MAYOR’S MESSAGE Frank Carbone Council presented the Fairfield Hospital petition to The Hon. Stuart Ayres MP for tabling at Parliament.

Despite the recent challenges of COVID-19, Council remains in a sound financial position moving into the new financial year. Our prudent financial management allows us to continue to deliver important services and exciting new projects to strengthen our City while keeping our rates and borrowings among the lowest in Sydney. We have opened significant projects the past year including: Fairfield City HQ community and business hub, Aquatopia’s Wave Pool, Emerson Futsal Courts, Fairfield Showground Pavilion, and changed all our 15,300 street lights to more energy efficient LED lighting. We are also continuing to strongly advocate on your behalf to the state and federal governments. Recently I presented an 11,000 signature petition to the State Government to upgrade Fairfield Hospital, and will continue to press on matters such as the safety of The Horsley Drive, and the State Government’s re-zoning of Horsley Park. Council is also seeking significant funding from the State Government’s $1.6 billion WestInvest Program to deliver major projects for our City that will benefit the community for decades to come.

Fairfield Easter Fair, the second largest in NSW, was again popular.

The 2022/23 Operational Plan lists all of Council’s projects and expenditure planned for the coming financial year. We are investing $61.4 million in infrastructure and will continue with our program of improvements committing more than $25.7 million on upgrades to parks, footpaths and roads throughout our City. These projects are important to support the health and wellbeing of all residents. Some of the projects we hope to start in the not too distant future include an indoor Multicultural and Sporting Centre at Fairfield Showground, an upgrade to Cabravale Leisure Centre, and significant upgrades to Endeavour Park, Brenan Park and Avenel Street Park. We will also upgrade Fairfield Leisure Centre, the Fairfield Golf Course Detention Basin to protect homes against flooding, and parks at Bareena Street and Fairfield Heights. This is just a brief snapshot of the exciting things we are delivering for our City in the year ahead. It continues the strong program of works and services we have delivered to transform this City over the past five years. As your Mayor, I am proud of the work we have done so far. There is still much to do and I am committed to getting on with the job of delivering the best services and facilities for the families and businesses of our City.

Fairfield’s biggest foodie festival made a comeback to Cabramatta and Fairfield City Centre in May. Revellers delighted in Council’s popular street party celebrating all things culture and food with celebrated TV presenter, chef and author Fast Ed; and Italian-Australian actress, opera singer, author, and TV personality Silvia Colloca headlining at the event.

FAIRFIELD HOSPITAL PETITION UPDATE At some time or another either we, or someone we know, has needed Fairfield Hospital’s services. That’s why Council started a city wide petition to fight for the equitable funding to upgrade Fairfield Hospital, which received almost 11,000 signatures from the community. Fairfield City Mayor Frank Carbone presented the signatures to NSW Minister for Western Sydney The Hon. Stuart Ayres MP in May to be tabled in Parliament. Fairfield Hospital has only received $7 million for upgrades by the State government in 33 years. This compares to $1.4 billion committed to upgrades at Liverpool Hospital, $1.3 billion at Bankstown-Lidcombe, $700 million at Blacktown and $479 million at Ryde. The petition demanded that our hospital’s facilities be upgraded and for the State Government to reveal its long term plans for the hospital. We will let you know when we hear back from the Government.

FAIRFIELD CITY WOMEN’S DAY AWARD Introducing the 2022 Fairfield City Women’s Day Award winner Lorraine Salloum. Now in its fourth year, the award recognises the professional innovation and talents of local women who inspire others and remind us that we can all play a part in our City’s success. Lorraine holds the position of People, Performance and Culture Executive at Achieve Australia - one of the biggest disability service providers in Australia. Lorraine sits on a number of not-for-profit boards, facilitates programs in international universities in Asia and is a recognised industry expert and conference speaker. Lorraine is a mother of two daughters, one with severe autism, and she runs an autism awareness and support group for parents of children with autism ensuring they get the support they need. She regularly speaks on radio and community forums to build autism and disability inclusion awareness. Fairfield City Mayor Frank Carbone commended Ms Salloum for her contribution to our City at the March Council Meeting, for being an inspiration to our community.

MAJOR PROJECTS UPDATE

FAIRFIELD SHOWGROUND PAVILION UNVEILED Fairfield City Mayor Frank Carbone and Councillors were joined by The Hon. Stuart Ayres MP at the unveiling of the $11 million Fairfield Showground Pavilion on Saturday 7 May 2022. Located beside the Parklands Grandstand, the Pavilion overlooks the elite turf playing field at Fairfield Showground. Its features include a 1,000 seat grandstand, five private viewing boxes ranging from 20-28 seating capacity on level 2, the Alan Young Room for spectators and private events on level 1, kitchen and canteen facilities, ticket booth and change rooms. The Fairfield Showground Pavilion is the latest completed stage of the $28 million Showground redevelopment, which already includes the festival arena, FIFA-accredited synthetic all-weather field, international turf sports field, multipurpose amenities building, People’s Globe, Deerbush Park all-abilities playground, and 5,000sqm off-leash dog park. 6

Concept plans for the $30 million project could include 4 multipurpose sports courts and stage/performance area, 800-seat grandstand and corporate box seating for 50, meeting rooms, change rooms, umpires’ room, and kitchen and kiosk.

Bareena Park will receive a one-of-a-kind large koi fish slide and climbing rope feature to go with the ‘water theme’ playground. Equipment will include five bay swings, carousels, spinners, rockers, seesaws, musical equipment, slides, toddler play with shade, large gym node, learn-to-ride circuit track, sheltered picnic areas and Exeloo toilet. Fairfield Heights Park’s ‘nature theme’ playground will include a large treehouse piece with slide, in addition to accessible play equipment, toddler and kids swings and play zone, flying fox, water play area, learn to ride track, gym node, bubbler, picnic areas and Exeloo toilet. Delivery of the completed playgrounds is scheduled for mid next year.

EXTENT OF WORKS

Council has applied for funding through the NSW Government’s WestInvest Program to finance the indoor Multicultural and Sports Centre proposed for Fairfield Showground. EXISTING TREE TO BE RETAINED AND PROTECTED. INDICATIVE LOCATION AND CANOPY ONLY.

Plans are underway to upgrade Bareena Park, Canley Vale and Fairfield Heights Park playgrounds thanks to a $4 million grant from the Public Spaces Legacy Program. 82

Upgrade works to the Fairfield Golf Course Detention Basin at Prairiewood are currently underway. Significant flooding has historically occurred in the area, located in the ‘Three Tributaries’ of the Orphan School Creek catchment between Fairfield Golf Course and Fairfield Showground.

The facility would cater for recreational to competition level sports such as gymnastics, boxing, wrestling, weightlifting, futsal, basketball, volleyball, netball, badminton, table tennis, as well as events like concerts, exhibitions, conferences, weddings and banquets. The timeline for lodging the planning is end of June 2022 with construction scheduled for mid-March 2023.

More than 500 seniors came together to celebrate at the Fairfield City Seniors Week Expo at the Showground in March.

The Spirit of Bonnyrigg Fair returned in May for its fourth year 11 to celebrate the cultural harmony and diversity within Bonnyrigg.
