HEROES WORK HERE This year’s annual report highlights how Family & Children’s Services (F&CS) employees rapidly shifted service delivery and work practice in order to support clients and our community during the 2020 pandemic. At the beginning of the year, we never imagined that working from home (WFH)—balancing a child on one knee and a laptop on the other—would become the norm. As yoga pants replaced slacks, masks replaced smiles and work birthday celebrations became driveby parades, we added new phrases to our lives that included flattening the curve, social distancing, quarantining and Zoom, Zoomers and Zooming.

Through conditions once thought unimaginable, our staff emerged as heroes. Their selfless dedication and resilience for clients and each other shined through. Picture the mythic hero charging the battlefield despite the danger, getting the job done no matter the obstacles and paying no heed to possible injury. Imagine conducting a group therapy session in a parking garage in order to social distance. Or delivering 1,500 iPads and teaching clients how to use them for therapy. Or meeting a client on their front porch in the heat of the summer with a folding chair in one hand and

DEAR FRIENDS, The coronavirus pandemic didn’t provide an instruction manual on how an organization should respond in such an unprecedented crisis; but we knew it was essential to continue meeting the mental health care needs for thousands of vulnerable children, adults and families in Tulsa. So in a couple of days, we rapidly shifted 700 employees to a remote environment using videoconferencing, telehealth and teletherapy services. This transition was critical to ensure the well-being and safety of our employees, clients and community while also providing continuity of care to our clients. Our new working environment was made possible by a determined leadership, resilient staff, advanced technology equipment and telehealth software. We transformed our entire service delivery system and quickly re-imagined ways to combat the barriers and needs of clients during the pandemic. The year was anything but easy, but brought out the best in us. F&CS staff quickly adapted and adjusted routines and worked through challenges while supporting each other along the way.

Our community of donors, foundations, volunteers and stakeholders comforted, encouraged, and humbled us by their outpouring of generosity. This support was a lifeline to us and to the people we serve. We offer our deepest appreciation and thanks. Every crisis has a life cycle, and our hope is that the repercussions of the pandemic will soon be behind us. We will remain stable and strong as we move from the crisis of 2020 to recovery and celebration in 2021. We have much to celebrate in the coming year as F&CS commemorates its 100th anniversary. Even though 2020 was filled with disruption and uncertainty, it didn’t stop F&CS from preparing for the future. We moved into new facilities that expand our capacity to better serve Tulsans.

STEERING F&CS THROUGH UNPRECEDENTED TIMES Delivering technology and telehealth When Tulsa shut down in March 2020, we remained open, ensuring that client services would continue without disruption. Staff worked remotely, and we provided our staff and clients with technology for telehealth appointments. Our biggest challenge was that the majority of our clients are low income and indigent with no technology, data, WiFi or experience with telehealth. Our staff helped clients adapt as we equipped them with iPads and computers and trained them to use privacy-compliant software.
Innovative ways to deliver child abuse treatment through telehealth Child Abuse and Trauma Services therapists, when in traditional office settings, have numerous tools and toys to help children express themselves.Through creative play on the computer, both child and therapist adapted and made meaningful connections.

Shifting to remote work Our strategic investment in technology paid off as F&CS moved to virtual work.
Distribution of technology More than 1,500 iPads and data plans were given to at-risk clients for telehealth.
Supporting families iPads were given to families so that children could meet with therapists virtually.
Porch and parking lot therapy For safety, therapists went outside under tents, in parking garages and with folding chairs.
Remote parenting classes We increased critical support for struggling families through remote parenting classes.
Therapy in schools Schools were given iPads for immediate connection with kids in crisis or needing help.
Women in Recovery Program innovations Women in Recovery adhered to court mandates through Zoom calls with judges. Zoom was also the platform for WIR’s culinary class with Mike Bausch, owner of Andolini’s Pizza.

ENSURING SAFETY AND WELLBEING Facility modifications, personal protective equipment and support From the start, we immediately took steps to protect staff and clients with adjustments to safety protocols. Facilities were equipped with new filtration systems, social distancing partitions and other safety products. Staff were supplied with personal protective equipment (PPE). This included our courageous front line mental healthcare workforce who bravely provided crisis and medical services 24/7/365.
Prioritizing Safety Many employees worked remotely from home, and most practitioners used telehealth to provide care. Our crisis and medical programs were on the front lines with in-person services for the most vulnerable Tulsans. These services included the F&CS Pharmacy, CrisisCare Center, Med Clinic, Program of Assertive Community Treatment (PACT) teams, Women in Recovery, Women’s Justice Team, Parenting in Jail, the 24/7 Community Outreach Psychiatric Emergency Services (COPES), facilities management and technical support staffs.

Equipping F&CS facilities It was imperative to balance the health and safety of our staff and clients with the critical needs of client care. Adhering to Center for Disease Control guidelines by keeping staff and clients safe included everyone wearing masks and undergoing temperature checks. Plexiglass dividers and sanitizing products were placed everywhere to increase hygiene practices.
Transportation innovation Helping clients make appointments, our van operated safely with the addition of a shower curtain divider.
Frequent communications Updated pandemic safety protocols based on the latest information helped staff adjust and better serve clients.

DELIVERING ESSENTIALS TO CLIENTS Overcoming client barriers through innovative solutions When the City of Tulsa and the surrounding areas were in quarantine, many F&CS clients suffered because of lack of services, medications and basic needs. To overcome barriers, we introduced a home delivery system from the F&CS Pharmacy, acquired and distributed essential items such as food, blankets, household items, clothing and children’s activity bags.
Delivering medications to clients The F&CS on-site pharmacy (located at the F&CS Sarah & John Graves Center) added delivery services to help delivery medications to clients during the pandemic. Many F&CS clients depend on transportation to get their medications, and when things shut down in Tulsa, that became a huge barrier. Through courier, mail and staff delivery, those needing their prescriptions were able to receive them quickly. 10 | Family & Children’s Services | 2020 Annual Report to the Community
Lifesaving care delivered to clients The PACT (Programs for Assertive Community Treatment) and Homeless Outreach teams continued to provide life-saving community/ home–based care to the severely mentally ill population. The teams delivered medication, food, technology (phones and iPads) and telehealth services. These services were imperative to ensure the stabilization of clients in order to avoid psychiatric hospitalization.
Basic needs Many clients were hungry and cold as a result of the pandemic. We delivered meals and provided blankets, coats and gloves to more than 2,500 families and clients.
Stress reducing bags We delivered approximately 1,400 stress-reducing activity packs to children to help ease the distress after schools went remote and families were home together 24/7.

SUPPORTING AND STRENGTHENING OUR COMMUNITY Mental health awareness resources helped Tulsans cope COVID-19’s speed and scale bred uncertainty and emotional disruption. F&CS was committed to supporting not only our clients but any Tulsan struggling to cope with the elevated stress and anxiety. During such a crisis, when people feel unsure about what they know (or anyone knows), we provided easy ways to connect with professionals who could help and provide comfort and resources during the frenzied moments.
Support Groups F&CS Virtual Support Groups were designed and facilitated by professional and certified staff to help with challenges of the pandemic. Sessions provided insight and advice founded on evidencebased practices. Some support groups were created for parents and teachers and law enforcement officers, while others receive customized professional-facilitated sessions designed to meet the needs unique needs of area businesses, organizations and groups.

COVID COPES Emotional Support Line For those having a hard time coping and adapting during the pandemic, this 24/7, free and confidential hotline was set up with trained mental health professionals to support and help callers.
Parenting tips F&CS knew that parents wanted help. Our professionals recorded daily parenting tips for those struggling with new routines, isolation and mental health concerns. We Need Your Help!

Our professional services continue at full speed. We are taking every precaution to protect you, our staff and our community from the coronavirus epidemic. All our outpatient, physicians, therapists and case managers are working remotely using high tech, high touch teletherapy. Video technology has been a lifesaver for all of our clients and us. We are able to create a private meaningful therapeutic connection with children, adults and families. Clients seem to be adjusting comfortably to this new way of receiving therapy. MOVING INTO STATE-OF-THE-ART FACILITIES COVID didn’t stop F&CS from preparing for the future Despite the complexities of the year, a phoenix rose from the ashes as five F&CS facilities were either built, re-engineered or remodeled to accommodate program expansion and innovation. Tulsa's need for mental healthcare continues to grow at a dramatic pace. Our growth has allowed us to bolster our capacity for the future and was made possible because of generous capital campaign donors. See a full listing on Page 29 of this annual report.
Legacy Plaza building donated by The Anne & Henry Zarrow Foundation Thanks to a generous gift from The Anne & Henry Zarrow Foundation, F&CS and Oklahoma State University Center for Health Sciences (OSU-CHS) moved into Legacy Plaza West, the largest of three buildings in the complex on east 31st Street, formerly Dollar Thrifty’s headquarters. F&CS received the transformative gift of eight floors. This completes the occupancy of Legacy Plaza, the new home to seven nonprofit partner organizations. Mayor G.T. Bynum said, "Legacy Plaza is creating an unmatched synergy between our nonprofit sector and the residents served by the many valuable services in Tulsa. I want to thank The Anne and Henry Zarrow Foundation and Legacy Plaza partners for their vision in helping create a strong and resilient community for Tulsa.”

CrisisCare Center (CCC) CCC expanded to serve an additional 2,000 people a year. The Center was also re-engineered to create a private police entrance, easing the burden on law enforcement.
F&CS Sarah and John Graves Center As we moved into new facilities, the Center on Harvard began renovation to expand our rapidly growing adult mental health outpatient services.
Center for Families and Children The Peoria location was re-purposed into the F&CS new Center for Families and Children housing Child Abuse and Trauma Services, Child Psychiatry and Children’s Mental Health Services.
Women’s Justice Team A division of Women in Recovery, the Women's Justice Team moved into the old F&CS Annex building. This program offers early intervention, services and court advocacy for women.

F&CS was re-accredited in 2020 by the Council on Accreditation (COA). Accreditation is an objective, independent validation of agency performance. COA accreditation involves a review and analysis of administration, management and service delivery functions against international standards of best practices.
Certification
F&CS is certified with distinction from the Oklahoma Department of Mental Health and Substance Abuse Services as a community mental health center, outpatient alcohol and drug treatment program, and gambling treatment program. We are also certified with SafeCare, an evidence based, parenttraining curriculum for parents of children ages 0-5.
