Fairchild, Koslowsky and Coppolino place in Fayetteville’s 2018 Photography Contest The Fayetteville City Hall lobby is looking lovelier thanks to a new photo gallery displaying winning entries from the City’s 2018 Photography Contest. Dozens of photographers answered the call earlier this year to submit entries into this first-ever contest, which was dreamed up by the Fayetteville Finance Department as a way to engage the public while also decorating a part of City Hall most often visited by local residents. Three of those photographers, Brad Fairchild, Marlene Koslowsky, and Graham Coppolino won first, second, and third place, respectively, in the contest, and theirs and the works of eight more participants were selected for inclusion in the new gallery display. Fairchild’s photo, which is displayed in the center of the exhibit, shows the community’s
most recognizable landmark, the Old Fayette County Courthouse clock tower, from the most exclusive perspective: inside the clock itself. Koslowsky captures a vista within Fayetteville City Cemetery befitting a national resting place. Coppolino’s photo is perhaps the most modernlooking, offering a time-lapse image of the western-facing “Fayetteville” monument sign complete with sweeping automobile tail lights. Photographers chosen by judges for honorable mention include Alex Austin, Carl Martin, Debbie Hembree, Mary Lynn and Hugh Kirby, Kaleigh Gillette, Juvaes L Stratton, Shari Nettles, and Sharon Langston. All 11 framed photographs will adorn the City Hall lobby for the next year. Plans for a 2019 Photography Contest are under way.

Mayor, Council call on residents to ‘Keep Fayetteville Clean’ The City of Fayetteville is on a trajectory for excellent, managed, and progressive growth. There are numerous new development projects currently under construction or in the process for approval; this includes the construction of a new City Hall and government center, a community complex, the implementation of the new downtown master plan, and revitalization of the center of town. Needless to say, the current council is working diligently to be good stewards of your trust and resources and hope we can count on citizens to do their part in making Fayetteville a community we all appreciate and take pride in. To this end, our Public Works staff do an excellent job of keeping the city clean and reducing the litter that is randomly and disrespectfully thrown and dropped from automobiles and some commercial vehicles. The Public Works crews cannot consistently clean our streets and sidewalks and maintain the city’s landscapes and roads alone. We need your assistance in “Keeping Fayetteville Clean”. We are calling on all citizens and business owners to share in the “pride in our City”. Please be cognizant and not throw trash from your vehicles, and if trash is inadvertently dropped, please make an effort to retrieve it. If you are a citizen who takes pride in our city, and if you want to help maintain
the quality and decorum, help by picking up trash when possible. Neighbors should periodically walk your neighborhoods and help show personal pride by picking up trash and litter. We are asking all business owners to please be aware of the condition of your parking lots and business frontage. Please help us by periodically picking up trash and debris that may have accumulated on your property, even if you are just a tenant and not the property owner. When and if you have the grass cut, please ensure the trash is picked up before the lawn mower makes more trash by cutting over debris and paper. Please take care of over-filled trash receptacles to prevent trash trucks from unintentionally dumping trash on the ground, which ultimately blows onto the streets and parking lots. Our Code Enforcement Department will cite businesses who flagrantly allow trash and debris to accumulate on their property. We want all citizens to show and take pride in keeping Fayetteville clean. We can only succeed at achieving success in this effort when everyone joins in and helps. We seek to make Fayetteville “premiere city”, but we can only do so when everyone takes pride in the city’s appearance and cleanliness. Mike Lowry Band to entertain at Taste of Fayette, Sunday, May 6
Mike Lowry (left) and his band will entertain this year at the 17th annual Taste of Fayette event in Historic Downtown Fayetteville. This year, the event will take place on the lawn of the Historic Courthouse.
The 17th Annual Taste of Fayette returns to Historic Downtown Fayetteville on Sunday, May 6, from noon to 4 p.m., and all are welcome to come out and participate as competing local restaurants are awarded “Finest Taste”, “Finest Treat”, and “Most Amazing Booth”. “Taste of Fayette is one of the largest and most popular events we host each year here in Fayetteville,” said Main Street Program Manager Joyce Waits. “Great food and great appetites make for a great festival.” Taste of Fayette takes place on the lawn of the Historic Courthouse. The city’s Downtown Parking Map can be found at www.fayetteville-ga.gov. Admission is free, and guests use tokens, which are sold for 50 cents each, to purchase food and beverages from local eateries. This year’s restaurant lineup includes Alva’s Caribbean Grill, AZN Bar Sandwich, Broadway Diner, Chicken Salad Chick, City Café and Bakery, Indian Oven, C.D.’s Grits and Smoked Meats, Margarita Momma’s Bourbon Street Grille, OZ Pizza, Petite Pies, Pita Mediterranean Street Food, Shane’s Rib Shack, Star of India, Taco Mac, TCBY and Tour de Italy. Tokens can be purchased with cash or credit cards, and an ATM will be on site for your convenience. Beer and wine will also be available at various vendor tents offering a selection of brews to enjoy Page 3
with the food samplings of the day. While munching on the various tastes, visitors can also stroll through the non-food section showcasing a variety of other local businesses. At the Kids Corner, children can visit the bouncy house and slide at no charge. Face painting, balloon making and sand art will be available for tokens or cash, and bungee jumping will available for cash only. A children’s art tent will feature artwork from each of the county’s public schools. The Mike Lowry Band will entertain the crowd Sunday afternoon, featuring their own blend of country and southern rock. While you are enjoying Taste of Fayette, be sure to drop by the Main Street Fayetteville Welcome Center and pick up free 2018 Events calendars and reasonably priced city souvenirs, including the popular Holliday Dorsey Fife Museum “Doc Holliday” T-shirts. City benefits from new Citizens Budget Advisory Committee in Fiscal Year 2019 budget planning The City of Fayetteville’s newly-formed Citizen Budget Advisory Committee is has hit the ground running with two meetings under its belt and at least two more to go before the Fiscal Year 2019 budget process is completed. The City of Fayetteville’s new fiscal year begins August 1, so the first part of each calendar year is a busy time at City Hall, as the Finance Department works with City leadership to set priorities and find ways to fund them. These priorities are set by the elected City Council members with the input of other City residents, so it was decided that a citizen committee would be formed to give input during the formation of the budget as well.
“There has been good dialogue,” said Finance Director Mike Bush. “They’re all interacting. They’re all willing to do whatever needs to be done. “We have two CPAs, a retired hospital administrator, a banking official, a state government employee with budgeting experience, and an attorney,” Bush continued. “It’s a good committee.” Bush said the committee has met twice so far, and they have reviewed the Special Revenue Funds, which are restricted to specific uses. Next, he says the committee will look at the Water & Sewer enterprise funds and the General Fund. “The majority of work has yet to be done,” Bush said. “The General Fund is the big one.”
Unified Development Ordinance project is a follow-up to last year’s Fayetteville Comprehensive Plan process Last year, the City of Fayetteville adopted its Comprehensive Plan, a 20 year plan for the City’s growth, development, and redevelopment. To ensure that new development will contribute to the implementation of the plan, the City is rewriting all of its codes related to development and combining them into a Unified Development Ordinance (UDO). Current City codes are over 25 years old with a patchwork of revisions adopted over the years. The new UDO will update, simplify, and streamline the codes, while combining the zoning, subdivision, environment, and streets and sidewalks ordinances together into one document. Members of the community who have expressed concern over the aesthetics of certain parts of the Hwy. 85 North corridor will appreciate that the new UDO is expected to help the City achieve high-quality infill and redevelopment projects but will not make it more complicated to build or develop in targeted redevelopment areas, including the Hwy. 85 North corridor and the Historic Downtown areas. Following are other objectives for the new UDO project: • Address development procedures – review and suggest improvements based upon compliance with the comprehensive plan, zoning requirements and standards and environmental and economic impacts; • Incorporate steps to ensure that residential and commercial development is consistent with the Page 11
availability of infrastructure and the limitations of resources; • Promote and support multi-modal transportation options including bicycles and pedestrians; • Provide for and promote a sustainably built and natural environment; • Preserve the character of the historic downtown; • Address and update overlay districts, architectural standards, and landscaping standards; • Consider the impacts of land use on the environment and mitigation requirements for those areas prone to flooding; • Provide for and promote incorporation of public spaces and art; and • Build upon the best design principles and practices throughout the United States. The City has hired PLB Planning to write the UDO. The consultant planning team, headed by Paul LeBlanc, has evaluated the City’s current codes and has provided a report on their findings to the City. This week, on Wednesday, May 2, the City Council and Planning and Zoning Commission will hold a joint meeting for the UDO consultant to present the findings of the report. After this meeting, with feedback from the City Council, Planning and Zoning Commission, and from City staff, the consultant team will begin drafting the text of the UDO.
