NEW MARIJUANA ORDINANCE DROPS JAIL TIME, STRESSES PREVENTION AND INTERVENTION The Fayetteville City Council on November 5 passed and enacted an ordinance that eliminates jail time for marijuana possession of an ounce or less while directing offenders toward drugs prevention and intervention programs. Under Ordinance Number 0-1420, offenders younger than 18 charged in the City of Fayetteville with possession of an ounce or less of marijuana are required to attend court with a parent or guardian, be fined $125, and attend a City-approved, eighthour substance abuse prevention/ intervention program. In addition to this program, each individual will receive a clinical assessment to determine if they meet any of the criteria for a cannabis use disorder. Those individuals who do meet the criteria will receive
a voluntary referral to a statecertified substance use disorder treatment program. Additional penalties apply to subsequent offenses. All offenders found in possession of more than an ounce of marijuana, which is a felony amount, will still be subject to arrest and will be adjudicated in the appropriate court of jurisdiction. The City’s new ordinance applies the same standard to offenders aged 18-21, but they will not need to be accompanied to court. Adult offenders are not required to attend court under the City’s new ordinance, but they are offered a reduction in fines for second and third offenses upon the successful completion of a
court-approved substance abuse program. The fines charged are in addition to court and administrative fees. “We are not decriminalizing possession,” said Mayor Ed Johnson. “If we can identify somebody who has a problem with addiction, we can get them help.”
UPGRADE CONSTRUCTION NEARLY COMPLETE AT WHITEWATER CREEK POLLUTION CONTROL PLANT
Construction progress continues at the Whitewater Creek Pollution Control Plant. The upgrade, which will ensure the City maintains its five million gallons-a-day capacity into the future, is expected to be completed in the coming weeks.

NEW CITY HALL CONSTRUCTION MOVES TO THE INTERIOR AS FINAL EXTERIOR TOUCHES CONTINUE
Construction activities continue at the new Fayetteville City Hall and City Center Park site, with much of the exterior brickwork now complete on the City Hall building as well as most of the interior drywall. Crews are installing the climate control systems now to allow for the next phases of interior work to commence.
Windows and glass are also being installed now at City Hall, and caulking and weatherproofing work are nearing completion. Second-color bricks have arrived at the site and are being installed, while cast-stone pieces are scheduled to be installed in late November. Just down the hill from the new
City Hall building, work is now underway on the concrete flume and sidewalks that will reach into the City Center Park area. Directly behind the City Hall building, early phases of the old gym redevelopment have begun, and work on the nearby bus barn will follow in the coming weeks.
46 INDICTMENTS, 21 ARRESTS STEMMED FROM INVESTIGATION THAT INITIATED IN FAYETTEVILLE
Governor Brian Kemp and Fayetteville Police Chief Scott Gray Governor Brian Kemp and the Georgia Bureau of Investigation today announced 46 grand jury indictments and 21 arrests so far related to a year-long gang activity investigation that was initiated in Fayetteville and spread throughout the country with multi-jurisdictional cooperation. Governor Kemp noted that the cases will be prosecuted in Upson County by Griffin Judicial Circuit District Attorney Marie Broder, who represents Fayette, Spalding, Upson, and Pike counties. “I had the honor of appointing her to this position,” Governor Kemp said during a Wednesday press conference. “As you can see, she has hit the ground running.” D.A. Broder during that press conference acknowledged the collaboration with the Fayetteville Police Department, the Fayette County Sheriff’s Office, and other agencies in successfully receiving the 46 indictments. “Criminal enterprises will not be allowed to thrive in the City of Fayetteville,” said Police Chief Scott Gray. “We will attack these illegal enterprises with all of our partners to help bring them to justice. We applaud DA Broder for her great efforts on behalf of the people of the City of Fayetteville.”
GOVERNOR BRIAN KEMP’S OCTOBER 28 PRESS RELEASE Atlanta, GA – Today, after a year-long investigation and in coordination with Upson County law enforcement and other local partners, the Georgia Bureau of Investigation (GBI) and the Upson County District Attorney’s Office announced that 46 individuals have been indicted under the Racketeer Influenced and Corrupt Organizations (RICO) Act and Georgia Street Gang and Terrorism Prevention Act. Twenty-five individuals have been arrested and 21 are wanted for arrest. “Today’s announcement highlights why my administration continues to prioritize fighting criminal street gangs and supporting the GBI Gang Task Force,” said Governor Kemp. “The task force – working closely with local and federal law enforcement officials – has been the tip of the spear in making our communities safer and bringing criminals to justice. GOVERNOR KEMP RENEWS COVID-19 EXECUTIVE ORDER, EXTENDS RESTRICTIONS Atlanta, GA – On November 13, 2020, Governor Brian P. Kemp signed Executive Order 11.13.20.01, renewing current COVID-19 restrictions through November 30, 2020. The Order takes effect on November 16, 2020 at 12:00 AM. “As COVID-19 case numbers and hospitalizations rise across the country, Dr. Toomey and I are asking Georgians to remain
vigilant in our fight against COVID-19,” said Governor Kemp. “The state has deployed over 300,000 rapid tests to communities across our state, stockpiled a sixty-day supply of PPE, and worked with hospitals and nursing homes to provide the medical staff needed to treat COVID-19 patients. While we are prepared for any scenario, it is vital that Georgians do not grow
complacent. “Continue to wash your hands, wear a mask, watch your distance, follow public health guidance, and get a flu shot. CITY INSTALLS AUTOMATIC TEMPERATURE READERS IN PUBLIC BUILDINGS TO PROTECT AGAINST COVID-19
The City of Fayetteville has installed 16 automatic temperature readers throughout its buildings and has implemented a policy requiring employees to be scanned upon entering the buildings.
Guests visiting City buildings are asked to use the temperature readers as well. Simply stand in front of the reader and follow the on-screen instructions. Throughout 2020, City leaders 6 -November 2020
have monitored the COVID-19 pandemic and have worked closely with county and state health officials to help reduce the spread of the coronavirus.

CONSTRUCTION OVERVIEW: Navy Federal Credit Union has received its certificate of occupancy. The City is reviewing building plans for Meridian on the Square and Walton Fayetteville, both mixed-use developments in the Downtown district. Development plans have been approved for the last phase of the Habersham townhome project. The next phase of the Capstone Apartments at Trilith has been approved. The traffic study for the Southeast Data Center is being prepared. Construction continues at the Fayette Meadows subdivision. Development plans are being prepared for the Satterfield townhome project. Construction plans are being prepared for the Dixon Farms subdivision.
