t has been said that our world has entered the fourth industrial revolution, spurred on by a disruptive fusion of digital technologies with physical and biological domains. The health vertical is not excluded from these forces as we observe a revolution as dramatic as the discovery of

penicillin and X-rays. Today,

intelligence, biosensors

medical

telehealth

are

devices, becoming

breakthrough research fields aimed at reducing costs, empowering patients and increasing years of quality life. This leads to the emergence of new paradigms in the way we interact with healthcare. For example, wearing digital devices will lead us to be constantly connected to healthcare practitioners, who will contact us even before we seek their medical attention or even notice any symptoms. The health challenges faced are indeed huge – pandemic threats, ageing populations, environmental pollution, data privacy – and these call for immediate attention before they grow unmanageable. Not to mention, there are still large populations without access to basic healthcare, vulnerable to emerging diseases such as Ebola and MERS. This healthcare revolution is much needed as some of us live in harmful environments, as citizens of polluted cities, sedentary “couch potatoes”, stressed employees or fast-food addicts, and we are all at risk of illnesses from cancer to diabetes and cardiovascular diseases that, incidentally, as the world’s leading cause of mortality, can kill, though they are mostly preventable. However, behind these buzzwords, as digital as it becomes, healthcare must remain patient-centric and compassionate without compromising on the dignity, privacy and integrity of individuals. This is why the UN Sustainable Development Goals have to be kept in mind as a compass to develop innovative diagnostic, treatment solutions, kits or education tools. With its vibrant healthcare R&D network and unique Medtech community, Singapore is the perfect place to nurture opportunities, facilitate partnerships and foster innovation in healthcare. As a dynamic ecosystem, French healthcare, life sciences and pharmaceutical players are uniquely placed to support Singapore’s Healthcare 2020 Master Plan, which focuses on accessibility, affordability and quality. This issue features some of these innovative healthcare solutions that can transform Singapore and our world into a place where people will enjoy healthy, long and fulfilled lives.

Wavecell Raises USD 8.15M in Oversubscribed Series B Funding Round Wavecell announced that it has secured USD 8.15M (SGD 11.3M) in an oversubscribed Series B funding round led by Qualgro and MDI Ventures. The funding comes as the company is experiencing hyper-growth since its Series A funding earlier in December 2015. In the past year, Wavecell has significantly increased its enterprise customer base, by 300%. “This is a very exciting time for all of us at Wavecell. As we continue to serve our customers, along with product excellence, delivered with constant innovation and passion, we are now ready to continue scaling up our sales and marketing activities as well as growing our engineering team,” shared Olivier Gerhardt, CEO and Co-Founding of Wavecell. “Recognising Indonesia as one of our key markets, Wavecell will also work together with the Telkom Group of companies to develop synergies and collaborations with various business units,” he added. Thales’ Largest Hub for Repair Activities Now in Singapore Thales’ newly expanded facility in Changi consolidates all avionics production and Maintenance, Repair and Overhaul (MRO) activities under one roof for better synergies and process optimisation. The firm has also invested in equipment and human capital, as it builds for future growth. The expanded facility underscores the importance of Singapore as a regional hub for the Group, as it aims to grow local capabilities and establish a strong regional base to serve customers in the Asia-Pacific region. “The expanded Thales facility is a testament to Singapore’s continued strength as an aerospace hub for Asia-Pacific,” said Lim Kok Kiang, Assistant Managing Director, Singapore Economic Development Board. “Companies can tap on Singapore’s connectivity, pro-business environment and pool of skilled talent, to be closer to their customers and harness the growth of the regional aviation market,” he added. Bolloré Logistics Singapore Unveils Plan for SGD10M State-of-the-Art Logistics Automation Facility with LVMH Bolloré Logistics Singapore has unveiled plans for its first automation facility with the leading luxury products group LVMH. Supported by the Singapore Economic Development Board, the new 20,000m2 automation facility will be built with an investment of SGD10M between the two companies, as part of a long-term partnership to signifi-

cantly drive productivity and increase space efficiency. “Automation is the key for Singapore’s logistics sector to cope with emerging patterns globally. Bolloré Logistics strives to be at the forefront of innovation and prides itself in developing advanced supply chains for its customers,” explained Cyril Dumon, CEO of Bolloré Logistics Asia Pacific.

The project sets as a flagship and creates a model for Bolloré Logistics globally as the future of warehousing in landscarce countries once it is slated to complete in January 2018. F

Lesaffre Opens New Asia Pacific Regional hub in Singapore Lesaffre, a global key player in yeasts and fermentation products, has set up a new expertise hub in Singapore. The 1,000m2 Singapore regional hub houses several of its teams in baking, food taste, human health and nutrition, animal care and biotechnology, and will consolidate Lesaffre’s various business streams at the forefront of advanced yeast applications and improve collaborative engineering of tailored business solutions in the region. Novabay Opens Sodium Bicarbonate Plant in Singapore Novacap Group is accelerating its global expansion in sodium bicarbonate with commercial-scale production in a new stand-alone production unit in Jurong Island, Singapore. Operated by Novabay, the state-of-the-art facility offers a strong alternative supply solution to serve fast-growing demand in Asia. The fully automatised production unit runs on a continuous process, and is able to immediately bring 70,000 metric tonnes to the market, and rapidly expand its production capacity to 120,000 metric tonnes. Indosuez Wealth Management Acquires Crédit Industriel et Commercial’s Private Banking Operations in Singapore and Hong Kong Indosuez Wealth Management has reached an agreement with Crédit Industriel et Commercial to acquire the latter’s private banking operations in Singapore and Hong Kong after the parties entered exclusive negotiations. As part of the transaction, Indosuez Wealth Management in Asia, chaired by Pierre Masclet, will welcome CIC’s private banking teams in Singapore and Hong Kong, adding to the staff the group currently employs in Asia.

The transaction is in line with Crédit Agricole’s Medium Term Plan “Strategic Ambitions 2020”, which includes targeted add-on acquisitions in wealth management. The acquisition marks an important step for Indosuez Wealth Management and its “Shaping Indosuez 2020” corporate project as it enhances the firm’s global footprint by adding a well-respected business in a strategically important market. Activeo Singapore Announces Capital Raise Led by Activeo Activeo, a leading company in collaboration, contact centre and customer experience services and solutions, has announced a capital increase from SGD80,000 to SGD900,000 for its subsidiary Activeo Singapore. The move is a prominent indication of the company’s international strategy where in 2015 Singapore was set up formally to address the needs in the Southeast Asia market. “The capital raise is a significant step forward to execute our growth strategy in the ASEAN area. We are more than ready to develop longterm relationships with our customers driving business results,” says Joseph Kort, Activeo President and CEO. “Growing from 1 to 25 people in two years was a great milestone and this enables us to address the need of large organisations in our market,” adds Jonathan Mondon, Regional Director, Activeo Singapore. With the joining of Jusfeedback and Kasturi (both acquired in 2016), the three-pillared operating business has positioned the Activeo group with attractive growth opportunities towards building a collaborative architecture. Arkadin Named Collaboration Service Provider of the Year Arkadin, an NTT Communications company and market leader in cloud Unified Communications and Collaborations services, has been recognised as the 2017 Frost & Sullivan Asia Pacific Collaboration Service Provider of the Year. Frost & Sullivan analysts cite Arkadin’s customeroriented strategy and continued profitable revenue growth in 2016 amid a highly competitive and commercialised market as factors in its selection. “To strengthen the interoperability between collaboration technologies, the company elevated the strategic partnerships with Microsoft (Skype for Business) and Cisco, notably with the launch of Arkadin Total Connect, providing a fully integrated UC ecosystem with voice-enabled Office 365, Cisco CCA-SP and Cisco Spark solutions,” further explained Zi Ning Chong, Research Analyst ICT Practice – Asia Pacific at Frost & Sullivan. Pascal Lambert Newly Elected President of the French Chamber in Singapore The French Chamber of Commerce in Singapore is pleased to announce the election of Pascal Lambert, Group Country Head for Singapore; Head of South East Asia and India, Société Générale, as its new President. Pascal succeeds Mrs Doina Palici-Chehab, who is relocating to Hong Kong as Interim Regional CEO of AXA Asia. The French Chamber warmly thanks Doina for her involvement at the Chamber and wishes her the best for her career. A graduate of Ecole Superieure des Sciences Economiques et Commerciales (ESSEC) with a specialisation in Finance, Pascal started his career at Banque Indosuez, in Djibouti, Mumbai and Tokyo, before joining Bear Stearns and rising through the ranks. In 2009, he joined Société Générale Corporate & Investment Banking in Hong Kong as COO for Global Markets, Asia Pacific, and in 2010 took on the role of Regional COO for Société Générale Corporate & Investment Banking in the Asia Pacific region, where he led the Global Business Services Group. hile it is recognised as having a good healthcare system that has achieved good public health outcomes for its citizens, Singapore sees new challenges abound, demographic changes – notably a growing and rapidly ageing population – as well as a threat of chronic diseases; thus it seeks to transform its industry to stay ahead of the curve.

Bringing together French start-ups, SMEs, MNCs, and academic and research institutes, the Smart Health platform builds on a French collective approach to address Singapore’s healthcare challenges. From pharmaceutical and medical innovation to productivity care solutions, digital health applications, nutrition and wellness services, infrastructure provision and management, research, education and venture financing, the Smart Health platform brings together 35 companies and institutions and 150 products and services. Presented on the website are nine citizen journeys, to better understand how different patients, citizens, and providers interact within healthcare environments. These journeys include profiles that find increasing pertinence in the Singapore landscape, including a healthy citizen, a senior citizen, a diabetic patient, a cancer patient, an R&D lab manager, a nursing home director, a hospital director, a general practitioner, and a corporate HR director.

The launch event of the website took place at the French Residence, hosted by Ambassador of France to Singapore H.E. Marc Abensour, and saw over 100 in attendance, including healthcare professionals and government officials. “Our goal is to align our solutions with the healthcare ambitions and challenges of Singapore, and adopt an open and collaborative approach to facilitate discussion and development of value-added innovative solutions,” said Mr Emmanuel Montet, Co-President of the Chamber’s Healthcare committee and General Manager of Ipsen Singapore. “Taking a journey-based approach enables us to understand each step along the process of interacting with the healthcare industry in Singapore and appreciate the broader and interconnected context in which our solutions can fit,” added Dr Philippe Guibert, Co-President of the Healthcare committee and Medical Director of International SOS. Innovating for the patient Innovation beyond the product or the pill is more important than ever to address Singapore’s emerging healthcare needs. Carole Real, Business Development Manager, and Yann Ferrisse , Managing Director, Alcimed, share their views.

Can you tell us about Alcimed and how it started in the healthcare industry? Alcimed is a French consulting firm specialised in innovation and development of new markets, with 200 people across nine offices in seven countries, and 20 years of experience in life sciences. Our purpose is to explore and develop uncharted territories around new technologies and market innovations. The healthcare industry is a fascinating field that requires continuous innovation. Since 1993, Alcimed accompanies its clients to define how to move forward in this fast-changing environment, and accompanies them in deciphering new technologies that will be key to the future, defining the right strategy around digitalisation of patient pathways (connected care, smart health, etc) or reinventing business models to reach more patients. How would you describe the innovation environment in healthcare in Singapore? Singapore is known worldwide as a very innovative place, attracting many international companies’ R&D centres, building infrastructure at the cutting edge of technology, and participating in the education of future engineers. Singapore has to address the challenges of its future healthcare situation such as an ageing population, an in-

creased chronic disease burden, a need to manage future growth in healthcare manpower, an increase in healthcare costs and spending, etc. Digital heath and smart technologies are solutions to address such challenges and existing constraints. These solutions would lead to better diagnostic tools, enhanced treatments for patients, devices that improve quality of life of the patients and connect them better to their doctors and diseases. Singapore is becoming a pioneer in this area, and is fast moving towards becoming the world’s first smart nation, by proposing the right technologies and facilitating the connection between healthcare stakeholders. In this environment, how would you suggest companies approach innovation in healthcare? Innovation in healthcare is key for the pharmaceutical industry, with every company looking into where and how they can innovate in order to increase their reach as well as their image of a contributor to overall healthcare issues. The challenge therefore lies in the how? Proposing services beyond the product or the pill to enhance patients’ knowledge in their diseases, increase patients’ adherence to their treatments, improve the communication between healthcare professionals and their patients, implementing disease management programmes through innovative technologies, and digitalising their offers and business models are some of the expectations one can have from the pharmaceutical industry to approach innovation in healthcare. The Smart Health initiative launched by the French Chamber of Commerce in Singapore is another response to this trend around bringing innovation to healthcare. The French community of players is willing to work hand in hand with Singapore’s authorities to demonstrate its added value in bringing innovative solutions to the healthcare environment, aligned with Singapore’s main goals targeting the ageing population and chronic diseases in oncology and diabetes. Florent MULATERO, General Manager, bioMérieux ASEAN, details the high medical value of diagnostics and his vision of recent developments in South East Asia’s medical landscape.

Diagnostics

Could you introduce us to bioMérieux and your activities? As a major player of in vitro diagnostics, bioMérieux develops high-medical-value diagnostic applications that address public health challenges and laboratory needs, focusing on the fight against infectious diseases. For instance, we are strongly committed to combatting sepsis, a complex inflammatory process that causes 1 death every 3 to 4 seconds each year, worldwide. Our expertise and commitment to expanding the frontiers of knowledge in biology are grounded in an entrepreneurial adventure that has been ongoing for more than a century. Today, we are 10,000 people around the world.

As highlighted by the World Health Organisation, antimicrobial resistance (AMR) has become one of the biggest threats to global health. In South East Asia, the overuse of antibiotics and inappropriate antibiotic prescriptions have contributed to the increase in antibiotic resistance. This makes treating infectious diseases complicated for hospitals, particularly for critical illnesses such as sepsis. For that reason, healthcare companies should work with local public and private institutions in combating AMR to keep antibiotic treatments efficient when required for the patients.

How has the medical landscape been evolving in this region?

Medicine has been undergoing massive changes which are impacting healthcare in many aspects. The concept of “P4 medicine” – medicine that is predictive, preventive, personalised and participatory – is a good illustration of the revolution that is taking place in the practice of medicine.

The medical landscape in South East Asia has evolved dramatically in the past five years. Many governments have reinforced support for their populations with universal health coverage and by introducing new diagnostic recommendations. A growing middle class seeking improved care coupled with a rapidly developing medical tourism scene in the region are accelerating the emergence of private institutions in Singapore and Malaysia. In Singapore, the rising demand for elderly care is shaping government policies and infrastructure decisions. The threat of massive outbreaks, like the H5N1 flu in 2008, as well as increasing food safety concerns in the region are bringing a greater focus on national-level strategies, geared towards ensuring the safety of populations. A global approach to both human and animal health is a fundamental component in securing a sustainable ecosystem.

What is your vision for the medicine of tomorrow?

Medicine is in the dark without diagnostics and big data will play a key role here. Capturing health data of populations on a large scale will help healthcare professionals make faster and more accurate diagnostics, ultimately leading to better patient care. Medicine is also shifting towards a personalised approach, taking into consideration each individual’s genetics. The rise of connected devices and other technological innovations have empowered patients, who are better informed and taking active participation in their health. As for bioMérieux, our goal remains to be faithful to a strong family commitment: serving public health worldwide through the development of diagnostics solutions. F

Every industry is experiencing a wave of digitisation, including healthcare, which has seen the emergence of mHealth. What’s the landscape like in this region?

Lastly, mobile health was very new when we started. We had to figure out the right processes and methodologies in order to grow with solid foundations. We gained much expertise in a relatively short period of time.

Indeed, this is a transformation that we championed when we started to operate back in 2010. Since then, the market has changed a lot. We have seen the emergence of several new players in four key areas:

What are the next steps for Health2i?

»» Teleconsultation; »» E-commerce and delivery of medicine mainly in Indonesia; »» Facilitation of medical tourism, which is by definition a more regional business; »» Booking platforms and directories of GPs, specialists and laboratories. What is the story behind the Doctor Gratis mobile application? The concept of Doctor Gratis was devised by a group of general practitioners in Indonesia. They wanted to serve a noble cause: providing access to basic medical advice to populations located in remote areas or facing challenges to connect and receive consultations from physicians. At that time, these GPs were already receiving requests from acquaintances by SMS. When the technology and the telecoms infrastructure were mature enough to offer a more comprehensive service, we decided to launch Doctor Gratis in order to offer our service to more people. What were the key issues when designing and launching Doctor Gratis and how did you deal with those? We faced several challenges. The first one was to clearly define and prioritise the problem we wanted to address in order to develop an experience in line with the expectations of our targeted users. We solved this challenge by carefully listening to our users and by onboarding the team who made it happen. The next one was to quickly be able to operate on a large scale, serve hundreds of thousands of patients and be equipped to deliver more than one million medical consultations online.

First thing first, we are committed to making a meaningful difference in the lives of our users. Our priority is to listen to them very carefully because we care and want to constantly improve our product. We’re also discussing with ambitious partners, corporations and government bodies, and we may collaborate with them to tackle strategic issues related to public health. F

How is Nutricia Research exploring the science behind nutrition and health? At Nutricia Research, we have a global network of multidisciplinary teams, including the team in Singapore, that work together on cuttingedge science, taking nutritional concepts and translating them into physical products. By bringing together our extensive nutritional knowledge with input from healthcare professionals and academic institutions, as well as the latest scientific and technological thinking, we are able to develop nutritional innovations that answer real health needs. Established in 2011, our satellite centre in Singapore comprises a unique group of about 50 scientists and experts from Asia and Europe who work across a range of different scientific disciplines, including microbiology, immunology, data science and digital innovation. Our presence in Singapore has enabled us to connect closely to world-class scientific partners, research institutes and universities in Asia Pacific. Are there any projects and collaborations in Singapore that you can share with us? Nutricia Research is involved in a cohort from the GUSTO study (Growing Up in Singapore Towards Healthy Outcomes, Singapore’s largest and most comprehensive birth cohort

study). This collaboration with A*STAR, the National University of Singapore and KK Women’s and Children’s Hospital has provided new insights into potential microbial signatures associated with the development of early childhood allergies. This may offer further perspective on nutritional intervention strategies to manage the rising disease burden. Infants delivered by caesarean section have delayed colonisation of beneficial bacteria (i.e. Bifidobacterium), and are more susceptible to developing allergies and obesity later on. In a clinical study done together with Singapore’s KK Women’s and Children’s Hospital and partnering with A*STAR, we found that our unique synbiotics compensated the delayed colonisation of Bifidobacterium in C-section-delivered infants and emulated the gut’s physiological conditions observed in healthy vaginallyborn infants. The safety and efficacy data obtained in this study facilitated the registration of Nutricia’s novel synbiotics in Singapore. Looking forward, what’s on the horizon for nutritional science and innovation? Delivering high-quality, effective nutritional solutions is clearly our main goal. Still, we need to ensure we offer a superior consumer and patient experience while improving the way how we collect data and obtain scientific insights. Digital innovation offers great, new ways of engaging healthcare professionals and consumers/patients and increasing the level of effectiveness and satisfaction. We aim to provide comprehensive scientifically substantiated nutrition care by integrating digital tools, devices and tailored nutritional solutions. We are currently looking into: »»Digital-enabled data collection tools; »»Clinical study efficiency and real-life follow-up study; »»Big data analysis to get new insights and maximise output. The future is to provide integrated nutritional and digital solutions that connect consumers, patients and healthcare professionals through the whole continuum of care, empowering all of us to further transform and improve health and well-being. The Future of Healthy Ageing An ageing population presents both challenges and opportunities. Fabien CLAVIER, Lead Project Manager, and Angela SAENZ, Project Manager, IPAL CNRS (Singapore), tell us more about IPAL and its projects in Singapore, notably its work on ageing.

What are IPAL main fields of research around the world and in Singapore? IPAL (Image and Pervasive Access Laboratory) is a joint international research laboratory representing French and Singaporean academic partners. Created in 1998 as an overseas laboratory for the French National Centre for Scientific Research (CNRS), it obtained in 2007 the highest scientific ranking among CNRS labs outside of France. IPAL research activities benefit from a close collaboration between its French academic partners (CNRS, Institute Mines-Télécom, Pierre et Marie Curie-Sorbonne University, and University of Grenoble-Alpes) and Singaporean partner institutions (Institute for Infocomm Research/A*STAR and National University of Singapore). With a focus on ‘Inclusive Smart Cities and Digital Health’, we develop AI solutions aimed at improving quality of life of frail people (mainly ageing but also people with chronic conditions such as asthma or type II Diabetes) and engaging them in pursuing healthy and active lifestyles. Our research is in line with the Singapore’s Smart Nation initiative and supported by the Horizon 2020 European Research Program. How are the field and needs of preventive healthcare evolving? The number of ageing initiatives in Singapore has increased, notably with the launch of the S$3 billion “Successful Ageing” Action Plan unveiled in 2015. This plan has more than 70 initiatives covering different areas – health and wellness, learning, employment, housing, transport, public spaces, respect and social inclusion, retirement adequacy, etc – to prepare Singapore for rapid population ageing in the next decades. Government agencies are keen on encouraging ICT and AI investments in the field of ageing and well-being. Many testbeds are being run in different neighbourhoods to push forward the research on healthcare sensors, activity recognition, fall detection, mobile coaching, and qualityof-life tracking, turning the city-state into a living lab for smart technologies.

In this context, IPAL is working on an innovative solution called UbiSmart, a B2B or B2C digital platform that provides visualisation, understanding and assessment of an individual’s behaviour in a specific environment. UbiSmart works handin-hand with a specific set of sensors capable of collecting data from an individual or a segment of population in any given environment. That data is then treated to reveal different activity patterns and behavioural changes, and sends alerts when intervention is needed. UbiSmart sets solid ground in the field of preventive healthcare by empowering individuals and cities in early detection of risks associated with frailty and ageing. How is the role of social and health services evolving in the care of an increasingly ageing world population? In the health sector, data is often collected with the purpose of detecting “markers” for possible diseases. In an increasingly ageing population, we believe that we need to aggregate data from additional sources in order to identify “behaviours” that are relevant to the prevention of cognitive impairment and frailty. Behaviours are inherently more fluid and ambiguous than standard markers used for health prevention, since they require a sophisticated level of “interpretation” and the comparison of various sources. Recognising and analysing behaviours also necessitate partnering with social services players, such as senior activity centres, which are the main hubs for the elderly community living alone in Singapore. IPAL is working on the City4Age project, a EU Horizon 2020 research project, dedicated to supporting smart cities in empowering social/health services (and families) facing cognitive impairment and frailty of the elderly population. The challenge is to demonstrate that smart cities can play a pivotal role in prevention of ageing-related risks. We have six pilot sites to test different parts of the City4Age solution in different contexts: five in Europe and one in Singapore. It is very interesting to be in Singapore because the city-state is quite ahead in the integration of new technologies within the urban environment. This implementation allows us to visualise how a European solution can be developed in Asia, and, why not, elsewhere. F

Alexandre Civière, Project Manager at CellProthera, talks about research and breakthroughs in the REGENERATION OF HEART MUSCLE AFTER A SEVERE HEART ATTACK AND THE PREVENTION OF CONGESTIVE HEART FAILURE.

Can you tell us about CellProthera and its therapeutic approach? CellProthera was founded in 2008 in Mulhouse, France, to research, develop and commercialise innovative therapeutic solutions for the regeneration of organs damaged by disease or trauma, but also to develop the means to industrialise cell manufacturing in a cost-effective manner. CellProthera therapy focuses on the development of an approach allowing the regeneration of myocardial tissue after severe heart attack and prevent secondary congestive heart failure. CellProthera’s innovative solution was successfully tested in a proof-of-concept clinical study started in 2002 using stem cells directly injected into the cardiac lesion of patients after heart attack. The clinical outcomes have shown an excellent safety profile associated with long-term outstanding recovery of their cardiac function, which allowed the study patients to return to a normal life. This unique therapeutic approach requires a simple blood sampling performed a few weeks after a severe heart attack. The sampling occurs after a treatment period, using a cell-stimulating factor in order to mobilise the patient’s own stem cells from the bone marrow to the blood flow. The patient’s blood sample is then forwarded to a local certified cell therapy centre and processed in our proprietary automated device StemXpand® in order to expand the number of CD34+ stem cells. The final graft product obtained is called ProtheraCytes®. When injected into scar tissue within the heart wall, CD34+ stem cells have experimentally shown in nude mice the capability to engraft in the damaged tissue and to differentiate into mature cardiac and vessel cells. Preclinical tests carried out on grafts collected from peripheral blood of healthy donors have shown excellent results.

Heart By using adult stem cells obtained from a patient’s own body, this therapeutic approach avoids all challenges currently faced by other types of cell therapies using foreign tissues such as tissue rejection and immunosuppressive treatments.

What is the long-term vision of this approach? In the long run, CellProthera’s therapeutic goal is to extend this cell therapy to regenerate other organs based on the same technology platform: as blood vessel diseases or cartilage. Cellprothera’s devices and prototypes, have successfully passed biological validation and been approved by regulatory bodies. A commercial version is under development, which would allow the production of five grafts simultaneously instead of one at present. Furthermore, clinical trials Phase II started in 2016 in Europe with 44 patients, with a subsequent phase III planned in both Europe and North America. Immediate commercialisation will then follow market authorisations in these two regions. What are the next steps for the company in Singapore? In Singapore, CellProthera is currently validating its industrial process to start a trial in 2018 on 10 patients to develop a clinical platform in Asia. This trial is carried out in partnership with the National Heart Centre Singapore (NHCS) and the HSA Cell Therapy Centre both located at Outram campus. The NHCS, referral regional centre for cardiovascular diseases, is in charge of stem cell injections within the heart muscle whereas the HSA Cell Therapy Centre, equipped with a clean room, is in charge of stem cells processing. Anatomy of Collaboration in Pharma and R&D Singapore has positioned itself well as a leading medtech and biotech hub. In this interview, Emmanuel Montet, General Manager Singapore and Asean Director – IPSEN Specialty Care, shares with us about the company and its projects in Singapore.

What are IPSEN’s fields of expertise and activities in Singapore? Ipsen is a global specialty-driven pharmaceutical group that sells more than 20 drugs in over 115 countries, with a direct commercial presence in more than 30 countries. Our ambition is to become a leader in specialty healthcare solutions for targeted debilitating diseases. Ipsen’s fields of expertise cover oncology, neurosciences and endocrinology. Our commitment to oncology is exemplified through a growing portfolio of key therapies that improve the care of patients suffering from prostate cancer, neuroendocrine tumours, renal cell carcinoma and pancreatic cancer. We also have a significant presence in primary care. We have been present in Singapore for two years and we are now a mid-sized enterprise here. We are consistently developing partnerships with local and international institutions, seeking to strengthen development of our products and advance scientific knowledge in various fields. Why have you chosen to set up in Singapore? There are many factors that make Singapore a very favourable location, from the presence of a talent pool that is diversified, international and skilled in medical and technical aspects, to

a working environment that is well-structured and pro-business. In addition, it is easy to get around the region through Singapore’s airport, and we are only a few hours away from the other countries in the region. This in fact is a great advantage for business developpers and business development. Could you tell us about some of IPSEN’s projects in Singapore? Partnerships are a key part of our R&D strategy, and we seek to strengthen our innovation capacity, notably by giving access to new and promising technologies and supporting the exploration of new research fields. For example, we partnered in 2016 with the Institute of Molecular and Cell Biology (IMCB), a research institute under the aegis of the Agency for Science, Technology and Research (A*STAR), Singapore, to advance understanding and research of botulinum neurotoxin biology (BoNT). By combining our expertise in BoNT recombinant engineering and biology with IMCB’s extensive knowledge and expertise in the fields of membrane and toxin trafficking, and RNA interference screening, the collaboration aims to work on the key components of intracellular trafficking involved in the biological action of BoNTs. This work could potentially facilitate the design of new therapeutic toxins for addressing neurological disorders. Another upcoming activity is a conference organised by the IPSEN Foundation that will take place in Singapore in February 2018. Dedicated to genome editing, it will be an exciting day to explore with very prestigious scientists how we can advance research in this field. F

What are Sanofi’s main activities around the world? Sanofi is a global, diversified life sciences company whose everyday focus is to protect and improve health. From prevention with vaccines, to self-medication products available at pharmacies, specialty care treatments, or integrated innovative solutions for wide-spread, chronic diseases like diabetes: we support patients every step of their health journey by providing innovation that empowers everyone to lead a healthier life. What specific fields does Sanofi focus on in Asia? Our focus is needs-driven: we adapt to each country to ensure we are where the diseases are.

What led Sanofi to work on the development of this dengue vaccine? With increased urbanisation, population mobility, and climate change, Asia has never been more vulnerable to the spread of fast-growing diseases, including dengue. In the past five decades, we have seen a 30-fold increase in the spread of dengue, with outbreaks reaching over 128 countries. Asia alone bears 70% of the disease burden.

Diabetes is one of the most pressing needs in the region, with Asia accounting for approximately half of the cases in the world. In this field, we work on integrated solutions – combining device, software, medicine and professional care – to support patients and help them simply and effectively manage their diabetes.

As a consequence, Sanofi Pasteur, our vaccines division, spent 20 years researching and developing the world’s first dengue vaccine, with – for the first time – proven efficacy against all four serotypes of dengue. Moreover, in a recommendation published in July 2016, the World Health Organization endorsed Lauren Iledo, nine the vaccine as a significant contribution to years old, was integrated dengue prevention efforts in highly infected with dengue endemic countries, and to public health at large. in the Philippines

Specialty care is another major area, with complex conditions – like rare diseases, multiple sclerosis, immune diseases – that are challenging to treat and sometimes to identify, making patients’ journey to diagnosis often long, difficult and lonely. As a response, we provide specialised transformative treatments along with diagnosis, medical education and support programmes for patients and their families, in close collaboration with health authorities, physicians, caregivers and patient communities. Another major public health threat in the region is dengue, which is now a vaccine-preventable disease, thanks to the relentless efforts of our teams.

In Asia, our vaccine was approved for prevention in Singapore in October 2016, as well as in the Philippines, Indonesia, Thailand and Malaysia. As one of the world’s largest and long-standing vaccine producers, we aim to contribute to a world where no one suffers or dies from a vaccine-preventable disease. This vaccine testifies to our long-standing commitment to improving health and to being where patients need us. F

Acute and chronic wounds affect an increasing fraction of the world population. In this interview, Paul Basson, Regional Director Asia, URGO, shares with us about the Group’s activities in wound care and innovation.

Heal The World Can you introduce us to URGO? URGO Group has been a major historic player in improving quality of care and in helping relieve the burden of wounds. Our mission is wound healing, personal wellbeing, and health, and in 22 countries, 3,100 collaborators participate in this mission and 10 industrial production sites serve these needs. With its two divisions, URGO Medical and URGO Consumer Healthcare, the Group is engaged with patients, healthcare professionals and the general public on a day-to-day basis. We develop innovative wound dressings to address the increased worldwide need for care for chronic wounds, and give access to responsible healthcare solutions in the areas of first aid, nutritional supplements, sexual hygiene, common cold and allergies. How does URGO assist in wound care? Urgo Medical, the medical division of the Group, is one of the worldwide experts on the healing and treatment of acute and chronic wounds (venous leg ulcer, bedsore, diabetic foot ulcer, etc.). We develop a range of advanced wound care dressings for healing acute and chronic wounds, with clinical evidence and a specific treatment protocol for each type of wound. In addition, we are heavily involved on a global level in R&D for innovative technologies to the best global standards. We see our solutions recommended and used by hospital staff (doctors and nurses) all over Asia, including Singapore.

As one of the pioneers in wound care management support, we have been looking at how the care and treatment pathway can be organised to impact wound-healing time, nursing time and cost of consumables. Beyond that, we provide regular medical education sessions, workshops and in-service talks to healthcare professionals and are part of wounds events all over Asia, working to offer healthcare professionals and patients innovative solutions to relieve their burdens. How does URGO approach innovation and what are some of your current projects? Innovation is in our DNA and we invest €20 million in R&D each year. The mission of the Urgo Research, Innovation & Development (Urgo RID) teams is to devise, develop and transform ideas into concrete healthcare solutions in order to meet the needs of patients and healthcare professionals. Our approach to innovation is based on ongoing dialogue with endusers, both caregivers and patients. It is this desire to meet their expectations that has enabled us to devise high-technology dressings and protocols responding to every type of wound. We have made clinical research a fundamental point of our innovation to demonstrate the effectiveness of our products. Since 1997, we have conducted almost 55 clinical and observational studies covering almost 60,000 patients, and have obtained over 40 scientific publications in indexed reviews. Within Urgo, we are also convinced that innovation is first and foremost collaborative. This is why we are developing a global approach to open innovation. We are currently part of Medilight, a European collaborative consortium that aims to develop a medical device that will provide personalised light therapy to patients with chronic wounds to enhance the self-healing process. How does the app work? How is the health insurance experience different for end users?

Appropriate Insurance With his app tailored to the singapore market, UEX CEO Grégoire Rastoul looks to enable a more holistic approach to health insurance.

How was the idea for this app born? What in health insurance piqued your interest? I studied at the Lycée Français de Singapour with my current UEX partner Clément Bouthelier and we wanted to come back to Singapore after a few years working in France. At the time, we were managing large insurance programmes in Asia and figured that there was an opportunity to make a difference in the local health insurance area. Today, only 20% of foreigners benefit from health-inclusive expatriation contracts while the rest work on local contracts – we now refer to this market segment as “international mobile” rather than “expat”. With this change of status, access to healthcare has become more complicated for non-Singaporeans and non-PRs. Health remains one of the key priorities for foreigners in Singapore so they need to become more familiar with local health costs to ensure they have sufficient coverage through their employee benefit programmes. That is why we aimed to reconcile corporate health insurance programmes and individual health insurance needs by setting up Insurtech UEX in Sin-

With our online UEX hub, we enable customers to share and get access to informative content on health, which is the first step of the UEX journey. Indeed, before we even talk about insurance, the UEX team wants to understand users’ healthcare habits: their preferred health institution, their health condition, and their professional and personal situation. So our first goal is a social one, as we seek to raise awareness of the healthcare system in Singapore, costs and how it all works. Technology then comes into play. Using the UEX app, individuals or SMEs can create their own profile and customise each family member’s health coverage. They can do that since they now know the cost and understand the value of each insurance coverage option. Because UEX technology is dynamic, the user also sees the price changing in real time! The programme developed by UEX with AXA Singapore teams allows users to choose different levels of coverage according to the different products, all with only one simplified, complete online subscription and payment process. The app is available on desktop, tablet and mobile. How do you work with insurance companies? As of today, AXA is our main partner. As UEX is an online platform, we have what we call “generic and documented API” through which we can connect to any web interface – we are a sort of PayPal of insurance. Thanks to this technology, we can very quickly test many different user experience journeys or connect to any other websites. That is the reason why insurance companies are interested in partnering with us. It can help them quickly deploy their online multichannel strategy. For instance, we are currently working on Integrated Shield Plans for Singaporean millennials to test new interactions with them. That is an exciting development! F

Our approach in South East Asia builds upon the investments we have made in the Chinese market in recent years (servers in mainland China, creation of a subsidiary, dedicated teams, software localisation, etc.). We wish to replicate these investments starting with Singapore.

How was the preparation of the prospection mission?

Euris is a CRM and CLM software publisher specialised in pharmaceutical sales and promotion, and an accredited web host for health data hosting.

We set up a first appointment with the French Chamber to set out our mission objectives, introduce our company, products, and needs. We discussed ways to approach this market and put together a list of desired targets. A dedicated Business Development Manager from the Chamber was in regular contact with us before our mission, and she accompanied us to appointments that she had succeeded in securing. Finally, postmission, she prepared a document summarising key information that we had obtained (companies, contacts, addresses, etc.).

The pharmaceutical industry is experiencing strong growth in emerging markets, particularly in South East Asia. Asia sees a particularly rapid rate of adoption of technology and is also very mobile-driven. The fragmented nature of the South East Asian markets necessitates laboratories to adopt tools that are mobile and flexible in order to be effective.

Was the mission fruitful? At the same time, the evolution of regulations on personal data in the region pushes pharmaceutical labs, insurers and software publishers collecting data to host this data locally.

The French Chamber at Medicen, June 2017, Paris, France As part of a business trip with the purpose of facilitating business relations between Singapore and France, the French Chamber led a presentation with Dr Benjamin Seet , Executive Director of Biomedical Research Council, A*STAR (Agency for Science, Technology and Research), about current opportunities in Singapore and the local landscape in medical devices and research. Highlights included two trade shows where the French Chamber coordinates the French pavilions: IDEM from 13 to 15 April 2018 (with a focus on dental equipment, instruments, tools, hygiene products...) and Medical Fair from 26 to 28 August 2018 (with a focus on hospital equipment and supplies, and diagnostic, pharmaceutical, medical and rehabilitation sectors). We also presented the new smart-health.sg, which showcases French healthcare solutions in Singapore. This business trip also featured Speed Meeting Asia, organised in collaboration with the Entreprise du Patrimoine Vivant (Living Heritage Company, or EPV): a certification label from the Economic French Ministry, EPV is managed by the Institut Superieur des mĂŠtiers (ISM). Business Delegation to Myanmar After decades of isolation, the Myanmar’s economic activity is expected to benefit from the democratic transition with the newly established civilian government and the approving of a new law on investments liberalising and opening the market. As in 2016, the rate of growth should remain strong in 2017. Myanmar represents a potential sizable market, with wideranging investment opportunities in key sectors such as construction, energy, transport and telecommunications. In partnership with CCI France Myanmar, the French Chamber in Singapore, under the umbrella of its Energy & Infrastructure committee organised the 3rd edition of a business delegation to Myanmar on the 1st and 2nd of June 2017. Visit: NTU Mechanical and Aerospace Engineering The School of Mechanical and Aerospace Engineering of Nanyang Technological University (NTU) is ranked no. 1 in Singapore and no. 11 in the world, in the latest QS University Subject Ranking. It is also the only school in Singapore that offers a full-fledged Aerospace Engineering undergraduate education, in support of the country’s aim of becoming a strategic aerospace hub. DCNS: The French Know-How with Strong International Growth This committee meeting outlined the DCNS group’s activities. DCNS is the European leader in naval defence and a major player in marine renewable energies. The Group designs, produces and supports submarines and surface ships, provides services for naval shipyards and bases, and also offers a wide range of marine renewable energy solutions. These first meetings are key moments, where making a strong connection is an important step in building trust for future collaboration. In this practical and interactive session, we looked at the dynamics of these first meetings and unpacked some tools to help entrepreneurs prepare, engage and connect with partners. The session included several rounds of focused practice with different partners, including two-way feedback on how participants came across, with suggestions on how to improve approaches for the next round. 2017 French Chamber Annual General Meeting The French Chamber of Commerce in Singapore held its Annual General Meeting in June 2017 at Singapore Business Federation. The President Doina Palici-Chehab and the Executive Director, Carine Lespayandel, addressed the assembly and presented the Chamber’s Annual report, which was approved unanimously. Mrs Palici-Chehab started with an overview of the Chambers’ achievements in 2016-2017. Highlights of the year included some large-scale events such as a “Bonjour Talents”, the Fintech Forum, the Wise Innovation Symposium and the ICT awards among others. The President presented the French Chamber membership evolution, representing a 6% growth versus last year. She thanked all the Board members, Committees Members, members and team for their active contribution and the 37 Patron members for their great support. The President and the Director carried on by describing briefly for each department, the main results and performance achieved. The Treasurer Emmy Tellier commented the 2016 accounts, audited by Wellton & Trent Pac, and on the budget for 2017. The financial report was approved unanimously. There were 29 candidates to the Board. They all introduced themselves – through a video for those not physically present. After this introduction, the Executive Director invited the attendees to proceed to the vote. Innovative Sustainability This conference centred around the subject of innovative sustainability, notably around the question: how can companies can find innovative ways to be sustainable and responsible? It tackled the concept of “Sustainability: Turbulence and Transformation”, highlighted a corporate example of innovations in sustainability with Danone’s “Toward an Alimentation Revolution: Social and Environmental Value Creation” and offered new perspectives with the question “Aligning Business Strategy and Sustainability?” The three speakers then gathered for a Q&A session.

French Chamber Petanque Tournament 2017 Pétanque, which attracts both young and old, is a game where metallic balls must be thrown as close as possible to a small wooden ball called a cochonnet, and the French Chamber of Commerce in Singapore once again organised the Pétanque Tournament! Our 132 players enjoyed a day-long tournament of this typically French game in a fun atmosphere – in the sunny outdoors with the beautiful seaview of East Coast Park. We thank the 44 teams for their sporting attitude, team spirit and fair play. Players enjoyed a few glasses of Ricard and snacks all day long to gain forces for the tournament. The BBQ, along with some glasses of rosé wines sponsored by FDH, allowed our players a well-deserved lunch break. And of course, there was lots of Evian, Badoit and Sirops Teisseire to stay hydrated! Fragrance du Bois Unveils Flagship Boutique After three successful pop-ups, Fragrance du Bois has unveiled its new flagshop boutique in the heart of the Orchard Road shopping district at Scotts Square. The boutique boasts a 807ft² retail space, with a new layout, but with the familiar and signature black and gold interior design that characterises the brand’s ethos of recreating the grandeur and ambience of a classic Parisian salon.

Bar-Roque Grill Makes Michelin Bib Gourmand List Showcasing Singapore’s gastronomic diversity, the 2017 edition of the Michellin Guide features nine new Bib Gourmand entrants, and of the list of 38 eateries named, French rôtisserie and bar Bar-Roque Grill stands out as the only European establishment. “Bar-Roque is all about serving comfortable food at affordable prices, having the feeling of getting home, that’s what I always want to achieve at Bar-Roque,” explains Chef-Partner Stephane Istel, who hails from Alsace. “I feel very proud for my team and its achievements and the Bib Gourmand is very important for us as this is the type of food we want to do: to use amazing products and be affordable for everyone.”

It is the brainchild of Michelin-Star Chef Jérémy Gillon from Le Montana in the French Alps. Open throughout the day, the restaurant and bar serves up sensational French Bistro fare with a contemporary touch, providing guests with a different dining experience from breakfast to dinner. “Dining is like driving on a highway with various entrances and exits that make an experience exciting and nuanced. At Audace, I hope to appeal to our guests’ sense of adventure and eagerness to discover new tastes and sensations,” says Chef Jérémy.
