WORDS OF WELCOME SESSION PRESIDENT Dear teachers, First of all, let me tell you how grateful I am that you have decided to take your students to Ostrava 2018. Although this might not seem like much, you know what impact this experience can have on them. I can use my own story as an example. For over 3 years now, EYP has taken me to almost every country on the European continent, made me meet the most inspiring young people I know, and successfully pushed me to be the best version of myself. But all of that could not have happened without the magical intervention of Mr. Maître, one of my high school teachers. He is the one who made me set foot in this world and for that, I am forever grateful. Thank you for being the ones who make this possible for your students. As this booklet will show you, there is a lot to be excited about in Ostrava! Indeed, Ostrava is one of the prettiest and most culturally interesting places in central Europe, with its picturesque historical centre and vibrant cultural neighbourhood on the former coal mining facility of Dolní Vítkovice. Ostrava will be the perfect setting for us to reflect on several European issues revolving around the theme of the session: “Embracing Diversity and Forging the Cultural Future of Europe”. The session will bring us together to remind ourselves of the importance of such values, and imagine how we, young people of Europe, can build the best future based on these solid foundations. I cannot tell you how excited I am for this project to finally come to life with you and your students, and for you to see how EYP can empower them to be the best version of themselves! PRESIDENT OF EYP CZECH REPUBLIC Dear teachers, It is my honor to welcome you to this year Regional Selection Conferences of the European Youth Parliament in the Czech Republic. These conferences are happening in two interesting cities within the Czech Republic and I promise both of them will have a great success. This year’s recipe is similar to others, when Head Organizers and Organizing teams are ensuring the smooth course of the session, Presidents and their teams contribute with their academic knowledge, and the final taste are bringing Editor and Media Team Members with their media output. However, there is always a difference. Each conference has its unique atmosphere, as the composition of the people is always different. This means that each time, all of the participants are facing different challenges and are learning something completely new. I truly hope this year’s conferences will bring to all of the participants lots of learning, new set of skills and infinite amounts of fun. By these words, I would like to thank you on behalf of the Board of the European Youth Parliament in the Czech Republic for all your help and commitment. We regard you as an inseparable part of our organization and appreciate all your time, effort and feedback you provide us with. We are delighted that you chose Ostrava and EYP as a way of non-traditional learning and hope that you together with the delegates will enjoy the session as much as possible! We have put a lot of effort into preparations of the session so that all participants have the best experience possible. The city of Ostrava has a lot to offer and that is why we picked it as a hosting city for our conference. The transformation of once an industrial centre into a modern European metropolis is a wonderful example of renovation and recultivating that is helping our society. HEAD OF JURY Dear teachers, It is my pleasure to address you ahead of the Regional Selection Conferences in Litoměřice and Ostrava. Both me personally, as well as the entire team behind the sessions are very grateful that you support your students ahead, during and after the session. Without your contribution, our work would be significantly more difficult and your students would face more obstacles in preparation for the session. Together with my team of Jury Members, we have been tasked with a difficult job to select students that will take part in the National Selection Conference in spring 2019. I can pledge that we will do our best to judge your students fairly and justly while making sure that their participation is valuable to their personal growth and academic development regardless of the outcome of the selection. Of course, we would be more than happy to get in touch with you and explain how and why we made our decision. While we assess the participants we will look into several different criteria. Among those are participation, teamwork, the ability to form and present their opinion as well as to listen to others and develop their thoughts in the debate. As our work during the session will be conducted in English, we want to see the participants use English. However, I want to assure you that we are not looking for proficient English speakers and what really counts is to see that the participants really try and give their best. After all, our work as an organisation is mainly about getting better. I am sure that is a goal we all share. We in the European Youth Parliament are dependent on each other if we want to provide the best possible experience for all our participants. And we count you as part of our wider team because we all share our passion and commitment. Please continue helping us in this goal and let us know how we can help you. ABOUT THE CITY OF OSTRAVA Previously known as the country’s ‘steel heart’, Ostrava straddles the border of the two historic provinces of Moravia and Silesia. Proudly holding the title of the third largest city in the Czech Republic, Ostrava is a modern cultural city with numerous theatres and galleries. Every year it hosts several interesting events, such as Colors of Ostrava. Even though the last coal has been mined there in 1994, it is still possible to visit Lower Vítkovice area, which allows you to experience the atmosphere of the historical industrial architecture.
ABOUT THE SESSION THEME Embracing diversity and forging the cultural future of Europe Ostrava, previously known as a mainly industrial city, now has many cultural events taking place every year. Following its example and keeping in mind the motto of the European union “United in diversity”, this session’s focus will be on the creation and innovation of our cultural future.
ABOUT EYP European Youth Parliament (EYP) is a student non-profit, politically neutral organisation, which provides one of the biggest platforms for non-curricular education in Europe. More than 30,000 European students take part in EYP events annually. The Czech branch of the network, European Youth Parliament Czech Republic, was founded in 1998 and hosts three major events every year, two Regional Selection Conferences, this year in Litoměřice and Ostrava, and one National Selection Conference, from which students are selected for sessions abroad, where they have the opportunity to meet other youngsters from all around Europe.

SESSION EVENTS Teambuilding The aim of the Teambuilding is to form a perfectly working group out of people that have never met each other before. This is accomplished by playing a number of games that challenge the participants, ranging from remembering names to solving unsolvable moral dilemmas. Venue: Obchodní Akademie a Vyšší odborná škola sociální Opening Ceremony Opening Ceremony is the official beginning of every session. Several speeches delivered by distinguished guests and the leaders of the session will be held during this event. Venue: Vyšší odborná škola sociální Ostrava Eurovillage During Eurovillage, participants from each school will prepare some food representing a European country that they are assigned in the aim to further bond participants while enjoying a culinary experience. Venue: Vyšší odborná škola sociální Ostrava Committee Work This is the central part of the session where participants are distinguishing the core problems of the respective topic and trying to come up with adequate solutions. SESSION EVENTS Panel Debate To the Panel Debate, we will invite several guests and experts. Among others, the delegates will be able to talk to Member of the European Parliament Evžen Tošenovský or the Vice-Rector of University of Ostrava Renáta Tomášková. General Assembly This is what all the hard work in committees has been leading up to. In this final debate, the delegates will discuss all of the committee topics respectively. Each committee will get the opportunity to present and defend their resolution. The debate for a resolution concludes with a voting procedure, with the resolution passing if the majority of votes are in favour. Venue: Harmony Club Hotel Ostrava Closing Ceremony With more speeches and comments from the people who helped to create this wonderful conference we will enjoy this official ending of the session. DRESS CODES EXPLANATION CASUAL – Teambuilding Your day to day clothing, no special attire needed. Comfort is the key word. Take clothes that you can move freely in. Teambuilding can take place indoors and outdoors, so keep that in mind as well. SMART CASUAL – Committee Work Comfortable, but still formal. A pair of trousers with a shirt or a skirt with a blouse will do the trick. BUSINESS FORMAL – Opening Ceremony, General Assembly, Closing Ceremony Elegant formal clothes suitable for ceremonial occasions. Gentlemen are recommended to wear a suit and a tie, ladies are recommended to wear a skirt or a dress of an appropriate length or a pantsuit.
VENUES Pension D.M.Z. Pension D.M.Z. is situated 10 minutes from the city center and will serve as your accommodation. The accommodation offers you varied breakfast in the form of Swedish table. There can be also found a café in which you can relax after a long day. D.M.Z. is conveniently settled between important venues of this Session. TOPICS OF THE SESSION Committee on Culture and Education (CULT) With globalisation making transnational communications ever more important, how can the EU and Member States promote inclusive societies through enriching plurilingual and pluricultural education, while safeguarding minority languages to maintain the diversity of the European continent? Committee on Employment and Social Affairs I (EMPL I) With the fertility rate in the EU averaging 1.6 births per woman, and a record high old-age dependency ratio in 2018, how can the EU and Member States reform the labour market to provide a well-functioning pension system? Committee on Employment and Social Affairs II (EMPL II) With growing certainty that greater inclusion of artificial intelligence (AI) will have a considerable impact on the labour market, how can the EU maintain a high employment rate while incorporating this technology? Committee on Human Rights (DROI) With acts of violence against members of the LGBT+ community rising in numbers in recent years, how can the EU and Member States protect their citizens against attacks based on sexual orientation or sexual identity? Committee on Foreign Affairs (AFET) Bearing in mind their status of potential candidates for EU accession, how can the EU ensure political and social stability in Bosnia and Herzegovina, as well as the Republic of Kosovo, while safeguarding the cultural independence of all ethnic and religious groups?

Committee on Regional Development I (REGI I) With old industrial sites in European cities being decommissioned, how can the EU, Member States, and local authorities use these spaces to promote social cohesion on the urban level? Committee on Regional Development II (REGI II) With migration becoming an integral aspect of modern European cities, how can local stakeholders prevent cultural division in urban planning and best account for cultural diversity within urban societies? Committee on Civil Liberties, Justice and Home Affairs (LIBE) With an estimated 570,000 stateless people living in Europe today, how should the EU assist Member States in safeguarding the fundamental rights of stateless people and providing them with access to public services and opportunities?
WHO IS WHO: A QUICK GUIDE THROUGH THE OFFICIALS TEAM AT THE SESSION Chairpersons Being the closest Officials to the Delegates throughout the session, the Chairpersons’ (or simply “Chairs’”) task is to help them achieve their goals by not only leading the committee but also by providing them with academic background. The Chairs’ Team is overseen by the Session Board which consists of the President and two Vice-Presidents. Media Team Members (MTMs) The main task of MTMs will be providing media coverage for the session in its full length. They will be present in all the committees and will contribute to the session with photos, videos, articles and all projects they come up with, capturing all the important and various moments of the session. An Editress guides the Media Team.

Organisers The Organisers take care of the organisational aspect of the session. With each having their own portion of duties and responsibilities, the Organisers are led by two Head Organisers who are responsible for the smooth flow of the whole session. Jury The task of the Jurors is to watch over the Delegates and their performance; and to decide according to certain criteria which Delegations and individual Delegates will be selected to participate in the 21st National Selection Conference of EYP Czech Republic in Olomouc. The Head of Jury is in charge of the team. President Head of the Chairs’ Team, the President’s main task is to make sure that the academic side of the session comes through. They chair the General Assembly. The President also chooses the topics of the committees and is part of the leadership of the session. Vice-Presidents The main role of the Vice-Presidents is to help the President and Chairpersons with the academic side of the session. Their tasks are, for example: checking the resolutions, helping Chairpersons with their committees and chairing the General Assembly; they are part of the extended leadership. Head of Jury The role of Head of Jury is almost same as the Jurors’, but Head of Jury is the leader of this team. They will make sure that Jury works as it should. The Head of Jury is part of the leadership of the session. Head Organisers Head Organisers are in charge of the Organising Team. They work on the session the longest, HOs supervise that the Organisers are doing the best they can to make the session as amazing as possible. They are part of the leadership of the session.

ROLE OF A TEACHER AT THE SESSION Teachers are an essential part of every of European Youth Parliament Czech Republic session. They are the ones that help to motivate the students to attend our sessions. Because you can really affect the delegates, here are a few things that can help you while helping your Delegates. Motivate them Let them know what the purpose of the session is and what can they learn from this experience. To learn something new, to meet new people, to practise English, to be able to talk to international participants, to have the opportunity to be selected for a conference abroad; all these are reasons they should be motivated. Explain to them how to prepare for Committee Work All the necessary information can be found in the Preparation Kit; tell them they should go through it and try to explain to them that they should be able to understand the problem of their topic and should think about possible solutions. Explain the dress code Make sure that your students understand that appropriate wardrobe is needed. This is to avoid any inconvenience on the session. The participants will need formal clothes especially for the General Assembly. Give them credit in front of others The best reward for attending the conference is the credit your students get in front of other schoolmates; therefore, publish their participation at the conference on your school’s website, broadcast it in the school radio, or compliment them during a school lesson. For you it might be a small gesture; but they will be very proud of themselves. Taking photos We are aware that you want to have pictures of your students “in action”. You are free to take pictures of any kind of events with the exception of Committee Work, where you might disturb the work process by photographing. The Media Team, consisting of 8 people with high-quality cameras and photographing skills, will take care of pictures from all the events. The pictures will be put into one online folder and you will be given access to that folder and to the pictures of your students.
