EUROPEAN YOUTH PARLIAMENT
EVALUATION REPORT 82 nd International Session, Rennes, July 14 th -23 rd 2016
INTRODUCTION
Should there be any comments or questions about the evaluation, do not hesitate to contact us at info@eyp.org.
Dear reader, This report contains the results of the evaluation of the 82nd International Session of the European Youth Parliament (EYP) in Rennes (France) from July 2016. The responses show that the session was a successful project. However, we invite the reader to study the document carefully to identify what we can learn for future events.
The International Office of the EYP
A total of 140 out of 204 delegates responded to the survey. The evaluation is divided into twelve sections elaborating on the answers of individual delegates and a section to make comparisons between different countries. The overview part depicts the evaluation of delegates concerning different aspects of the session. For a better roundup of the evaluation, we included the most often stated comments and suggestions, as well as direct quotes from the survey. In general, the participants were enthusiastic about the unique multilingual concept of the session. The academic side of the session received many compliments whereas the organisation was perceived with more criticism. Additionally, the delegates expressed a high regard for the diversity aspect of the session, commenting that they have learned to understand and to respect other cultures better. Some participants argued that they had difficulties following the debates in the GA due to the slow-down and misunderstandings caused by translations. However, the quality of translation has been rated very high and the team of Translators-Interpreters has been integrated well into the session. Interestingly, that the opinions about if the concept should be repeated in the future were split. The second part of the evaluation portrays the responses according to their country of origin. The diagrams in this section are meant to provide each National Committee with an evaluation of their work in support of the IS in Rennes. Thus, questions regarding the future engagement in EYP are included. Due to the incomplete amount of returned questionnaires from the delegates and since some country delegations were very small, we were not able to provide a comprehensive evaluation for differences between all countries taking part in the IS in Rennes.

1. PREPARATION Next to the multilingualism there was another innovative concept worth highlighting at the session. It is the inclusion concept, which aimed to include more participants with no prior EYP experience into the session. However, only for 10 participants the Rennes IS was their first EYP session. One National Committee (FR) selected all the delegates with no EYP background, and 4 NCs (BY, CH, SE, UA) sent one person with no EY P background. For almost half of the participants (105 people) it was their first International Session. The overall preparation and the information were perceived positively. 89 per cent of participants said that the session website and the Invitation Booklet provided them with all the necessary information about the event. However, the delegates noted in the comments that they had to pay a high deposit fee (â‚Ź53) and bring their own pillows and sheets, which they were not informed about beforehand.

Especially Invitation Booklet was specific and didn't leave anything out. I liked that there was this kind of a packing list, which actually helped to remember few things.
Some important information, as the lack of pillows, sheets etc. should have been highlighted by the organisers, by sending specific emails about the issues, instead of just making a Facebook post, one day before the session started.
Preparation Kits were available only in English before the session, which is a great shame for committees in other languages or delegate who don't speak English as well.
The website was at first only in French.
My chair always sent us additional links and kept asking if we had any questions. He wanted make sure that we were all ready for the session.
It would have been nice if we would have gotten a video about the topic made by the chair or journalist. Draw your topic is for instance a good one.
I suppose the info could've been more divided into subtopics, as my topic covered a lot of different issues in one.

2. FINANCIAL QUESTIONS The majority of the participants have not received any sponsorship or funding by a third party to attend the session. However, several National Committees were able to (partially) cover the expenses as well as some governmental Institutions, private enterprises and schools. The differences between countries for finding funding and sponsoring as well as regarding their opinions on the participation fees can be seen from the diagrams below. However, as there were only very few delegates from certain countries, the differences might seem larger than they actually are. 81 per cent delegates consider participation in the session as a unique chance.

3. TEAMBUILDING The teambuilding in San Malo was received very positively by the delegates. It is worth pointing out that 95 per cent of all respondents saw teambuilding as enabling them to build mutual trust and to form a team within their committee. The multilingual games were among the participants' favourites and it was suggested to further play them at the upcoming sessions. There were mixed comments regarding having Team building on a beach with some people enjoying the sunny weather while others raised concerns about getting sun burnt.

It was absolutely great and useful to build the best committee I could imagine, so I have not any proposals, only a wish: continue!!
Not on the beach next time, sunburns are not nice at all (even though we had sun screen).
Sometimes, we didn't have enough time for debriefing single activities, as well as for debriefing the whole TB. The lack of time probably resulted from the very "relaxed" atmosphere during TB (beach, ice cream, nice weather, nice surroundings).
Being in a German-speaking committee, the language barrier (some people's German was rather poor or some didn't dare to speak) prevented an effective inclusion of all committee members and the formation of a strong team in some ways.
While the balance between "fun and energetic" and "challenging but sedentary" games was good, I feel a more even distribution of the two would lead to a more energised and engaged group of young people.
The language games were fantastic, not sure if they were unique to this being a trilingual session but it would be great to see these in future sessions!
More and much more complex multilingual game. They were amazing and delivered us with a lot of fun.
The teambuilding process was very good; games were exactly on-point to improve the team chemistry.

4. COMMITTEE WORK AND EXPERT TALKS Also the Committee Work received overall great evaluations from the delegates. 93 per cent of participants said they have learnt to recognise and to respect different perspectives. Also, 96 per cent of people have stated that their resolution adequately reflected their opinion on the committee topic. We can therefore conclude that the vast majority of the decisions were made using the democratic decision making process. However, some participants raised concerns about the extensive topics and wished they were more specific while others suggested for the committees to carry out additional projects that they could work on after the session.

The committee topic was extremely extensive and complex at the same time, requiring us to address three already very general sub-topics, resulting in difficulties, confusion and time problems during committee work as we were trying to break down and solve all aspects. I would suggest avoiding such committee topics and limiting their scope, to facilitate CW and also improve the quality of the resolutions.
More presence of the chair while the committee work would have been good.
Committee Work was perfect for me. The only comment I have is that there was a topic about the relationship between Turkey and the EU and it was in German. Thus, most people from the committee were from Western Europe. It would have made the discussions in Committee Work and GA a lot more interesting if this topic in particular would have been in English as people with own experiences could have voiced another view.
I would introduce more lectures and knowledge sharing on the topic at the very beginning.
WiFi available in all committee rooms would have been a positive improvement.
Talk with the expert should have been done earlier in the committee work.
Our expert only spoke French so my committee had to wait for the translator to understand her points and I think that made some of us a bit sleepy because it was really long.
While it was unavoidable, I felt that the peaked presented a somewhat biased view, based on his own experience and position. Perhaps the provision of a more objective view, alongside and/or instead of this speaker, would have helped.
My expert was a president of a large bank, so he gave us a lot of great points concerning the topic.
Our conversation was over Skype and it wasn't very convenient. I'd prefer face-to-face communication.

5. GENERAL ASSEMBLY The Committee Work was followed by two days of General Assembly (GA). Vast majority of the respondents felt that the GA have given them a chance to experience active participation of young peop le in political debates. However, only half of the participants stated that they could contribute to the debate every time they wished to so. The feedback on the GA Statistics was positive. Both making it easy to follow the GA and improving the quality of the GA were pointed out by almost all the respondents. The General Assembly seemed to be a great success, although only half of the delegates felt they could contribute to the debates and therefore suggested to have more rounds of debate as well as more interaction between participants in order for everyone to express opinions and have enough time for elaboration. Also, there was no consensus among participants regarding the concept of a multilingual GA with some suggesting to implement the idea for the future sessions while others saying that it was more difficult to follow the debate this way.
The GA preparation on Wednesday morning was helpful to increase the overall quality of the General Assembly. 43%

Having more rounds of open debates to enable everybody to raise their points.
Perhaps more clarity and explanation on what delegates can and cannot say during the open debates.
Add English-Russian, French-Russian, and German-Russian.
Most of the committees didn't receive the resolution booklet on Wednesday morning, not even their own resolution. I believe they should have been sent to delegates by email in digital format.
Dual chairs for the committees chaired by vice presidents could be useful, as I felt at times the committee fell into childish behaviour, unbefitting of GA, which I think would not have happened had there been a chair present.
Generally speaking I believe that every GA lacks is the direct interactions between the delegates. Finding a way to introduce more direct responses or even a whole round of actual direct debate would make the GA far more interesting and educational.
Continue multilingual sessions!
Multilingualism has made the GA more difficult to follow.

6. PERSONAL DEVELOPMENT The event resulted in significant personal development in the field of understanding different cultures, learning to work in an international team, enhancing the participation skills of delegates and improving the participants' knowledge of the political system of the EU. One of the most noticeable successes of the session is its impact on the participants' awareness of the diversity in Europe. Also, the event has had a very positive impact of the participants' language skills and on their knowledge of functions of the European Parliament. Additionally, the vast majority of the delegates have stated that their ability to work in international teams has been improved. 7. MULTILINGUINALISM The 82nd International Session in Rennes has carried out an innovative concept of a trilingual event, the working languages of which have been English, French and German. This multilingual experience was at the heart of the event. The idea was to provide the participants with the opportunity to be an actor of linguistic diversity at the session and beyond. It is worth noticing that 94 per cent of the participants have agreed that the concept of multilingualism has been implemented very well. The quality of the translations during the session has also been overwhelmingly voted to be very good. The majority of the participants have benefited from the multilingualism duri ng the session. Many were very happy to practice French or German as a foreign language, however many have raised concerns about more frequent misunderstandings of the debated points during the GA due to the usage of different languages. 40 per cent of the participants embraced the multilingual concept before the session, while 75 per cent have done so only during the event . 37 per cent of people who enjoyed the concept were in the French or German committee. Lastly, only 40 per cent of people found the difficult task of translating the resolution into German or French useful/helpful.

The multilingualism opened doors to many awesome jokes and games and it truly opened up the cultures to one another. I felt that suddenly we could understand each other better.
It would be fairer if only English or every language in Europe was used.
It was really nice too speak in my native language.
It was fun, though I would not like to have it at every EYP session.
I thought the multilingual side of the session made delegates stay within their delegations a bit more.
It was much harder for me but this way I was able to improve myself.
In general it is a good idea, but during the speeches and GA I enjoyed it less.
During GA everything went very smoothly; however during general teambuilding or ceremonies I feel like using only English is a better method that also saves more time.
It created a great opportunity for me to experience a session in another language. It was much more relaxed than on other sessions, where speaking another language was discouraged.
I enjoyed it, even if it was confusing from time to time.
The sessions gave me the feeling that behind the concept of multilingualism there was an effort to reintroduce the French as working language.
I particularly liked the idea that it opened EYP opportunities to people who do not speak English.
It was an amazing once-in-a-lifetime experience for me. Even though French was neither the mother tongue nor the first foreign language of most of the delegates in my committee; we managed to work in coherence and create a solid output.
I had a chance to make an attack speech in French!
It gave me an insight into the linguistic differences and how these shape a culture.
There were numerous misunderstandings during the General Assembly.
To some degree, it proved very challenging and we ended up working both in English and German.
The translation team was absolutely amazing but the translations did slow the debates down and made it harder to understand speeches and longer points.

8. FUTURE According to the survey the International Session in Rennes also had an impact on what the participants want to do after the session. Nearly all of the respondents answered that they would like to attend EYP events in the future, which highlights the positive feeling this experience had on the delegates. The participants also raised their readiness to become active citizens in the future. I would like to attend other EYP events in the future. 1 %0 %

However, 60 per cent of participants were not able to get clear and detailed information when they needed it and many people pointed out that the events and travels did not happen on time. The Chairs' team has received especially positive comments from the delegates. The Media team has covered the session by creating a newspaper and videos as well as by taking photographs which also received a lot of positive feedback. The topic of multilingualism and diversity was very well implemented into the output of the Media Team, according to 90 per cent of the participants.

All the organisers were amazing, super nice and active but the organasing aspect was somewhat lacking. I think that there were probably too many orgas, they had problems organise themselves as a group.
Often the organisers didn't know details about the programme.
I want to thank organisers for their smiling faces, kind answers and efforts to fix problems. They were so friendly and literally did their best to make us feel at home.
The only flaw was never being on time.
In my committee it would have been necessary for the chair to intervene more to let the non-native speakers of German have their say.
My chair got me motivated to get involved in EYP events in the future!
Amazing output, thank you a lot! I've participated 6 sessions so far and the video shown at closing ceremony was the best one I have ever seen on my EYP journey.
I would prefer more output during the session, less focus on talking about multilingualism in the output.
It could be nice if they could check if they have a photo of everybody.
