WORDS OF WELCOME PRESIDENT Dear Officials, A session can become unforgettable for many different reasons. It might take place in a breathtakingly beautiful city. The venues might be hidden treasures you would have never gotten access to in any other way. You might discover your new favourite cuisine tasting local specialities. As you will realise reading this booklet, Kutnรก Hora 2017 already ticks off all of these boxes. Most importantly, however, what makes a session special is its people. EYP is about coming together and building a supportive environment in which everybody feels safe to challenge themselves. It is about creating a community that appreciates every single individual and gives them room to grow. Whatever you want to take home from a session, be it improving certain skills, deepening your academic understanding of a particular policy area, or simply bonding with new friends, the people surrounding you will be the integral part of your experience. Keeping this thought in my mind it is my greatest pleasure and honour to welcome every single one of you to the Regional Selection Conference of EYP Czech Republic 2017 in Kutnรก Hora! In just over three weeks we will finally gather in this picturesque city and hopefully not only enjoy its landmarks, venues, and food, but indeed become one united team that welcomes a new cohort of young Czechs to the world of EYP. The first step towards realising this aspiration is arriving in Kutnรก Hora safely, on time, and prepared. This booklet will provide you with all the information you need for doing so. On top of that, you can get a sneak peek into what the Organisers have already worked tirelessly on to make the session as special as possible for all of us. There are some real treats, so do read the booklet carefully. However, until we get to enjoy these treats there still lays a lot of work ahead of us, individually and in our respective teams. Yet, I can promise you that all the effort will come to fruition once the session starts and you can put your preparations into practice. I hope you are anticipating that very moment as much as I am. PRESIDENT OF THE NATIONAL COMMITTEE Dearest Officials, It is my greatest pleasure and privilege to welcome you on behalf of the European Youth Parliament in the Czech Republic to our first Regional Selection Conference of 2017. I cannot think of a better place with such rich history than Kutná Hora for this event. Keeping in mind that the history of Kutná Hora roots way back in the 12th century and it represents one of the most important cities in the past of the Czech nation due to its mining industry, I personally believe it aligns with the theme of our conference. It is up to each of you to decide what for you represenst the old and the new, and what it represents in the context of our surroundings, nevertheless, I hope that our session will be enriching for you! The amazing Organising Team led by Martina and Tomáš is surely representing the crème de la crème of our National Committee that will help to achieve the smooth process of the session. The President of the session, Lukas, is an ace among contemporary Chairs’ Team leaders and his army will secure the highest academic quality possible. Dangerously witty and creative Vanda is standing behind the output of the Media Team, which is something we all can look forward to. And Anna‘s experienced guidance will surely bring out the best in the new generation of young excited individuals. I am more than proud to see this puzzle to complete one amazing picture that is waiting for us in the beginning of November. By these words, I would like to thank to all of you for taking part in Regional Selection Conference in Kutná Hora. In order to do that, we promise to arrange the best conditions we can for you to truly enjoy the event. There would be nothing more rewarding for us than seeing you being content at the session. Making the session an unforgettable occasion is not just about us. Given the nature of Regional conferences, many of the attendees might hold their respective positions for the first time. EDITOR Dear Officials, Let me start out by saying how equally nervous and excited I am to go on this journey with you all. We have all been given the unique opportunity of making this session one to remember, both for ourselves and the Delegates. I am more than certain we will combine all our skills and strengths to make Kutná Hora as magical of a November adventure as it will allow us, and here is why: we have one of the most wholesome Leadership Teams I have ever had the privilege of being in, a diverse mix of creative and forward-thinking bright minds across all teams, a gorgeously historic city in the Czech Republic, and most importantly, our will to learn and work. The moment I get to see all of your slightly frozen and cheery faces this November is when I will be sure that all the work we have put into making Kutná Hora amazing was more than worth it. The best is yet to come and I hope it will be even better than any of us can dream of. Let’s make this one unforgettable! Yours, 5


ESSENTIAL INFORMATION The magnificent town of Kutná Hora (Kuttenberg) lies in the central region of the Czech Republic roughly 65km east of Prague and is home to around 20,000 inhabitants. A beautiful town full of mines, churches and an ossuary decorated with the bones of more than 40,000 deceased people, Kutná Hora used to be, around the 13th century, a rival for the status of the capital to Prague. The town’s importance used to lie in its rich silver mines. Now, however, its importance dwells in its breathtaking architecture and fascinating history. That is why it has been added to the list of UNESCO World Heritage Sites along with the nearby town of Sedlec. The town is also known as the origin of numerous former Czech currencies, which were all minted there from the silver of the local mines. Recently, thanks in part to its close proximity to Prague, it has become a popular tourist destination. The town also hosts the two month long Kutná Hora Summer festival and the Days of European Heritage every year. Another reason for a visit could be the famous Wellness Centre U Kata which includes, among other things, a Beer Spa with the beer from the local brewery. The city also hosts a wide range of cafés and restaurants.

DRESS CODE – A QUICK EXPLANATION CASUAL Teambuilding clothes! Anything that offers the most comfort and makes you feel good! Something you would wear on a regular day.

SMART CASUAL The perfect choice for Committee Work – smart casual clothing should make you look sharp yet still be comfortable enough so that you feel comfortable wearing it for extended periods of time. Trousers and a shirt or a sweater are recommended for men, trousers/skirt and a blouse are recommended for women.

BUSINESS FORMAL Clothes that make you feel professional and elegant. Adequate for ceremonies and the GA. Men are advised to wear a suit with a (bow)tie while women are advised to wear suits, dresses or skirts (appropriate in length).

PARTY OUTFIT Shine Bright like Silver Keeping with the spirit of silver mines in Kutná Hora – silver-ish (light grey) clothes and all the bling you can find. Anyone with glitters gets extra points.

DAČICKÉHO DŮM – OFFICIALS‘ TRAINING Komenského náměstí 41, 284 01, Kutná Hora-Vnitřní Město, Czech Republic With a late-Gothic core and a High-Baroque facade this beautiful house, reconstructed in the year 2015, now functions as an Educational Centre of the UNESCO Cultural Heritage.

THE JESUIT COLLEGE (GASK) – OPENING CEREMONY Barborská 24, 284 01, Kutná Hora-Vnitřní Město, Czech Republic GASK or the Gallery of the Central Bohemian Region is located in the Jesuit College, full of beautiful halls and rooms, in the town centre.

RESTAURANT DAČICKÝ Rakova 8, 284 01, Kutná Hora-Vnitřní Město, Czech Republic This cozy restaurant offers a variety of traditional Czech dishes and beers (of course) and a warm, welcoming atmosphere.

CÍRKEVNÍ GYMNÁZIUM V KUTNÉ HOŘE – COMMITTEE WORK Jiřího z Poděbrad 288, 248 01, Kutná Hora-Vnitřní Město, Czech Republic A Catholic school located in an 18th century monastery is a beautiful building with a rich history and also modern learning facilities.

CAFETERIA OF THE VOŠ AND SPŠ KUTNÁ HORA – LUNCHES AND A DINNER Komenského náměstí 67/28, 248 01, Kutná Hora-Vnitřní Město, Czech Republic Within the close proximity of the town centre, this High School cafeteria is a great spot where you can chat about the session over lunch.

PRACTICAL INFORMATION BASIC TRAVEL INFO As for your arrivals, you are expected to arrive in Kutná Hora on November 1 at 17:00 CET at the very latest. Once you arrive, there will be an Organiser expecting you at the Kutná Hora Town train station, bus station or elsewhere. Departures will start on November 5 at 18:00 CET and will continue from then on.

WEATHER The weather in the Czech Republic in November tends to be fairly chilly especially in the morning and evening with temperatures averaging around 5°C and usually not rising above 10°C. We advise you to keep this in mind whilst packing. (We encourage all kinds of sweaters and coats!)

MONEY The official currency of the Czech Republic is the Czech Crown (around 26.01 CZK = 1 EUR), meaning, even though many places will accept credit cards (some even euros), we strongly encourage you to exchange some money so as to avoid the risks of not doing so. When exchanging your money, make sure that the exchange rate is as close to 26 CZK to 1 EUR as possible, as there are many exchange places which will take a disproportionate amount of your money as commission.

REIMBURSEMENT All participating Officials are eligible to apply for Travel Reimbursement. This means that after the session, all Officials have the ability to apply for the Reimbursement with a form which will be provided later. After that, a selection panel will choose the Officials whose travel costs it is going to cover.

COMMITTEE TOPICS COMMITTEE ON FOREIGN AFFAIRS – AFET After the breakdown of Cypriot reunification negotiations in July 2017, how can the European Union cooperate with its international partners in order to reach an agreement on the future of Cyprus that satisfies all local and external stakeholders’ demands?

COMMITTEE ON DEVELOPMENT – DEVE Negotiations for a new framework agreement between the European Union and the African, Caribbean and Pacific Group of States (ACP countries) replacing the current Cotonou agreement are set to start in 2018. What should be the EU‘s approach and priorities in these negotiations in order to facilitate economic development on the African continent?

COMMITTEE ON EMPLOYMENT AND SOCIAL AFFAIRS – EMPL A lost generation? With 6.3 million of its citizens aged 15-24 neither employed nor in education or training (NEETs) in 2016, what measures should the European Union take to ease access to the labour market for young people? 10


COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY – ENVI Making use of waste: 40% of food waste still ends up in landfills, despite recent technological innovations that can convert food waste into fertilisers and methanol to generate significant amounts of energy. How could the European Union promote the use of these technologies, taking into account potential implications for both environmental integrity and the development of a new organic industry, while reaching EU 2020 goals?

COMMITTEE ON INTERNAL MARKET AND CONSUMER PROTECTION – IMCO Digitising the economy: Completing the Digital Single Market could contribute up to € 415 billion annually to Europe‘s economy, yet the recent review of the Digital Single Market strategy still observed significant fragmentation in Europe‘s digital market. What measures should the European Union take to create an accessible and secure Digital Single Market that connects industries and citizens from all Member States?

COMMITTEE ON CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS – LIBE Fragile solidarity: With Member States failing to meet their obligations under the emergency relocation scheme by only having reallocated about 25,000 asylum seekers since the end of 2015, how can the European Union ensure that burdens, responsibilities and opportunities of dealing with the continuing stream of newly arriving asylum seekers are shared fairly among its Member States?

COMMITTEE ON CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS – LIBE II Building an inclusive Europe: With transgender people regularly facing discrimination at the workplace and communities they live in, what further steps should the European Union take to protect the rights of transgender people and promote their inclusion into society?

COMMITTEE ON TRANSPORT AND TOURISM – TRAN From Barcelona to Budapest and Copenhagen to Venice residents of popular tourist destinations have raised concerns about the effects of mass tourism on their hometowns. How can the European Union promote sustainable tourism that protects these residents in its Member States from negative economic, social and environmental consequences of mass tourism?

RULES AND LEGAL NOTES Firstly, it is expected from all the participants that they arrive with valid health insurance and proof of it in the form of a printed document or a card. We also recommend travel insurance to all participants. Next, all participants are expected to take part in every portion of the session programme. No participant is allowed to leave the official session programme without permission of an Organiser. Concerning alcohol and drugs – all participants under the age of 18 are, by the laws of the Czech Republic, prohibited from consuming any alcoholic beverages. All adult participants are allowed to consume alcoholic beverages that do not go over the 15% alcohol volume threshold. The Organising Team reserves the right to confiscate any alcoholic beverages which do not comply with the session rules. Concerning drugs, we implement a zero tolerance policy and if any drugs are found in the possession of a participant, they will be excluded from the session and the authorities will be informed.
