2 Kingston – SEND Ofsted next week Reminder to all Kingston Parents & Carers This inspection is to review how Kingston Borough meets its responsibilities to children and young people (from birth to age 25) who have special educational needs or disabilities (or both). The Inspection results will be a written report and not a grade like it is for schools. Depending on the inspection report local areas may need to produce an action plan on how they are going to improve. There may also be some follow-up inspection activity from either Ofsted or CQC.

How to contribute to the inspection By Tuesday 18th: Complete an online feedback to the inspection using their webinar tool This is a set questionnaire, and there is a space for comments. Click this link to go to the webinar survey: http://bit.ly/LASENDKingstonUponThames The webinar link will be available until 16:00 on Tuesday 18th September.

On Wednesday 19th: Attend a parent meeting with the inspection team Wednesday 19th September (next Wednesday) - 13:00 to 14:15 The King Charles Centre, Surbiton. KT5 9AL If you would like to attend, please could we ask you to let us know so that we can manage numbers and ensure that an appropriate room is arranged. NB: This meeting is for parents and the Ofsted team only. There will be no attendees from the Local Authority or Local Area attending.

By Friday 21st: E-mail If you are unable to attend the meeting or use the webinar tool for any reason, you may also email the inspection team with information on Lasend.support@ofsted.gov.uk before Friday 21st September.

What to expect on Wednesday 19th September. This is what Ofsted say… “The meeting with the inspection team on Wednesday will take the format of a discussion with the inspection team across the aspects of education, health and social care. There is no specific list of questions, but the team will look to gather parent and carer views on topics such as the local area's response to the reforms, and the three key questions: • how well does the local area identify needs • how well does the local area assess and meet need • how strong are outcomes Inspectors will try to make sure that all those present are given the opportunity to contribute.“

Ofsted’s letter Here is a link to the Ofsted letter which can be found on our website: http://www.sendfamilyvoices.org/news-2018

More information Hertfordshire parent/carer forum have produced a set of notes about what to expect. You can find it here: https://contact.org.uk/media/967335/cqc_and_ofsted_inspections_webinar_handout.docx

3 What about Richmond and SEND Ofsted? Richmond will be subject to a separate inspection at a date yet to be announced by Ofsted/CQC. Parents & Carers in Richmond can be reassured there will be a local area inspection in their borough too. This also means that Achieving for Children will be unique in going through the entire inspection twice!

4 nasen Awards 2018 Shortlist nasen = National Association of Special Educational Needs It’s great to see a local school, Stanley School in Teddington, making the short list! “Excellent Practice in Primary School Award Any schools who educate primary-aged children where they have improved outcomes for those children with SEND through their outstanding practice.” http://www.nasen.org.uk/about/awards/nasen-awards-2018-shortlist-.html

5 LeDeR - a joint response The acronym in the title may not make much sense, read on though; this is important as our young people become adults… “The Department of Health & Social Care, and NHS England have made a joint response to the Learning Disabilities Mortality Review (LeDeR) 2nd annual report. It accepts the recommendations and sets out a plan of action for each one. The actions will help address the inequality in life expectancy between people with learning disabilities and the wider population…” You can read the full reports here, both in full and an easy read version. https://www.gov.uk/government/publications/government-response-to-the-learningdisabilities-mortality-review-leder-programme-2nd-annual-report

The 9 Recommendations Unusually, neither document summaries the recommendations (although all the recommendation are immediately followed by the actions). We have extracted them from the easy read guide and you can read them below. Of course, as families, there is nothing here that will surprise us! 1. Communication between health and social care organisations should be better. 2. Health and social care records should be improved so that important information can be shared between services, using a computer. 3. Health Action Plans should be shared between services, if the person says this is OK. 4. People with learning disabilities with health problems that will last a long time need a named person to help different professionals work well together with them. 5. Services must know if people need changes to the way things are usually done. These are called reasonable adjustments. They need to write this in people’s notes and check that people with learning disabilities can use services as easily as everybody else does.

6. Those providing support to people with learning disabilities must have training about the needs of people with learning disabilities. The training should be provided with people with learning disabilities and their families. 7. People need to understand more about the problems with infections in people with learning disabilities. 8. Professionals need to follow the Mental Capacity Act. Someone in each service needs to help make sure this happens. 9. Lots of people review deaths. We need to work together. We need to make sure that everyone is properly trained.
