INTRODUCTION Dear reader, This report contains the results of the evaluation of the 84th International Session of the European Youth Parliament (EYP) in Trondheim & Røros (Norway) from April 2017. The responses show that the session was a successful project. However, we invite the reader to study the document carefully to identify what we can learn for future events. To facilitate this, we included best practices and recommendations as a concise overview. The evaluation consists of the delegates’ evaluation only. A total of 144 out of 219 delegates responded to the survey, which makes it a decent 67% response rate. Delegates’ evaluation is divided into fourteen sections elaborating on the answers of individual delegates and a section to make comparisons between different countries. In each section we included a selection of comments from the delegates themselves. For a better roundup of the evaluation, we included the most often stated comments and suggestions, as well as direct quotes from the survey. In general, the participants were enthusiastic about being part of the session. The cultural section of the programme was greatly appreciated and innovations like restructuring and rethinking the General Assembly were very successful. The Secondary Committees offered the delegates a chance to contribute to others committee’s work and reach a true collaboration. The 14th chapter of the delegates’ evaluation portrays the responses according to their country of origin. The diagrams in this section are meant to provide each National Committee with an evaluation of their work in support of the International Session (IS) in Trondheim & Røros. Due to the incomplete amount of returned questionnaires from the delegates and since some country delegations were very small, we were not able to provide a comprehensive evaluation for differences between all countries taking part in the IS in Trondheim & Røros. Best practices 1. The travel booklet was very informative and many delegates found it very useful, when preparing for the session. (1. Preparation and Information) 2. The time spent on the Teambuilding, Committee Work and General Assembly during the nine days was implemented very well. (10. General Programme) 3. The opportunity to visit other committees was appreciated and was improved further from the first time it was tried in Laax. 1. Preparation and Information Looking at the graphs makes it rather apparent that the organisation and the communication of information worked well. Even more delegates than at the previous IS (95%) felt that they received the required information on time and could easily reach the organisers or the International Office to ask for details in case something was unclear (90%). The only exceptions were a few delegations whose National Selections were taking place a few weeks before the International Session in Trondheim, and therefore were quite stressed to catch up on the academic preparation and the organisational planning of their travels. For the future it should be taken into account and National Committees should try to select their delegations earlier, and/or coordinate their preparations if they are selected later than normal. A quarter of the delegates didn't know or didn't visit the session website before the event. Quite a number of comments included that it was not communicated that the session website is a tool to look up information on as well. It is uncertain if it necessary to create web-sites for the International Sessions, and if it is a practical tool to channel the entire information or whether Facebook and/or member platform suffice in the future. On the other hand the invitation booklet received a lot of praise, even though sent slightly later than usual.

2. Finances At least 30% of the participants were founded by an external party, as well as the mobility fund was set up by the session, which reimbursed at least 74 participants. The majority of the participants (61%) were not funded by a third party. This marks a rise of 11% since the last International Session and is a trend which should be actively combatted by the whole network, through various outreach concepts or active support of the NC while searching for a sponsor. Although 99% of the delegates think that their participation was a unique chance, it should be the EYP’s goal to open up these chances to financially weaker participants. 72% of the participants who were sponsored received it from a private company and more than 20% of all participants were funded by their National Committee. The costs of my participation in the session were sponsored or funded by a third party. 17%

3. Content Preparation The academic preparation and the innovations brought to it were perceived very positively. Some good remarks were made on how to improve the ideas even further to bring them to the next level. The Academic Preparation Kit was well received by the delegates and the session managed to get almost all delegates (96%) interested in learning more about the topics which were discussed. The other responses were a little more mixed. The “Topic Days” on the session’s Slack were liked by a half (48%) of the delegates and only 48% of the delegates thought the academic preparation through Slack was useful next to the usual preparation. Finally the pre-session activities were also received well only by half of the delegates. Unfortunately none of them left comments on what they disliked and/or how it could be improved for future sessions. Comments

4. Teambuilding Teambuilding was received incredibly well and a huge majority (98%) stated that it helped them to build trust and form a team with their committee. More than 80% stated that it helped them to develop a better understanding of different cultures inside Europe. This high standard of teambuilding should be kept and the concepts should be shared with more people. A lot of comments included a lack of focus on the games. They stressed the importance of name-games and exercises which build a team spirit inside committees. Some delegates criticised a focus on delegationexercises which are in their view not a priority. A number of delegates stressed the importance of debriefing and continuous teambuilding throughout the whole session as they felt their chair did not live up to it.

5. Committee Work While looking at the graphs, it becomes apparent that the Committee Work was very successful. All graphs are clearly dominated by Yes-answers (90+ %). More than 90% of the delegates agreed that the Committee Work helped them to respect and recognise different perspectives, learned to solve conflicts peacefully and appreciate democracy. The topics discussed inside the committees were found relevant for the delegates and the resulting resolutions were mostly found representative with their own opinions. A number of comments included the time-management of a number of chairs. Although they could all see a clear structure, some of them felt that some chairs were not trying hard enough to keep in the time-frame thus creating a rushed end. However, a number of chairs were mentioned namely for their “working wonders”. During Committee Work I have learned to recognise and to respect different perspectives.

6. Secondary Committees The previous International Session in Laax decided to reintroduce the opportunity of visiting other committees and take it to the IS standard, which was a concept taken to Trondheim and further worked upon. Already last year’s delegates mentioned that contributing to other committees feels very rewarding and creates a feeling of a complete parliament. Now more than 90% of the delegates enjoyed the Secondary Committees and working together with other committees. This concept gives the opportunity to give truly constructive feedback to a resolution, which can still be processed and maybe respected during the phrasing. A number of delegates commented that they would rather visit only one committee instead of two and therefore go more into depth. The Ideas Village was also received exceptionally well with 86% of the delegates agreeing that it offered a platform for learning more about the other committee’s topics.

7. Experts Not all committees had the chance to meet with an expert, but roughly 90% of the delegates had the chance to talk to a person who has contributed to their topic. 84% think that the talks they had with their experts were successful and relevant to their work. Some delegates wished for more time with their experts, but it is to be expected that the Head-Organisers and the experts made the best out of the limited time they had. Interestingly enough, some of them criticised the experts as being biased or noticeably affiliated with one company and pushing their interests (“The people invited should be more non-biased and general experts of the topic e.g. researchers.”)

8. General Assembly The graphs inside this category are rather mixed. An overwhelming majority of the delegates (93%) felt they learned all proper procedures and motions. The delegates were also happy with the atmosphere and the innovation of the reaction cards. 95% consider them as suitable for involvement in the debates and recommend their use for future GAs. All the other innovations of Trondheim were received very well (“reaction cards, position speeches, amendments --- just wonderful ideas!!! Please, keep that.”) However, still 66% of the delegates felt that they couldn’t contribute to the debate every time they wanted to. It is unavoidable some delegates feel left out as it’s impossible to let every delegate have their say in this limited amount of time. Still, it is quite alarming that two thirds felt left out though extra-inclusionary measures were taken like the reaction cards. As a comparison: For the last International Session only 10% felt left out and almost 90% had the feeling they could contribute whenever they wanted. A number of comments propose to use GA statistics more actively as the actual amount of points a committee made and their perception are sometimes quite different. Two other innovations from Trondheim were the amendments during the debate and the structuring of the debate into sections. Both ideas were enjoyed by the delegates and 95% of them thought it improved clarity and efficiency of the debates. 88% thought it made the atmosphere more collaborative and facilitated participation. The only thing I slightly disagreed with were the positive position speeches instead of the usual attack speeches. Many of the position speeches were just commending the committee on each clause and weren't actually providing any constructive criticism and maybe took time away from general debate or longer attack speeches.”

9. Rating of the programme and the venues Most of the venues were received very well. The only points of criticism were the lack of a lobby in the Scandic Hotel. Some delegates wished for a space to hang-out and socialise casually, which was possible in the accommodation Røros. The Idea Village received a slightly mixed rating, although it’s still very positive. This can be explained by the delegates who wished for more time and sometimes felt that some people just rushed through the different committees to collect the stickers.

10. General Programme All graphs look very positive and the only question with a slightly bigger amount of negative responses is the one about free time. The lack of free time is always a big topic at EYP Sessions and long International Sessions always prove to be rather challenging. The scores of this question are very similar to past International Sessions; therefore no special concern is needed. Future Sessions could try to ration the programme points differently to create an impression of more free time and create more regular breaks to reduce the felt pressure. However, it should be noted that the Head-Organisers respected to leave at least 8 hours between the end of the programme and the beginning on the next on top of their free day in Trondheim. By attending the session I became more interested in topics related to Europe. 3% 0%

12. The Future The International Session in Trondheim & Røros has done a great job at promoting the whole EYP network. The graphs illustrate that through this session a new generation of volunteers were motivated to become and/or stay active. I would like to get involved in the National Committee of the EYP in my country and become an active volunteer for EYP

13. Chairs, Media Team and Organisers Organisers Generally, the delegates were very happy with the organisers which were very approachable for 88% of the participants. However, as for some other points delegates criticised the heavy use of Slack for updates. Although Slack may be a preferred mobile application for the sake of sessions, organisers should be aware of the fact that not all delegates own smartphones (or smartphones which support Slack and or a constant wificonnection) and it gets swamped rather easily. Although the Head-Organisers came up with strategies to make impromptu-changes clear and visible to the delegates through various channels, roughly 40% of them felt that transfers didn’t happen on time. As experience from past International Sessions shows, delegates perceive the delays more intense than they actually are, which can be assumed was the case for Trondheim as well. However, in the comments a lot of delegates put their words of appreciation for the work of the organising team. I was always able to find an organiser when I needed help.

Chairs The delegates were very happy about their chairs and a lot of delegates had a lot of love for their chair in the comment section. However, for some chairs their lack of flexibility and experience has been criticized. Another big point a number of delegates disliked was the fact that some chairs were Vice-Presidents at the same time which understandably encouraged them to spend some of their time on these tasks as well.

Some committees were not entirely happy with the way bonding was done inside the committees. We don’t judge this as a deep, underlying problem as it’s only very few people who were concerned about this and they came from different committees. Most probably this is an effect of cultural differences and/or just a matter of personality. My chairperson was competent and knew what to do. 4%

Media Team The graphs below look very positive. The results are very impressive considering Trondheim IS only had the capacity for a very small media team. Their output was enjoyed by 92% and 98% of the delegates watched their publications closely. When looking at the comment section, there seems to be a misunderstanding from the delegates. They may be under the impression that the task of the media-team members is to shoot one pleasant portrait of each delegate every day. This is not the case. It was anticipated from the start that such a small media team will have a hard time delivering all the same output as a full-scaled team. The delegates share this impression and wish for bigger media teams for future sessions as they hope to then become more involved in their work. The delegates also expressed their wishes for more video content. Most of the complaints can be traced back to the lack of media team members, which most of the delegates recognise as the root of the problem(“The media team had projects but I knew not all about them, just a few.... Maybe more media team members, because there are not that many photos”). They also understand that they not only did their best, but delivered a high quality of output.

14. Responses by Countries The first graph deals with the timely reception of information, which mostly took place. It becomes apparent that some National Committees had their NSCs a little bit later and therefore the delegates had a little bit more stress with filling out all forms and getting started for the International Session. This is a known problem and will probably not cease to exist in the foreseeable future as it’s very difficult, close to impossible, to synchronise the schedule of the NOC, the IO and every NC in the EYP network. Currently we are trying to handle the late delegates with an extra amount of support and individual deadlines. Through various channels, the IO and the NOC was reachable and almost all delegates confirm this. When looking at graph 3 and 4 it becomes apparent that smaller or new NCs are struggling with supporting their delegation financially, which is understandable. Otherwise no meaningful connection between the answers and their NC can be found.
