SERVING OUR COMMUNITY Korea not only has a rich history, but geographically it is surrounded on the east and west with beautiful mountainous terrain, and to the south with open seas. The USAG-Red Cloud/Area I FAMILY and MWR logo has been designed with this in mind. The two main features of the logo are the ‘rising sun’ and the Chinese symbol for the word ‘human.’ The rising sun expresses the beauty of Korea as well as hope for the future. The symbol for ‘human,’ or ‘people’ not only speaks of the Korean population, but also represents Korean, Japanese and Chinese culture. The human symbol also mirrors many of the large and small mountains found throughout the country, as well as traditional Korean residential roof tops. Because of the familiarity of the Chinese symbol for ‘human,’ so widely embraced in Korea, it was fitting to include it in the USAG-Red Cloud/Area I logo, representing service to Soldiers, their families and others who live and work in our community. The official USAG-Red Cloud/Area I community includes Camp Red Cloud, Camp Mobile, Camp Castle, Camp Casey, Camp Hovey, Camp Stanley, Camp Jackson and Camp Kwang-Sa Ri, as well as Warrior Base Range, New Mexico Range and KTC-Rodriguez Range.

Dorasan Station
Dorasan station, the northernmost train station in South Korea, was built in anticipation of the reunification of North & South Korea and in hopes of connecting with the Gyongueisun Line that would link the peninsula with the Siberian Railway. The Third Tunnel
The third tunnel was discovered in October of 1978. 1.95 meters high, 2.1 meters wide and 1,635 meters long, it penetrates 435 meters south of the military demarcation line and ends at the Truce Village of Panmunjeom. The JSA
After the Armistice Agreement was signed, the JSA became a neutral location where the guards from both sides were allowed to move about freely. It was the only place in the DMZ where the MDL was not clearly marked. That changed after North Korean guards murdered two UNC oďŹƒcers with axes on August 18, 1976. After the Ax Murder incident, the MDL was marked within the JSA, and that marking system remains today. The only place where border crossings are allowed is within the conference buildings of the Military Armistice Commission (MAC). Each side has six guard posts with no more than 35 armed guards. If you are seeking great adventure, this is the place to go. Be sure to visit the upper stream of the river, a hot spot for wind surfing. Along the river, numerous barges cater to windsurfing or water skiing. If you are a beginner, you will learn the basic starting positions on land and then move into the water. Yongmun Temple Weekend Stay Yongmun Temple is located in Gyeonggi province, 9 km northeast of Yongmun Station. It was built during the Silla Dynasty and reconstructed during the reign of King Sejong of the Joseon Dynasty. It was badly damaged during the Korean War, but was restored and now consists of three buildings; the main hall, Daeungjeon, and the bell tower. Its courtyard contains the largest gingko tree in the East, which is 1,100 years old and measures 60m in height and 14m in circumference. Temple stays are a unique opportunity for foreign tourists to live in a Buddhist temple and learn about and experience Korean Buddhist culture firsthand. Most temples are located deep in the mountains, so visitors can also fully enjoy the beauty of nature. Through spiritual training such as Zen meditation and Buddhist rites, you will achieve the kind of peace of mind that is so needed in the modern world. Thus, a temple stay is much more than a religion. It is a cultural experience that recharges you, soother mental stress, and teaches you about traditional culture. At a temple stay, barugongyang (Buddhist meal with traditional wooden bowls) or a tea ceremony are not about simply having a meal or sipping a cup of tea, they are a part of the general program of discipline and training. Pre-dawn Buddhist rites and Zen meditation may be physically exhausting, but they also bring mental relaxation - a sense of freedom and joy hardly found anywhere else. You will also take part in various other activities including a walk around the temple, a mountain trek, lotus lantern making, and rubber stamp making.

Outdoor water sports at Bukhangang River

Located an hour away by train from Seoul, Cheongpyeong is a mecca for water skiing, wakeboarding, and numerous other aquatic recreational activities. Imagine you’re on the steepest wooden roller coaster in the world about to take the 77-degreeangle plunge into one of the wildest rides at Everland Amusement Park. With speeds up to 104 KPH (56 MPH), the T Express is just one of the many exhilarating attractions at one of Korea’s largest and most exciting theme parks. With the warmth of the sun retreating from its winter hiding place, and a day that looked inviting, Soldiers and Families from USAG-RC recently joined together for an event like no other: the Everland Amusement Park tour. Everyone woke up bright and early to catch the bus at FMWR designated pickup points eager to begin the day’s exciting adventures. Destination - a magical land filled with thrilling roller coasters, other amusement

park rides and relaxing Sky Line lifts; a land where everyone can have a good time, children and adults alike. The FMWR tours team had the whole day planned from beginning to end. All Soldiers and Families had to worry about was which ride to get on first. “Being in an FMWR tour guarantees a group discount, a timely departure from the park and a restful travel to and from the park, you don’t have to worry about getting into a car and driving there,” explains Sally Hall manager of the Camp Casey Community Activity Center (CAC) and in-country tour coordinator. “Above all, the presence of an FMWR support staff during the entire tour guarantees on-site assistance whenever needed.”

“I like the comfort and ease of riding a bus from my base straight to the park without having to figure out the train schedule and where to go. It’s all pretty much figured out for you. I would recommend this tour to families,” says SGT Craig from Camp Red Cloud describing the tour. Everland Park opened its doors in 1976 and has since become top-rated in Korea and internationally.

Offering five outstanding festivals each year, Everland Park has grown to become one of the most popular amusement parks in Asia attracting local and international crowds year round. Everland averages about 6.6 million visitors a year according to the International Association of Amusement Parks and Attractions and is the largest and most successful park in Korea. Entering the park, it was plain to see how truly popular it is by the amount of people there. “The trip to Everland exposes one to the Korean way of enjoying an amusement park; both differences and similarities from what our amusement parks look like back home in the US. It also leads to experiencing the ‘culture in the park,’" explains Hall. Once inside, FMWR tourist get to see a world of wonders open up. One of the first
things they’ll notice are beautiful themed buildings decorating the main street, which leads to a massive tree covered in twinkling lights. The trunk of the tree hollow, allowing people to take pictures underneath it. As the day went on it was time to eat, and there was something for everyone from American style hamburger joints to Korean classics and even numerous German restaurants among many others. Shortly after lunch, tourist enjoyed taking in the scenery and exploring the park. There truly is something for everyone. If you’re a thrill-seeker, the T Express, Rolling X Train and Double Rock Spin are right up your alley with thrilling drops, loops and speed. If you’re not into death defying rides, there are plenty of other things to do and enjoy. How about an African Safari where you’ll get to see lions and tigers
and bears? Oh my. There are also various animal and flower exhibitions available at the park year round. If shopping is what you fancy, there is plenty of that too. And if you’re bringing the kids, Everland Park has a lot in store for you. Check out the Dragon Coaster, Dancing Plane, and Kid’s Circuit along with

a fantastic array of rides specifically for the little ones guaranteeing you and your family a great time. Phenomenal seasonal parades can also be seen at Everland, and FMWR tourists were treated to this season’s parade; Carnival Fantasy. Dancers and acrobats from all over the world filled the street with energetic performances to catchy and festive music. Floats carrying fantasy characters dressed in beautifully intricate costumes stole the scene as hundreds of onlookers, including FMWR tourists, watched the dazzling show. Colorful streamers and glitter littered the streets and mysterious Venetian masked characters stood at the tops of floats dancing and waving to the crowd in return. There was even a special little girl chosen to ride in the parade’s main float accompanied by the royal presence of the Carnival Fantasy’s King and Queen themselves. As the day came to a close, FMWR tourists scurried to shop for last-minute souvenirs and snacks. “We had a blast! We got on the lifts and we saw all the roller coasters. We ate ice cream and popcorn, hamburgers and French fries. I would recommend this tour to everybody,” commented FMWR tour veterans Anthony White and Carisa Wade. Everland is also a great place for couples to get away from everyday stress and enjoy a fun day together. That’s what Steve and Destiny from Casey and CRC did. “It was a good tour and it was fun. We would
definitely recommend this to anyone else,” stated the young couple. And what did FMWR tourists think of the tour itself? “Like always, this tour was superior above anything else. It’s nice to get away from post and get down here and bring my family. I would definitely recommend this tour,” says Joseph from Camp Casey. Even single Soldiers can enjoy an exciting day out with friends or get to meet new ones. “I thought this trip was fun and it’s nice to get out and do something with a group. This is my first FMWR tour. It was very fun and exciting and it was a good opportunity to get out with other Soldiers and experience Korea,” commented PFC Gabriel Shippy from Camp Red Cloud. Whether you’re a single Soldier or a Family of four or more, there are endless possibilities at Everland Park. FMWR tours make it easy for anyone to get out and see Korea and take in its vibrant and infinitely interesting culture. “I thought it was a lot of fun. I would recommend this tour to everyone,” said PFC Burch at the end of the tour. “Me too it was great. I would absolutely recommend this tour to everyone,” concluded SPC Lo. EXCEPTIONAL FAMILY MEMBER PROGRAM An Exceptional Family Member (EFM) is a Family member (child or adult) with any medical, physical, emotional, developmental, or intellectual disorder that requires special treatment, therapy, education, training, or counseling. The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works with other military and civilian agencies to provide comprehensive and coordinated community support to Families with special needs. Support may be in the form of education, medical, housing, transportation, information and personnel services. Soldiers on active duty must enroll in the program when they have a Family member with a qualifying condition requiring specialized services, so their needs can be considered in the military personnel assignment process. When the Soldier receives an assignment to an overseas area and requests command sponsorship, any Family members accompanying them overseas must be screened. If found warranted for enrollment, service members must be enrolled in the program. The screening consists of medical records review for all Family members, developmental screening for all children 72 months of age and younger and physicals for all Family members. Enrolling in the program allows assignment managers at military personnel agencies to consider the documented medical and special education needs of EFMs in the assignment process. When possible, Soldiers will be assigned to an area where the special needs of the EFM can be met. Of course, the assignment will also depend on personnel requirements for the Soldier’s grade, specialty and eligibility for the tour. Once enrolled in the Exceptional Family Member Program, all Soldiers are responsible for updating their EFMP enrollment every three years or when a significant change occurs, whichever comes first. While in Korea, the EFMP screening process requires the following:

The Soldier’s S1 will complete DA 5888 (Sept 02 version), blocks 1-7 and authenticate block 8 prior to the face-to-face screening of the Family members by the medical screening authority. The Soldier or spouse will complete DA 7246 (Jun 09 version). The Soldier then takes his/her Family members and completed forms to their physician to complete blocks 9 and 10 of Part B of the DA 5888.

If family members are not in Korea, an additional Contact Form, that provides contact information on Family members who are not in Korea, must also be completed.

Forward all forms to the Special Needs Advisor’s Office in Yongsan for completion of block 11 and to obtain the EFMP medical stamp. For those Family members residing in CONUS the nearest Army EFMP Office to where the Family is residing will complete block #11 of the DA 5888.

The Soldier’s S-1 is responsible for ensuring the Soldier has the required forms, that the forms are completed correctly, and that the EFMP packet is forwarded to the Special Needs Advisor’s Office in Yongsan at: EFMP.Korea@amedd.army.mil While the medical services are responsible for review of the EFMP packet and the EFMP stamp, Army Community Service (ACS) can help by providing support and information. Once a Soldier is enrolled in EFMP, many services and resources are available through ACS and through military websites. One resource for Exceptional Families Members is the Respite Care Program. This is a component of EFMP that provides a temporary rest period for Family members responsible for regular care of persons with special needs. Care may be provided in the EFMP respite care user’s home and other settings such as special needs camps and enrichment programs through Child, Youth and School Services (CYSS). Respite care is important because it decreases Family stress, increases Family stability and reduces costly out-of-home placements, thereby contributing to Soldier readiness. Other EFMP resources include www.MilitaryOneSource.com, a website that offers specialty consultations for adults and special needs children reached by calling the international number (based on your cell phone carrier) listed at the top of the homepage. A Parent Toolkit, available on the MilitaryOneSource site, offers information and resources to aid parents of special-needs children, taking them from birth to 21 years old. It includes a list of support organizations, sample forms and letters, and other resources. Military Homefront offers hundreds of resources online, listed by state, which parents can use to pinpoint a local program. The Military Child in Transition and Deployment discusses the impact of deployments on children and teens, special needs issues and issues facing DoD Schools worldwide. The President of the United States is also helping EFMs. In October 2009, President Barack Obama signed the 2010 National Defense Authorization Act, which mandates a standard program to support military Families with special needs, establishes a Defense Department Office of Community Support for Military Families with Special Needs and requires a comprehensive policy on support to Families. EFMP is a “win-win” solution that benefits both commands and Families with special needs. EFMP improves retention, prevents costly overseas returns by making sure duty assignments are made with special needs taken into consideration and exceptional Family members receive the support that is needed.
