Message from the President

“A bridge between Asia and Europe”: this is how French Prime Minister defined the City-State during his visit to Singapore in October 2012; he also described Singapore as a model of dynamism and openness; as a matter of fact, the final negotiations for a Free Trade Agreement between the EU and Singapore were completed on 16 December 2012. The EU and Singapore envisage initialing the draft agreement during the course of this year.

Mr Pierre Verdière, President of the French Chamber of Commerce in Singapore

For these reasons, and many others, a growing number of MNCs and SMEs choose to establish regional operations, and to invest significantly, in Singapore. For example, L’Oréal opened its brand new R&D Centre in Singapore last December. After Singapore’s economic growth slowed down to 1.3% in 2012, 2013 is looking brighter and economists from the private sector predict a growth of 2.8% this year. The French Chamber of Commerce too has grown significantly to represent a business platform of 519 members – a 12% increase compared to 2011-2012.

2

- Our Business Support has significantly increased its activity, helping 29 French SMEs establishing a company in Singapore. - Our revamped offices opened in September, allowing us to accommodate more newly set up SMEs in a spacious Business Centre. - On the Business Club side, we now have 16 Committees, including an Aerospace & Defence Committee and a Sourcing & Supply Chain Committee, fully in line with the activities of our member companies, providing opportunities for our members to stay informed and to reinforce business links. - Our recruitment service has been particularly active, helping companies to recruit 64 candidates in 2012. I take this opportunity to warmly thank our members for active involvement, our board members and permanent team for their hard work and great achievements. The year ahead will certainly show the continuation of this trend and our Chamber will continue its efforts to always serve you best.

The FCCS is currently going through a great period of growth and development, which is mirroring Singapore’s extremely vibrant business environment. At the heart of Asia Pacific growth, the globally connected and multi-cultural City-State has become for many French companies, whether large corporations or SMEs, the perfect gateway to Asia. Our membership base has reached a record level of 519 company members and is a testimony of this dynamism. The year 2012 marked an important milestone in the development of our Chamber. With a constant growth in activities and services, the FCCS team needed to expand to better serve its members. We seized the opportunity to increase our office space, and decided to renovate our premises entirely, so as to better reflect the image and dynamism of our Chamber. Perfectly located on Orchard Road, benefiting from a brand new look and a modern, bright, but cosy atmosphere, our revamped office enables us to welcome more guests at our numerous committee meetings. Our enhanced Business Centre offers a perfect temporary and flexible solution for French

Companies setting up in Singapore. But this was not the only achievement of the year of course! With 16 active committees and 133 successful events organised – among which a magnificent Gala Dinner “La Piste aux Etoiles” – our Business Club proved once again the growing interest of our members for our activities. Our numerous publications also played an active role in promoting and highlighting our members’ dynamism in Singapore. Our Business Support Department achieved great results too, with 30 companies incorporated and numerous business missions conducted. They worked hand in hand with our HR Services department, which support newly set up companies in recruiting the right candidates to fulfill their job offers. This service was also much appreciated by our member companies, which actively participated to our training sessions.

Mrs Carine Lespayandel, Executive Director of the French Chamber of Commerce in Singapore

You will find in this report a summary of the highlights of the year. Numerous exciting projects lie ahead of us, so stay connected and on behalf of all the team, a big thank you for your fantastic support!! 3

Recruitment Service Our Recruitment Service was created in September 2004 with a convention being signed with the French Embassy. This convention allows the FCCS to operate an “Employment and Professional Training Committees” (CCPEFP) to assist French nationals looking for job opportunities in foreign countries. Recruitment Service reports once a year (January) to a Steering Committee composed by French Embassy, French Consulate, representatives from French institutions and majors business partners. Reports are then evaluated by a National Committee in France for the yearly subsidy attribution. The FCCS applied for an Employment Agency License, which was granted by Singapore Ministry of Manpower end of 2005. This License, renewable each year, allows the FCCS to continue developing its recruitment activities and services for any companies and candidates.

Activities Recruitment service has 2 core missions: • Assist companies hiring in Singapore in their search for French or local talents. We offer support and advice in the recruitment process by defining positions, referring candidates matching requirements after interview and establishing a short list of candidates. Recruitment service is also giving advises on HR issues and participate in animating the HR Directors Club. • Assist French nationals or French-speaking persons in their job search and career development on the local market. We maintain an active database, give information and advice on employment issues, labour market, and refer job seekers to companies on a prospective way.

Results 2012 • The FCCS recruitment service registered

121 job offers in the whole year 2012
