City realizes new City Hall & City Center Park vision in just under five years

CITY CUTS RIBBON ON NEW CITY HALL & CITY CENTER PARK City of Fayetteville elected officials and staff welcomed local and regional dignitaries July 14 for a ribbon-cutting ceremony to officially open the new Fayetteville City Hall & City Center Park. This celebratory milestone came after nearly five years of thinking and planning through ideas of how to create a more efficient and effective city hall workspace while encouraging economic development activity within Fayetteville’s Downtown District. The result is a new two-story, 34,000 square-foot City Hall and an eight-acre City Center Park located on the former site of the Fayette County Board of Education headquarters and first Fayette County High School. On the eastern edge of the park, the privately-owned Triumph Station is nearing completion, as developers renovate and rebuild the old school system bus barn and the historic Fayette County High School gym that were saved on the property. On the southern edge of

the park, Walton Communities has begun grading work on its multiuse residential development, which will complement the City’s efforts to create a new vibrancy in Downtown Fayetteville. “This downtown has been an important meeting place for the much wider community for almost 200 years now,” said Mayor Ed Johnson. “Our vision in building this new City Hall & City Center Park has been to raise the profile of our downtown district and to make it a place that is more accommodating, more entertaining, and more enjoyable for generations to come.” “There are so many people who worked hard to make this new City Hall & City Center Park possible, I can’t possibly name them all today,” said City Manager Ray Gibson. “I do want to say ‘thank you’ to everyone who helped us along the way, to make our vision a reality.” This new building is believed to be Fayetteville’s first purpose-built 3 - July 2021

City Hall in the City’s nearly 200year history. The old schoolhouse on South Glynn Street served as Fayetteville City Hall until early June 2021, when City staff moved to the new location on Stonewall Avenue West. Decades ago, Fayetteville City Hall was located in a renovated home by the City’s water tower and the historic train depot. After 16 months of construction, the new City Hall features 20 offices, seven conference rooms and huddle areas, four open work stations, a state-of-the-art training room, a large balcony overlooking City Center Park, and a City Council meeting room that can accommodate 150 guests. City Center Park offers several water features, including a gentle flume, a splash pad and a pond, playgrounds for all ages and abilities, a dog park for large pets and small ones, three picnic pavilions, and lots of green space. The park officially opened July 17.


CODE ENFORCEMENT OFFICER TERRY WINDLEY EARNS TOP STATE CERTIFICATION Fayetteville Code Enforcement Officer Terry Windley recently earned the top state certification in his profession, the Level III Certificate from the Georgia Association of Code Enforcement. Earning the Level I and Level II certificates required completing six twoand-a-half day training conferences over three years, which were administered by the Carl Vinson Institute of the University of Georgia. Level III required an additional 75 hours of curriculum study, including technical and leadership courses. Windley has served in local and federal government for more than 20 years, and he has been with the City of Fayetteville since 2016. ”This certificate signifies that our Code Enforcement officers are well-trained in the various aspects of code enforcement administration, and they will provide an even higher level of service to the

community,” said Planning & Zoning Director Denise Brookins. ”Mr. Windley is

knowledgeable and courteous, and we are pleased to have him on our team.”

Police Officer Jacob Collins and Fire Captain Josh Collins were recently honored as officers of the year during a Fayetteville City Council meeting by members of the local Veterans of Foreign Wars post.

POLICE CHIEF SCOTT GRAY ELECTED TO GACP BOARD AS 4TH VICE PRESIDENT

Fayetteville Police Chief Scott Gray has been elected to serve as the Fourth Vice President of the Georgia

Association of Chiefs of Police (GACP). The election took place at the GACP’s annual conference in

Savannah. Chief Gray, who has served 30 years in law enforcement, became Fayetteville’s police chief in February 2017 after serving as a precinct captain for the Henry County Police Department. He has served as the District 10 representative for the GACP, and he also teaches budgeting in the GACP’s Chief Executive Training Course for new police chiefs. Also during the conference, GACP members elected Peachtree City Police Chief Janet Moon to be their new association president. She is the first female to be elected to the role. “I am humbled and grateful for this opportunity,” said Chief Gray. “GACP is on the frontline helping to develop policy and practice

for law enforcement in the State of Georgia, and they administer the state certification program for all law enforcement in Georgia. We have a great opportunity as board members to move our profession in a direction that is positive for all. “Being elected by your peers really puts into focus that the job we are doing here it Fayetteville is being recognized in a positive light,” Chief Gray continued. “I am also thrilled beyond words to serve with Peachtree City Police Chief Janet Moon, as she made history by becoming the first female to hold the President seat for GACP. I would also like to thank my wife Regina for her unwavering support during this long campaign.”

PLANNING UNDERWAY FOR 20TH ANNIVERSARY SEPTEMBER 11 COMMEMORATION AT CITY CENTER PARK A second-annual Fayette County 9-11 Tribute is being planned for Saturday, September 11, at Fayetteville’s new City Center Park. This year’s event will feature a special 20th anniversary commemoration of the tragic events that took place on that day in New York, Washington, D.C., and Pennsylvania. This event is again being hosted by the City of Fayetteville and Main Street Fayetteville along with local American Legion and Veterans of Foreign Wars posts. Last year’s event was sponsored by several local organizations and individuals, and those sponsorship opportunities are being offered for 2021 as well. The 2021 Fayette County 9-11 Tribute will begin at 6 p.m. on the lawn at City Center Park. The ceremony will again include special music, speeches, a helicopter flyover, and other performances to honor the lives lost on September 11, 2001. There will also be a special recognition of U.S. military prisoners of war and personnel who are missing in action. The program

will be followed after sunset with a free screening of the family film “Playing with Fire” (Rated PG). Static public safety displays and food trucks will be on site.
