Fayetteville firefighters took advantage of an active construction site recently to receive additional rescue training. A bundled-up section of old fire hose was used to simulate a victim trapped at the bottom of structure, and a tower truck ladder with a rope and pulley system was used to rescue them.

CITIZENS POLICE ACADEMY RETURNS SEPTEMBER 16 Fayetteville Police Department’s highly regarded Citizens Police Academy returns this fall, with a seven-week program beginning Wednesday, September 16. Hosted by the Community Activity, Resource & Education (C.A.R.E.) Unit, meetings will take place on each Wednesday, 6-8 p.m., through October 28 in the Police Department Training Room. There is no charge to participate. Interactive sessions will cover topics including C.A.R.E. Unit functions, Patrol Unit functions, Use of Force, Criminal Investigations, Crime Scene Analysis,
DUI/Drugs, Traffic Enforcement, Gangs, Organized Crime, Narcotics, Money Laundering, K9 Officer Functions, School Resource Officers, Tactical Response Team, and the Fayetteville Auxiliary Force. Participants must be 18 years or older. Advance registration is required, and space has been limited to 16 to accommodate social distancing due to COVID-19 concerns. Participants will be required to wear protective masks as well. All 16 participant slots have been filled for this academy session. 3 - August 2020

UNIFIED DEVELOPMENT ORDINANCE WILL STREAMLINE REVIEW PROCESS When the City of Fayetteville in 2017 updated its Comprehensive Plan, City leaders recognized the need to also update the current zoning and land development ordinances. Since then, the City’s Planning & Zoning staff have led the way toward building what is now being called the Unified Development Ordinance. This UDO will help streamline development review, help manage development patterns, and help the City enhance aesthetics along its corridors. “City Staff began researching and documenting zoning and land development best practices from other jurisdictions throughout the country,” said Community Development Director David Rast. “The intent is to establish a framework to re-invigorate the City’s ordinances, many of which had not been updated in years.” The UDO is essentially a single document that addresses how property is developed, combining and replacing the current zoning ordinances and development regulations as well as any other applicable regulations. Rast says the new document will be more legible than current guiding documents, and he says it will reflect best practices in planning and development. “A key component will be the adoption of a regulating plan and development standards for the downtown core, which will play an integral role in managing development patterns and encouraging walkability in this area,” Rast said. “By combining numerous ordinances and regulations in a single document, City staff is eliminating inconsistencies in the code and streamlining the development review and approval process,” Rast continued.
“We are currently editing the final draft and formatting of the text. We will then be adding graphics and photographs to illustrate the intent of the new development guidelines.” Rast said a draft UDO document will be presented in several public workshops in the coming weeks
before it is presented for review by the Planning & Zoning Commission and the Fayetteville City Council. More information on the UDO will be available on the City’s website at www.Fayetteville-GA.gov/ CommunityDevelopment.

MAIN STREET FAYETTEVILLE TO CO-HOST FAYETTE COUNTY 9-11 TRIBUTE CEREMONY

Main Street Fayetteville along with local American Legion and Veterans of Foreign Wars posts will host the first-ever Fayette County 9-11 Tribute on September 11, 6 p.m., at the Brightmoor-Southern Ground Amphitheater. The free event honors the lives lost during the terrorist attacks on September 11, 2001, in New York City, Washington, D.C., and Somerset County, Pennsylvania, as well as the public safety and military first responders and civilians who participated in rescue operations. Additionally, a special tribute during the event will be paid to the nation’s military Prisoners of War and Missing in Action. The Marine Corps League and several local churches will provide inspirational music, and guest speakers include American Legion Post 50 Commander Mark Gelhardt, Sr., Fayette County Sheriff Barry Babb, and U. S. Army Brigadier General (Ret.) Rock Donahue. Mr. Michael Stuart will serve as master of ceremonies. Just outside the amphitheater in the Fayette County High School parking lot, static and interactive displays will include vehicles and booths from the Fayetteville Fire Department, Fayetteville Police Department, and Fayette County Sheriff’s Office. The Army Aviation Heritage Foundation,
based in nearby Hampton, will also have their Vietnam War-era Cobra and Huey helicopters on display prior to lifting off to perform a flyover during the Fayette County 9-11 Tribute program. Displays will open at 5 p.m. Hungry guests will enjoy barbecue treats from Rick’s Ribs. Frozen desserts will be offered by TCBY. New health and safety measures have been implemented at the Brightmoor-Southern Ground Amphitheater to help reduce the spread of COVID-19. Staff will wear protective masks and gloves, and guests are asked to do the same. Sanitizing stations are located throughout the venue, and the entire facility will be thoroughly cleaned prior to each event. Common surfaces will be disinfected through the duration of each event. Complete health and safety guidelines are located on the amphitheater website, www.southerngroundamp.com. The event is being organized through the cooperation of Main Street Fayetteville, The American Legion Post 105 (Fayetteville), The American Legion Post 50 (Peachtree City), The Veterans of Foreign Wars Post 3650 (Fayetteville), The Veterans of Foreign Wars Post 9949 (Peachtree City), and The Marine Corps League Detachment 1325 (Peachtree City). EAST STONEWALL AVENUE TO GO ON A ‘ROAD DIET’ East Stonewall Avenue, which runs along the south side of the Historic Fayette County Courthouse, is due for a makeover in the coming weeks to offer more on-street parking, safer pedestrian access, and better traffic movement. One significant element of the project is what’s known as a “road diet,” and in this case it means taking away one of the three eastbound lanes
and leaving the other two. Currently, eastbound leftlane traffic must turn left and northbound at the Courthouse Square, so that left lane on East Stonewall Avenue is not facilitating any additional traffic flow. That left lane between North Glynn Street (Highway 85) and Melissa Segars Way, a two-block span, will be converted into new parking spaces and additional landscaping. The construction should be complete within the next six months. Downtown & Economic Development Director Brian Wismer says these ideas of improving the infrastructure

around the Courthouse Square have been circulating for a decade or so, and the City is eager to see it completed. “We believe it will improve the vehicular and pedestrian situations around this section of Downtown Fayetteville,” Wismer said. “Thankfully, in recent years GDOT has expanded its criteria in what factors they consider when evaluating downtown projects, so we think this may have helped us get approved.” Design and engineering work has already been completed, and construction bidding has wrapped up as well. The construction work itself is expected to begin this
fall. Announcements will be made on the City’s website and social media channels. When all is complete, Wismer says there will be 15 additional parking spaces along the south side of the Courthouse Square, a shortened pedestrian crossing
at the corner of Stonewall and Glynn Street (on the Historic Courthouse side), and traffic calming for that general area. “This project furthers the City Council’s strategic goal for creating a more vibrant downtown, and it addresses the public’s stated desire 7 - August 2020
for improved streetscapes and walkability,” Wismer continued. “It will promote a safer pedestrian environment in the downtown; making it easier for businesses to accommodate customer traffic.”
