Message from the President
We achieved great things in 2010-2011! The FCCS had another very intense year with more members, more activities and more services. Representing a platform of more than 400 members, the FCCS is a dynamic, visible and influential organisation, actively contributing to the development of the Franco-Singaporean economic relations. Singapore’s economy grew by an amazing 14.7% in 2010, making it the second fastest growing economy in the world, behind Qatar. The City-State today benefits from a real international recognition and the French companies have understood the fantastic potential this country offers as a regional platform for the ASEAN market.

The French presence in Singapore has more than doubled in the past ten years. Numerous French companies have been involved in large infrastructure, retail and industrial projects. Others have decided to either establish their regional headquarter or to set up their R&D centre here. At the French Chamber, we have played an active role in accompanying this growth, by developing both our activities and business services. I am particularly proud of the success of our new “incubator”, which testifies on our legitimacy in supporting French SMEs willing to set up and expand in the region.

I was also very pleased with the success of our recent “Forum Travailler Ensemble” (Working Together Forum), an initiative aiming at reinforcing business links between French SMEs and large companies. I believe it was a great example of solidarity of our business community in Singapore. In 2011, we will expand our support services by reinforcing our partnership with the Singapore authorities to further enhance the development of French companies in the city. I would like to thank our members for their vote of confidence and continuous support, our board members and permanent team for their hard work and our institutional partners in Singapore for the excellent relations maintained with our Chamber. 2011-2012 will certainly show the continuation of this trend and our Chamber will continue its efforts to always serve you best.
Message from the Director
The FCCS had an exciting year full of enriching events and new business developments. During 2010-2011, all our departments showed a significant increase in their activities.
This year, we surpassed the milestone of 400 company members, in line with the increase number of French companies in Singapore. Through our various dedicated committees, we organised more than 100 conferences, talks, meetings and events which grouped a total of 3,750 participants. You will be able to review their activities in this report. Of course, the highlight of the year was our Gala Dinner, a prestigious annual rendezvous of glamour and French flair. We launched a new French Gourmet Committee to reflect on the growing place of Gastronomy in Singapore. This committee will be organising many events in the coming months, particularly during the “Voilah! French Festival Singapore” in November. Our Recruitment service was very active in helping companies find the right candidates: 54 placements were made through our services this year. The new FCCS Training offer was particularly well received with 103 people attending a session in 2010.

You will find in the report an exhaustive presentation of the support we provided in the form of business missions, participation in exhibitions and business setups. This business offer was reinforced and extended in May 2010 with the opening of a “Business Centre” within the FCCS premises offering 10 work stations to better support newly set up companies in their development process. This year, we put a lot of emphasis on improving and developing our various communication tools to give more visibility to our members and further promote French business in Singapore.

Many projects lie ahead and the FCCS has ambitious plans for the future. Our Chamber will continue to develop new activities and services that will provide its members with the best possible platform to have access to information and business opportunities. Highlights of 2010/2011 Our mission is to develop relations between our members and the Singaporean business community, and to encourage economic, commercial and investment relations between France and Singapore. To achieve this, we provide a comprehensive business platform to address regional issues; we promote our members’ interests to key decision-makers, and provide an extensive range of communication tools and services. The “Forum Travailler Ensemble” (Working Together Forum) An extremely successful initiative and a citizen approach for this event which consisted in a half-day of business-to-business meetings to reinforce business links between French Small & Medium-sized Enterprises and large French groups established in Singapore.

A Training Seminar on Burgundy Wines Two workshops (a beginner level and an advanced level) were organised by the FCCS for the account of the Regional Council of Burgundy and the Burgundy Wine Board in November 2010, bringing together theoretical level and tasting of a selection of Village appellations.

New French Gourmet Committee This new committee was launched in March 2011 for Food and Beverage representatives to meet, network, exchange ideas and discuss common issues. It also aims at promoting French Gastronomy in Singapore, by organising various French culinary events throughout the year and a “French Marché” within Voilah! Festival in November.

Membership Profile in 2010/2011 A Wide and Diversified Business Platform 412 company and individual members: - All nationalities: French, Singaporean, International. - All sizes of companies: MNCs, SMEs, Entrepreneurs. - All sectors represented.
At the end of May 2011, the French Chamber of Commerce in Singapore has 412 members, an increase of 14% compared to the previous year. The number of members has been growing constantly since 2003. This growth is the result of a conjunction of the following factors: - the growing number of French companies established in Singapore - a spontaneous interest in our Chamber, due to an increased visibility in the business community and the pro-active approach of our members in promoting the FCCS.
Membership Categories Our 412 members represent 373 companies and 39 individual members. The structure of our membership 2011 is the following: - 23 Patron Members (Corporate Company Members that specially support our Chamber by paying double membership). - 220 Corporate companies. - 79 Entrepreneur companies. - 51 Associate companies. - 39 Individual members.
Members’ Nationality - 54% French subsidiaries. - 21% Singaporean companies with French interests. - 14% Singaporean companies. - 7% Other European companies. - 4% Non European/Non Singaporean companies.

Strong Representation of SMEs We proudly count among our members the great majority of large French Companies in Singapore, though for the past several years the number of SMEs has grown, reaching more than 60% of our members. We are also particularly proud of the growing number of French entrepreneurs joining our Chamber, highlighting the dynamism of our business community.

It is a platform for discussion among members in sectors linked to energy. This includes oil & gas, commodities, renewable energy, energy efficiency, building/construction, power generation/electricity, transportation, water and waste management. The Committee also aims at providing a forum for information on innovation, research, development and demonstration in the areas of energy, the optimal use of energy resources, analysis and optimisation of energy processes, the environment, and sustainable energy systems.

Objectives The Entrepreneurs Committee is the place for entrepreneurs to meet and network. They believe that diversity creates dynamism and that experience sharing benefits each and every entrepreneur. In that respect, they coordinate informal meeting between French entrepreneurs of Singapore and organise Breakfast Talks specifically targeted to members’ needs.

Following the success of the first joint networking event, a joint-networking event for Entrepreneurs with the American Chamber’s Entrepreneur Committee was organised on 12 May 2011. The Committee also decided to create a dedicated platform of exchange on LinkedIn for the FCCS Entrepreneurs where our members can exchange tips and contacts.

Committees’ Activities Human Resources Committee Olivier Chavanne (Total Oil) Nicolas Ribeyron (Imerys) Caroline Siriex (Air France-KLM) Objectives The HR Committee groups HR Directors from multinational companies and HR professionals who meet every two months to exchange best practices and discuss HR trends and issues in the Asia Pacific region. The role of this Committee is also to provide company leaders and Human Resources managers with information on the employment situation in Singapore and on the evolution of employment schemes or remuneration strategies.

Committees’ Activities ICT Committee Mathilde Brousteau (CVML) Jean Garez (Asia Technical Services) Renaud Harduin (Essilor) Objectives The ICT Committee organises roundtables to tackle different ICT topics, develop exchanges between FCCS IT companies and IT people in order to increase business in the region, share technological knowledge and know-how in the region. It also organises regular Breakfast Talks and presentations where guest speakers address members on technology trends and issues that have an impact on business in Asia. Committees’ Activities R&D Committee Dominique Baillargeat (CINTRA) Jean-Philippe Launay (Essilor) Jean-Manuel Mas (Rhodia) Daniel Racoceanu (CNRS IPAL) Objectives The R&D Committee was set up in September 2009 to group professionals having an activity linked to R&D and R&T. The idea was to form a R&D platform, i.e. a large scientific base for information and experience sharing, giving exposure and visibility to the French Scientific Community in Singapore.

Committees’ Activities FCCS Annual Gala Dinner: Glamorous Cannes An exceptional Gala dinner was organised on 27 May under the theme of “Glamorous Cannes”. This annual prestigious Gala Dinner celebrates French style and “Art of Living” and is recognised in Singapore for its exquisite refinement and special “French Touch”. The evening was a fabulous night where the best of Singapore meets the most refined of French creativity.
This year, for the first time at a Gala Dinner in Singapore, Masterchef Alain Passard – a 3-Michelin-Star Chef since 1996 – not only gave a demonstration of his skills and inventiveness, but also shared his view on the whole concept of preparing food. Our special Guest Star Fann Wong, named by CNN as one of Asia's 25 greatest actors of all time, opened the ceremony with Hamish Brown and gave us the pleasure to sing a few songs.
More than 520 guests attended this event, which was the perfect opportunity for our business community to show its cohesion and strong mobilisation to reinforce the links between France and Singapore.

Forum Travailler Ensemble - A successful First Edition
The “Forum Travailler Ensemble” (Working Together Forum) in Singapore was a new initiative that aimed at reinforcing business links between French Small & Medium sized Enterprises and large French groups established in Singapore. This event was organised by the French Chamber of Commerce in Singapore in partnership with the French Foreign Trade Advisors (CCEF) and Ubifrance Singapore.
Our 130 participants also enjoyed the networking opportunities during the coffee break and turnovers. To end this busy afternoon, our participants were invited to a reception at the French Residence.
More than 60 companies and 200 business meetings Throughout the afternoon, our team organised more than 200 business meetings between large companies and SME’s.
The feedback of this event was very positive and we hope that these meetings will help French large groups and French SME’s strengthen their collaboration!

Actions Many events took place in 2010/2011 offering invaluable networking opportunities, including among others: Welcome to Singapore – 17 September 2010: our annual “Rendez-Vous” brought together more than 200 persons this year, friends and newcomers to Singapore. The gathering was a great opportunity for new expatriates to Singapore to get introduced to the French Business Community. Our event took place at The Pod of the National Library which offers a great panoramic view all over Singapore. With a great fair play and team spirit, our 168 players competed in a friendly and relaxed atmosphere on a sunny day. Even though the competition was tough, players still found some time to share a glass of Pastis. Business Support Activities & Services Business Support Department
The Business Support Department of the French Chamber continues its efforts to support French business development in Singapore and to attract French exporters into the Singaporean market. The FCCS Business Support team assists companies in a wide variety of services ranging from support in commercial and marketing activities to setting up a business or company. Approaching the market, scheduling appointments, tradeshow participation, visiting sites, partner search, commercial and administrative representation, company set up and administration services represent concretely what the FCCS can provide on a shoestring. With an intricate business network at hand, FCCS collaborates with many other professional organisations. Since 3 May 2010, an additional 80m2 of office space within the current offices of the FCCS is offered. These fully
equipped and new offices (telephone, Internet access, meeting rooms,...) have been created in order to offer our French Entrepreneurs and SMEs a turn key solution, allowing them at the same time to benefit from our infrastructure and wide network. Complementary services offered include International Trainee support and additional administrative services. Since January 2006, through a partnership agreement signed with the Regional Council of Burgundy (CRB), the FCCS has been hosting in its offices the Representative of the CRB (Conseil Regional de Bourgogne) – now Alexandre Bac – and have created a privileged relationship with this region. Last but not least, the FCCS can also provide assistance to those Singaporean companies searching for contacts and business partners in France linking their specific request to the established network of National Chambers.

Business organisations in France - Cluster on Information and Communication Technologies (ICTs) applied to maritime activities looking to collect recommendations and insights on this field. - French business school looking to organise a business trip in Singapore for its 60 students attending its Master in Pharmaceutical and Biotechnology Management.
Industry - Engineering, manufacturing and services company specialised in installations integrating high-pressure water-jet technologies. - French company specialised in support services for maintenance engineering and technical documentation in the naval, industrial and manufacturing sectors. - Leading manufacturer in designing, manufacturing and installing autoclaves and other special industrial equipment.
Four of these business missions were organised in the framework of a collective business mission in cooperation with Ubifrance Singapore. Besides these missions we have also worked with he Malaysian French Chamber of Commerce & Industry and the Franco-Thai Chamber of Commerce on a mission to source helmets and sports equipments’supplyers.

Business Support Activities & Services Trade Shows As Singapore is an important trade exhibition hub, the FCCS facilitates the participation of French companies in Singaporean Exhibitions offering fit-to-measure and ready-to-use solutions including: ß Financial support: subsidy given to each exhibitor thanks to the support of Ubifrance. ß Administrative and Logistics assistance: Fully equipped "ready-to-exhibit" booths, registration of companies and handling of technical and publicity documents; ß Printing and handout of the French Pavilion exhibitors catalogue, additional public relations campaigns (Press Releases) to the media, professional organisations and regional companies; ß Organisation of networking events with regional partners and professional organisations; ß On-site dedicated contact during the exhibition ensuring administrative & logistics support. Between June 2010 and end May 2011, four French Pavilions at major tradeshows have been organised by the Business Support Unit of the FCCS – CommunicAsia and BroadcastAsia, 15-18 June 2010; Medical Fair Asia, 15-17 September 2010; and BuildTechAsia, InterDecAsia & Asia Lighting 2729 April 2010 – attracting a total of 54 exhibiting companies.
CommunicAsia and BroadcastAsia 2010 The French participation at the two regional tradeshows CommunicAsia (solutions and products for the communication and information technology) and BroadcastAsia (digital multimedia and entertainment sector) has been hosted, handled and organised by the Business Support Unit of the FCCS since 2002. In 2010, under the French Pavilion, 20 companies exhibited at CommunicAsia whereas BroadcastAsia attracted 14 companies, bringing the total of French exhibiting countries under the French banner to 34 companies.
Medical Fair Asia 2010 Medical Fair Asia, the Asia’s largest and most comprehensive medical and health care showcase, provided vital access for companies penetrating the Southeast Asian markets. The French Pavilion organised by the FCCS registered 12 companies, a record participation for French companies.
BuildTechAsia, InterDecAsia & Asia Lighting 2011 BuildTechAsia is one of the largest gathering of building technology in Southeast Asia. Held concurrently with InterDecAsia 2011, dedicated to interior decor and retrofitting, this tradeshow brought major industry players together. For the first edition, the FCCS organised a French Pavilion with 8 French companies.

Business Support Activities & Services Company Set Up The French Chamber supports businesses and companies wishing to set up a business or company in Singapore by helping registering their business or company from scratch, be it in the form of a simple market representation to an active economic entity on the market. The FCCS provides companies with legal and administrative information needed and processes the request with the authorities in the best possible way in order to acquire registration as easily and smoothly as possible. From June 2010 to end May 2011, a total of 250 companies have been met and possible development and business set up discussed and proposed. 33 companies have actually set up an office in Singapore of which 23 Private Limited, 9 Representative offices and 1 Branch.
Incorporation of Private Limited Package: including the coordination and assistance on the full process of the incorporation up to the point of obtaining the certificate of incorporation. 23 Private Limited Companies covering sectors ranging from high tech consumer items to industrial precision engineering solutions: - Various ICT softwares and services for banks and financial institutions, services of engineering and integration, high technologies consulting, building and construction. - Design and development of applications for Smartphones. - Advanced software tools, and expert consulting services on business process analysis, enterprise architecture and governance, risk and compliance. - International sourcing and external purchasing of non strategic material and supplies. - Sales of labelling, signalisation. - Import/export of commodities for pharmaceutical industries. - Maintenance and services activities for forming presses in aerospace industry. - Worldwide leading designer and provider of high technology solutions to the Oil and Gas industry. - Precious metal refining company. - After sales services for underwater robotics. - Private equity services. - Business solutions for supply chain management.
- Consulting company providing fiscal and financing advice and services. - Solutions for credit risk management. - Brand expression consulting company. - Coaching and HR services. - Business and Management consultancy services. - Sales and distribution of lighting products.
Set Up and Registration of Singapore Representative Office including: liaison, advice and drafting of sponsor letter, preparation of the required documents included the translated documents, submission and monitoring with the local institutions (IES, MOM, etc). 9 Representative Offices in the following sectors: consumer goods: food, wine or cosmetic products distribution, financial and supply chain management softwares, medical imaging, ICT, electrical socket-outlets systems. A Branch office in the area of services to manufacturing and research industries. The Singapore Economic Development Board supported the efforts of the FCCS Business Support by providing financial support under the Locally-based Enterprise Advancement Programme (LEAP).

Business Support Activities & Services Additional Services Further to market introduction through listings, missions and partner searches, the Business Support Unit has engaged in developing its services such as administrative and commercial representation, employment pass sponsoring, turn key office space availability, in all, providing the total potential of a suit of services needed by the Business Support Unit to offer fit to measure services to each request of a French SME: We can help you in what ever way possibly to bring your business agenda forward‌
Commercial and Administrative Representation - For companies introduced to the market during a first visit and who would like a follow up. - For companies that need to boost their administrative tasks in Singapore due cost, time and manpower related issues and wish to use the employees of the Business Support unit part time. - For companies who wish to boost the performance of a junior employee mandated to develop the commercial positioning of the company in Singapore and the region and need an employee of the FCCS for supervision and introduction to the FCCS network.

Actions taken The 80m2 of additional office space was created through adding the neighbouring available offices to the existing offices of the FCCS. This extension created 10 new offices, 2 in a double closed office, 2 offices in one closed space each and 6 offices in open space. The aim of creating the additional office space is to provide turn key offices for: - New companies setting up and providing a plug and play service prior to finding a more long term solution and work space. - New companies wanting to commence business in Singapore and the region with the help of a young professional. - Existing companies wanting to move into a more business oriented or downsize remaining in a networked and business environment .
Results since May 2010 14 companies have already been hosted in our Business Centre from different sectors of activity: ICT, TV channels distribution, consulting, the Burgundy Region, French cluster focused on nutrition/health/taste.
In May 2010, an additional 80m2 office space was opened within the current offices of the French Chamber of Commerce in Singapore. These fully equipped and new offices (telephone, Internet access, meeting rooms, receptionist, etc.) have been created in order to offer our Entrepreneurs and SME's a turn key office solution, allowing them at the same time to benefit from our infrastructure and wide network.

Business Support Activities & Services Administrative Support NEW SERVICES Business Centre In order to support the companies that have an office within our premises, we have recruited a receptionist who deals with postal distribution, call reception, call transfer and call screening, board room booking (at a preferential cost) and small meeting room booking. Currently there are 7 companies enjoying this service.
EXISTING SERVICES Application of Employment Pass / Dependent Pass / Long Term Social Visit Pass / Student Pass / Entrepreneurs Pass Application includes preparation of required documents, translation of qualification papers, advice on how to fill in duties and justifications in order to get approval, submission to the Ministry of Manpower and collection.
Between June 2010 and end May 2011: - 84 Employment passes of which 9 renewals, - 60 Dependant passes and 6 renewals, - 4 Long Term Social Visit Passes, have been successfully processed.
Domiciliation Clients who stay overseas most of the time, or travel frequently, can benefit from the convenience of our permanent local address for forwarding all correspondences. During the year from June 2010 to June 2011 40 companies have used our domiciliation services of which 18 on a long term basis.
Translations Translation of official documents from French to English and visa versa by a certified translator: 265 documents have been translated since June 2010.
Overview results Business Support in numbers Between June 2010 and end May 2011, the numbers of events and clients counted: Contacts / Information / Events / Company Set Up - 450 company contacts have been made of which: • 50% regarding company set up. • 20% regarding market information + mission proposals & FCCS services. • 30% regarding exhibitions. Office Space and Administrative support - 7 companies/organisations currently using the offices of the FCCS. - 18 domiciliated companies. - 2 EP Sponsorship.

HR Services Recruitment During the year 2010/2011, our Recruitment Service continued its development by increasing its services for companies and French nationals looking for career developments in Singapore. Our Recruitment Service was created in September 2004 with a Convention being signed with the French Embassy. This convention allows FCCS to operate an “Employment and Professional Training Committees” (CCPEFP) to assist French nationals looking for job opportunities in foreign countries. Recruitment Service reports once a year (January) to a Steering Committee composed by the French Embassy, the French Consulate, and representatives from French institutions and majors business partners. Reports are then evaluated by a National Committee in France for the yearly subsidy attribution. The FCCS applied for an Employment Agency License, which was granted by Singapore Ministry of Manpower end of 2005. This License, renewable each year, allows the FCCS to continue developing its recruitment activities and services for any companies and candidates.
Activities Our Recruitment Service has 2 core missions: • Assist companies hiring in Singapore in their search for French or local talents. We offer support and advice in the recruitment process by defining positions, referring candidates matching requirements after interview and establishing a short list of candidates. Our Recruitment Service is also giving advises on HR issues and participates in animating the HR Committee. • Assist French nationals or French-speaking persons in their job search and career development on the local market. We maintain an active database, give information and advice on employment issues, labour market, and refer job seekers to companies on a prospective way.
Results June 2010-May 2011 In the whole year 2010, the FCCS recruitment service registered 147 job offers. The service received 1077 applications, 537 candidates being in Singapore, 202 from the APAC region and 338 from Europe. 54 offers were satisfied. In 2011 as of end May, 39 offers have been registered and 16 have been satisfied.

External Relations Partners in Singapore and in ASEAN French Institutions in Singapore French Embassy The FCCS is proud of its collaboration with all the departments of the French Embassy in Singapore. Several events and meetings have been organised throughout the year with the active participation of the French Ambassador himself, the Regional Economic Service, the French Trade Commission UbiFrance, the Department for Culture, Science and Education and of course, the Consular section.
Singapore Business Federation (SBF) The apex business chamber champions the interests of the Singapore business community in trade, investment and industrial relations, representing more than 15,000 companies as well as the local and foreign business chambers and key national and industry associations. The FCCS collaborates regularly with SBF whether on events or publications.

Singapore Authorities and Institutions Singapore Economic Development Board (EDB) This strong organisation is very supportive of the FCCS actions and recognises our Chamber as an incubator of French SMEs willing to settle in Singapore.
The FCCS is an active member of EuroCham, founded by the European National Business Groups in Singapore, to speak with a common and stronger voice on European issues... EuroCham’s mission is to lobby the Singapore and EU authorities on industry issues raised by both EuroCham and European National Business Groups and to facilitate trade between Singapore, the AsiaPacific Region and Europe.

The FCCS organises regular joint events with other Chambers of Commerce in Singapore. This year, various events took place with the Japanese Chamber of Commerce, the American Chamber and Singapore International Chamber of Commerce among others.
External Relations Partners in France Union of the French Chambers of Commerce Abroad (UCCIFE) French Chambers in 78 countries, which together represent the largest private network of French companies in the world. Its mission is to act as a network coordinator circulating information, cooperation and know-how, promoting its members to the business networks in France and providing some specific services. This network represents more than 25,000 companies around the world of which 50% are non-French. Belonging to this network gives us the opportunity to share experiences and to help our members doing business in the region by collaborating with other French Chambers in Asia Pacific. The FCCS participates twice a year in UCCIFE seminars, once with all the Directors of all international French Chambers and once with the Directors of the French Chambers in Asia, for experience-sharing. ACFCI and CCIs Our Chamber has strong relations with the ACFCI (Assembly of French Chambers of Commerce and Industry), the national public establishment responsible for the direction and amalgamation of the French Chambers of Commerce and Industry (CCIs). The AFCI groups together 148 metropolitan and overseas local chambers, as well as the 21
regional chambers, thus representing 1,800,000 French companies. The FCCS collaborates on a regular basis with a number of CCIs in France and is proud to be part of this network, helping French SMEs to internationalize. Thanks to this great partnership, the FCCS can play an active role and be more efficient in supporting French companies willing to develop business with Singapore. French Ministry of Foreign Affairs The FCCS continues its mission of assistance to French citizens willing to find a job in Singapore and benefits again this year from a financial support for fulfilling this mission. Burgundy Region Since January 2006, the FCCS has been working very closely with the Regional Council of Burgundy (RBC) through a partnership agreement. We are delighted to host the representative of the RCB, Alexandre Bac, in our offices and to collaborate with his on many missions. Other Partners in France The FCCS collaborates on a regular basis with numerous other partners in France: the French regions of course, but also the professional associations and business confederations.

Financial Report The financial statements for the year ended 31st December 2010 have been audited by Mazars LLP. The French Chamber’s net surplus before taxation for the year ended amounts to S$ 70,577. These good results can be explained by an increase in our income revenue, generated by an increase in the number of members, events and business support activities.
