Field Technical Services, LLC (FTS) is a provider of nationwide environmental technical services including monitoring, systems operations and maintenance, data management, waste management, compliance, and reporting. The focus is on high-quality, cost-effective maintenance and monitoring. FTS was founded in response to a growing need for professional environmental technicians who could provide expert operations, maintenance, and monitoring (OM&M) support for established remedies at reasonable cost. Staff includes licensed system operators, sampling technicians, and data managers supported by a core group of scientists, geologists, and engineers. FTS employs op-
erators and technicians nationally, transferring or hiring personnel when required to support specific regions or cities. Training is provided by accredited third parties to obtain a consistent standard for compliance with OSHA, EPA, and State requirements. FTS provides continuing education for personnel to stay current with monitoring and maintenance methods.

Sampling trucks are equipped with built-in power converters and a complete array of supplies to complete the job and leave your site in full compliance without unnecessary repeat visits.

Systems Operations & Maintenance FTS provides a low overhead no-nonsense approach to O&M. The operators provided by FTS work in the field full time and do not carry the industry average overhead costs–passing the savings on to our clients. FTS technicians are supported by an experienced engineering staff and core O&M field staff. With this effective combination, FTS meets and exceeds clients’ expectations while providing cost savings and efficient O&M.
Data Management FTS will create, maintain, and update your electronic database. Data managers expertly portray data to suit your reporting needs and are adept at statistical evaluations and graphical presentations, including Geographic Information Systems (GIS).
Waste Management FTS explores all options to manage a waste stream, working to reduce health and safety risks and eliminate potential liability.
Health & Safety: Our H&S efforts are led by an in-house Certified Industrial Hygienist (CIH). Health and Safety Plans (HASPs) are prepared for the routine activities for each site and Task Hazard Analysis plans augment the site-specific HASPs. No task is performed without complete Health and Safety ( H&S) planning and readiness. Our technicians and operators receive 40-hour OSHA HAZWOPER training, annual 8-hour refresher training, respirator training/fit testing, annual first aid/CPR training, new hire and annual physicals, and participate in annual drug testing. Specialized Training: Our field technicians and operators are trained not only in H&S but also in RCRA/Regulations, 3-year Department of Transportation (DOT), and FRA On-track Railway Worker Safety training. Regulatory compliance: Compliance specialists are available to help keep you in compliance with Federal and statelead environmental regulations. Support includes preparation and upkeep of OM&M Plans, PPC Plans, SWPPP Plans, and HASPs. FTS also provides routine site inspections and maintenance, maintains on-site filing requirements and record-keeping, and provides reporting to comply with regulatory requirements. Permitting: FTS routinely prepares permit applications and permit re-
newal applications under RCRA and NPDES programs and will keep you in compliance with the inspections, monitoring, maintenance, on-site filing, and reporting requirements of these permits.
Reporting The FTS Reporting System combines effective time management with the appropriate level of expertise to eliminate rushed final reports. Schedule: Prompt scheduling of data collection allows adequate time to meet regulatory and reporting deadlines. Immediate data evaluation: Immediate review of data allows for a considered response to anomalous data. Qualified Personnel: Elements of your report are assigned to personnel with the required knowledge or skill to complete tasks efficiently the first time. State-of-the-art technology: Data is formatted clearly for evaluation and presentation. Expert review: FTS schedules time for review and revision by either an FTS senior scientist or your site consultant prior to the report deadline. Reporting management: An FTS Report Manager works with the data collection and reporting teams to keep your monitoring and reporting on schedule. Examples of reporting programs currently managed by FTS include RCRA Post-Closure Care Permit reporting, O&M reports, discharge monitoring reports (DMRs) related to NPDES, and POTW permits reports, and O&M reports. The FTS goal is to streamline management of projects, reduce noncompliance risks, and maximize cost reductions through strategic innovation and integration of new technologies. FTS performs any and all activities, off and on-site, that support client compliance with environmental regulations. We recognize that many industries do not have the staff to implement all federal and state-required actions. Our trained technicians and operators can perform tasks independently or in concert with in-house staff ensuring all environmental requirements are met and complex and time-consuming reports are prepared and delivered as scheduled. Projects or task orders range from simple support such as vegetation removal to complex database management and data analysis. On site staff are Health and Safety trained and experienced in sampling, monitoring, equipment installation and mainte-
nance, inspection, remedial system operation, and subcontractor management. We employ operators and field technicians nationally and will transfer or hire personnel when required to support specific regions or cities. FTS Services State-of-the-art Technology An important FTS goal is to transfer real time data from the field to the office using state-of-the-art equipment. The YSI 556 is a state-ofthe-art meter that simultaneously measures dissolved oxygen, pH, conductivity, temperature, and oxidation reduction potential. In addition to being accurate, rugged and reliable, data can be downloaded from the YSI 556 to a computer and transmitted anywhere for immediate review. This is one more sampling tool FTS uses that allows instantaneous, in-house review of analytical data.

We continually review the sites’ current operations and maintenance cost and optimize the systems we operate. FTS incorporates cutting edge technology into its O&M program to continually lower our clients O&M costs.

DNAPL Recovery At this remediation site, Dense NonAqueous Phase Liquid (DNAPL) is being recovered. FTS periodically brings a fully-equipped mobile DNAPL recovery trailer on site. Groundwater is pumped from recirculation wells and the DNAPL is separated from water by the recovery system housed in the trailer. DNAPL is then pumped into storage tanks for offsite disposal.

The inspection includes a variety of tasks according to EPA regulations and includes evaluating access, the condition of containers, labels, and the storage area, and verification that no container is overdue for transportation and disposal.

FTS provides expert compliance support. We offer our clients specialists in Federal and state environmental regulations, in permit preparation, and with regulatory maintenance support including sampling, record-keeping, and reporting. Federal, state, and local regulations require certain facilities to establish and implement contingency plans to prevent and control potential leaks or spills of materials harmful to humans or the environment. These plans include Preparedness, Prevention, and Contingency (PPC) plans for large quantity generators of hazardous waste, Spill Prevention, Control, and Countermeasure (SPCC) plans for facilities that store or use oil, and Stormwater Pollution Prevention (SWPP) plans for stormwater discharges.
FTS Compliance Specialists FTS can prepare and implement contingency plans for various facilities to meet regulatory
requirements and provide peace of mind for clients. FTS assists clients through completion of permit applications and renewals, follow-up reviews, and issuance of final permits. FTS Services Health and Safety Our H&S efforts are led by an in-house Certified Industrial Hygienist (CIH). Health and Safety Plans (HASPs) are prepared for the routine activities for each site and Task Hazard Analysis plans augment the site-specific HASPs for out-of-scope activities. No task is performed without complete H&S planning and readiness. Our technicians and operators receive 40-hour OSHA HAZWOPER training, annual 8-hour refresher training, respirator training/fit testing, annual first aid/CPR training, new hire and annual physicals, and participate in annual drug testing.
Specialized Training Our field technicians and operators are also trained in RCRA Regulations, DOT hazmat employee, confined space entry, and annual Railway Worker Safety.

FTS Services Optimized Reporting Preparation The first step in optimizing reporting is to schedule data collection to comfortably meet reporting schedules. This includes immediate review of the data upon receipt from the laboratory and/ or field technician, allowing for quick communication and action in response to data anomalies. Immediate data evaluation can prevent a Notice of Violation (NOV) by allowing time to re-collect data prior to the deadline if necessary. Once data has been evaluated, elements of the report are assigned to appropriate members of the reporting team for completion, such as data managers, statisticians, hydrogeologists, engineers, chemists, or operations managers. FTS uses state-of-the-art technology for evaluation and presentation of your data.

Analytical data is reviewed by one of our in-house chemists and the final report is reviewed by a qualified professional. Some clients prefer that the final review be performed by their own site consultant. Finally, the entire process is overseen by our Reporting Manager who works with the data collection and reporting team to keep all parts of the process on schedule.
