try. TUSAŞ general Manager Assistant Prof Dr. Temel Kotil, as soon as took office gave his first interview to Ekovitrin. Kotil told that he was very happy since he started to take office in the establishment he got post graduate scolarship and spoken as follows: For 13
years we have undersigned very significant works in Turkish Airlines. F 16 and CASA aircrafts have been produced in Turkey. We must carry this much more further. Lucky me if I have any contribution to the works thereafter.
Your assignement to Türk Havacılık ve Uzay Sanayii (TUSAŞ) (TAI - Turkish Aerospace Industries, Inc.) from Turkish Airlines (THY) as General Manager has been perceived as a surprise development in public opinion. How has this changeover happened, could please tell? In the establishment of TUSAŞ, late Necmettin Erbakan pionereed. That was the period when Late President Turgut Özal established Turkish Aerospace Industries’i (TAI) after TUSAŞ. TAI in fact English of Turkish Aviation Industry. It was active a Ministerial establishment under the Ministry of Industry and Trade. TUSAŞ was providing scholarships for PhD and postgraduate studies in 1983 in Michigan State of ABD. I have applied to scholarship and this has been accepted. Ministry has sent me to design plane, finish your PhD. This scholarship was in my destiny. I have completed my education in USA on the name of TAI. In 1991 I have completed my PhD. and returned back Turkey. In that period, personnel needed at Istanbul Technical University Aeronautics Facult. To be an acedemician at ITU became possible for me. After then for 13 years we have put our signature on very important works in Turkish Airlines. That is the destiny, today I have been assigned to TUSAŞ, TAI. This is much meaningful for me. I can say that I have returned back to my essence. I feel myself retuned bakc home. Was this assignment entrusted you by the Government? TAI is a private corporation, but it was founded by Undersecretariat of Defense Industry and Turkish Armed Forces Foundation (TSKGV). It became a continuum starting by Chairman of the Board of Trustees of the Foundation, our Ministry of Defense Fikri Işık’s entrusting the duty to me. For sure, I can say that, in
a manner of speaking, it is a courtasy of our Government. Was there any will of Honorable President Recep Tayyip Erdoğan on taking this office of you? We had possibility to work very closely with our Honorable President during his mayoralty period. Again, I have worked very closely with honorable Prime Minister Binali Yıldırım as well. Of course it is a decision taken by our Government and statesmen. But this decision has been entrusted to me by honorable Minister Fikri Işık. Honorable Minister told me that particularly works on the homemade warplane will be given emphasize and because of this reason he asked me to transfer to TUSAŞ. Already I have had training on this matter. We have achieved important works in Turkish Airlines. Here I will work to be more successful than THY. In the success of THY there are many parameters. But in my opinion, the essential parameter was being a world brand. I can say that, working sincelerly of the employees of THY, be devoted of them, and THY’s having competent people became effective on this success. We also need the same thing in TUSAŞ. TUSAŞ with TAI has got the feature of being the biggest technology coppany of Turkey which its annual exports totalling 1 billion US Dollars. Naturally there are other companies in this field. For example Aselsan… I would like to tell a short anectode related to my assignement. Aircraft building of Turks date back to West. In other countries in Europe, for example the works in France started after us. But we have remained behind on this subject. There is a 50-100 years difference between us and West. We came to fill that gap.

I am excited, happy. What is the importance of TUSAŞ with respect to 2023 targets of Turkey? Particularly how will you express its role in our country’s reaching strategic targets? Our honorable President has come together with university rectors and academicians in previous month. He made a speech there. In a part of this speech he was mentioning about what Turkey should do in aircraft industry. He expressed that Turkey from now on shoul produce its own aircrafts, helicopters. It is necessary to determine the needs in this matter in our country. Steps should be taken in aviation and space industry. The respondent of this is TAI. For sure we have an important motor producing establishment such as TEİ. We have a brand such as Aselsan. Aselsan is bigger t h a n TAI in regard t o turnover too.
Over than 1 billion US Dollars turnover is being actualized. There is the private sector. This is a multi- constituent structure. The main respondents these are TAI and TUSAŞ. The general management is vouchsafed to me. We have projects important to each other. You know we have a warplane project. That will be a better project than F16. We have projects such as hel-

icopter, satellite and drone (uav). To be more successful for establishments such as TAI, an elegant engineering staff is needed. This staff means that people speaking English very well and very well educated, having different qualifications. We will actualize warplane project within a short period of time training these people in a certain manner.

ue. We have important projects such as Göktürk. Again we have training aircraft and Hürkuş projects. Of course the most important one of these projects is combat airplane project. Whether TUSAŞ-TAI maintain its activities with the purpose to meet only the needs of Turkey? TAI or any other civil establishment cannot survive only meeting its own needs. Turkey’s share in aviation and space industry in regard to turnover is at the level of 1 percent. In fact, this is a very low figure. For holding on the technology companies, this is reuired to reach to 10 percent or more. Natuarally these are not the things can be achieved in one day. TAI, always has got an export target. TAI is producing considerable amount of parts for other aircraft producers. These are consist of unique production. For Turkey’s being able to speak more in this sense, it shoud export many times more than today.
We have to reach technology exporting position? In fact we are gradually coming there. When I came to Turkish Airlines I was saying something. The biggest target was increasing the turnover. When we began the branding procedure of THY, I have said that, add a few zero on the right side of present figures. We did it. In THY this was vouchsafed to us. THY exactly grew 6 times. We will do this in TAI now. Presently, 1 billion US Dollars turnover is being talked about. We have a target of increasing our 1 billion turnover to 10 billion US Dollars. Could you please mention about the structure of shareholders in TUSAŞ ? Majority share belongs to Turkish Armed Forces Foundation with 54.49 percent. Other shareholders are Undersecretariat of Defense Industry with 45.45 and Turkish Aeronautical Association with 0.06 percent.
There was a public partnership in Turkish Airlines. You have opened Turkish Airlines to World with private sector logic. And today it became a world’s giant... THY started as public but then it was privatized. I am a person present in all procedures. I know that procedures very well. I was always saying that, “we are connected to state at hearth while commercially connected to private”. TAI is also a private company. Being in the body of foundation makes it private. TAI is much more strategic company comparing to Turkish Airlines. We have to be more active and agile than Aerospace company Boeing today. But our hearth should be at the side of state. After a long-termed and successful period in Turkish Airlines, what are your targets in TAI? I had very beautiful days in Turkish Airlines, I had very
beautiful friends. I am thankful to everyone. Success is not coming by itself. With the power given by 45 thousand people this success has caught. There were everybody’s supports. How much high pulsing the employees hearths, you become so much successful. This will also be the same in TAI. My responsibility herein is not the same as in Turkish Airlines. I can say that if Turkey has got a need about aerospace industry and combat aircraft, the first rank responsible of this is myself. In development of TAI and its coming to these days, the works carried out by late Erbakan and late Özal are very important. F 16 and CASA aircrafts have been produced in Turkey. We must carry this much more further. Turkey will produce its own warplane”. And also better than F16. Lucky me if I have any contribution, or contributions to the works thereafter.

May we get your opinions on this matter? First of all I am thanking to Ekovitrin readers very much we have been deemed worthy for award. This award becomes an energy source for us. People always need to be appreciated. Of course you are presenting these awards in consequence of a certain study and evaluation. For sure we deserved this award but receiving this award was really precious to us. Behind the essence of this

Consecutively 6 years you have been elected as the Best Airways Company of Europe… In this long walk, our company consecutively 6 times has been elected as The Best Airways Company of Europe. We are good in West but East is ahead of us. There is a difference between us. In services sector, East differentiates from West. They are in the forefront of West in services sector, in health, in tourism. People in countries India, Singapore, Japan, China, Malaysia, and Indonesia have more refined behaviors. When you go to West, people are colder. There is a more professional attitude. At this point Turkey has got an important opportunity. I have experienced this in Turkish Airlines. Turkish people create a bridge with West. People living in Turkey live both Western and Eastern cultures altogether. They can reflect the warmth of culture in East to West. They can carry this into servicing area. Turkish Airlines being the best in West resources from this. Since our market is West, and since we earn money from West, we’re keeping our success to be the best airlines over and over.

Facial movements of the person, contraction of the muscles exactly reveals what human wants to mean. I will tell you a short anecdote. Stewardess hits something to the passenger’s leg in aircraft. Stewardess promptly smiles and apologizes. This approach is a management style reflecting from the top executive to the undermost employees. In the success of THY, this positive approach has got an important share. We get used to think positive always.

Leaving Turkish Airlines as of the date of 21 October 2016 seating the General Manager chair of Türk Uçak Sanayii Anonim Ortaklığı (TUSAŞ) (TAI - Turkish Aerospace Industries, Inc.) is a country synthesizes West and East… I believe this: The biggest capital of Turkey is, its people’s capability to work with both Western and Eastern cultures. We do this as Turkish Airlines. We do this Turkish people, Japanese, Indian, and French. And now, we have added Africa to these countries. Turkish people get on with all world nations in the meaning of trade. You are the airway company which flying to the highest number of destinations. If we compare to the other airway companies, what kind of a table comes in sight? According to 2015 figures, we are the sixth biggest airline company in foreign passengers. Ahead of us there are three American and two Chinese companies. With respect to turnover we are on the ninth rank. That is we are in the first ten. One of the best ten airways of the World is Turkish Airlines. Is there jealousy among competitors? In a meeting related to EU where politicians and businessmen also participated, an authorized person performs secondary level duty in an air-
lines of Europe explicitly expressed that they appreciate and also envy our success. For sure we like this very much. But this should not indulge us. We have lots of works to do, we have to work hard.

What are the factors taking place behind Turkish Airlines being a world company? In 2003 the General Manager of Turkish Airlines was Abdurrahman Gündoğdu. In those years I was deputy general

A cabin attendant working in domestic lines of an American airways company knows us. In the past few days we were together at a dinner with ambassador of a country. We helped them. We have helped them while transporting their citizens from one place to another. This already exists in our nature. They thanked and said that “you love the passengers much”. The source of our success comes from love as Turkish Airlines.

manager. Turkish Airlines was a long-established company but there was public unwieldiness. At that time Turkish Airlines was a public corporation but Mr. Abdurrahman mentally were not considering company as a public corporation. In the past public corporations have a structure working with low pulse. Mr. Abdurrahman has come here to achieve. It is very important that a general manager’s willing to achieve. He has motivated us. We have worked to achieve in every level as well. Mr. Abdurrahman has given 62 new aircraft order during that period. The growth movement of Turkish Airlines started in that period. In 2005 I have been assigned to the duty of general management. We have made the planning of new aircrafts. We have put into ser-
vice. We leased new aircrafts, increased our flight destinations. We have employed new personnel. Of course a company on its own cannot achieve all these, because of airlines do not business alone. There is a counterfort of state. It is also important that statesmen in Ankara celebrate us because of what we did. All of these added on each other successively and we came to year 2009. Whole World was experiencing crisis. When the crisis started, we have purchased our aircrafts, made our plans, determine our flights, progressing step on the gas all the way, and we dived into the crisis. The difference of our stock exchange value between the beginning of the crisis and end of the crisis was 4 times. This was a terrific growth. Speaking for myself,

What are you doing to carry Turkish Airlines to future? My father in law says that “if you work it happens”. He is a successful businessman. Indeed it is so. We, as Turkish Airlines worked hard and it happened. When we see today, the aviation company flying to the maximum destination on the world is Turkish Airlines. In our total flights we performed, in domestic and foreign lines, there are three American companies ahead of us. There is a difference of 20 as of flight destination between us. That is, when we add 20 more destinations, we will be the aviati-
on company flying to maximum destinations including transporters in America in domestic and foreign lines. We are the sixth biggest aviation company of the world considering 2015 figures. We are the company flying to maximum destination. With 2015 figures, in all other parameters we are the ninth biggest aviation company all over the world. Is this enough? For sure it is not. We do not have any other chance but to be the biggest. Hence we have placed order for 281 aircrafts. 181 aircrafts we have placed their orders years ago during the board chairmanship of Mr. Hamdi will be received until the first quarter of 2021. Therefore we are proceeding with rapid and firm steps.
“Turkish Airlines flies to many countries of the World. There are transfer points. THY always won in transfer competition. It won during the crisis years. We have substituted the decrease of incoming and outgoing passengers with transfers.”
Turkish Airlines turned at the end of 2009. Turkey manifested itself to world after 2009 crisis. Difference came into existence at there. Everybody has seen what we can do. At that moment, people began to come to us. Of course, foreign policy of Turkey; Africa policy became effective as well. Today Turkish Airlines at the position of company flying to maximum number of destinations throughout Africa. We put flight to Mogadishu. This is not a decision taken on the recommendation of politicians in Ankara. Everybody perceives this political but it is not. We have calculated, we have seen the need and put the flight. God helped, we are flying… We are earning well too. This is Turkey’s expansion policy in positive meaning.
This support continued for years and in 2014 our company reached a peak. Hopefully this will last from now on as well. Our Minister of Transportation made advertisement on the name of us. When our present Honorable Prime Minister Binali Yıldırım said “Airways will be the way of people”, this expression generated a power of advertisement that cannot be purchased by money for the airway companies. Then, successively new airports opened. Turkish people loved Turkish Airlines. Aviation is not a business can be done alone. There are constituents of this. There is the government side. Again, abolishing visas with the countries we have relationships all over the world became effective on our growth.

DOES NOT HAVE ANY OTHER CHANCE BUT TO BE THE BIGGEST. Turkish Airlines is the only company performing flights to 248 destinations on the world. It is well ahead of others. In the last 6 years, it was elected as the “Best Air Line Company” in Europe. On the world map behind you, slogan of Turkish Airlines takes place. Widen Your World. It is written Widen Your World. I think that this thought lie behind your success… There is no other way for Turkish Airlines and Turkey to be big. By the geography Turkey is located, it has got no other
chance but to achieve the magnitude she targeted. There is no other possibility for Turkey except to be the biggest economy of Europe. Because the people of this geography can work integrated with West and East. I went to India for a business trip and talked to a politician there. I told that “No one come here as a tourist.” He answered that
“Of course they do not come. Ours are going to West; yours are also going to West.” There is a flow towards the West. This is a culture flow. But this is changing. This is the fact. It is changing economically as well. There is a center of gravity of aviation. Right now it is on Antalya coasts. 1970s world center consisting of Central Europe
and America shifts to South. A transition from West to East is in the topic. A big journey to East is starting. Either you perceive this journey intellectual or economic or tourism, it doesn’t differ… Since Turkey works on both ways, it will be the most benefiting country with this situation.

WE OVERHAULED OUR GROWTH TARGETS 181 planes we have given order during I was carrying out General management, will be delivered until the first quarter of 2021. THY takes rapid and firm steps forward.
First 9 months of 2016 left behind. How did this period filled for Turkish Airlines? How do you consider the end of 2016? What are your 2017 targets? 2016 is not going well economically. We have overhauled our budget. At the beginning of the year we have targeted 72 million passengers, but because of the developments happened, we overhauled on our targets. We have drawn back our passenger target to 69 million. Naturally a decrease occurred. Travels to Turkey decreased relatively. This is an unfortunate situation. Efforts on this matter continue. We have already announced the results for first 6

months; there is a loss of us. We had approximately 400 million TL operational losses. We are a company continuously driving profits since 2002. To make a loss in this year does not end everything. Since 2002 we have made profits in each year and our operational profit rate is over 18 percent. This is the best profit on the world. In the 2009 crisis we were one of the aviation companies having strongest financial structure. In total we were the fourth, in operational profits we were the sixth on the world. Therefore, if we consider the past, taking this year as reference will not be right. But next year, in 2017 we will continue from the point we stayed.

Is it possible to say that 2017 is a year for breakthrough? Since 2003 I am in the company. In 2003 there was Iraq occupation of America. We lived that period as crisis. Tourists started not to come, our flights have stopped. But the effect of this crisis to our company lasted 3 months. Again, 2009 return back to us as an opportunity instead of crisis. Last but not least 15th July coup attempt affected negatively all of our companies and Turkey. But the effect of this has not been so long. It was made through within a short period of time. I can say that especially the foreigners look to Turkey started to normalize. I guess that, the negative effect of occurrences in Turkey
will disappear as of the end of year. I think that, 2017 will be a year that we will continue from where we stayed. Turkey experienced a crisis with Russia in political and economic relations. This crisis has been resolved by the Russia visit of our honorable President. How do you evaluate the experiences? I During his visit to Russia I was also present. There, our Honorable President gave this message to entire world: Turkey executes maneuver and finds a solution. Here is a big and powerful country. As long as this lasts, we resolve all kinds of crisis.
“OUR 2023 TARGET IS 500 AIRCRAFTS 24 BILLION US DOLLARS TURNOVER” Turkey has got 2013 vision. Within this frame, being Turkish Airlines what are your targets? 2023 vision is one of the primary, absolute must subjects. Of course, we have previously determined these targets as board of directors. We have great targets on the way of being the biggest airway of the world by rendering services to 120 million passengers with 500 airplanes and reaching 24 billion US Dollars turnover. Right now we are operating with 328 aircrafts. When I have started my duty of General Management, this numbers was 72. This 328 number will reach to 500 with new aircrafts.
“ISTANBUL WILL BE THE CENTER OF WORLD WITH NEW AIRPORT” The largest airport of the World is being constructed in Istanbul. The first stage of New Airport will be opened in 2018. How will the New Airport affect aviation sector and Turkish Airlines? It is an enormous project. It is necessary to put this across well to world. It decreases the carbon emission on the world. Because of this airport when the passengers of connecting flights make their flights from Istanbul instead of Dubai and Abu Dhabi, whether it is Turkish Airways or Lufthansa aircraft, will consume less fuel. This is academically proven matter. Therefore, above all it will be an environmentalist airport. Less jet fuel will be used. Projects will have a super effect in ecosystem. The number of tourists visiting Istanbul has seen the figure of 13 million. In the forthcoming years this amount can reach to 30 million. When the passengers who use Istanbul for connection, stay in Istanbul for one day, they are counted as tourists. Otherwise they are not counted as transfer passenger or tourists. New airport

can let the number of tourists in Istanbul to 30 million. This means that a 30 billion US Dollars revenue for Istanbul. If new airport does not exist, we cannot reach our targets as Turkish Airlines. With this airport, world aviation is able to breathe. In many airports of the world there are restrictions. In Dubai, in Frankfurt aircrafts are not to go in. No one construct a big airport. Today the biggest airport is in Atlanta. It has got approximately 100 million passengers. On the other hand new airport has got 150 million passenger capacities. As they say, 200 million passengers will be transported. Then, there is the airport in Beijing. And, there is Heathrow Airport. These three airports hardly meets the airport will be constructed in Turkey. It has got such a large area. We are talking about a size of 7.6 thousand hectare. Atatürk Airport established on a 1.2 thousand hectare area. Hence, the new airport is 6 times larger. We made a simulation. In 2035, the number of incoming passengers in Istanbul will be 260 million. Let’s compare this figure today. Atatürk Airport and Sabiha Gökçen render services to 90 million passengers. Atlanta is approximately 100 million and Heathrow Airport is slightly above 70 million. The number of passengers this city will take is 260 million in 2035.
On the world there will not be any other city this many passengers arrive and depart. I’m saying this with knowledge. The matter is not to be large airport; it is being in the right place, in the right geography. When Europeans want to go Africa, Asia; when Asians and Africans want to go Europe, they will use the new airport. Since from now on, the new hub airport center will be Istanbul. In 2035, 200 passengers will be transported in new airport. Sabiha Gökçen will reach 60 million passengers. Istanbul will be the center of world aviation for years. Istanbul will be a center of tourism, will become a convention center.
“IN COMPETITION THERE ARE DEVELOPMENTS IN FAVOR OF TURKEY” What sort of a competition is experienced in Global aviation sector? Turkey will always come to the front because of the location of Istanbul and the new airport’s come true. We will reach a very advantageous situation especially on the matter of transfer passengers. We are flying to many countries of the world. There are points we perform transfers. Being Turkish Airlines, we always won in transfer competition. We also
won during the crisis years. We have substituted the decrease of incoming and outgoing passengers in Turkey with transfers. We will substitute more in 2017. In competition there are developments in favor of Turkey. So to speak, around Turkey is fire circle. In Syria and Iraq civil wars still continue. Terror actions, Russia crisis and coup attempt … If these occurrences happen in another county, economy would collapse I suppose. Turkey is not going through an easy process. But these difficult times have been overcome, are being overcome. This spirit on the night of 15 July should last in all of our works. Do you have any message you want to say to Ekovitrin readers? 2016 was a difficult year for Turkey. How we stand up on the night of 15th July, we have to stand up in education and trade. It is necessary to last this for 10 years more. As of Turkish Airlines we have covered very important and fast ground in the last 10 years. But this year for the first 6 months we announced loss. We published year end revised budged. That is neither so bright. All these only wind us up.

Having 30th rank in 2014 at Global Logistic Performance Index Turkey dropped back to 34th rand at 2016 evaluation, what are the reasons for this in your opinion? Are there improvement efforts? What should be done to increase the competitiveness of our country in World Logistics Market? The logistics infrastructure of our country considerably developed with investments particularly we made in last 14 years. As a result of this, our place in the sector rapidly climbed up. During this period, while the logistics sector on the world is growing about 10 percent in average, in Turkey the potential is growing 20 percent annually. But, especially after 2014, together with the political developments and disorders in the region Turkey is located, the fluctuations in exchange rates caused difficult times for the sector. Particularly the situations experienced in Iraq and Syria caused increase the problems on road transport and, pass fee disagreement experienced with Iran also constitute a significant problem. Despite all these hitches, our sector caught a growth rate about 10 percent. According to World Bank Logistic Performance Index while Turkey was on 39th rank among 155 countries in 2010, in 2014 it escalated to 30th rank. But our target is to take place among the first 15 in 2023. We are taking our measures and make investments within this extent. We also foresee that our sector which is presenting a momentum in harmony with Turkey’s 2023 target of 500 billion US Dollars export will provide 50 billion US Dollars turnover in 2023.

In pursuance of the 7th Article of “Protocol Related to Data Exchange” concluded between Ministry of Customs and Trade and our Ministry on July of 2013, some control and recording processes relevant to some transportation works and transactions which were

Regardless of the fact that, legislation and administration works relevant to our country’s becoming a logistics base continue, logistics sector still considers that transportation regulations increase the costs of logistics sector, and exceeding beyond disciplining with respect to do business, sets so many restrictions and disadvantages the sector. What are the efforts of your Ministry in regard to update the transportation regulations in line with the needs of sector? We have started very important works in public sphere for the development of logistics sector in Turkey. We will carry into effect ‘Transformation from Transportation to Logistics Program’ which takes place in 64th Government Plan and 10th Development Plan. We are aiming with this Program to increase the contribution of logistics sector into growth potential in our country and as I have mentioned shortly before, our country enter into the first 15 countries at Logistics Performance Index. Also we are going on to make all kinds of regulations that will clear the way of the sector. We have ensured to increase the measures and controls transportation without authorization license. Besides this, with the amendments made in Customs regulations spelled the sector. In recent years we are giving efforts rapidly to develop combined transportation as well. When the transportation varieties in Turkey are reviewed, primarily land route transportation system is widespread. Combined transportation can shortly be defined as the transportation of a good in a single carriage unit, without need of reloading by using two different transportation systems. For example, combining land route plus railways or land route and maritime lines. Combined transportation provides cheaper and safer transportation possibility besides its contribution to the economy of country. At the same time, it’s
much more respectful to environment, much more nature friendly transportation system. 90 percent of transportation in Turkey is made by land routes. In EU countries there are also similar situations are the matter. EU countries target to shift 50 percent of entire transportation to combined transportation until 2050. We also work not to fall behind from this system.

LOGISTICS BUILDING VILLAGE Even we are located in a very significant geographical position, in our country a logistic center could not be established yet. Will it be possible to see the samples of logistic centers having railway, port connections, customs and transportation legislation have been completed specifically in European and Asian sides and in other provinces of Turkey during your Ministry? First of all I want to say that; We have actualized the most comprehensive and integrated to each other transportation projects of the period of Republic while our Prime Minister was the Minister and I was the General Manager responsible with Infrastructure investments. We have broken records over records on divided roads. On railways we made projects recreating our country, and we still continue to make. We brought airways to people’s airway. We reminded to our country of its identity of being maritime country. We have opened communication highways. We have taken our country into the league of 4,5G using countries. Thousands of PTT offices all around the country became rendering logistic services. We are still maintaining our works devotedly for developing national and international transportation ways and besides them the development of logistics sector. We also know that, logistics sector should be the driving power constituting the backbone and the supporting our economy on the way of achieving our Country’s 2023 targets to be one of the biggest 10 economies of the World and having 500 billion US Dollars exports by 2023. Within this scope we are struggling to establish a steady, reasonable and effective transportation infrastructure where the varieties of transportation are used in the best places with technical and economic respects. We are taking steps such as extending the distribution centers, efficient management of the ports and developing the ports as centers, giving importance to intermodal transportation by handling the system with a holistic approach, to form, develop and put into practice the new regulations about combined transportation and carriage of dangerous goods, to follow up policies putting forward safety in transportation modes.

LOGISTIC VILLAGE PROJECTS We are acting with the thought that, each step taken in this area will carry the place of our country in world trade to higher ranks. Besides Projects and infrastructure investments such as Marmaray, Baku-Tbilisi-Kars Railway Project, Osmangazi Bridge, Yavuz Sultan Selim Bridge, Avrasya Submerged Tube Tunnel, and 1915 Çanakkale Bridge will enforce much more the target of our Country to become a logistics base. Besides this we are founding logistics centers in our country. Our logistic village projects that are being carried on by the General Directorate of Turkish State Railways (TCDD) are one of the most important steps for Turkey to be the logistics center of the region. Until now we have put into operation of 7 each of logistic centers which are Samsun –Gelemen, Uşak, Denizli-Kaklık, İzmit-Köseköy, Eskişehir-Hasanbey, Balıkesir-Gökköy and İstanbul –Halkalı. The construction works of 6 each of logistic centers, Bilecik (Bozüyük), Mardin, Erzurum (Palandöken), Kahramanmaraş (Türkoğlu), Mersin (Yenice) and İzmir (Kemalpaşa) still continue. On the other hand, in 7 of our logistic centers, the bidding, project and expropriation works still continue. We are establishing these logistic centers together with port, railway and land route connections. When will take criminal action and collection system against irregularities and illegal passes of foreign plated vehicles be started? Road Traffic Legislation and Road Traffic Regulation punitive sanctions are administered to Turkish and foreign plated vehicles “in case of the violating the rules” are defined. Passing fees collected from foreign or temporary license plated vehicles making entrance and exit from our border gates have been specified by “Official Statement Related to Pass Fee That Will be Collected from Temporary License and Foreign Plated Vehicles” published on 07.08.2013 dated and 28731 numbered Official Gazette (OFFICIAL STATEMENT NO: 68) and entered into force as of the date of 01.09.2013. The purpose of aforementioned Official Statement is regulating the fees collected from foreign or temporary license plated vehicles making entrance and exit from our border gates, for contributing to the expenses of maintenance and protection of the land roads and administration of transportation. Collection of the above mentioned pass fees are being made by cashier offices taking place customs directorates.

Being a country surrounded by seas on three sides, why we are not able to receive more share from maritime transportation and cannot be on the front ranks in maritime logistics? Are the required studies being carried out for this? These lands which are the most distinctive peninsula of the world, obtained its Anatolian identity by courtesy of our maritime. Our Government is taking planned and programmed steps to develop our maritime cognizant with this reality under vision of our Honorable President Recep Tayyip Erdoğan and the leadership of our Honorable Prime Minister Binali Yıldırım since the first day of taking office. You also know that, during the Ministry of Transportation of our Honorable Prime Minister, our maritime was considered a “national” and “of top priority” matter in macro sense. Proudly I would like to express that, during the aforementioned period; I have taken place on the factory floor being a navigator General Manager for development of maritime of our country, facilitating port constructions to our country. During that period we have taken into consideration the periodical fluctuation on the world and unexpected factors. Besides this, we have taken steps considering the future of Turkey in our planning relevant to maritime. We did not act seasonally. Ibni Haldun, the author of Mukaddime says that “Geography is our destiny”. Anatolia is our destiny. Seas surrounding these lands are our destiny. To be a maritime country is our destiny. If we do not follow a development strategy get on with sea, we betray to our destiny. Therefore we have made regulations and investments upgrade our maritime in 14 years because of this reason. During this continuum, primarily we have made legislative regulations and separately we have increased the supervisions. We have installed instantaneous monitoring systems for our seas. We have cleared the pathway of investments, we have developed shipyard business. We have equipped our coasts with

sea buildings. We have promoted sea transportation. We have decreased demurrage rates of Turkish ships at overseas ports. To establish safe and secure maritime transportation, with the purpose of increasing safety of navigational, life, property and environment, we have installed ship tracking and control systems. Turkish maritime brought into a much more effective situation in international waters with the steps we have taken recently. We have ensured our Turkish flagged ships to pass from Black List to White List. We have raised our Turkish owned fleet to 14th rank in world ranking from its 19th rank in 2003. Our Turkish owned fleet has risen to 29.2 million DTW from 8.3 million DTW by increasing more than 4 times. While in 2003 the total cargo handling of Turkey was 190 million tons, this figure reached to 416 million tons, we have increased the number of international Ro-Ro lines from 9 to 21. The number of vehicles carried in international lines became 470 thousand from 220 thousand by increasing more than twice in 13 years. We have increased the number of our international ports to 172 from 152. The number of registered shipmen increased from 115 thousand to 273 thousand. With the regulations and investments we made, the number of cruise passengers visiting our ports increased from 582 thousand to 1.9 million. With the supports we have provided to maritime, the number of passengers transported in coastwise shipping increased from 99.8 million to 163 million, and

the number of vehicles carried in coastwise shipping increased from 6.2 million to 13 million. Briefly we have administered Turkey turn her face to sea again. We have rescued our maritime from stormy waters. But our regulations and investments are not ended yet. From now on we have to be more careful, we have to work more our maritime not return back to those stormy days. Right now we are planning legislative regulations relieve the sector some more. Besides we are giving emphasize to marinas and amateur seafaring. We will increase the employment of Turkish seamen in Turkish and world fleets by improving navigation training, and we also will increase boat binding capacity required in sea tourism. We will carry on works on this matter too. We are planning to take measures for promoting cruise ships port of call varieties for our other ports. We will revise the Coastal Buildings Master Plan. We will establish Port Administration Model and administration structure according to this model. In addition to these, we will develop Ro-Ro and coastwise shipping transportation. I see that the most important determinant is qualified labor force in development of our maritime commercial, administrative and technical respects, in carrying our successes in maritime sector to upper levels in global understanding, and fasten our situation. It should be provided that friends specialized in their subject areas participate into international meetings for the purposes of bringing their specializations into the
forefront at international organizations and conduct studies. Besides this we are carrying on significant studies to nominate our friends to provide them for playing more determinative roles by making technical and detailed works in both IMO and other international organizations, and in conventions very important for maritime such as SOLAS, MARPOL on the name of our country. It is working in international arena that providing to see all seamen people and their thoughts at the same environment and adding new perspectives to us with respect to vision. We are continuing to encourage and send friends among the personnel of Ministry who provides required proficiency to training there. Because; we know that what we have to do is to develop and dignify our maritime. On the 100th anniversary of our Republic, we are aiming a Turkey that; until 2023 developing our present practices much more, instead of implementing the rules established, being a rule-maker, have the right to comment on all decisions taken, determining the life and property safety as priority both in 1 mile or one thousand miles and being a pace setter in its region as one of the most preceding countries of navigation and its applications are being determined as target to be reached. We have administrative, technical and operational knowledge and background required for this target. And, we will continuously carry Turkey to better and the best with innovative steps we will take.
IRON SILK ROAD Whether our country will come to its own deserved point with new railway lines, Marmaray and speed train lines constructed in recent years? What are those planning and investments in the forthcoming 5-10 years and in line with our country’s 2023 vision? As you know, today, shifting the economic attraction centers to developing countries and mainly China Asian countries’ leader producer and supplier position in global market trigger a rapid growth in trade and transportation activities particularly in Asia. We have to interpret these developments in time, to take necessary steps and to take our own deserved point as the country. Therefore, within the scope of Modern Silk Road, become prominent and operative of ‘Intermediate Corridor’ line that is aiming to link our Country to China via Central Asia has got a strategic importance for our country. With this perspective, being Turkey, we have introduced the main axis of our transportation policies to materialize large scale infrastructure investments for providing an uninterrupted transportation line from China to London. Particularly the leap forward we have made in the field of railways targets to establish the most important connections to generate Iron Silk Road. In this regard, with our Edirne-Kars Speed Train Project, Baku-Tbilisi-Kars Railway Project and Marmaray we are providing a very convenient infrastructure opportunity to access of East to West via our country. For example, by completion of Baku-Tbilisi-Kars Project it is estimated that, at the initial stage 1 million passengers and 6.5 million tons of freight, by 2034 3 million passengers and 17 million ton freight transportation will be reached. Therefore, Turkey will form the main axis of an economic and competitive corridor which is in quality of complementary of the present corridors between Asia and
Europe by Marmaray, speed train and BTK Projects stepping in, that they have a critical importance for Intermediate Corridor. Could you please draw the perspective of logistics market with its outline? Together with sub business lines employing about 1 million people can be the flagship in our country’s economy? Geographical location of our country, close distance to global markets, its low production and labor costs, experiences it gain on international transportation and sector’s situated on strong basis with EU harmonization process provide our country significant advantages in logistics and transportation arena. Located in a close dis-
tance to geographies such as Europe, Middle East, Caucasus and Central Asia is an important opportunity. Turkey is the most important passage point for Europe for opening to Asia and this transit position of Turkey plays and important role in trade between Europe and Asia. Presently, Turkish transporters doing business and contribute our trade in a vast geography in the East to Kazakhstan and Mongolia, in the West to Portugal and Morocco, in the South Sudan, Oman and Yemen, in the North Norway, Sweden and Finland. Whereas, despite our country came to an important point in logistics arena, its problems last. Increase in global competition, traditional understanding of logistics business administration could not meet the needs of sector and coming

There are works carried out in accordance with the problems and expectations of the sector expressed in Stakeholder – Sector meeting held in April. Together with this; We are working on harmonizing our regulations to EU. It is aimed that, providing freight and passenger transportation services to be effective, efficient, economic, and sensitive to environment and safe, increasing the quality and safety in transportation and passing to corridor approach in transportation planning. It is aimed that; according to the present legislative regulations relevant to road transportation in our country to provide all services rendered should be via e-state gate, to enable issuance of all kinds of the documents necessary to be taken within the frame of aforementioned services without requiring any physical information or documents from the citizens, to supply the data belong to citizens from the institutions and bodies that electronic data are not available yet.

The routes that three aforementioned projects passed through are the highway corridors that traffic demand of Turkey is the most centered upon both in cargo and passenger transportation. Highway projects that connecting Istanbul which is the
biggest metropolitan and industrial city of Turkey to other industry cities with an access controlled, high standards, uninterrupted, reliable, safe and comforting highway are the projects servicing to the geography where 38 million people that is the 50 percent of population of Turkey is living and comprising 60 percent of GDP. Consequently, in case of materializing three highway projects; considering decrease in the level of traffic congestion, hence increase of speed because of improvement of traffic flow conditions, saving time by road users, saving vehicle operating expenses by road users because of improvement of physical and geometric standards of the roads, and decrease of the cost of traffic accidents, we are expecting 2.5 billion TL benefits annually. Since 2002, which projects Ministry of Transport, Maritime Affairs and Communication actualized with how much budged? What are the Mega Projects of Turkey and the projects which will be materialized from now on? How much budged foreseen for these? Our Ministry actualized very large scale and important projects in transportation and communication fields by making 300 Billion TL investments in last 14 years. In investment expenditures, roads take the first rank with 191.2 billion TL which correspond 64 percent share. We put in action the dynamism of private sector too to be able to complete the investments and put into service of our citizens faster. In this way, together with private sector we have started 72.7 billion TL KÖİ (Public Private Sector Cooperation) Projects in 14 years. 50 percent of the aforementioned investments have been completed and together with the PPSC projects in progress of materialization, 36.1 billion TL investments will be rendered to our country. In our investment portfolio there are 3.540 projects which 482 of them are main projects. Materially overall size of these projects is 261 billion TL. We are materializing these investments one by one within our program.
