Annual Report 2022

In 2022, Family & Children’s Services (F&CS) ushered in a new century serving the Tulsa community. The year also marked F&CS's first full year as a Certified Community Behavioral Health Clinic (CCBHC).

CCBHC is a new national and statewide transformative model of care in community mental health centers serving both adults and children with a range of complex mental health and substance use challenges. This robust service model is made possible by an enhanced CCBHC Medicaid reimbursement payment structure.

With more funding, F&CS was able to expand our workforce to dramatically grow the number of clients we served. We increased access to care and provided more comprehensive and lifesaving services to anyone in need.

CCBHCs are changing the mental health and substance use care landscape, proving that when evidence-based clinical care is supported with effective financing, outcomes improve.

F&CS is well-suited to address the complex needs and mental and physical health challenges that people face today and in the future.

The pandemic has damaged our collective mental health, and for the last year, a growing number of clients are presenting with much greater problems and symptom severity layered with health, economic and basic needs. Children continued to struggle with serious emotional issues, school failure, substance use, juvenile justice involvement or suicidal thoughts or attempts.

This annual report is dedicated to how Family & Children's Services expanded mental health care as a Certified Community Behavioral Health Clinic (CCBHC) at a time when the need has never been greater as more and more people turn to us for help.

Family & Children's Services (F&CS) has always been at the forefront of innovation and evidence-based practices, delivering hope, healing and recovery to children and adults who are struggling with social and economic challenges as well as abuse, trauma, crisis and mental illness and addiction.

This year’s annual report highlights our newest pioneering work: becoming a Certified Community Behavioral Health Clinic (CCBHC), a new national and statewide transformative model of care for community mental health centers. Since becoming a CCBHC in October 2021, we’ve expanded care for adults and children beyond the traditional community mental health and substance use treatment services we’ve always provided. A new whole-person care approach also extends services into physical health care coordination, addresses the social and economic well-being of individuals and offers specialized care to veterans and other special populations.

Robust CCBHC services show great promise for attaining enhanced client outcomes and quality of care and are made possible by an enhanced CCBHC Medicaid reimbursement payment structure. The impact on the agency has been extremely positive.

F&CS has expanded our workforce to dramatically grow the number of clients we can serve, increase access to care and provide more comprehensive and client-centered services to anyone in need of care.

In 2022, F&CS delivered 30% more services for adults and children than in the previous year.

For almost 50 years, 37 of which I've served as CEO, it has been my great privilege to serve as the CEO of this outstanding organization. This is why it’s bittersweet to announce that this year will be my last serving as CEO as I will retire in December 2023.

I am beyond grateful for the opportunity to work with this incomparable cadre of people who dedicate their professional lives to improving the mental health of our community.

The next President and CEO will be joining a strong, dynamic and financially healthy organization that is well-positioned to expand its reach and impact. This person will have an opportunity to work with a dedicated, and talented staff, an exceptional and diverse board of directors, committed community partners who enhance our collective impact and a host of funders, donors and volunteers who advance our mission.

I care so deeply about this organization and am committed to working in partnership with our Board, and staff throughout the year to ensure a smooth leadership transition.

The individuals we serve have experienced some of life’s toughest challenges and traumatic events. From the moment I began in the agency, I have been consistently inspired by our clients' resilience and strength to overcome unsurmountable adversity. I’ve seen firsthand that through the right care, at the right time in the right place, people can recover and turn their lives around becoming shining lights in our community.

I trust that F&CS will continue to transform mental health and the well-being of our community and serve as a beacon of hope for generations to come.

CHAPTER 1

CCBHC Expands Mental Health Care

As a Certified Community Behavioral Health Clinic (CCBHC), Family & Children's Services (F&CS) increased access to care, expanded traditional community mental health, and substance use services, increased crisis services and extended care into three new areas.

Care coordination, screening and wellness activities for the physical health needs of mental health clients.

Robust social services for the economic and social needs of our clients.

New specialized services for veterans, those most in need and those impacted by the opioid crisis.

We initiated a whole person care approach within our behavioral health setting to address the many factors that contribute to an individual's overall well-being and recovery.

F&CS also adopted a multi-disciplinary team model to facilitate a coordinated approach to client care. Client outcomes and recovery are enriched by enhancing information sharing.

Clients also received rapid access to care through a network of convenient office locations, partner locations, home-based, school-based, community-based, outreach, mobile crisis, the F&CS urgent recovery center and through telehealth.

In 2022, 54% of all F&CS services were delivered through telehealth. Primarily driven by the pandemic, this remote access to mental health care increased access and helped eliminate barriers to care.

CHAPTER 2

Whole Person Care: Adults

As a CCBHC, F&CS delivers whole-person care that considers the physical, mental, economic and life resource needs of all clients.

Whole-person care provides comprehensive services that are particularly important for those with complex mental health or substance use needs combined with chronic health conditions and pressing economic and social environment burdens.

The physical health needs of clients are addressed through nurse health screenings, care coordination with medical providers, health and wellness education and activities to improve medical health outcomes. Primary care screening, treatment, and monitoring are easily accessed at F&CS's on-site Morton Comprehensive Health Services clinic.

A wide range of client support services are offered to meet many other pressing life needs including helping individuals with insufficient food, housing, transportation, basic needs, education, employment, utilities, and other social supports.

In 2022, we had an explosive growth of clients reaching out for help. As a result, F&CS added 454 new staff and created 120 new specialty teams to meet the need.

In just our outpatient mental health and crisis services, staff helped 22,272 adults and children.

CHAPTER 3

It Takes A Village: Children

Children's mental health is without a doubt the most important aspect of any child's social and cognitive development. One in five children has, or will have, a serious emotional disorder. Over the last few years mental health crisis in children and youth has exploded, supercharged by the pandemic. As a result, there have been notable increases in the number of child and youth seeking help for behavioral issues with a greater number suffering from anxiety, depression, eating disorders, substance abuse and suicidal thoughts.

Together, F&CS's CCBHC programs are the "village" that helps children thrive. Through evidence-based mental health care and wrap-around services, our mental health programs care for children with significant emotional and behavioral health challenges through a range of services: individual child therapy, family therapy, children’s life skills training, wrap-around, family support and classroom support.

Children with serious emotional disturbance conditions receive a greater intensity of care through the team-based wrap-around services model. When a child struggles, the whole family is affected. Parents can receive support and guidance to help navigate the challenges their children face.

In addition to receiving therapy at school, home, or in clinic settings, children can also receive foundational mental health skills training to improve coping skills, anger management, relaxation skills, relationship skills and much more. Services encompass the behavioral, medical, and social needs of the child, caregiver, and family. Coordination with the child’s school, child welfare and other service providers is offered as well. Children who have mental health challenges at school can be provided a behavioral health aide in the classroom for additional support.

This year, we’re tracking outpatient mental health care for 6,000+ children and their families – a 30% increase in one year. An additional 1,500 children will call the COPES crisis hotline or access mobile crisis services.

CHAPTER 4

Benefits To The Client

The CCBHC approach has been found to optimize recovery outcomes for clients with serious mental illness and co-occurring substance use conditions. Clients benefit from the greater intensity and specialty services that facilitate continuity of care and engagement in outpatient and home-based services instead of episodic care in psychiatric hospital settings. CCBHC care provides many benefits to clients.

Improved access to outpatient care results in increased participation.

Expanded crisis services results in reduced emergency department visits and psychiatric hospitalizations.

Heightened engagement with primary care doctors improves medical health outcomes.

New resources and increased linkages to health and community resources improve clients’ access and engagement with employment, education, and housing.

Chronic health conditions improved with medical care coordination and the adoption of health and wellness activities.

Coordination with schools and other community providers results in improved client outcomes.

In response to the growing need for F&CS services, we opened 900-1000 new client cases every month.

Accreditations, Certifications and Memberships

family & Children's Services meets comprehensive and stringent national standards that the Council on Accreditation (COA) established for child and family services, outpatient mental health services and addiction treatment services.

F&CS is certified by the Oklahoma Department of Mental Health and Substance Abuse Services as a Certified Community Behavioral Health Clinic (CCBHC) and Community Mental Health Center.

F&CS is certified as a SafeCare provider, an evidence-based curriculum for parents of young children who are at risk for or have been reported for child neglect or physical abuse.

F&CS holds memberships in the National Council for Behavioral Health, Mental Health Corporations of America, the National Child Traumatic Stress Network and The Alliance for Behavioral Health.

F&CS is a proud partner agency of the Tulsa Area United Way, a collaborative alliance to address critical social issues, and uplift the lives of individuals and families in our community. By working together, we continue to build a stronger, more resilient Tulsa for all.

Since our founding in 1921, Family & Children's Services has been the place to turn for help with problems that seem overwhelming and too difficult to handle alone.

Today, Family & Children’s Services provides hope and healing to over 115,000 individuals each year – one in six Tulsans.

We heal hurting and abused children, strengthen families and provide hope and a path to recovery for those battling mental illness and addiction.
