FAYETTEVILLE SURVEYS AND REACHES OUT TO AILING BUSINESSES DURING COVID-19 PANDEMIC Hundreds of businesses within Fayetteville’s city limits have been adversely affected by the COVID-19 pandemic, and City leaders have reached out to try to understand the depth of the impact and to help in several ways. Non-essential businesses statewide were kept closed for weeks under Governor Brian Kemp’s executive orders. Beginning on April 24, select non-essential businesses were allowed to reopen under strict health and safety stipulations, but many chose to remain closed for additional periods of time. The statewide shelter-in-place order was lifted at midnight on April 30, with the exception of medically fragile people and the elderly, who remain under shelter-in-place guidelines through June 12. That is also the date the state’s official public health state of emergency ends. Back in mid-April, the City sent a survey to all Fayetteville businesses to assess the impact of the shutdowns and the general economic disruption, and almost half of the 372 respondents said they had closed temporarily because of the pandemic. Another 32 percent said they had reduced hours. About 25 percent of the survey respondents said they had laid off employees or contract workers, and an additional 19 percent said they reduced worker hours. Another seven percent said they had implemented layoffs and hours reductions. Fewer than seven percent of surveyed businesses reported normal or increased revenue during the pandemic, and around 37 percent reported revenue drops of more than 90 percent. More than 70 percent of the businesses reported revenue drops of greater than 50 percent. In response, City leaders took measures to help. One of the earliest steps taken was in mid-March when the City temporarily suspended water cutoffs. “We knew the pandemic and the necessary resulting business closures would be difficult on our local businesses and on residents, so we looked for ways we could ease their burden,” said City Manager Ray Gibson. “Over the last several years, we have increased efforts to reach out and better serve the

business community. We depend on them year in and year out to serve the community, so it is important for us to help them, too, in their time of need.” One of the next steps the City took was to ease restrictions related to the Temporary Sign Ordinance. In many cases, businesses needed to display extra signs to let patrons know what they were doing differently. Some restaurants remained open, but switched to a carry out and delivery model. Others implemented health and safety measures to ensure customers were social distancing while in their essential stores. In these cases, additional signage helped them convey additional instructions to customers. More help came when the City extended the Occupational Tax deadline to May 1 and then again to July 1. Certain qualifying businesses also benefited from temporary reductions in alcohol licensing fees. In addition to these measures, City leaders including Gibson and Downtown Development Director Brian Wismer fielded numerous phone calls and e-mails from business owners and managers looking for guidance. In some cases, Gibson and Wismer were able to assist them in getting connected to private and federal assistance programs. “These are unprecedented times and circumstances we are experiencing, and we appreciate the input and response we have received from the Fayetteville business community,” Gibson said. “As we move forward with the reopening of businesses and the rebuilding of our local economy, we look forward to increasing the City’s business engagement efforts.”

EDWIN JARVIS, LEYLAND BLUE HOME DECOR, AND PREMIERE HAIR STUDIO JOIN PINEWOOD FOREST Edwin Jarvis, Leyland Blue Home Décor, and Premiere Hair Studio have all in recent weeks signed up to join the Pinewood Forest development being built on Fayetteville’s west side adjacent to Pinewood Atlanta Studios. These three businesses will join the already announced Sugarcoat Nails, Native Beauty Bar, and The Skin Society in Pinewood Forest’s “Town Center” portion of the residential and mixed-use community. Restaurants announced and under construction include Apple Butter Bakery, Honeysuckle Gelato, Hop City + Barleygarden, and Briase. Edwin Jarvis opened its first location in 2016 in Avondale Estates as a mail and co-working center. The newest iteration will still offer next generation mail services but instead of co-working space will include “second mile” concierge services designed to make life easier for customers. Features such as securing a dog walker, setting up appointments for home repairs and booking music lessons will be available. Mail services consist of accepting and processing mail on behalf of residents, taking secure delivery of packages and other traditional conveniences such as notary services, printing, scanning and tech support. “The thoughtfully designed Town

Center is part of what makes Pinewood Forest such a great place to live, work, and play,” said Allen Kim, owner. “We are absolutely thrilled to provide Pinewood Forest residents and surrounding businesses with essential mail, print, courier and concierge services designed to make life simpler and easier.” “The addition of this new suite of services is just another way Pinewood Forest enhances the resident experience, freeing them up to do more of what they love,” said Rob Parker, president of Pinewood Forest. “We’re delighted to help people put this time back in their day to spend it 4 - May 2020

in a way that helps them thrive.” Leyland Blue Home Décor, a local, family-owned boutique will sell home décor and apparel, including a curated mix of furniture, textiles, candles and art. The store focuses on southerncrafted, custom and natural elements. “We are excited and grateful to be launching our dream come true, Leyland Blue, in Pinewood Forest,” said owner Jordan Griffie. “We look forward to bringing our passion for home furnishings, decor, and women’s apparel to the community.” Premiere Hair Studio is an independently owned, full-service hair and custom beauty services salon for

PINEWOOD FOREST TO ADD PROVENCAL-STYLE MICRO VILLAGE

men, women and children. Services include haircuts, color and natural styling. “We’re looking forward to opening in Town Center and growing our business in Pinewood Forest,” said coowner Melanie Roberson. “As Town Center continues to grow, we are excited about the addition of creative retailers like Leyland Blue and Premiere,” Parker said. Pinewood Forest has also announced plans to construct five new Provençal-style micro homes to be built in the heart of the community. The homes will be approximately 535 square feet and priced around

$250,000. Two different floor plans will be available, and each offers a private master bedroom, full-sized bathroom, loft, elevated ceilings, secluded patio and smart home technology. The homes will share a private courtyard in a gated village. Brett Baker, director of residential construction at Pinewood Forest, will oversee the build. “By constructing the homes in a village layout, we are able to promote a sense of community between the residents,” he said. In addition to the new homes, four models in the first micro village are available for sale. The designs range 5 - May 2020

from 408 to 542 square feet and are priced from $199,900 to $223,900. Each home features elevated ceilings, smart-home technology, geothermal energy, high-efficiency windows and doors and custom finishes throughout. All include private courtyard and patio space, use of the shared courtyard and community burrow and direct access to the Woodland Trail. Furnishings are also available to purchase. “Our micro homes are a beautiful example of tiny living,” Parker said. “The craftsmanship of these houses proves that minimalism doesn’t have to preclude quality.” Pinewood Forest is a 235-acre master planned residential and mixed-use development envisioned as a haven for storytellers and creatives. The “new urbanist” community is a contemporary concept in walkable living. Springhill Suites by Marriott

CITY REVIEWING PLANS FOR SEVERAL NEW BUSINESSES A number of new businesses are lining up to join the Fayetteville community in and around Fayette Pavilion, and a long-anticipated hotel may be in the works for the City’s Historic Downtown District. Walmart, which for decades has been an anchor of the Fayette Pavilion shopping center, is planning a 6,500 square-foot addition to the front of their building, which would accommodate the new Walmart Health Clinic. Services would include primary care as well as dental, hearing, and optometry care. The clinic will be located on top of what is now a paved plaza between the left entrance and the Garden Center. A four-acre site located at the northeast corner of Highway 314 and New Hope Road is on its way to being developed as The Shoppes at New Hope retail center featuring two 7,500 square-foot restaurant/retail buildings that would share a patio courtyard. The site would also include a freestanding Smoothie King franchise. Access to the retail center would be from New Hope Road, while an access drive would connect to the adjoining Fayette Pavilion. Navy Federal Credit Union will be joining several other businesses already opened or under construction within the Satterfield Marketplace development located along Highway 85 across from ALDI. The 3,400 square-foot building will include two drive-through lanes and will be located on the parcel immediately north of the multitenant building that includes Chipotle Mexican Grill.

The bank will join the recently opened RaceTrac Fuel Center, Panda Express and Freddy’s Frozen Custard and Steakburgers. The city may also be seeing the long-anticipated downtown hotel project come to fruition. The conceptual site plan for the Springhill Suites by Marriott will be considered at the May 26th Planning and Zoning Commission meeting. The hotel would be constructed on North Glynn Street on a 1.8-acre tract across from Lafayette Avenue. As proposed, the 5-story hotel would contain 86 suites, an indoor pool, fitness center and meeting rooms. The hotel is also planning a rooftop patio.

HOLLIDAY DORSEY FIFE MUSEUM SEEKS OLD PHOTOS, STORIES OF NORTH JEFF DAVIS DRIVE CORRIDOR

The North Jeff Davis Drive corridor Old photos of the area now known as North Jeff Davis Drive are being sought by historic preservationists at Fayetteville’s Holliday Dorsey Fife Museum. The North Jeff Davis Drive corridor, which features many turn-of-the-century (or turnof-the-last-century) homes, is being considered for listing on the National Register of Historic Places. The Old Fayette County Courthouse located in Downtown Fayetteville, as well as the Holliday Dorsey Fife House (home of the museum of the same name), are already on the Register. The museum learned recently that the National Register has deemed a portion of the North Jeff Davis Drive eligible for inclusion. Now the museum is asking for the public’s help in documenting the corridor’s

significance by sharing photos and stories of its history. “This is a great honor,” said Nicole Gilbert, who is heading up the museum’s campaign to have the historic corridor listed on the National Register. “The National Register process is a multi-step journey that can take several years to complete,” Gilbert said. “We are currently on step two, which involves collecting information and completing the nomination form. “We need the public’s help with this part,” Gilbert said. “We need photos and stories of the homes and of the families who lived there.” Those who can help are asked to contact Nicole Gilbert by e-mailing FayettevilleNR@gmail. com or calling the museum office at 770-716-5332. The National Register of 10 - May 2020

Historic Places is the official list of the Nation’s historic places worthy of preservation. Authorized by the National Historic Preservation Act of 1966, the National Park Service’s National Register of Historic Places is part of a national program to coordinate and support public and private efforts to identify, evaluate, and protect America’s historic and archaeological resources.
