This processrecognizes that, whenconsidering the City's ability to issue andrepaylong-termdebt, the entiredebtburdenbornebyresidentsandbusinessesshouldbetaken into account.However, this doesnot imply that every taxpayer is a resident, and therefore responsible for repaying the debt of each overlapping government.
(1) The percentageofoverlappingdebtapplicable is estimatedusingtaxable assessed propertyvalues.Applicable percentages were estimatedbydetermining the portionof the County'staxable assessed valuethat iswithin the City's boundaries and dividing it by the County's total taxable assessed value.
