Premises • On March 20th 2013, the database of EYP included 2188 recommendations submitted from 2009 onwards. • The International Sessions taken into account are from Stockholm ‘09 until Amsterdam ‘12 (including). • The recommendations of past IS presidents, including Zurich, have not been included in the count. • National events include regional sessions, national sessions and forums (all sessions except International Sessions). • Despite thorough efforts in updating the database and correcting small mistakes (misreported nationalities and year for instance), some inaccuracies might still be present. 2

Clarification on Footnotes: • ‘Number of people, not of recommendations’ if person X received several recommendations in a session (for both chair and journalist, for example), he/she will only be counted once. • ‘Count of recommendations’ person X will be counted twice, as he/she received one recommendation to chair and one to journalist.

Generally, there are more recommendations given for each role to female candidates.

Yet, in the past 6 ISs, in the leadership positions (HOs, Editors and Boards) females are severely underrepresented with 25 males and only 17 females in leadership positions.

• The North-West, Nordic and Central-West clusters clearly consist of the regions with the largest capacity for IS officials, leading the race by more than just a margin. They have the most recommendations for every role.

• In the past 6 spring/autumn sessions, 9 chairs recommendations were given. That is 0.006% from all the participants. 117 recommendations to be a journalist were given – that is 8% of all participants.

There is at least a 42% increase of given recommendations of every role at summer international sessions. On average, 18% of all delegates get a recommendation after an IS. That is roughly 3 delegates per committee.

• Whilst recent IS presidents have submitted evaluations for all their team members, it has not always been the case, namely for Stockholm ‘09, Tromso ‘10 and Lillehammer ’10.

•If we get 246 people from ISs eligible for one of the 100 places available at an IS, then we have roughly 2.5 people competing for one place. However, we do have national events which also are a source of recommendations.

• On average 4 people get recommended from an NS, but that does not mean that every country gets 4 more people eligible for ISs as these people can be foreign officials. • In the last four years, recommendations have been submitted following 105 national events 18 *Number of people, not recommendations. *Based on 105 national events. *Only events for which recommendations have been submited have been counted.


Conclusions • The current recommendation system is highly restraining and with apparent biases that consequently prevent many EYPers from being eligible to apply to International Sessions. • More people need to be enabled to apply to International Sessions by increasing the opportunities to acquire a recommendation. • EYP recommendations should stay in place as they provide an opportunity for young people to learn observing and reporting on their peer behaviour. 19
