Report of the Selection Panel for the Chairs' Team of the 76th International Session in Barcelona, Spain July 25th- August 3rd, 2014 The Selection panel, composed of Chris Hall (as the President of the session), Anar Kucera (as the member of the Governing Body) and Milda Sabunaite (as the past session President) convened on the 9th and 10th of April to select 12 chairs, 3 vice-presidents and 2 editors for the 76th International Session in Barcelona.
Applicants The panel received applications from a total of 59 individual applicants. Seven applicants applied to the position of vice-president, out of which two also applied to chair, and a total of nine applicants put themselves forward to edit at the session. Out of these 59 applicants, 6 did not have a recommendation for the role they applied for (chairing). Two applicants for the role of vice-president were on the Pool of Trainers. One applicant did not indicate the country or NC he/she belonged to. Only 23 applicants were male. The panel was delighted to see so many alumni apply to the session and was very glad to see all regional clusters represented among the applicants. Female

Deliberations In the beginning of the deliberations, the silent member expressed concern over the fact that some confidential information about the applicants had been disclosed to outside parties. The selection panel regrets that this has happened and confirmed that complete confidentiality and professionalism should be the guiding principles of all selection panels and that information about the applicants should be protected. In its deliberations, the panel only considered individuals who had applied to the team. The panel strived to select a team with a cohesive balance of gender, experience and nationality. The issue of regional balance was taken into account throughout the process and the panel structured its discussions according to the regional groups in order to ensure complete adherence to the set guidelines. Furthermore, the applicants were compared to one another, and their strengths and weaknesses weighed in order to ensure a balanced team of skilful individuals who are ready to complement the team’s synergy and can contribute to the success of the event.

The team has 12 female and 6 male members, which was found acceptable since the pool of applicants was also heavily female. The session leadership positions (Head-Organisers, the President and the Editors) will be represented with four male and five female members. Furthermore, the team consists of 9 first-time chairs on the international level. All 3 vicepresidents will fill this role for the first time. The panel is happy to give the opportunity to participate at an International Session for the first time in these roles for so many Alumni.
The GB has defined that a sufficient regional balance is reached if the overall team has: 1. A maximum of two officials in the same team from the same country 2. A maximum of three officials in the same team from the same group of countries 3. A minimum of one official in the team from each group of countries The first guideline was followed, but the silent member recorded deviations from the given guidelines on the two latter points. However, it needs to be stressed that all of them reflect the pool of applicants, which was given priority. 1. The Central West and the North West groups will be represented with four officials. Given the very strong applications and given that individuals in both groups will assume leadership positions, the deviation was deemed acceptable. 2. No applicant was selected from the East and Central East group. The panel did unfortunately not find these applicants strong enough for the roles applied for, in the tough competition of places. According to training policy, two members of the board should be members of the EYP Pool of Trainers. Among the seven applicants to fill the role of vice-president, two applicants were on the Pool of Trainers. After long discussions, the panel opted to select only one of them, and feels that the training competence of the board will also be fulfilled with the current formation. The panel wants to highlight that when selecting editors for the session, all applicants were treated equally, and no preference was given to the selected couple as a result of their previous selection to the Riga team. The decision was solely based on the selection criteria and applications. In the end, the vision for the session media team presented by the selected couple convinced the panel.
Remarks from the panel The panel was delighted to see so many alumni present themselves for selection, and was faced with a very difficult choice. Due to the exceptionally high number of candidates, the selection was extremely competitive, and many candidates who would be top choices in other selection could not be invited to Barcelona. The panel would once again like to express its gratitude to all the applicants and assure that every application was discussed and considered.
