , RegioJet – www.regiojet.cz). Tickets should cost between 115 CZK to 229 CZK for an adult and timewise it will be around 2:10/2:30 hours. Train always departs from Prague Main Train Station (it is at metro line C – station Hlavní nádraží) and it takes around 2:00/2:30 hours. The price will be around 170 CZK (www.cd.cz) . TRAVELLING TO ČESKÉ BUDĚJOVICE FROM OTHER CITIES From other cities you can also choose the bus companies www.flixbus.cz or www.regiojet.cz or train www.cd.cz . There are direct conections from most cities. Make sure you buy your ticket in advance and arrive in České Budějovice before 11:30 AM!
