FARIBAULT
ALEXANDER FARIBAULT
Alexander Faribault, an early furtrader, entrepreneur and territorial legislator, founded the town site in 1852 to take advantage of its scenic qualities, abundant resources, and strategic location. In the 1860’s, Faribault gained national recognition as an educational and religious center due in large measure to the efforts of Bishop Henry Whipple in developing a system of interrelated churches and schools. This, along with the establishment of the highly acclaimed State Academies for the Blind and Deaf, led Faribault to be known as “Athens of the West.”
Faribault’s home, the first woodframe structure to be built in Rice County, sits on First Avenue NW. It is owned and operated as a museum by the Rice County Historical Society.
RICE COUNTY HISTORICAL SOCIETY Museum

The Rice County Historical Society was founded in 1926 with the mission of “discovery, preservation and dissemination of the knowledge of the history of Rice County and the state of Minnesota.”
The Historical Society offers a
History Camp, one-room school and log cabin experiences for youth, school tours, public programs and workshops, among other activities.
In addition to outreach and public programs, the Rice County Museum of History houses historical displays, a genealogical research center, and an exhibit area. The Museum exhibits include Bishop Henry Whipple, artist Grace McKinstry, Sellner Manufacturing, Heisman Trophy winner Bruce Smith and Native Americans.
The museum also displays Main Street U.S.A., which is a timeline of businesses found in many small towns of southern Minnesota.
The Historical Society operates the Heritage and Harvest halls that contain displays of farm and
Rice County Historical Museumindustrial items. In addition there are three historic pioneer buildings, which were moved to the museum site from around the county. The buildings are an 1850s log cabin, the Pleasant Valley School organized in 1857, and The Holy Innocents Episcopal Church, built in 1869.
HERITAGE PRESERVATION COMMISSION
The seven-member commission advises the City Council and staff on issues related to the preservation of the community’s cultural, historical and architectural heritage, and is actively involved in a variety of educational efforts that highlight Faribault’s past.
Faribault contains more than 40 properties listed on the National Register of Historic Places, including the city’s downtown commercial
district.

SISTER CITIES
Wuerzburg, Germany
Dorothy Beebe was the motivating force behind relief action for the city of Wuerzburg, Germany following World War II. She called upon her hometown of Faribault, Minnesota, and the town responded. Faribault adopted the city of Wurzburg as its sister city in 1949.
The 50th anniversary of that adoption was celebrated in Wuerzburg on April 28, 1999. The 19 Faribaultians who attended the celebration returned with deep admiration of Wuerzburg,
its residents, and the renewed friendship between the two cities. The Faribault delegation also found a new source of pride in their hometown. The most recent visit between the cities’ residents was in 2015.
Podensac, France
In 1918, a Faribault regiment (136th U.S. Infantry Regiment) came to the southwestern French village and helped its residents at the end of World War I. At the time, a reception was organized for the soldiers, and since then, a street was named after the regiment. In 2018, the French city’s mayor reached out to Faribault Mayor Kevin Voracek about rekindling the relationship.
Podensac was subsequently adopted as a sister city and a delegation of Faribaultians visited the town later that year.

NORTHFIELD
Northfield’s history, courtesy of northfeild visitnorthfield.com.
There are few Minnesota cities with the rich history of Northfield, and there are fewer still that have done such a wonderful job of pre serving their historic treasures. You’ll see many examples of 1800s archi tecture throughout the community, and history buffs will especially enjoy the detailed exhibits and informa tion at our Historical Society Mu suem, colleges and historic down town district.
OUR ORIGINS
In January 1855, John Wesley North set out from St. Anthony Falls, MN, to settle land recently ceded by the Dakota tribe. North chose the Cannon River valley because of the great potential for hydro logic power and abundant natural resources. He arrived at the site that would become Northfield with a few people, including his brother-in-law George Loomis. Loomis and North built a sawmill, then a gristmill and a bridge. When plotting Northfield, they ignored the river’s natural cur vature and platted the town in 95 ridged blocks.
MILLING ROOTS
John and his wife, Ann Loomis North, attracted many likeminded people to Northfield. These were people who believed in women’s rights, temperance, the abolitionist movement, education and helping your fellow neighbor. The financial panic of 1857 brought the North’s to near financial ruin, and in 1859 the North’s good friend Charles Wheaton agreed to buy the North’s Northfield assets.
Wheaton produced flour at North’s gristmill for a few years, and then sold it to Jesse Ames and Sons. Ames enlarged the mill, and at the 1876 Centennial Exposition in Phila delphia, he won the straight flour category for best flour in the United States.
In 1927, Jesse Ames’ son Adelbert Ames sold the mill to L.G. Campbell,
and Northfield became the head quarters for the Campbell Cereal Co., which produced Malt-O-Meal cereal. The company moved its headquarters to Minneapolis, but kept its production facility in North field. Today, Malt-O-Meal still oper ates the Ames Mill, and Northfield is the only place in the world where its hot cereal is produced.
EDUCATIONAL EMPHASIS
In 1856, the first school in North field was founded with 25 students reporting. In 1874, the Northfield independent school district was formed, and in 1877, the first gradu ating class consisted of seven girls and no boys.
Northfield College was founded in 1866 by the Minnesota Confer ence of Congregational Churches. Preparatory classes began in 1867, and in 1871 the college changed its name to honor a benefactor, William Carleton. At the time of his gift of $50,000 it was the largest gift to a college in the western United States. Today, Carleton’s enrollment is around 1,900 students.
The St. Olaf School was formed in 1874 by Rev. B.J. Muus, a Lutheran pastor; Harold Thorsen, a Northfield businessman; and three others. The original purpose of the school was to educate Norwegian immigrants, both men and women, to prepare them for life in the new country. The school was initially located in the public school buildings, and for a few years all of Northfield’s educational institutions were within three blocks of each other. College classes began in 1886, even though the college was not officially formed until 1889. Today, St. Olaf’s enroll ment is around 3,000 students.
ATTEMPTED BANK RAID
At roughly 2:00 p.m., September 7, 1876, eight men rode into town, intent on robbing the First National Bank of Northfield. It would later be called a textbook James-Younger bank robbery, and it began with three members of the gang enter ing the bank and announcing that it was a holdup. The three desperados ordered three bank employees to
open the safe, but were told the vault was locked and couldn’t be opened.
On the street, local citizens be gan to arm themselves when a merchant discovered the robbery in progress. Upon their discovery, two gang members sprang to their horses and began shooting and yell ing at the townspeople to leave the street. This forced the other three robbers into the fray. The first to fall was a Swedish immigrant named Nicholas Gustafson, who remained on the street because he did not understand English.
The battle lasted only seven minutes, but when it was over two robbers lay dead in the street and two more were badly wounded. Six outlaws fled south, and the largest manhunt at that time in U.S. history ensued. The Younger brothers were captured and Charlie Pitts was killed near Madelia, MN. Jesse and Frank James escaped the posse and made it to Missouri.
The heroes that day included J.S. Allen, A.R. Manning, Henry Wheeler and others. But the biggest hero was Joseph Lee Heywood, who died because he would not open the bank vault and betray the trust of the bank owners and his fellow Northfield citizens. It is the extraordi nary courage of these townspeople that we honor on the weekend after Labor Day each year during Defeat of Jesse James Days.
Inside the museum is the famous bank vault of the First National Bank of Northfield where robbers attempted a heist in 1876.American Legion Post 43 112 Fifth St. NE, 507-334-8784 mnlegionpost43.org

• Does the City provide dust control for gravel roads?
No, the City does not provide this service. However, the City uses the same procedures as Rice County. Residents interested in dust control will need to contract with an independent dust control firm. Currently, the County uses Dustcoating, Inc. from Maple Plain. Residents can contact Stan at 952894-0012. Homeowners are billed directly for the service. Once the homeowner has scheduled dust control they need to contact the City so that road grading can be coordinated.
PUBLIC WORKS: WATER
• I need to have my water temporarily shut off. Who do I call?
Call the Public Works Department at 507-333-0361.
• Does the city have specific lawn sprinkling hours and restrictions?
Yes, the city has an odd-even sprinkling restriction based on addresses. See the Annual Water Restrictions Water and Sewer page for specific hours, schedules and penalties.
• Do these water restrictions apply to my newly sodden/seeded lawn?
No. The days are not restricted for new lawns, but the hours of usage are. You must register your new lawn at no charge by calling or emailing the Public Works Department.
• We have rusty water, what should I do?
Try running your cold water for 10 to 15 minutes to flush the lines, if that does not work, call the Public Works Department.
• When and how often are the water hydrants flushed? Will I be notified? The hydrants are routinely flushed to clean the distribution system. Residents are advised to avoid or limit water usage during the flushing period and to check for discoloration prior to using water for laundry purposes. It is also
recommended that residents shut water off at the meter to avoid drawing in rust, particles, or other debris being flushed from the lines. The flushing is done twice a year, spring and fall. Typically this will be done the last week in April and last week in September, between the hours of 7 p.m. and 5 a.m. Flushing is done by quadrants on 4 separate nights.
• My water smells/tastes like chlorine is it safe to use?
Probably. The City of Faribault adds 1.2-2.0 parts per million of chlorine to your drinking water for disinfection purposes. It also adds 0.5 ppm of ammonia to ensure chlorine will last thru the 130-mile water main distribution system. The taste can be improved by letting water stand exposed to air. If you feel it needs to be reported you can call the Public Works Department.
• Is fluoride in my drinking water?
The City of Faribault Water Department adds the following chemicals to water:
Chlorine: 1.2 - 2.0 ppm (disinfecting drinking water).
Ammonia: 0.5 ppm (Forming chloramines, this ensures that the chlorine will last throughout the water system, which is approximately 110 miles of water main in our distribution system.)
Fluoride: 0.5 - 0.9 ppm (Mandated by Minnesota Department of Health)
Sodium Silicate: 4.0 - 8.0 ppm (used for corrosion control and coating of the pipes to prevent the leaching of lead and copper into the drinking water).
• Is Faribault’s water hard or soft?
The hardness-causing elements in water are primarily calcium and magnesium. Faribault’s water has a total hardness of 342 mg / l or 20 grains per gallon. Any water with a total hardness over 300 mg / l is considered very hard. These numbers may be useful when setting your water softener.
• Does the City soften the water?
The City of Faribault does not
soften the water.
• Where can I obtain information regarding the levels of lead in my drinking water?
Please view the Drinking Water Quality Annual Report on the Public Works Department’s Water and Sewer page. You can also call the EPA’s (Environmental Protection Agency) hotline for safe drinking water at 1-800-426-4761.
• What causes cloudiness in my drinking water? Is it dangerous?
The Environmental Protection Agency sets secondary standards based on aesthetic characteristics, not health effects, which water systems and states can choose to adopt. Temporary cloudiness is generally caused by air bubbles.
• How can I get my drinking water tested?
The City of Faribault has water tested every two years. You can find the report here. For additional information you may also call the Minnesota Department of Health at 612-676-5674.

New residents or renters can print or fill out an application for utility services from the website. Once complete, you can return via email, mail, drop box or you can come into City Hall to drop it off. Additionally, we can give you the application to complete in person (second floor).
• How do I make a credit card, debit card, or electronic payment from my checking or savings account?
It’s easy. Simply access the City of Faribault’s online payment page. You will need to register once before you can use the log-in screen to make a payment. (For subsequent payments, you will only need to log in.)
• What information do I need to register?
You will need to provide the following:
• Your last name or business name
• Your utility account number
• Email address In addition, you will need to choose a password.
• What if I don’t know my account number?

• After I register and log in, what account information will I be able to see?
You will be able to see your water usage, current charges, payment history, and any balance owed. You can also manage your account profile.
• I’ve made a payment, so when will the payment be posted to my account?
Payments will be posted to your utility account within minutes of submitting your payment.
• How can I be sure my City utility bill has been paid?
You can verify your payment by logging back in to your City utility billing account. Your monthly credit card or bank statement will reflect the amount of your payment made to the City of Faribault.
• What if I have a question about my bill?
Simply call Utility Billing at 507-3330392.
• Is there a charge for this service? No. There is no charge to make a payment through the City of Faribault website.

It’s easy. Simply complete and return the authorization form and include a voided check (for
checking accounts) or deposit slip (for savings accounts).
• How soon will the automatic payment plan start?
It usually begins the week after staff receive your authorization. Please continue to pay your bill as usual until the message “Auto Withdrawal – Do Not Pay” appears on your bill.
• How can I be sure my bill has been paid?
Your monthly bank statement will clearly reflect the automatic payment, and your next billing will also include a debit for the amount of the billing on it. Payment will be posted on the due date listed on your bill.
