Foreword

It is my honour to welcome and introduce you to this year's 10th Malaysian Student Leaders' Summit (MSLS) with the theme "Our Future, In Focus". When we look at Malaysia from our universities abroad, it is not uncommon to come across fellow Malaysians who UNITED K INGDO M AND EIRE COUN C I L O F M A L AY S I A N S T U D E N T S see no future in the country. Yet, for many, the issues that affect our country still remain in our hearts, wherever we may be. It is the goal of MSLS this year, to examine these issues and bring to clarity the road to our country's future. All of us here, view these issues with different lenses. We come from different backgrounds and have different perspectives. At the end of this Summit, I hope that we 1 0 TH M A L AYSI A N ST UD E N T L E A D E RS’ SUM M I T all leave with a clear understanding of the issues that we will face. Without clear insight, we will never be able to make informed decisions about how we come to tackle these challenges - and that is OUR FUTURE : IN FOCUS the hope of all of us who aspire to help drive this nation's future.

About us

INTRODUCTION TO UKEC The United Kingdom and Eire Council for Malaysian Students (UKEC) is the umbrella body of Malaysian Students Societies in the universities and colleges in the United Kingdom and the Republic of Ireland. UKEC was officially established in 1995, under its old name, the UK Executive Council for Malaysian Students. In the year 2006, the UKEC Supreme Council amended the constitution and UKEC’s name to include the Republic of Ireland or

Eire. The Council is mandated to represent the views and develop the Malaysian student population and student societies in the UK and Ireland. At present, the Council represents over 80 Malaysian student organisations and approximately 18 000 Malaysian students.

The UKEC hosts three flagship events annually alongside other events throughout the year. Nation building is the main theme throughout our events, along with commitment towards human capital development and leadership training. The events include:

i. Career Fair: aims to provide a platform for Malaysian students to explore job and internship opportunities back in Malaysia and gain insight insight into the Malaysian job market. ii. Project Amanat Negara: serves as a platform for intellectual discourse between Malaysian student leaders and leading figures in politics, economics and social sciences. iii. Malaysian Student Leaders Summit: aims to foster the development of our future leaders and provide them with an open, non-partisan avenue for intellectual discourse. iv. Other events organised by the Council include our Speaker Series (most recently held in Dublin) and the Malaysian Care Day (a day centered on giving back to local communities around the country). Beyond that, we strive to assist, develop and provide opportunities for individual students and organisations to grow.

MALAYSIAN STUDENT LEADERS’ SUMMIT The Malaysian Student Leaders’ Summit (MSLS) is one of our longest-running flagship events. Held in Kuala Lumpur during the UK summer holidays, it plays host to key industry figures and leaders on a wide range of topics to reflect the diverse interests of Malaysian student leaders. The Summit attracts over 1000 students over the course of the two-day conference. The theme for this year’s 10th edition of MSLS is “Our Future, In Focus”. Malaysia is undergoing rapid development in all fields including the political, corporate and social

arenas. With so many new developments, it is key to look towards the road ahead and to understand the direction in which the nation is heading in. As students, and future leaders, it is crucial that our understanding of the country’s future is sharp and clear. Beyond providing a platform to discuss key national issues, we want the Summit to inspire Malaysian student leaders to pursue their own interests and passions in the development of our nation’s future.

Keynote Speaker

Hardtalk with YB Datuk Nur Jazlan Datuk Nur Jazlan, age 50, is the Deputy Minister of Home Affairs Malaysia. He was first elected as a member of the Malaysian Parliament in 2004. A three term MP, he was elected as the Chairman of the Public Accounts Committee of the Malaysian Parliament from 2013 to 2015. He is also the Chairman of UMNO and Barisan Nasional for the Pulai constituency in Johor Bahru, a position he has held since 2003. He has accumulated a wide range of corporate experience since 1990, having served as an independent director of United Malayan Land Bhd, Jaycorp Berhad, Prinsiptek Berhad, TSH Resources Berhad and Ekowood International Berhad. He has also served on the boards of government linked companies, namely Telekom Malaysia Berhad, Penang Port Sdn Berhad and also the Chairman of UDA Holdings Berhad.

He resigned from all his corporate positions on 29th July 2015 following his current appointment during a cabinet reshuffle that year. He is a Fellow Member of the ACCA (Association of Chartered Accountants), UK and was elected as an ACCA Global Council member in 2014. He also served as a Council member of the Asean Federation of Accountants (AFA) during his term as MIA Council member from 2001 to 2011.

Speakers:

Mohd Azharuddin Mat Sah is the CEO for the Suruhanjaya Pengangkutan Awam Darat (SPAD), leading the organisation that plans, regulates and enforces all land public transportation matters in Peninsular Malaysia.

Dr. Ong Kian Ming is the DAP Member of Parliament for Serdang. He was a policy analyst for Socio-Economics Development and Research Institute (SEDAR) and Institute of Strategic Analysis and Policy Research (INSAP).

As CEO of SPAD, he is involved in an assortment of projects and initiatives throughout the country – from an initiative to give Grabcar and Uber drivers special ‘driver cards’ (and thus make them legal drivers), to the Bus Network Revamp in KL.

As such, he has had considerable experience in various fields, and has touched on certain urban planning issues (such as rising public transportation fares) in Malaysia in the past.

In his current position, this is the chance for all participants to ask Mohd Azharuddin interesting questions about a very interesting, and important industry.

Being the MP for an urban district, this forum is an excellent opportunity to have a different perspective on the urban planning issues of the country.

Ziad Razak is the Director of the Greater KL/Klang Valley NKEA of the Economic Transformation Programme (ETP) in PEMANDU, in charge of overseeing grand programmes and projects from public transportation, high-income job creation, to more modest items such as pedestrian paths and wastewater management. He is at the forefront of the push to make Kuala Lumpur a global, world-class city, and participants are encouraged to learn and probe him on all initiatives, large or small.

Vicki Treadell Victoria Treadell (more intimately known as Vicki) was appointed the British High Commissioner to Malaysia in October 2014.

Vicki joined the UK’s Foreign & Commonwealth Office (FCO) in 1979. She was formerly the British High Commissioner to New Zealand and has previously served in India, Pakistan and Malaysia. During her postings in New Zealand and Mumbai, not only did she build on bilateral relations and business links, she was often on the ground looking after her fellow British citizens. Particularly, those caught up in the Mumbai terrorist attacks and the Christchurch earthquake.She worked closely with Indian and New Zealander authorities in dealing with the respective crises. Her FCO career has further covered a wide range of other policy and service delivery roles including three years as UK Trade and Investment’s DirecH.E. VICKI TREADELL, CMG MVO British High Commissioner to Malaysia tor for the North West of England. Vicki was made a Member of the Royal Victorian Order (MVO) in 1989 and a Commander of the Order of St Michael and St George (CMG) in 2010. In 2009 she won the Public Sector Award in the UK’s prestigious Asian Women of Achievement Awards. Born in Malaysia, Vicki received her early education at Tarcisian Convent, Ipoh before moving to the UK where she studied in Bexhill College and took up International Affairs at London School of Economics. In February 2016, Vicki was awarded an Honorary Degree of Doctor of Laws by the University of Reading.


Investigative Journalism Investigative Journalism is a form of journalism in which reporters deeply investigate a single topic of interest, or reporting through one’s own initiative, matters of importance to readers. Such reporting is regarded as highly ludicrous, but not necessarily rewarding. There are plenty of organisations formed by journalists to keep public’s interest at heart, including the Bureau of Investigative Journalism and International Consortium of Investigative Journalists (ICIJ). The Pulitzer Prize honours excellence in Journalism and awards prizes across 21 categories in journalism, and the arts each year. “The ability to spot something locally and have the sophistication, and level of talent to execute it so that it has a national impact,” said Ms. Rowe, now chairwoman of the Committee to Protect Journalists. On a regional level, we hope to introduce investigative journalism to Malaysians, particularly Malaysian students. We want to focus on how investigative journalism has evolved in Malaysia as the country develops. We anticipate plenty of issues that will be delved and discussed in our panel discussion that includes three prominent journalists: Chak Onn Lau, Jahabar Sadiq, and Ian Yee. Main issues that will be discussed include: a)The institutions Freedom of speech of institutions, depth of investigation, independence of media b) Business model for Journalism Mainstream vs non-mainstream, commercial value, advertisements. c) Future for Journalism Career, outlook and prospects.


Investigative Journalism

Speakers:

Jahabar Sadiq is the Editor-in-Chief and CEO of the online, bilingual news portal, the Malaysian Insider. A journalist since 1988, he is well versed in uncovering the truth. He was a contributor to the Guardian and an Op-Ed Contributor at The Opinion Pages, The NYT.

Ian Yee is the Editor and Executive Producer at Star Media Group. He manages R.A.G.E, The Star Malaysia’s multiple award-winning youth platform and BRATs young journalist programme, currently in its 20th year.

Chak Onn Lau is the Founder and Editor-in-chief of CILISOS.MY. Cilisos is an online news portal that reports current issues with a different dose of flavour and view on the happenings of Malaysia. To quote, "current issues, tambah pedas"

Ho Kay Tat Mr. Ho Kay Tat has been Group Chief Executive Officer and Publisher The Edge Communications Sdn Bhd. Since January 2013. Mr. Ho served as an Editor-in-Chief of The Edge Communications Sdn Bhd. He also served as Managing Director and Executive Director of Berjaya Media Berhad (Nexnews Berhad) until February 26, 2008. He has been in the media industry as a Journalist for several newspapers including The New Straits Times, The Malay Mail, Singapore Business Times and Reuters. Mr Ho is highly commended for not only having the entrepreneurial flair to run a media organisation, but also for being adept at content processing. He recently was conferred the Media Person of the Year award at the Malaysian Media Conference (MMC) 2015. Mr. Ho holds a Bachelor of Social Science (Hons) degree, majoring in Political Science from Universiti Sains Malaysia.


Malaysia’s Dual Legal System This session will focus on the current controversies surrounding the civil and syariah courts, whose jurisdictions run in parallel here in Malaysia. The clash in jurisdictions and the impact of Article 121(1A) of the Federal Constitution have led to ambiguity in the law; the Federal Court's lack of conviction in its decisions on such matters and inconsistent judgements at the lower courts have only made the body of law worse confusing both Muslims and non-Muslims. The challenge for everyone now is: how can we solve this?

Dato' Mohd. Hishamudin Mohd. Yunus. He was a former Court of Appeal judge who dispensed the law without fear or favour and presided over some of the most controversial cases in Malaysian legal history. He began his legal career as a Magistrate at the Legal and Judicial Services and took the step up into the judiciary in 1994, from which point he has taken up various positions namely as the High Court Civil judge and the Syariah Appeals Court judge. He was elevated to the Court of Appeal in 2009 and later retired in 2015.

He is a partner at Ramrais & Partners and is currently the Co-Chairperson of the National Young Lawyers Committee (NYLC) as well as the Co-Deputy Chairperson of the Constitutional Law Committee for the Malaysian Bar. He frequently comments on the law on his weekly column on the Star entitled “A Humble Submission” and spearheaded the ‘MansuhkanAktaHasutan’ campaign to abolish the Sedition Act.

Associate Professor Dr. Shamrahayu Abdul Aziz. She is a lecturer at the International Islamic University of Malaysia (IIUM) and a Distinguished Fellow at the Institute of Islamic Understanding Malaysia (IKIM). She has published numerous books and articles with particular focus on criminal and Islamic laws and is currently leading a team of 20 top law experts in the country to conduct a study on harmonising the civil and Syariah legal systems. Her areas of expertise are Malaysia’s constitution, Islamic criminal law and human rights

Dato’ Zaid Ibrahim is a former Minister in the Prime Minister’s Department in charge of legal affairs and judicial reform, and a former Senator at the Dewan Negara. He was the founder of Zaid Ibrahim and Co. in 1987, and as of 2015, is the biggest law firm in Malaysia with 172 lawyers. Dr Kua Kia Soong is a prominent activist and academician in the political circle. He studied Economics and Social Studies in the University of Manchester and was formerly an MP for Petaling Jaya under DAP. He was formerly a director at SUARAM and is now an advisor to it. He has written numerous books, including “445 Days Under the ISA: Operation Lalang 1987-89” and “May 13: Declassified Documents on the Malaysian Riots of 1969.”

Professor Terence Gomez is a Professor in the Department of Administrative Studies and Politics in Universiti Malaya’s Faculty of Economics and Administration. He obtained all of his Bachelor’s Degree, Master’s Degree and PhD from Universiti Malaya and has written various books on the Malaysian political economy, with focus on money politics, the Bumiputera/Malay patronage system and the New Economic Policy (NEP). He was also formerly the research coordinator at the United Nations Research Institute for Social Development (UNRISD).

FinTech Financial Technology or “FinTech” has been the latest buzzword in the financial sector. It is often referred as the next big disruptor although it itself is not a new thing. FinTech is an economic industry composed of companies that use technology to make financial services more efficient. It is a line of business based on using software to provide financial services. Financial technology companies are generally startups founded with the purpose of disrupting incumbent financial systems and corporations that rely less on software or assisting them by integrating new technology to their current business model. Hence, they can be either disruptive or collaborative.

As at year ending 2015, out of the 18.15 Billion USD of funding, 44% goes to the collaborative companies, signaling a change in preference by incumbent large firms/banks. For this year’s MSLS, we hope to introduce and discuss further on “The Rise of FinTech in Malaysia” from the view of a FinTech Startup, an established bank and an accelerator.

A full-time investment banker, Wilson Beh is the co-founder of Next Bank KL (now known as Next Money KL), a global and independent FinTech community with a goal to drive change in banking through design, innovation and technology.
