CONSTRUCTION ON WHITEWATER CREEK WATER POLLUTION CONTROL PLANT UPGRADE 18% COMPLETE

It’s an unsung hero within the City of Fayetteville’s infrastructure lineup, but the Wastewater Treatment Plant and the overall sewer system is one of the most important utilities in the community. Fayetteville’s plant is currently being upgraded to better serve the City’s needs into the future, and officials say construction on the Whitewater Creek Pollution Control Plant Upgrade is presently at about 18% of completion. The 2017 Special Purpose Local Option Sales Tax (SPLOST), approved by Fayetteville and Fayette County

voters that fall, included $8 million to go toward this project. Currently, the City’s plant operates using two distinct processes. One portion of the plant utilizes a sequence batch reactor treatment process, and the other portion of the plant utilizes an activated sludge process. Together, both processes provide a treatment capacity of five million gallons per day at the plant. The upgraded plant will consolidate the two processes into one, using what is known as an oxidation ditch, which is more energy efficient and sustainable into the future. It

will continue to provide five million gallons per day in treatment capacity, in a much more efficient and easy to operate fashion. “Currently, we treat on average around 2.3 million gallons of wastewater daily,” said Public Services Director Chris Hindman. “As Fayetteville grows, maintaining that additional capacity will help us address those future needs.” Hindman says the upgrade should be complete early next year.

2019 SPLOST REPAVING PROJECTS NOW COMPLETE, 2020 LIST TO BE DETERMINED IN COMING WEEKS When Fayetteville and Fayette County voters approved the 2017 Special Purpose Local Option Sales Tax (SPLOST), they were approving about $25 million in potential infrastructure projects for the City of Fayetteville, about $4.5 million of which was earmarked for approximately 21 miles of City road resurfacing to take place over five years. That repaving began in 2018, with

about 4.7 miles being completed that year. Approximately four more miles were scheduled for repaving in 2019, but unusually high amounts of rain delayed completion of those projects until early 2020. Public Services Director Chris Hindman says those 2019 projects are now complete, and they are in the process now of setting a list for 2020, which will likely include another four miles or more of repaving. 2 - March 2020

“Right now, we are waiting on grant fund confirmation from the Atlanta Regional Commission, and that will help us stretch our SPLOST dollars even further,” Hindman said. Hindman noted that the goal is to repave about four miles a year. Two of the bigger projects slated for 2020 are 2.24 miles of Redwine Road and just under a mile of Grady Avenue.


NEW CITY HALL CONSTRUCTION UNDER WAY AFTER WEATHER SETBACKS

Photo courtesy of CPS-Atlanta Downtown Fayetteville is on the cusp of being a more vibrant and engaging space, with several residential and commercial projects expected to come online over the next couple of years. Leading the trend is the City’s own 10-acre project, which is expected to yield a new City Hall by May of next year and a new City Center Park about a month before that. Construction began late last year on the City Hall project. Vast amounts of rain in recent months threatened to delay the foundation work indefinitely for the 36,626 square-foot building, but the City and the contractor moved

on a time-saving and cost-saving plan to install geo piers into the ground. Project Manager Steve Mauro with Comprehensive Program Services says the geo piers will provide a solid foundation for the iconic building. When will people see steel rising? “Weather pending, I would say we should see vertical elements start to come out of the ground late April or early May,” Mauro said. The new City Hall is being built next to the Fayetteville City Cemetery on the site of the former Fayette County Public Schools headquarters. It will face West Stonewall Avenue and be set back about 55 feet from the

existing sidewalk. Mauro noted that architectural firm Goodwyn Mills & Cawood and construction company New South Construction have taken precautionary measures recently, including social distancing, to help protect workers and other personnel at the site from contracting the coronavirus, which is reported to be in the wider community. “It is a challenging situation for us all, and the health and safety of the team is a priority over all else,” Mauro said.

CITY GOVERNMENT ADJUSTS OPERATIONS IN RESPONSE TO CORONAVIRUS PANDEMIC Like so many other organizations across the country and around the world, the City of Fayetteville government was taken somewhat by surprise when the coronavirus COVID-19 escalated from being a distant outbreak to becoming a global pandemic. Since then, City leaders have made appropriate steps to help protect the public as well as City personnel from the spread of the disease. The City issued a notice on March 3 that Fayetteville Public Safety officials were monitoring reports concerning the COVID-19 outbreak, and to ensure the public that these officials were in close communications with health authorities on the county, state and national levels. Two days later, the City published a special coronavirus web page, www.Fayetteville-GA.gov/coronavirus-covid-19. This page contains links to health and safety materials and information published by the United States Centers for Disease Control & Prevention and by the Georgia Department of Public Health. Late on March 12, City officials announced their decision to close municipal buildings to the public to further reduce chances of spreading the coronavirus. City personnel continue reporting to work as normal, and now residents and other customers are asked to visit another new web page, www.Fayetteville-GA.gov/Transactions, to help them pay bills and carry out other important transactions online. Public Safety services, including fire, police and emergency medical services, have continued as normal, and people are asked to dial 911 only in emergencies. Nonemergency questions and requests may be made by calling

770-461-HELP (4357). Also, the Georgia Department of Public Health has set up a new COVID-19 hotline, which people can access by calling 844-442-2681. Updates to the City’s coronavirus pandemic responses will be posted on the City’s Facebook page, the City’s Nextdoor account, and on the City’s website. Several upcoming Main Street Fayetteville events have been cancelled and postponed due to coronavirus concerns, and details of those can be found on Page 10. SOUTHERN CONSERVATION TRUST LAUNCHES NEW VIRTUAL EDUCATION PAGE TO SUIT FAMILIES WITH AT-HOME STUDENTS Overnight, many Fayette families have found themselves facilitating their children’s education from home due to government responses to the coronavirus pandemic. Responding to this challenge, Southern Conservation Trust has launched a new web page featuring nature education content centered around the public nature areas they manage, including The Ridge Nature Area in Fayetteville. One of the first publications published is ”The Ridge Wildlife Report” highlighting what you find there, including welcomed species and invasive species. Southern Conservation Trust CEO Katie Pace Quattlebaum says her team plans to add content to the page daily. ”Our team is currently working on a tutorial on how to build a bluebird house,” Quattlebaum said. ”Education is at the heart of what we do, and we couldn’t be more excited to fill any gaps there may be right now.” The new resource page is found at www.sctlandtrust. org/virtual-education.

SEVERAL FAYETTEVILLE EVENTS POSTPONED AND CANCELLED DUE TO CORONAVIRUS CONCERNS Main Street Fayetteville staffers and other City personnel were busy working on several upcoming events, including the April 11 Easterpalooza, the April 17 Friday Night LIVE, and the April 18 Earth Day, when officials at all levels of government began advising against hosting large gatherings of people due to concerns over the coronavirus pandemic. Easterpalooza has been cancelled, as has that first Friday Night LIVE of the year (there are more still planned for later this year), and Earth Day has been rescheduled to line up with the summer solstice, June 20.

The Holiday Dorsey Fife Museum’s April 18 Living History Day has been moved to May 16. The Kiwanis Club of Fayette County’s May 2 Suds and Sounds on the Square event is still on the calendar for now, as are Main Street’s June 5 Friday Night Live ”Strawberry Moon Festival” and June 14 Taste of Fayette.
