Message of the President

2008-2009 saw our Chamber achieve unprecedented results, with more members, more activities and more services despite the economic downturn. Representing a platform of more than 300 company members, the FCCS is a dynamic, visible and influential organisation, which is actively contributing to the development of the Franco-Singaporean economic relations.

2008 was a year of exciting achievements for our Chamber. The French business presence has never been so dense and active in Singapore, allowing the FCCS to act as its business platform, promoting its members’ interests and offering them visibility and great networking opportunities. Allow me to comment briefly on the 2008/2009 Board Year: My first thoughts go to all our company members: thanks to you, our Chamber has managed to navigate through the economic turmoil of the first 2009 semester. I would like to take this opportunity to express my deepest thanks for your ongoing support, your trust in our action and your loyalty in these difficult times. By continuing to sponsor and participate in our events, you have shown solidarity and expressed once again your trust and satisfaction. For this, we are particularly grateful. Allow me to highlight that none of our 18 Patron Members have withdrawn in 2009, which is a fantastic illustration of your commitment in our Chamber – without mentioning the crucial support this represents for a self-financed organisation like ours. On my side, I can ensure you of the continuous dedicated and enthusiastic efforts of all FCCS board members and permanent staff.

2

The year was full of enriching events: the FCCS organised 57 conferences, talks, meetings and events from June 2008 to end May 2009, with the help of our 11 committees. The active contribution and participation of all our members, from very large companies to SMEs, proved to be a key success factor for our events which grouped a total of 2500 participants. • The highlight of the year was our recent prestigious Gala dinner celebrating our 30th anniversary under the glamorous theme of Opera and Fashion: a perfect celebration of French Style and “Art de Vivre” supported by all our business community. • Thanks to the combined efforts of our Ambassador Pierre Buhler and many French companies, the FCCS had the pleasure to see its Voilah! French Festival back in Singapore, as part of the European Season. • With the time and efforts spent by staff and members of the FCCS, a lot of interesting talks and conferences took place this year. Let me just highlight 3 committees which in my views, have been particularly representative of the dynamism of our Chamber: - Our new Energy/Environment Committee allowed our

Be Informed! Be Connected! Be Visible!

members to be better informed on trends and hot topics linked to renewable energies, energy efficiency, water and waste treatment, carbon market perspectives and climate change implications for companies. Without mentioning the fascinating presentation on the future of oil by the Worldwide Strategy Director from Total. The committee also collaborated in our FOCUS magazine which last two cover stories were focused on water & environment and energy. - Our Finance Committee organised interesting talks centered on the current crisis, discussing risks and threats for companies…but also opportunities! - Our Selective Retail Committee was also very active in organising networking events and information talks on Singapore retail trends. I am particularly pleased with the projects planned for the months ahead: an important seminar on Intellectual Property and the 2nd edition of our VIP event for luxury brands: “the Promenade on Orchard”. The Committee also contributed actively in the Spring 2009 edition of the FOCUS magazine: “Reinventing Selective Retailing”.

Our recruitment service has been particularly active, helping companies to recruit 68 candidates in 2008. The number of job offers advertised (135 in 2008) has of course decreased in the last few months as a consequence of the downturn but assisting French nationals in their job search in Singapore remains for our Chamber an important mission, and a mission much appreciated by our members. Besides, the new training sessions we launched have also generated great interest. Our Business Support Department has again significantly increased its activity in 2008/2009, helping French SMEs find distributors or partners or establishing a company in Singapore. This buoyant activity emphasises if needed the extreme dynamism of the France and Singapore economic relations. You will find in the report an exhaustive presentation of the support in the form of business missions and business setups that has been provided to 209 companies this year. Our business offer has been reinforced and extended since January 2009 with the completion of 2 additional office spaces in the FCCS premises, bringing us more flexibility to better support newly set up companies in their devel-

opment process. This also includes commercial representation if and when needed. I take this opportunity to thank our institutional partners. Cooperation has actively been pursued with our French network of Chambers of Commerce in France and in the Asean region; and our long term partnership with the Regional Council of Burgundy has proved again its efficiency in helping its companies prospect the Singapore market. I also want to mention the excellent relations we maintain with the French Embassy in Singapore and the great support our Chamber receives from EDB which recognises us as an incubator and gives us a grant for helping French companies set up a business in Singapore To conclude, I would say that together, as a team, we have the responsibility to actively prepare and manage the challenges lying ahead. The economic downturn will continue to affect the whole business community and solidarity will be paramount; but I am sure that our solid network will continue to mobilise collectively, as it has proved in the last year. On our side, we will keep on providing our members with the best possible organisational platform for business exposure, access to people, activities and business services.

Committees’ Activities Energy/Environment Committee Christian Cabrol (Total Oil AP) Benjamin Dupal (NRGEngineering) Franck Labarrere (Elyo SEA) Hélène Toury (Veolia Water Solutions & Technologies)

Objectives

Actions

Singapore has identified “Clean Energy” as a strategic growth area and aims at becoming Asia’s Clean Energy Capital. In Singapore and in the APAC region, French companies (multinationals and SMEs) have been active for a long time in the energy and environment sectors. Many of their innovative technologies and solutions have being introduced and adopted in the region, testifying to their vitality and international successes.

During the year 2008/2009, the Energy/Environment Committee met several times and organised the following talks: - Trends of Oil and Energy in the Global Market, 15 October 2008 - Recycling: Challenges & Strategies, 25 November 2009 - Future Perspectives on the Global carbon Market, 15 January 2009 - Changing Climate, Changing Opportunities, 10 February 2009

As a consequence, some of these companies decided in June 2008 to set up an Energy/Environment committee to promote French expertise in this sector, develop co-operation between Singaporean and French companies, exchange information and encourage synergies and business opportunities in the region. This committee was thus created as a platform for discussion among members in sectors linked to energy. This includes oil & gas, commodities, renewable energy, energy efficiency, building/construction, power generation/electricity, transportation, water and waste management. It is hoped that it will help raising the standards of discussions, analysis, and evaluations relating to energy and environment programs, by acting through various channels: committee meetings for specific topics; breakfast talks, seminars, luncheons talks for a wider audience, articles for the FCCS publications. The committee also aims at providing a forum for information on innovation, research, development and demonstration in the areas of energy, the optimal use of energy resources, analysis and optimisation of energy processes, the environment, and sustainable energy systems.

16

FCCS Annual Report 2009

The Committee actively contributed to the winter 2008 edition of the FCCS FOCUS magazine, which covered the “Energy sector” and to the summer 2008 edition on “Water and Environment”. The whole project is still under study and modalities have yet to be defined but some themes and topics have already been identified and generated a great interest from our members. Cross-cultural issues are one of these topics. This year, the FCCS organised 2 integration seminars to provide information and pragmatic support to our members companies‘ newcomers. The main objective of these seminars is to accelerate their integration in both professional and every-day personal life: give accurate information about Singapore and the culture of its people while providing useful tips for foreigners just settling in this country.
