WORDS OF WELCOME PRESIDENT Dear Delegates, Each beginning holds its own magic – hopefully, in the evening of November 5th, after having spent days discussing your visions for Europe and sharing ideas with young bright minds from all across the Czech Republic and Europe, you will agree that this statement is true. Yet, as I am writing these words to you, this moment lays far ahead in the future. For now, I want to welcome you to the Regional Selection Conference of EYP Czech Republic 2017 in Kutná Hora. This session will be the beginning of your own journey with EYP. The duration and destination of the journey is up to your choosing. The EYP can show you new places and cultures all over Europe, you might build close relationships and friendships with people that, despite living at the other end of the continent, still inspire you every day. Even more, it can push you out of your comfort zone, making you grow by taking up new challenges and gathering experiences on the way you have not even expected. Thinking that all of these paths lay ahead of you and you are free to choose which one to take is magical indeed. At the same time, not knowing where this experience will take you might feel daunting as well. But you don’t need to worry – EYPers have created an open-minded and supportive community. All officials, from Organiser to Chairs, and Media Team Members are here to help you and are excited to welcome you to EYP. As a part of that, this welcome booklet will provide you with all necessary information you need to safely arrive in Kutná Hora and will shed some light onto what you can expect from the session. However, there is no other way to understand EYP than to experience it. Knowing that you will have the chance to do so very soon is exhilarating. Not just for you, but for all people who have spent days, nights and sometimes nerves on creating a session that will be a magical beginning of your EYP journey. PRESIDENT OF THE NATIONAL COMMITTEE Dear Delegates, It is my greatest pleasure and privilege to welcome you on behalf of the European Youth Parliament in the Czech Republic to our first Regional Selection Conference of 2017. I cannot think of a better place with such rich history than Kutná Hora for this event. Keeping in mind that the history of Kutná Hora roots way back in the 12th century and it represents one of the most important cities in the past of Czech nation due to its mining industry, I personally believe it aligns with the theme of our conference. It is up to each of you to decide what for you represents the old and the new, and what it represents in the context of our surroundings, nevertheless, I hope that our session will be enriching for you! It does not matter if this is your first encounter with the European Youth Parliament, or if you are experienced in the world of our conferences, I sincerely hope you will have your eyes open, learn as much as you can and meet people that will bring new perspective to your life. The Organising Team led by Martina and Tomáš together with the President of the session Lukas, Editor Vanda, and Head of Jury Anna have been working with their teams for a long time to make this event happen. However, this session would not mean anything if you would not join us on these beautiful days with your enthusiasm and willingness to be more active beyond the usual! Making the session an unforgettable occasion is not just about us. Please, do us a favour and try to take as much as possible from the event. EDITOR Dear Delegates, Welcome to EYP, an experience I can guarantee is 3 things: life-changing, never before encountered, and unforgettable. That’s a lot to say in the introduction, isn’t it? I promise I mean every word. At every session, the Editor (in this case, yours truly) has a vision in which they will try to embody the session itself in every medium available to them. My vision is quite simple; it’s you. My wish is for you to look back on this session, and the output the Media Team provided, as the start of your journey in this organisation. I want you to get hooked, I want you to continue to prosper and strive, I want you to see why thousands of us have started and never wanted to stop. Trust me when I say you will be able to pinpoint the moment you realise this is it. Let’s make some magic! Yours,

HEAD OF JURY Welcome, welcome, welcome. This is not the Hunger Games. That is important to remember. Really. Most of your are probably wondering what lies ahead of you – what is it you signed up for by deciding to come to a Regional Selection Conference of EYP CZ. Some of you are likely reading “competition” in the “selection”. Please don‘t. The European Youth Parliament is about self-development. And while competitions surely allow room for personal growth, we aim higher – not at trying to become better than your peers, but at striving to become better than yourself – with the help and assistance of others. And trying to overrun them is not a way to go, trust me, many before you have tried to sprint that path and soon enough they hit a dead end – ran out of people to overrun. That can never happen if the person you‘re chasing is the yourself of tomorrow, because there will always be one like that – a better, stronger, different version of yourself. And that is what we do in EYP. So please, please, make it your mission for this session to expand over the current yourself. Reach your limits, tickle them, they move out of your way. Use this opportunity to gain, learn, enjoy and rejoice, discover, make new acquaintances and friends, allow your horizons to grow broader. The Jury Team will do nothing but try to get to know you – every single one of you – in the span of three days, which is no mean feat. Do not waste our time – or worse, your own – by playing at something. Three days are too short for that and so is life, mind. A friend of mine once called the jury‘s work that of “anthropological consultancy” – all we do is look for potential – and we can only see that if you let us in on it. If you are not afraid of what you are and who you could be. So brace yourselves for the session, it will be a lot to take in. EYP is not for the fainthearted. It is for people who dare to fully embrace the essence of “damn it, let‘s push through and see what‘s on the other side”. Writing this on a rooftop of a random and beautiful moroccan riad, trust me it comes from experience. ABOUT EUROPEAN YOUTH PARLIAMENT The European Youth Parliament (EYP) is a unique educational programme which brings together young people from all over Europe to discuss current topics in a parliamentary setting. As a network of independent associations, the EYP is present in 40 European countries and organises almost 600 events every year. The EYP network organises almost 1,500 days of EYP activity every year, involving close to 35,000 participants. Thousands of young people are active as volunteers all over Europe, making EYP a programme truly for young people, by young people. European Youth Parliament in Czech Republic (EYP CZ) is a student politically neutral, non-profit organisation which falls under the pan-European project European Youth Parliament (EYP), which embodies one of the biggest platforms for extracurricular education.

ABOUT THE CITY OF KUTNÁ HORA The magnificent town of Kutná Hora (Kuttenberg) lies in the central region of the Czech Republic roughly 65km east of Prague and is home to around 20,000 inhabitants. A beautiful town full of mines, churches and an ossuary decorated with the bones of more than 40,000 deceased people, Kutná Hora used to be, around the 13th century, a rival for the status of the capital to Prague. The town’s importance used to lie in its rich silver mines. Now, however, its importance dwells in its breathtaking architecture and fascinating history. That is why it has been added to the list of UNESCO World Heritage Sites along with the nearby town of Sedlec. The town is also known as the origin of numerous former Czech currencies, which were all minted there from the silver of the local mines. Recently, thanks in part to its close proximity to Prague, it has become a popular tourist destination. The town also hosts the two month long Kutná Hora Summer festival and the Days of European Heritage every year.

TEAMBUILDING Fun! It is time to get to know each other before Committee Work. Don‘t be afraid to step out of your comfort zone during those activities. Bear in mind that Teambuilding may take place indoors or outdoors. Dress Code: Casual

COMMITTEE WORK During Committee Work, the allocated topics are discussed within the committees led by the Chairpersons. This part of the session will be full of debating, brainstorming, and finding solutions for your topic. Dress Code: Smart Casual

GENERAL ASSEMBLY After long discussions during Committee Work, we will gather in another fancy venue and you will present your resolutions in front of an audience and discuss them between committees. General Assembly is the final part of the session. Dress Code: Business Formal, Formal

GLOBOVILLAGE A lot of food! This event is your chance to present your cooking or baking skills. Each Delegation has an allocated country and their task is to prepare food or beverages typical for this country. Keep in mind that Globovillage will replace dinner – bring enough food! DAČICKÉHO DŮM – OFFICIALS‘ TRAINING Komenského náměstí 41, 284 01, Kutná Hora-Vnitřní Město, Czech Republic With a late-Gothic core and a High-Baroque facade this beautiful house, reconstructed in the year 2015, now functions as an Educational Centre of the UNESCO Cultural Heritage.

THE JESUIT COLLEGE (GASK) – OPENING CEREMONY Barborská 24, 284 01, Kutná Hora-Vnitřní Město, Czech Republic GASK or the Gallery of the Central Bohemian Region is located in the Jesuit College, full of beautiful halls and rooms, in the town centre.

CAFETERIA OF THE VOŠ AND SPŠ KUTNÁ HORA – LUNCHES AND A DINNER Komenského náměstí 67/28, 248 01, Kutná Hora-Vnitřní Město, Czech Republic Within the close proximity of the town centre, this High School cafeteria is a great spot where you can chat about the session over lunch.

DRESS CODE CASUAL Basically your day to day clothes. Whatever makes you feel comfortable is the perfect choice.

SMART CASUAL Neat and conventional, yet informal clothes designed to make one feel comfortable and at the same time meet the event‘s clothing requirements. A pair of trousers with a shirt advised for men, a skirt / trousers and a blouse advised for women.

FORMAL, BUSINESS FORMAL Formal and elegant clothes suitable for ceremonial occasions and events. Gentlemen are expected to wear a suit and a (bow)tie. Ladies are expected to wear either suits, dresses, or skirts of appropriate length.

PARTY OUTFIT Keeping with the spirit of silver mines in Kutná Hora – silver-ish (light grey) clothes and all the bling you can find. Anyone with glitters gets extra points.

COMMITTEE TOPICS COMMITTEE ON FOREIGN AFFAIRS – AFET After the breakdown of Cypriot reunification negotiations in July 2017, how can the European Union cooperate with its international partners in order to reach an agreement on the future of Cyprus that satisfies all local and external stakeholders’ demands?

COMMITTEE ON DEVELOPMENT – DEVE Negotiations for a new framework agreement between the European Union and the African, Caribbean and Pacific Group of States (ACP countries) replacing the current Cotonou agreement are set to start in 2018. What should be the EU‘s approach and priorities in these negotiations in order to facilitate economic development on the African continent?

COMMITTEE ON EMPLOYMENT AND SOCIAL AFFAIRS – EMPL A lost generation? With 6.3 million of its citizens aged 15-24 neither employed nor in education or training (NEETs) in 2016, what measures should the European Union take to ease access to the labour market for young people?

COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY – ENVI Making use of waste: 40% of food waste still ends up in landfills, despite recent technological innovations that can convert food waste into fertilisers and methanol to generate significant amounts of energy. How could the European Union promote the use of these technologies, taking into account potential implications for both environmental integrity and the development of a new organic industry, while reaching EU 2020 goals?

COMMITTEE ON INTERNAL MARKET AND CONSUMER PROTECTION – IMCO Digitising the economy: Completing the Digital Single Market could contribute up to € 415 billion annually to Europe‘s economy, yet the recent review of the Digital Single Market strategy still observed significant fragmentation in Europe‘s digital market. What measures should the European Union take to create an accessible and secure Digital Single Market that connects industries and citizens from all Member States?

COMMITTEE ON CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS – LIBE Fragile solidarity: With Member States failing to meet their obligations under the emergency relocation scheme by only having reallocated about 25,000 asylum seekers since the end of 2015, how can the European Union ensure that burdens, responsibilities and opportunities of dealing with the continuing stream of newly arriving asylum seekers are shared fairly among its Member States?

COMMITTEE ON CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS – LIBE II Building an inclusive Europe: With transgender people regularly facing discrimination at the workplace and communities they live in, what further steps should the European Union take to protect the rights of transgender people and promote their inclusion into society?

COMMITTEE ON TRANSPORT AND TOURISM – TRAN From Barcelona to Budapest and Copenhagen to Venice residents of popular tourist destinations have raised concerns about the effects of mass tourism on their hometowns. How can the European Union promote sustainable tourism that protects these residents in its Member States from negative economic, social and environmental consequences of mass tourism?

VOCABULARY Regional Selection Conference (RSC) is a three-day long session from which a Jury selects Delegates, who then attend a National Selection Conference. A National Selection Conference (NSC) is a bit longer, usually four days long, from which Delegates are selected to represent the Czech Republic and EYP CZ at an International Session. An International Session (IS) is the biggest, longest, and the representative session of them all, attended by Delegates from the whole Europe and the world beyond. Officials is the collective name for Organisers, Chairs, Media Team, Jury Members, and others who participate in a session. CHAIRS‘ TEAM President is the supervisor of a session’s quality, he / she is also the Chairs’ Team leader. Vice-President (VP) helps the President to lead Chairpersons. A Chairperson (Chair) is the leader of a committee, it is their responsibility to lead the Delegates through the session and help them in the process of creating a resolution. MEDIA TEAM Editor is the leader of the Media Team. The Media Team creates and implements various projects. An Editorial Assistant (EA) helps the Editor as an assistant. A Media Team Member (MTM) documents the whole session, creates its atmosphere – takes pictures, records videos, and carries out diverse activities and projects. ORGA TEAM Head Organiser (HO) is the leader of the Organising Team. An Organiser (Orga) is a person, who prepares and does everything that’s needed for the session to happen. JURY TEAM Head of Jury organises the work of other Jurors, has the main word, and announces the results. Juror / Member of the Jury oversees the work of Delegates and along with other Jurors selects Delegates, who then attend an NSC/IS. 13
