Message of the President

2009-2010: another impressive year for the FCCS With a record number of members reached this year, the FCCS demonstrated its great attractiveness and crucial role when helping companies gain insights into doing business in Singapore and in the APAC region.

“20 May 2010. The Ministry of Trade and Industry (MTI) announced that the Singapore economy expanded by 15.5 per cent on a year-on-year basis in the first quarter of 2010. MTI will maintain the GDP growth forecast for 2010 at 7.0 to 9.0 per cent”.

How difficult it is, when reading these lines, to recall last year’s situation, when Singapore (like most countries) was facing one of the worst recessions in its history! This again proves the fantastic reactivity of the Singapore authorities taking all appropriate measures to support the country and its economy and allow it to resurge out of the crisis much more rapidly than many others. On the French Chamber side, we were very fortunate as we did not undergo any slowdown in terms of activities and revenue. On the contrary, the number of our members has never been so high – 360 today – illustrating the extreme dynamism of our Chamber and a figure in line with the growing presence of the French business community in Singapore. I take this opportunity to thank all of them and especially our Patron members for their continuous support, which is not

only essential to the success of our efforts but even more so for their contribution in promoting and giving visibility to French business in Singapore. I am also very impressed with the growing number of French entrepreneurs who joined the FCCS this year, highlighting if not more, the fantastic entrepreneurial spirit of our compatriots in these difficult times and the growing importance of the Chamber as a business platform for networking and business opportunities. During the year 2009-2010, we took on many new projects, in addition to our comprehensive suite of conferences, meetings and events. I will only mention a few of them but more information on all our activities can be found in this report. We dedicated a lot of efforts to improve our communication tools and modernise the visual identity of the FCCS. Our website was revamped totally, allowing us to better promote our members (through a video interview of our Patron members for example) and facilitate more generally the access to information. These actions resulted in a growing interest in the Chamber as shown by the tremendous

increase in the number of web visitors. More recently, the layout of our Focus magazine was also redesigned for a more modern look. In our ongoing efforts to offer our members more services and reward them for their loyalty to our Chamber, an interesting initiative we took this year was the launch of the FCCS Privilege card: a comprehensive range of benefits strictly dedicated to our members. This project also contributed in attracting new companies interested in becoming members and partnering our programme. Another interesting project was the launch of a new Training Programme in January 2010. The FCCS worked in collaboration with highly qualified training providers to offer a comprehensive Training catalogue with several training modules from Personal Development, to Management and Professional Skills. The training sessions that have been organised so far received a good attendance and excellent feedback from our members. Our Committees were again very active this year and you will find a summary of their initiatives and vari-

ous actions in the following pages. I would just like to mention our newly set up R&D Committee, which I believe will be a fantastic scientific platform for knowledge and experience sharing while giving exposure to the French Scientific Community in Singapore. Our Business Support department has continued to increase its activity and services in 2009-2010. Singapore and the ASEAN region are indeed attracting more and more French SMEs and we are constantly welcoming new French companies that come to us to benefit from our business support services in order to prospect and set up in the Island-state. This is the reason why our board decided to seize the opportunity to take over an adjacent vacant office space to expand our Chamber and create an “incubator� space dedicated to newly set up French companies. This new business centre opened in May 2010 and was received very positively by all our business partners.

Whether you are a large multinational, a small company or a young entrepreneur, we are here to serve you.

I believe a good illustration of the growing interest for ASEAN and Singapore is the seminar we organised recently for a delegation of representatives of 10 Chambers of Commerce representatives from France – with the

Highlights of 2009/2010 Our mission is to develop relations between our members and the Singaporean business community, and to encourage economic, commercial and investment relations between France and Singapore. To achieve this, we provide a comprehensive business platform to address regional issues; we promote our members’ interests to key decision-makers, and provide an extensive range of communication tools and services. The “Rencontres d’Affaires” during ASEAN Forum Meetings A great example of partnership between the ASEAN French Trade Advisors, the Economic Department of the French Embassy and Ubifrance and the French Chamber of Commerce in Singapore in October 2009. A very successful event comprising a series of conferences and individual Business-to-Business Meetings.

FCCS Revamped Website A user-friendly new website which gives an easy access to our services, news, events and members' information. It also allows our members to share their latest news and studies using this website as a web platform.

Epicurian Burgundy: Wine Tasting and Training A Training seminar on the fundamentals of Burgundy wines and a tasting of Village appellations organised by the FCCS for the account of the Regional Council of Burgundy and the Burgundy Wine Board. A special event dedicated to promote their famous wines and to find distributors in December 2009.

Intellectual Property Protection in Asia: Voice of Experience, Challenges & Solutions This seminar provided an overview on intellectual property in Asia for a better understanding of the basic concepts and greater use of the system, with a special focus addressed to new technologies.

FCCS Privilege Card A Privilege Programme strictly dedicated to our members giving access to a full range of exclusive benefits in the form of services and discount rates negotiated with our partners.

Gala Dinner “A Night in Versailles” This event brought together no less than 520 of our most eminent Singaporeans and French guests for an evening of French Style.

Membership Profile in 2009/2010 A Wide and Diversified Business Platform More than 360 company members: - All nationalities: French, Singaporean, International - All sizes of companies: MNCs, SMEs, Entrepreneurs - All sectors represented

At the end of May 2010, the French Chamber of Commerce in Singapore has 360 members, an increase of 14% compared to the previous year. The number of members has been growing constantly since 2003. This growth is the result of a conjunction of the following factors: - the growing number of French companies established in Singapore; - a spontaneous interest in our Chamber, due to an increased visibility in the business community and the proactive approach of our members to promoting the FCCS.

Membership Categories Our 360 members represent 334 companies and 26 individual members. The structure of our membership 2010 is the following: - 20 Patron Members (Corporate Company Members that specially support our Chamber by paying double membership) - 204 Corporate companies - 63 Entrepreneur Companies - 47 Associate companies - 26 Individual members

Members’ Nationality - 53% French subsidiaries - 21% Singaporean companies with French interests - 16% Singaporean companies - 6% Other European companies - 4% Non European/Non Singaporean companies

Strong Representation of SMEs We proudly count among our members the great majority of large French Companies in Singapore, though for the past several years the number of SMEs has grown, reaching more than 60% of our members. We are also particularly proud of the growing number of French entrepreneurs joining our Chamber, highlighting the dynamism of our business community.

They also organise site visits in Singapore.

Actions During the year 2009/2010, the Asia Committee discussed the following topics during breakfast talks and committee meetings: - Focus on Indonesia: Political Outlook, Legislation and HR Practices, 2 June 2009. - Indian Election Consequences, 30 June 2009. - Marketing Asian Values, 6 November 2009. - Marketing Strategies in Asia Pacific, 5 February 2010. The Committee organised a site visit: “A Tour of International SOS Singapore Alarm Centre" on 22 April 2010.

In addition, the Asia Committee co-organised with the Legal & Tax Committee the following talk: - Seminar on Intellectual Property Protection in Asia Voice of Experiences, Challenges & Solutions, 26 January 2010. One event was jointly organised with the R&D Committee: - Revolution in Biological Research in Singapore, 10 February 2010. Actions

In Singapore and in the APAC region, French companies (multinationals and SMEs) have been active for a long time in the energy and environment sectors. Many of their innovative technologies and solutions have being introduced and adopted in the region, testifying to their vitality and international successes.

During the year 2009/2010, the Energy/Environment Committee organised several site visits and talks: - Site Visit: Jurong Petrochemical Island and ExxonMobil, 2 October 2009. - Site Visit: Veolia Environmental Services Recycling Facilities, 9 November 2009. - Talk: Business and Climate Changer after Copenhagen, 10 January 2010. - Site Visit: Senoko Power Plant, 22 January 2010. - Talk: CSR Initiatives in South East Asia, 9 March 2010.

Our Energy/Environment Committee aims to promote French expertise in this sector, develop co-operation between Singaporean and French companies, exchange information and encourage synergies and business opportunities in the region. It is a platform for discussion among members in sectors linked to energy. This includes oil & gas, commodities, renewable energy, energy efficiency, building/construction, power generation/electricity, transportation, water and waste management. The committee also aims at providing a forum for information on innovation, research, development and demonstration in the areas of energy, the optimal use of energy resources, analysis and optimisation of energy processes, the environment, and sustainable energy systems.

One event was organised jointly with the Finance Committee: - Global Trends on the Energy Sector, 4 November 2009. This Committee also developed active relations with Singapore organisations such as Singapore Business Federation, the two national agencies of Singapore Ministry of Environment: National Environment Agency of Singapore (NEA); Public Utility Board (PUB) and Compact Singapore.

Outlook A series of breakfast briefings on “Good Business in Emerging and Developing Countries” will explore new approaches of multinational French companies operating in the SE Asian region.

Objectives

- Government Assistance and Funding Options for Entrepreneurs in Singapore, 15 December 2009. - Share Experiences with 3 Entrepreneurs in Singapore, 2 February 2010.

The Entrepreneurs Committee is the place for entrepreneurs to meet and network. They believe that diversity creates dynamism and that experience sharing benefits each and every entrepreneur. In that respect, they coordinate informal meeting between French entrepreneurs of Singapore and organise breakfast talks specifically targeted to members’ needs.

Together with the Asia Committee, the Entrepreneurs Committee organised a well-attended breakfast talk on “EDB and Spring’s Support Schemes” on 16 March 2010.

The FCCS has arranged with BANSEA (Business Angel Network for South East Asia, based in Singapore) to give the opportunity to French Entrepreneurs to present their projects to BANSEA Members during a dedicated Pitch Session, taking place on the 6th of July 2010.

Committees’ Activities Human Resources Committee Jean-Sébastien Blanc (Alstom) Mathias Cheung (Rhodia) Caroline Siriex (Air France) Philippe Van Den Berch (Total Oil AP) Objectives The HR Committee groups HR Directors from multinational companies and HR professionals who meet every two months to exchange best practices and discuss HR trends and issues in the Asia Pacific region. The role of the Committee is also to provide company leaders and Human Resources managers with information on the employment situation in Singapore and on the evolution of employment schemes or remuneration strategies.

One Breakfast Talk was organised jointly with the Tax & Legal Committee: - Reporting of Employee’s Remuneration, 3 November 2009. Committees’ Activities IT Committee Jean Garez (Asia Technical Services) Gregory Mermet (Clasquin) Olivier Gochard (Air Liquide) Gilles Depardieu (NRG Engineering) Objectives The IT Committee organises roundtables to tackle different IT topics, develop exchanges between FCCS IT companies and IT people in order to increase business in the region, share technological knowledge and share know-how in the region. It also organises regular breakfast talks and presentations where guest speakers address members on technology trends and issues that have an impact on business in Asia. The IT Committee is composed of members of IT companies as well as regional CIOs from multinational companies.

Committees’ Activities R & D Committee Jean-Philippe Launay (Essilor) Jean-Manuel Mas (Rhodia) Patrick Plante (Thalès) Daniel Racoceanu (CRNS-IPAL) Objectives This newly created Committee was set up in September 2009; it groups professionals having an activity linked to R&D and R&T. The idea is to form a R&D platform, i.e. a large scientific base for information and experience sharing, giving exposure and visibility to the French Scientific Community in Singapore.

Actions Two initial meetings took place on 10 September and 1 October 2009 to define the goals and scope of activities of this newly set up committee. The official launch then took place during a seminar introducing the joint French-Singaporean R&D Laboratories IPAL and CINTRA on January 2010. A Committee Meeting was organised on 8 April 2010 to further plan the activities of the year. A networking event took place on 19 April for our members involved in the medical / pharmaceutical and consumer health sectors.

A Committee Meeting was organised on 5 May. A site visit of FusionWorld at Fusionopolis was organised on 11 May 2010 with the kind support of IPAL. Committees’ Activities FCCS Gala Dinner: A Night in Versailles An exceptional Gala Dinner was organised on May 21st 2010 under the glamorous theme of “A Night in Versailles”. The FCCS annual prestigious Gala Dinner celebrates French style and “Art of Living” and is recognised in Singapore for its exquisite refinement and special “French Touch”. The evening was a fabulous night where the best of Singapore met the most refined of French creativity. More than 520 guests attended this event, which was the perfect opportunity for our business community to show its cohesion and strong mobilisation to reinforce the links between France and Singapore under the patronage of our guests of honor Mr George Yeo, Minister of Foreign Affairs, and Mr Olivier Caron, Ambassador of France to Singapore.

Actions Many events took place in 2009/2010 offering invaluable networking opportunities, including among others: Welcome to Singapore, 18 September 2009: our annual “Rendez-Vous” brought together more than 200 persons this year, friends and newcomers to Singapore. The gathering was a great opportunity for new expatriates to Singapore to

get introduced to the French Business Community. Our event took place at “The Pod” of the National Library which offers a great panoramic view all over Singapore, a modern architecture, and a pleasant atmosphere. We would like to thank particularly Ebis, the National Library, AGS Four Winds, CIC Banque Transatlantique, and Air France for their high valuable support to our event. Our first Futsal Tournament took place on Saturday 10th October at the Khalsa Association & Stadio Futsal. In spite of the morning showers, the mud did not prevent the participants to enjoy this day and make this first Futsal tournament a real success! So, an intense effort, a real tough morning for each team! 14 teams with their branded jerseys and caps competed on 3 outdoor pitches (natural grass) in a very competitive spirit and fair-play. Our annual Pétanque Tournament was held on Saturday 14th November, on Siloso Beach, at the Rasa Sentosa. With a great fair play and team spirit, our 159 players competed in a friendly and relaxed atmosphere on a hot (and sunny) day. With the fields set up right on the beach, the tournament had a real holiday touch. Even though the competition was tough, players still found some time to share a glass of Pastis. We would like to thank again our 4 main sponsors for their financial and moral support: Aprim Interior Design, Asian Tigers KC Dat, Rasa Sentosa Resort and SDV Logistics.

Directory 2010 French Business in Singapore

The FCCS Directory The Directory lists all members of the FCCS once a year in a paperback form and represents a precious tool not only for our members but also for those passing through Singapore on business and who need an insight in the French Business Community.

“France-Singapour Express” “France-Singapour Express” represents a bimestrial electronic newsletter IN FRENCH. It provides information on what is happening in Singapore to more than 2,500 French executives and managers based in France. Its aim is to promote the activities of the Business Support Unit and provides testimonies of companies that have enjoyed services (such as market prospection, company set up and administrative services).


Publications & Communication The FCCS Website On October 17th 2009 we launched our new revamped website in order to achieve three main goals: • A better interaction with our members – the possibility to upload and share members’ news, post curriculum vitaes and job offers, connection with social media (LinkedIn, Facebook). • Enriched contents – relevant news about business in Singapore, downloadable committee documents, a secured members’ directory. • Facilitating access to information – news and events have a greater visibility thanks to the new design and integrated tools such as RSS feeds.

As a result, the number of visitors has increased 20% since the launch. Unique visitors followed the same trend with +16% compared to the previous year. Website visitors are mainly in Singapore (60%), but there are also visitors residing in France (20%). Other countries account for 20%. www.fccsingapore.com, the FCCS website, is an inevitable address for all those involved, or just interested, in business in Singapore and with France. Furthemore, our website also offers new and diverse advertising opportunities to increase your company’s visibility or to promote a special offer or event.

Business Support Activities & Services Business Support Unit

The Business Support Department of the French Chamber continues its efforts to support French business development in Singapore and to attract French exporters into the Singaporean market. The FCCS Business Support Unit team assists companies in a wide variety of services ranging from support in commercial and marketing activities to setting up a business or company. Approaching the market, scheduling appointments, tradeshow participation, visiting sites, partner search, commercial and administrative representation, company creation and administration services represent concretely what the FCCS can provide on a shoestring. With an intricate business network at hand, FCCS collaborates with many other professional organisations. Since May 3rd, 2010, an additional 80m2 of office space within the current offices of the French Chamber of Commerce in Singapore is offered. These fully equipped and new offices

(telephone, Internet access, meeting rooms,...) have been created in order to offer our French Entrepreneurs and SME's a turn key solution, allowing them at the same time to benefit from our infrastructure and wide network. Complementary services offered include International Trainee support and additional administrative services. Since January 2006, through a partnership agreement signed with the Regional Council of Burgundy (CRB), the FCCS has been hosting in its offices the Representative Office of the CRB (Conseil Regional de la Bourgogne) and its representative Anne-Marie Oleksy, and have created a privileged relationship with this region. And last but not least, the FCCS can also provide assistance to those Singaporean companies searching for contacts and business partners in France linking their specific request to the established network of National Chambers.

Business Support Activities & Services Trade Shows As Singapore is an important trade exhibition hub, the FCCS facilitates the participation of French companies in Singaporean Exhibitions offering fit-to-measure and ready-touse solutions including: ß Financial support: subsidy given to each exhibitor thanks to the support of Ubifrance. ß Administrative and Logistics assistance: Fully equipped "ready-to-exhibit" booths, registration of companies and handling of technical and publicity documents. ß Printing and handout of the French Pavilion exhibitors catalogue, additional public relations campaigns (Press Releases) to the media, professional organisations and regional companies. ß Organisation of networking events with regional partners and professional organisations. ß On-site dedicated contact during the exhibition ensuring administrative & logistics support. Between June 2009 and end May 2010, four official French Pavilions at major tradeshows have been organised by the Business Support Unit of the FCCS: CommunicAsia and BroadcastAsia, 16-19 June 2009; CIA, 1-4 December and IDEM, 16-18 April 2010, attracting a total of 44 exhibiting companies.

CommunicAsia and BroadcastAsia 2009 The French participation at the two regional tradeshows CommunicAsia – solutions and products for the communication and information technology – and BroadcastAsia – digital multimedia and entertainment sector – has been hosted, handled and organised by the Business Support Unit of the FCCS since 2002. In 2009, under the French Pavilion, 15 companies exhibited in CommunicAsia whereas BroadcastAsia attracted 12 companies, bringing the total of French exhibiting companies under the French banner to 27 companies.

CIA 2009 CIA is a leading event in Asia for process engineering technology & process control, automation, instrumentation, analytical & laboratory technology and services. CIA2009 and EnviroAsia 2009 hosted 866 exhibitors and received 4500 visitors. The French Pavilion organised by the FCCS registered 8 companies.

IDEM 2010 International Dental Exhibition and Meeting Singapore was organised for the sixth time with a successful concept of a specialised dental trade fair accompanied by a professional congress. 384 exhibitors participated and the French Pavilion registered 9 companies.

Business Support Activities & Services New Services Further to market introduction through listings, missions and partner searches, the Business Support Unit has engaged in developing its services such as administrative and commercial representation, employment pass sponsoring, turn key office space availability. It provided the total potential of a suit of services (needed by the Business Support Unit) to offer fit to measure services to each request of a French SME: We can help you in what ever way possibly to bring your business agenda forward‌

Commercial and Administrative Representation - For companies introduced to the market during a first visit and who would like a follow up. - For companies that need to boost their administrative tasks in Singapore due cost, time and manpower related issues and wish to use the employees of the Business Support unit part time. - For companies who wish to boost the performance of a junior employee mandated to develop the commercial positioning of the company in Singapore and the region and need an employee of the FCCS for supervision and introduction to the FCCS network.

FCCS New Business Centre In May 2010, an additional 80m2 office space was opened within the current offices of the French Chamber of Commerce in Singapore. These fully equipped and new offices (telephone, Internet access, meeting rooms, receptionist, etc) comprises 9 new offices, 2 in a double closed office, 2 offices in one closed space each and 5 offices in open space. The aim of creating the additional office space is to provide turn key offices for: - New companies setting up and providing a plug and play service prior to finding a more long term solution and work space. - New companies wanting to commence business in Singapore & the region with the help of a young professional. - Existing companies wanting to move into a more business oriented or downsize remaining in a networked and business environment.

Results since May 2010 Several companies already signed for an office and for additional / administrative services. More office space remains available.

Business Support Activities & Services Administrative Support NEW SERVICES Employment Pass Sponsoring The FCCS has sponsored 1 Employment Pass application in April 2010 for an International Trainee for a period of 1 year.

Point of Contact In order to support the companies that have offices within our premises, we have put to their disposal a receptionist that deals with postal distribution, call reception, call transfer and call screening, board room booking (at a preferential cost) and small meeting room booking. Currently there are 4 companies enjoying this service. Two more companies have signed for this service.

Clients who stay overseas most of the time, or travel frequently, can benefit from the convenience of our permanent local address for forwarding all correspondences. During the year from June 2009 to end May 2010 34 companies have used our domiciliation services of which 20 on a long term and 14 on a short term basis (<6 months).

Translation of official documents from French to English and visa versa by a certified translator: 212 documents have been translated since June 2009.

Overview results Business Support in numbers Between June 2009 and end May 2010, the numbers of events and clients counted: Contacts / Information / Events / Company Set Up - 238 company contacts have been made of which: • 117 regarding company set up and • 88 regarding market information + mission proposals & FCCS services • 29 companies on mission to Singapore • 4 seminars about Singapore Office Space and Administrative support - 5 companies/organisations using the offices of the FCCS - 34 domiciliated companies - 1 EP Sponsorship

HR Services Recruitment During year 2009-2010, our Recruitment Service continued its development by increasing its services for companies and French nationals looking for career developments in Singapore. Our Recruitment Service was created in September 2004 with a Convention being signed with the French Embassy. This convention allows FCCS to operate an “Employment and Professional Training Committees” (CCPEFP) to assist French nationals looking for job opportunities in foreign countries. Our Recruitment Service reports once a year (January) to a Steering Committee composed of French Embassy, French Consulate, representatives from French institutions and majors business partners. Reports are then evaluated by a National Committee in France for a yearly subsidy attribution. FCCS applied for an Employment Agency License, which was granted by Singapore Ministry of Manpower end of 2005. This License, renewable each year, allows FCCS to continue developing its recruitment activities and services for any companies and candidates.

Activities Recruitment service has 2 core missions: • Assist companies hiring in Singapore in their search for French or local talents. We offer support and advice in the recruitment process by defining positions, referring candidates matching requirements after interview and establishing a short list of candidates. Our recruitment service also gives advices on HR issues and participate in managing the HR Committee. • Assist French nationals in their job search and career developments on the local market. We maintain an active database, give information and advice on employment issues, labour market, and refer job seekers to companies on a prospective way.

Results June 2009-May 2010 In the whole year 2009, the FCCS recruitment service registered 116 job offers. The service received 1080 applications, 461 candidates being in Singapore, 145 from the APAC region and 477 from Europe. 62 offers were satisfied. In 2010 as of end May, 66 offers have been registered and 16 have been satisfied.

HR Services Training Always considering and valueing its Members’ needs, the French Chamber of Commerce in Singapore decided to launch a new Training Programme this year. External Relations Partners in Singapore and in ASEAN French Institutions in Singapore French Embassy The FCCS is proud of its collaboration with all the departments of the French Embassy in Singapore. Several events and meetings have been organised throughout the year with the active participation of the French Ambassador himself, the Economic and Cultural Departments and the Consulate. We also collaborate on a regular basis with the following partners and organisations: - French Trade Advisers - Alliance Francaise - Association Francaise de Singapour - Lycée Français French Alumni The FCCS and the French Alumni have long term relationships. To reinforce our collaboration and encourage common actions, a collaboration agreement was signed in 2005 and a reciprocal membership was put in place this year.

We also collaborate on ad-hoc projects with the following organisations: - IE Singapore - Spring Singapore - Singapore National Employer Federation (SNEF) - Singapore Tourism Board (STB) - A*Star, Media Development Authority of Singapore (MDA), Infocomm Development Authority of Singapore (IDA), MAS, URA, BCA, LTA, PSA, MPA, AVA… - The professional Federations and Associations: SiTF, SMA, SEAS, WMRAS - The universities: NUS, NTU, SMU…

EuroCham and European National Business Groups in Singapore The FCCS is an active member of EuroCham, founded by the European National Business Groups in Singapore, to speak with a common and stronger voice on European issues. EuroCham’s mission is to lobby the Singapore and EU authorities on industry issues raised by both EuroCham and European National Business Groups and to facilitate trade between Singapore, the Asia-Pacific Region and Europe.

Singapore authorities and institutions Singapore Economic Development Board (EDB) This strong organisation is very supportive of the FCCS actions and recognises our Chamber as an incubator of French SMEs willing to settle in Singapore.

Other Chambers of Commerce in Singapore The FCCS participated in a discussion initiated by Amcham Singapore, with Presidents of different national business groups. It has been agreed that quarterly meetings will take place.

Singapore Business Federation (SBF) The apex business chamber champions the interests of the Singapore business community in trade, investment and industrial relations, representing more than 15,000 companies as well as the local and foreign business chambers and key national and industry associations. The FCCS collaborates regularly with SBF whether on events or publications. Singapore International Chamber of Commerce (SICC) The FCCS is also a partner of this significant Chamber of Commerce.

External Relations In France Union of the French Chambers of Commerce Abroad (UCCIFE) The French Chamber is a member of UCCIFE. Founded in 1907, UCCIFE brings together 114 French Chambers in 78 countries, which together represent the largest private network of French companies in the world. Its mission is to act as a network coordinator circulating information, cooperation and know-how, promoting its members to the business networks in France and providing some specific services. This network represents more than 25,000 companies around the world of which 50% are non-French. Belonging to this network gives us the opportunity to share experiences and to help our members doing business in the region by collaborating with other French Chambers in Asia Pacific.

The FCCS participates twice a year in UCCIFE seminars, once with all the Directors of all international French Chambers and once with the Directors of the French Chambers in Asia, for experience-sharing.

Burgundy Region Since January 2006, the FCCS has been working very closely with the Regional Council of Burgundy through a partnership agreement. We are delighted to host the representative of the RCB, Anne-Marie Oleksy, in our offices and to collaborate with her on many missions.

ACFCI and CCIs Our Chamber has strong relations with the ACFCI (Assembly of French Chambers of Commerce and Industry), the national public establishment responsible for the direction and amalgamation of the French Chambers of Commerce and Industry (CCIs). The AFCI groups together 148 metropolitan

The FCCS collaborates on a regular basis with a number of CCIs in France and is proud to be part of this network, helping French SMEs to internationalise. Thanks to this great partnership, the FCCS can play an active role and be more efficient in supporting French companies willing to develop business with Singapore. French Ministry of Foreign Affairs The FCCS continues its mission of assistance to French citizens willing to find a job in Singapore and benefits again this year from a financial support for fulfilling this mission.

Other Partners in France The FCCS collaborates on a regular basis with numerous other partners in France: the French regions of course, but also the professional associations and business confederations.

Financial Report The financial statements for the year ended 31st December 2009 have been audited by Mazars LLP. The French Chamber’s net surplus before taxation for the year ended amounts to S$ 93,082. These good results can be explained by an increase in our income revenue, generated by an increase in the number of members, events and business support activities. This additional revenue has compensated the increase in expenditures, due to an increased FCCS office rent since July 2008 and the recruitment of one additional staff.
