MAYOR’S MESSAGE Synthetic field at Fairfield Showground opening soon

It’s been a productive year for Council as we continue to plan carefully and spend wisely to deliver the best facilities, services and activities for the community. Fairfield City Council is in a strong financial position moving into the new financial year, enabling us to continue delivering services and exciting new projects that are important to our community’s future. Our projected surplus of $2.3 million ensures funds are available for new opportunities and future investment in our community while keeping our rates low. The 2019-20 Operational Plan lists all of Council’s projects and expenditure planned for the coming financial year. We are investing $85.5 million on infrastructure next year, including major projects like the construction of the new Hughes Street Car Park in Cabramatta, sporting facilities, footpaths and play equipment throughout the City.

Upcoming highlights include a new Wave Pool for Aquatopia, continuing work on a new park for the families of Villawood and Carramar, the continued redevelopment of Fairfield Showground and the widening of Smithfield Road into four lanes, easing congestion and saving residents travel time. This is just a snapshot of the exciting things we are delivering to our City’s residents. We are doing this and a lot more while maintaining our strong financial position and keeping rates among the lowest in Sydney. There is still much to do and I’m committed that we continue to get on with the job of making Fairfield City a great place to live, work and raise a family.

BUY A PIECE OF HISTORY Fairfield City residents and businesses will soon be able to own a piece of the redeveloped Fairfield Showground. While major works are progressing on the transformation of Fairfield Showground, Council is also working on elements like circuit walking tracks, seating and signage, exercise equipment, an off-leash dog park and providing a range of enjoyable experiences while attending events at the new Showground. This will include a fun new playground for children of all abilities at Deerbush Park, which will include a circuit walking path around the park. This circuit walking path includes pavers that can be engraved with your family or business name as a lasting memento for our residents who have called Fairfield City ‘home’. This provides a unique opportunity to recognise our connections to the City. The pavers will cost $80 for a large paver and $50 for a small paver, engraving costs included. Finishing touches are being made to the design of the exciting new playground at Deerbush Park for children of all abilities.

The new playground will feature a flying fox, wheelchair-accessible carousel and ground-level trampolines. A new water play space with squirters and dumping buckets will also provide the perfect place for young children to cool off in the warmer months. The playground will also include an accessible riverbed crossing, water pump, sand digger, picnic tables and bench seating, a climbing net fort and slide, sandpit, nest swing and voice tubes. A riding track will weave around and between the various play elements, providing a safe space for young children to learn to ride. Trees and landscaping will provide shade and environmental benefits. The park is being upgraded as part of the transformation of Fairfield Showground. Council will finalise the designs in the coming months with construction planned to begin in early 2020. 4

Our area in 20 years: Local Strategic Planning Statement 2040 Council has prepared a 20-year vision for land-use in the local area, the special character and values that are to be preserved and how change will be managed into the future.

The revitalisation of town centres, employment and industrial lands, and the location of more housing close to services, facilities and public transport will continue to be part of the City’s vision.

The vision guides Council’s Local Strategic Planning Statement (LSPS) that: •

Identifies land use and transport planning priorities

Implements actions in the Western District Plan

The LSPS will be on exhibition until 23 August 2019 on Council’s website and at various locations throughout the City including the Council administration centre and Council’s libraries. Other studies will be undertaken, with opportunities for community comment and input.

DELIVERING EXCELLENCE In October last year, Council received the A R Bluett Award in the city and regional councils category on the back of our robust infrastructure building program and high quality delivery of services to our residents. The Award, which is awarded to the most progressive council in NSW, is considered the pinnacle in local government awards. Recently, Fairfield City Council was visited by the Award’s trustees to present us with our plaque to mark our victory. Highlights of our winning entry included the commencement of works to transform Fairfield Showground, expansion of Aquatopia, development of Dutton Plaza and car park, upgrade of Cabravale Memorial Park and Emerson Park and expansion of library services.

Since then, we’ve continued to maintain best-practice service delivery standards as well as expand our infrastructure delivery program.

2020 VISION: BIG THINGS COMING NEXT YEAR

New Wave Pool

Aquatopia New Wave Pool Aquatopia is going from strength to strength. On the back of the opening of the Fishpipe ride in September last year, and the high speed thrill slide tower on Australia Day, Aquatopia welcomed a record 78,269 visitors through the gate during the recent swim season. Plans are now underway to turn up the excitement factor even more, while also making it a year-round attraction. Council will begin work in 2020 to install a wave pool with breaking waves. The project includes cabana areas, shade umbrellas, new amenities and change rooms, and a multi-function all-weather covered area with stage and cinema screen for parties, ceremonies and moonlight shows. The reconfiguration of existing car parking to maximise parking for the centre is also included.

New Hughes Street Car Park

New Hughes Street Car Park Work will soon begin on building a new 220-space, multi-level car park at the corner of Hughes Street and Dutton Lane, Cabramatta. The car park is part of Council’s commitment to supporting local businesses in the popular Cabramatta town centre by providing shoppers with ready access to affordable car parking. Parking prices will be identical to the neighbouring car parks, starting at just $2 for the first two hours. The proposal includes bicycle and motorcycle parking, bringing the total number of parking spaces in the Dutton Lane precinct to 992. It will also feature vehicle and pedestrian connections to the neighbouring multi-level car parks. The new car park will also feature a lift, solar panels and rainwater harvesting tanks. Council will communicate changes to traffic flow and delivery vehicle access to local residents, visitors and businesses.

New Fairfield Library

New Fairfield Library and Business Hub Council has invested heavily in our local libraries over the past few years, transitioning them from being storehouses of knowledge towards becoming centres for creative activity. This financial year we will begin work on building a brand new library on Hamilton Road for the people of Fairfield. The new Fairfield Library will offer an improved customer experience and access to a greater variety of services. The existing library building at 17 Kenyon Street will be transformed into a business and technology hub. These are two very exciting projects that will support businesses, families and students in and around the city centre. Fairfield Showground

Fairfield Showground Work to transform Fairfield Showground is moving ahead in leaps and bounds. The new festival arena has already hosted a number of large events, including the Tet Festival and Easter Fair. The turf and synthetic football fields will soon be completed, as will the covered festival space. Work will continue in the coming months on installing paths and lighting around the complex, as well as preparing for the creation of a fun, new playground for children of all abilities at Deerbush Park and the installation of a Kugel Ball water fountain at the main entrance to the Showground on Smithfield Road.

Smithfield Road

Smithfield Road Work has begun on the $16.4 million upgrade of Smithfield Road from Elizabeth Drive to Polding Street. Road works are currently taking place at Richards Road, Dunstan Street, Beavors Street, Berry Street and Elizabeth Drive. Work includes realigning the Richards Road intersection with the Fairfield Showground entrance. The new intersection will feature traffic lights, turning lanes and pedestrian crossings to improve traffic flow and safety. Work to relocate services, install new stormwater drainage and lay new road pavement has also commenced at Elizabeth Drive and between Dunstan and Berry streets. When completed, Smithfield Road will cater for four lanes of traffic between Elizabeth Drive and Polding Street, reducing traffic congestion and improving safety on one of Fairfield City’s busiest roads.

Villawood Park

New Park for Villawood Designs for a new community park at Villawood will soon be revealed to the public. The 3200 sqm park, to be constructed at the corner of Koonoona and Karella avenues, will be the biggest neighbourhood park in Villawood and Carramar. It is set to feature a number of high quality inclusions including a half basketball court, playground equipment, walking paths and picnic and barbecue facilities. Numerous trees will be planted to improve the local environment and provide shade for park visitors. The park is being constructed in response to a recognised need for more open spaces for families and the growing communities of Villawood and Carramar. Council is currently refining the final design of the park, with the park due for completion in early 2020.

Chemicals such as solvents, household cleaners, floor care products, ammonia-based cleaners, fluorescent globes and tubes, paints and paint-related products, gas bottles, fire extinguishers, pesticides, herbicides, poisons, pool chemicals, acids and alkalis, car batteries, motor fluids and oils. NOTE: • Only household quantities, up to 20 litres or 20kg of a single item. • No business or commercial related quantities are accepted. • Please transport your waste carefully and remain in your vehicle at the collection site.

Sunday 13 October, 7am-2pm Fairfield Showground, Smithfield Road, Prairiewood Dispose of your unwanted household goods and bulky items. Last year almost 150 tonnes of bulky waste was dropped off at Fairfield Showground on the Spring Clean Out Drop Off Day, all of which was disposed of responsibly or recycled by Council. This event is in addition to the two free kerbside pick-ups that residents have each year. No trucks will be admitted. A limit of one trailer load will apply to all residents.
