Message from the President

Despite a challenging global economic environment, Singapore’s economy grew by 4.9% in 2011, after a 14.8 % expansion in 2010, showing that its Global-Asia positioning continues to resonate strongly with international companies seeking to capture growth opportunities in Asia. More than ever, Singapore continues to attract French companies, both MNCs and SMEs, to invest in its strategic location to be able to tap into pan-Asian markets and orchestrate their growth in the Asia.

This extremely dynamic business environment mirrors exactly what the French Chamber of Commerce is currently going through; a great period of growth and development. Our member base reaching a record level of over 460 company members, an increase of 12.5% compared to last year is a testament to this. As one of the largest Chambers in Singapore and in the network of French Chambers abroad, the FCCS is a fantastic business platform which offers its members a wide range of events and services, allowing them to build up their network, get access to

information, share ideas and develop new business opportunities. I am also very pleased with the Singapore Authorities’ official recognition of our efforts in facilitating the setting up of French enterprises here. The new partnership signed in 2011 with Singapore Economic Development Board will allow our Business Support department to significantly increase its activity and to further enhance French investments in Singapore. With the future expansion of its office space in August, the FCCS will also have more flexibility to better support more newly set up companies in their development process. Numerous projects lie ahead and I am very optimistic about the future of French Business in Singapore. Our Chamber is in good health; our board members and permanent staff will continue their efforts to better understand your needs and serve you better.


We had another exciting year again! 2011-2012 was full of enriching events and achievements. Thanks to our members’ active involvement in the Chamber’s activities, our 14 Committees were particularly productive this year, launching numerous new initiatives and large scale projects. I would like to invite you to review them in our report. However, allow me to briefly mention two most recent significant activities. Firstly, the great work of our newly set up French Gourmet Committee, whose efforts to promote French Gastronomy in Singapore was well received and successful. The two events organised during the Voilah! French Festival Singapore in November 201, the French Marché and the Paulée, received excellent feedback both from the Press and from Singaporean customers. The other being the agenda of our new Sustainability Committee: the launch of a Sustainability Charter, a Guidebook for Sustainability and Corporate Social Responsibility, a Sustainability Newsletter featuring best practices from our

member companies and a very high profile seminar on "Engaging together for Sustainability" during the second edition of our “Working Together Forum”. On Business Support unit also took a major step this year with the signing of a new agreement with Singapore, allowing to boost our actions and help more French companies set up in Singapore. This was further enhanced by the perfect synergy with our Recruitment department, who played a significant role in assisting numerous companies find the right manpower for their new subsidiaries here and by our various publications which helped to promote French business in Singapore and highlight the opportunities available for French companies in this global city of Asia.

Recruitment Service Our Recruitment Service was created in September 2004 with a Convention being signed with the French Embassy. This convention allows the FCCS to operate an “Employment and Professional Training Committees” (CCPEFP) to assist French nationals looking for job opportunities in foreign countries. Recruitment Service reports once a year (January) to a Steering Committee composed by French Embassy, French Consulate, representatives from French institutions and majors business partners. Reports are then evaluated by a National Committee in France for the yearly subsidy attribution. The FCCS applied for an Employment Agency License, which was granted by Singapore Ministry of Manpower end of 2005. This License, renewable each year, allows the FCCS to continue developing its recruitment activities and services for any companies and candidates.

Activities Recruitment service has 2 core missions: • Assist companies hiring in Singapore in their search for French or local talents. We offer support and advice in the recruitment process by defining positions, referring candidates matching requirements after interview and establishing a short list of candidates. Recruitment service is also giving advises on HR issues and participate in animating the HR Directors club. • Assist French nationals or French-speaking persons in their job search and career development on the local market. We maintain an active database, give information and advice on employment issues, labour market, and refer job seekers to companies on a prospective way.

Results June 2011-May 2012 • The FCCS recruitment service registered 117 job offers in the whole year 2011 • 67 offers were satisfied • 493 candidates were interviewed

External Relations Partners in Singapore and in ASEAN French Institutions in Singapore

Singapore Authorities & Institutions

French Embassy Several events and meetings have been organised throughout the year with the active participation of the French Ambassador himself, the Regional Economic Service, the French Trade Commission UbiFrance, the Department for Culture, Science and Education and of course, the Consular section.

Singapore Economic Development Board (EDB) This strong organisation is very supportive of the FCCS actions and recognises our Chamber as an incubator of French SMEs willing to settle in Singapore.

We collaborate on a regular basis with the following partners and organisations: - French Trade Advisers - Alliance Française - Association Française de Singapour - Lycée Français French Alumni To reinforce our collaboration and encourage common actions, a collaboration agreement was signed in 2005 and a reciprocal membership was put in place.

Partners in France Union of the French Chambers of Commerce Abroad (UCCIFE) The French Chamber is a member of UCCIFE. Founded in 1907, UCCIFE brings together 114 French Chambers in 78 countries, which together represent the largest private network of French companies in the world. Its mission is to act as a network coordinator circulating information, cooperation and know-how, promoting its members to the business networks in France and providing some specific services. The FCCS participates twice a year in UCCIFE seminars, once with all the Directors of all international French Chambers and once with the Directors of the French Chambers in Asia, for experience-sharing.

External Relations ACFCI and CCIs Our Chamber has strong relations with the ACFCI (Assembly of French Chambers of Commerce and Industry), the national public establishment responsible for the direction and amalgamation of the French Chambers of Commerce and Industry (CCIs). The FCCS collaborates on a regular basis with a number of CCIs in France and is proud to be part of this network, helping French SMEs to internationalise.

French Ministry of Foreign Affairs The FCCS continues its mission of assistance to French citizens willing to find a job in Singapore and benefits again this year from a financial support for fulfilling this mission.

Burgundy Region Since January 2006, the FCCS has been working very closely with the Regional Council of Burgundy through a partnership agreement. We are delighted to host the representative of the RCB, Alexandre Bac, in our offices and to collaborate with her on many missions.

Other Partners in France The FCCS collaborates on a regular basis with numerous other partners in France: the French regions of course, but also the professional associations and business confederations.
