A Look into Korea’s Past, Present and Future

For thousands of years the Korean peninsula has been coveted for its rich resources and strategic location. Although small – it’s only slightly larger than the state of Indiana – South Korea continues to serve as a flourishing cultural center. Today, people travel from all around the world to see and experience Korea, a place where the modern technological world exists in harmony with the ancient traditions that define it. With its rich culture and welcoming atmosphere, it’s easy to forget that the Korean country was involved in a bloody, three-year civil war only 60 years ago that divides its people to this day.
The Tour As another FMWR tour bus loaded with passengers from all across Area I makes its way to the Joint Security Area (JSA), tall buildings are replaced with miles of open farmland. Skyscrapers and shopping malls, which Seoul is renowned for, are almost nonexistent as the road to the Demilitarized Zone (DMZ) winds around mountains and across sprawling rice fields. As the bus continues its route it’s difficult to imagine what the area would have looked like during the Korean War, when North Korean troops made their way to the Pusan Perimeter. If only mountains could talk, what stories would they tell? After an hour of driving the bus makes its first stop at a souvenir and rest stop. Visitors have a few 24

minutes to look around before heading to Camp Bonifas located at the JSA where they receive a short briefing on the history and rules of the DMZ before officially starting their tour with a JSA tour guide – a U.S. Soldier stationed at Camp Bonifas. Private First Class Brian Dors is one of the few tour guides at the JSA. Although he’s been stationed at the JSA for only a few months, he understands the DMZ and Korea’s history better than most people, not only because of his time at the DMZ, but also because of his own personal interest and research. His job is strict, requiring that he be at his best at all times, but he enjoys the opportunity to learn more about Korea and meet interesting people. “I’m actually very glad to be up here,” Dors explained. “The United Nations Command (UNC) is a very good Unit with great leadership, and I enjoy it a lot. We get to meet people from around the world, and a lot are military personnel, so it’s a great duty station.” Although Camp Bonifas is Dors’ first duty station, he doesn’t let the stress of the job affect his tours. He remains professional yet lighthearted, often
joking and talking with tour members to ease what could be an otherwise stressful situation. “There are a lot of people who don’t have a lot of knowledge about the DMZ and Korean War. Our main emphasis is on the security of our tours. We want to make sure people get back to where they came from safely, but also to make sure they walk away with more knowledge,” explained Dors, whose passion for his job is evident. “I actually requested to stay here another year,” says Dors. “I really like my job a lot.”

First Stop: the Freedom House and Military Armistice Commission (MAC) Conference Room Tourists first visit the Freedom House, built in 1998, for the purpose of reuniting torn-apart families in North and South Korea. It serves as a standing reminder of the division between the two Koreas, but the monument in the Sunken Garden in front reminds visitors of the hope of reunification. Visitors are then guided to the famous MAC Conference Room located directly on the Military Demarcation Line (MDL). Inside the building, visitors are allowed

to cross over into North Korean territory. Standing inside are two South Korean guards at the Tae Kwon Do “ready” position, which allows them to snap to action at a moment’s notice. As still as a rock and clad in sunglasses, it’s easy to confuse the South Korean guards with statues. Visitors are advised not to get too close to the guards or touch anything belonging to North Korea. “It was scary crossing over,” says Juliann Bernhard, Training and Curriculum Specialist with the USAG-RC FMWR CYSS program. “The guards are very emotionless and serious, and it’s intimidating.” “It took me a minute to realize the guards were actually people,” recalls SGT Elisa Tipton, a mechanic stationed with the 4th Squadron, 7th U.S. Cavalry at Camp Casey. “They don’t look like
they move at all.” Even for those who have served in the Middle East, the DMZ offers an experience unlike any other. “Seeing the Conference Room and actually looking at North Korean Soldiers as they look at you is just so different,” Tipton says. “I’ve been to Iraq, but to actually see the enemy that close to where you can almost reach out and touch them is different.” The division between the two Koreas can be felt at the DMZ as if it were as clear as night and day. The impact of visiting a place of such historical significance is as rewarding as it is daunting. Silke Magahan, CYSS Child Development Center Facility Director, visited the DMZ for the first time last April, but the DMZ was not her first experience with political divisions. “I’m German, and I see a bit of similarity between East and West Germany,” Magahan explained. “I grew up visiting East Germany, so I feel that strong connection. I see the same daunting that I felt going to East Germany weighing on me when we crossed over into North Korea. It’s very sad that we’re at a standstill. There’s no peace.” After the Conference Room, visitors are bused to Checkpoint 3, where they get a closer look at North Korea and view the monument created by Canadian Warrant Officer David Dumont, and then taken directly back to Camp Bonifas.
Second Stop: Observation Post (OP) Dora OP Dora was originally used by the 1st ROK Marine and 1st U.S. Marines, but now, it provides visitors with the closest view of North Korea. Telescopes are available on site for a small fee, and people can look over Propaganda Village and Kaesong Industrial Complex for a glimpse into North Korean life.

Third Stop: the Third Tunnel The final stop is the famous Third Tunnel, located only 52 kilometers away from Seoul. The tunnel is 1,700 meters in length, 2 meters in width and 2 meters in height. It was discovered in 1978 in Paju, and can allow 30,000 fully-equipped North Korean Soldiers to pass through in one hour. Tourists are allowed to go through the tunnel at their own leisure, but those with medical conditions are encouraged to skip the Tunnel and instead visit the DMZ Gallery and souvenir shops located nearby. Pregnant women and visitors with asthma or heart conditions are not allowed to descend into the tunnel. Those that are claustrophobic are highly
discouraged from entering. At the entrance, visitors are given a construction helmet to protect their heads from the low ceilings. The descent is steep and long before finally arriving at the entrance of the tunnel, where it’s dark and damp. The tunnel smells heavily of mold and most visitors have to duck as they go through, but the trip is worth every step. One can almost hear the rustling of equipment and footsteps of North Korean Soldiers as they secretly dug their way across the border, hoping to reach the South Korean capital. “The further down we went, the more closed in it became,” recalls Spain. “To imagine guys digging and coming through the tunnel is amazing. I read that they actually widened the tunnel for tourists, so it was actually a lot narrower.” Spain, who is from South Carolina, is currently stationed with the 302nd Brigade Support Battalion on Camp Casey. “It’s a little different up here compared to Area I,” Spain says. “It’s a look into how everything operates. We can walk around freely where we are, and it’s not as restrictive as it is up here. We don’t have as much to worry about as the guys up here do.” Tipton shares the same insight as Spain. “The tour is very interesting and informative. It shows you what the people up here go through on a daily basis just to keep the peace as much as they can.” As tourists finish their long trek through the tunnel, many seem relieved to be back out in the open. The fresh air and open skies are a stark contrast to the dark and almost overbearing tunnel, but going through the Third Tunnel is an experience many will never forget.
Meet the Staff The DMZ Tour is handled by experienced Area I Community Recreation Division (CRD) staff members. Ian Richardson, who’s been with the Camp Red Cloud CAC for two years now, is one of the FMWR tour guides who regularly goes on the DMZ Tour. “I lead not only the DMZ tour, but also all the local 28

tours in Korea, including the trip to Lotte World and Everland,” says Richardson. Sage Zamarripa, who works at the Stanley CAC, also helps with the tours. “We’re all about providing good customer service,” says Zamarripa. “The DMZ tour is really popular, so we’re usually completely full.” Both Richardson and Zamarripa agree that being so close to North Korea is the most interesting portion of the tour. “This isn’t something you experience in the States at all,” Zamarripa says. “My favorite part is going into the Conference Room and crossing over into North Korea.” The most memorable tour, Richardson recalls, was when they had a group of North Koreans walking on the other side of the border next to the Conference Room. For those concerned about safety, staff members reassure visitors that the tours are relatively safe. Sang Nae Chong, an FMWR Recreation Specialist who’s been coordinating these tours for over five years, says that the DMZ tour is one of the more popular tours available. “We have a lot of annual events for local and overseas tours,” explained Chong. “The DMZ tour is offered twice a month, and it’s a really popular tour. It’s been over four years since we started the tour, but we haven’t had anything happen yet.” Chong works with the UNC regularly to ensure that JSA tour guides are available, but depending on the weather, training or other circumstances, a tour may be cancelled. “Sometimes, we have to cancel a tour if the JSA has a special visitor, such as a political figure, or if they’re training,” says Chong. “Soldiers working there send me a schedule every quarter so we can plan based on their schedule. We simply choose the dates and times, and then I request permission from the JSA,” he says. Patrons can go to any Area I CAC to register for a tour. Once registered, the CAC will issue a receipt with the tour’s complete details. “Customers receive a receipt after registration that has a full explanation of the tour,” says Chong. “That
way, they understand the concept and guidelines, even for overseas tours.” Participants are encouraged to register as soon as possible to ensure a spot. Tours are usually completely filled one month prior to the tour date. There are also certain requirements for Korean Nationals, who need to submit personal information at least two weeks prior to the tour. Coordinating a tour takes a lot of work, but for Chong, it’s a rewarding job. “We have After Action Reviews after every tour, and it’s very rewarding when the customers say they loved the trip, especially if they’ve come from the U.S. to experience Korean history,” Chong smiles. “We hope to give Americans the full Korean experience.” Hundreds of people from across Area I sign up for the FMWR tours every month, and everyone seems to have a fun time on the tours. “This was my first tour,” Bernhard stated. “I think they handled it just fine.” “The tour was well coordinated,” Spain agrees. “I’m definitely going to go on a lot of FMWR tours before I leave Korea.” Whether you’re a history buff or not, the DMZ offers everyone a unique chance to see history in the making. DMZ The Joint Security Area (JSA) The JSA resembles a square measuring about 800 meters across. After the Armistice Agreement was signed, the JSA became a neutral location where the guards from both sides were allowed to move about freely. It was the only place in the Demilitarized Zone (DMZ) where the Military Demarcation Line (MDL) was originally not clearly marked. That changed after North Korean guards murdered two United Nations Command (UNC) officers with axes on August 18, 1976. After the Ax Murder Incident, the MDL was marked within the JSA, and that marking system continues until today. The only place where border crossings are allowed is inside the conference buildings of the Military Armistice Commission (MAC). The MDL in the JSA is marked with one hundred and twenty six one-meter high white stakes at 10 meter intervals. Throughout the rest of the DMZ, the boundary is marked with MDL markers. Each side owns six guard posts in the JSA and no more than thirty five armed guards can be present on each side. The JSA is a venue for exchanges and negotiations between the North and South. All kinds of political and economic issues, cultural conferences and Red Cross meetings are held in the JSA.

Observation Post (OP) Dora As the northernmost observatory in South Korea, OP Dora is located within the DMZ and provides the closest view of North Korea. Propaganda Village and Farmland of North Korea lay in view just ahead as do some areas of Gaeseong. The Gaeseong Industrial Complex and a bronze statue of Kim Il Song can be seen through a telescope.
DMZ Third Tunnel The Third Tunnel was discovered 52 km away from Seoul in the administrative district of Paju in 1978. It is 1,635 meters in length, 2 meters in width and 2 meters in height. The tunnel’s size would allow an army of thirty thousand fully-armed North Korean Soldiers to pass through within an hour. The Third Tunnel is the largest one discovered so far, indicating North Korea’s desire to invade Seoul during that time.
All participants must have their passport or I.D. card on them during the tour. Military Spouse Financial Practicum Program Promotes Spouse Employment Opportunities On February 29, 2012, the USAG-Red Cloud ACS Financial Readiness and Employment Readiness Programs provided a briefing for military Spouses about the Military Spouse Financial Practicum Program (MFLC). Through this program, military Spouses interested in the financial field acquired the education and experience necessary to enter the financial counseling career field. The MFLC Military Spouse Practicum Program was developed to assist Financial Readiness Programs on military installations and can also be implemented with Reserve and National Guard units. The program assists the Financial Industry Regulatory Authority (FINRA) Foundation Military Spouse Fellowship recipients in completing their practicum hours. This DoD funded program also promotes Spouse employment on military installations. Placement of interns is based on the needs of each individual base. The purpose of the program is to increase the number of financial counselors and financial educators available to serve military Families. It is expected that program participants will enhance their employment opportunities after meeting the certification requirements and benefit personally from the knowledge they gain. The costs associated with completing the Accredited Financial Counselor® (AFC®) training and testing are covered. Upon successful completion of the program and required practicum hours (work experience) in the financial field, the participant is awarded the AFC® designation from the Association for Financial Counseling and Planning Education® (AFCPE®).

Don’t Become a Victim of Identity Theft by David Uffington The Consumer Federation of America has a new website designed to help reduce identity theft. ID Theft Info. org is packed with consumer, business and victim resources, as well as the latest news and a section on shopping for identity-theft services. One section on the website explores how well you guard your personally identifying information (PII), even something as simple as your library card. If you were to lose the card, you might not be too concerned as it’s not something connected with your bank account. But if someone checks out and doesn’t return (in effect, steals) books or videos under your name, you’re responsible for the monetary damages. ID Theft Info suggests making a “PII Chart” to document the identity relations we have with companies and individuals. Who has our name, address, phone number and email address? A security breach in one area can lead to other areas also being breached, and it need not be associated only with financial transactions. Homeowner associations, frequent-flier clubs and churches can all have pieces of our personal information that can be put together. Some suggestions: Use a Post Office box for miscellaneous mail such as club newsletters and

church bulletins; disable the GPS photo function on your smartphone; and use only one credit card for online purchases. Don’t sign up with your real name on public Internet sites. Work to limit the amount of information in each section of your PII Chart. When you go to the doctor and fill out the forms, leave out your Social Security number. Ask if you can substitute another form of identification. Don’t use public charging stations or anyone else’s computer for your cell phone, and don’t let anyone else hook their phone to your computer. Data-stealing malware could be transferred from one to the other. Are you a potential victim of identity theft? Assess your risk with an online test. The higher the score, the bigger your risk. Big point items (indicating a larger risk) are questions about whether you’ve ordered your credit report in the last two years, posted your outgoing mail at home in an unlocked mailbox or failed to scrutinize your monthly bank and credit-card statements. Look around the ID Theft Info website. The more you know, the less likely you’ll become a victim of identity theft.

She quickly finds that her imperious and mercurial new boss isn’t easy to work for, but Tess is determined: She dreams of becoming a fashion designer herself, and this job promises to be her foot in the door to the world of the rich and chic. Then
comes the shipwreck and a night of terror and grief. Separated from her patron during the chaos, Tess is relieved to find that Lady Duff Gordon has survived. But there seems to be some confusion about what exactly went on in the Gordon lifeboat, and some dark rumors begin circulating about the conduct of many of the passengers and crew in the midst of the crisis. As soon as the rescue boat docks in New York City, an inquiry begins. New characters are introduced to expose and advance the plot, including an intrepid reporter and a dogged politician, but solid, fair-minded Tess remains the clear lens through which we view the revelations of class prejudice, corporate bureaucracy and ignoble fear that can invade even the most basic moments of life and death. While most stories about the Titanic tend to focus, quite naturally, on the high drama of the sinking, this plot deals more heavily with its aftermath — particularly the psychological and social reactions of and to the survivors, and the contradictions and obfuscations of the investigation into what really happened on that April night. Although the characters at times seem to display a rather modern sensibility, it fits into the overall progressive tone and helps underscore the underlying themes of responsibility, morality and courage. North Seoul Tower
