O

ur work at Family & Children’s Services is now, more than ever, a study in contrasts. With an increased focus on scientific discovery and evidence-based practice within our lifetimes, we have a more integrated, clinically-demonstrated understanding of behavioral healthcare. As the largest outpatient community mental health center in the state, we know that prevention works, treatment is effective and recovery is possible. And yet, we live in a daunting time when the devolution of the safety net means less support for chronically fragile people as well as those in temporary economic and mental distress. Mental health disorders now top the national list of health conditions, surpassing diabetes, high cholesterol and hypertension as reported by Blue Cross Blue Shield this month. Toxic stress, high divorce rates, trauma and poverty are contributing stressors to the rising numbers of those struggling with mental health issues. For children, these effects can be especially dire. In Tulsa, the vast majority 2

of our clients live in abject poverty, many of them earning below $10,000 per year. For these individuals and their children, access to mental healthcare would be unattainable if not for Family & Children’s Services, which shoulders a growing portion of the responsibility of caring for those most vulnerable among us. Within this landscape, Family & Children’s Services stands – as it has for more than 90 years – as a beacon of hope. The integrity of our life-changing programs and services, grounded in our unwavering commitment to excellence, provides our clients with hope and the knowledge that positive change is possible.

Like the children in the painting, floating beacons of light into a night sky, Family & Children’s Services provides a light in the darkness, consistently standing as the place to turn when problems seem too difficult to manage alone. As the challenges and needs grow, our work is more important than ever. Plans of action are already in place to advance our work in the coming year. We are implementing new medication adherence initiatives and assisted outpatient treatments. We are expanding three major programs: criminal justice diversion, family preservation and reunification, and social work and legal services for women who are first-time felony offenders. The shrinking social safety net – along with high rates of abuse, trauma, adversity and poverty – increase the likelihood that many fellow Tulsans are experiencing life stressors, mental health and addiction problems. Consequently more people are turning to us for help each year through one of our 53 programs serving children, adults and families.

In 2016, Family & Children’s Services provided 53 life-changing programs to 114,000 individuals. The following is a glimpse into some of the ways we give clients hope, set them on a path to recovery and, in the process, make Tulsa a healthier and better place for all.

This year, Women in Recovery graduated 61 participants, all employed, most reunified with their children, who otherwise would be inside the prison system.

Special Events

Brainac Ball, White Party, Care Card and Holiday Assistance raised more than $1 million, which extended our reach into the community to serve more of the most vulnerable adults, children and families.

COPES mobile crisis program responded to 8,153 calls for help for adults and children. Our 16-bed crisis unit and 23-hour respite unit provided care for 3,376 adults with psychiatric emergencies.

Our on-site pharmacy provided $20 million worth of free psychiatric medications to uninsured mental health clients.

Program of Assertive Community Treatment (PACT), warmly thought of as a hospital without walls, took mental health services directly to 250 of the most vulnerable Tulsans resulting in more than an 80% decrease in psychiatric hospitalization or jail and prison involvement.

PACT

NAVIGATE, a new early intervention program for 25 young adults experiencing first-time psychosis, along with their families, holds promise for significant improvements in daily functioning, life quality and family unity.

Early Episode Psychosis

Each month, 1,250 children’s behavior, well-being and school performance was positively impacted by receiving specialized mental health treatment at 53 area schools and/or F&CS offices.

1,600 hurting or abused children and their families were helped each month by our child abuse treatment and family programs.

Parenting Programs

Child Abuse & Trauma

ACCREDITATION

Family & Children’s Services was re-accredited by the Council on Accreditation (COA). Accreditation is an objective, independent validation of agency performance. COA accreditation involved a review and analysis of administration, management and service delivery functions against international standards of best practices. Family & Children’s Services was praised for its high-quality delivery of innovative, evidence-based programs and integrity of services and administrative practices.

CERTIFICATION

We were also re-certified with distinction by the Oklahoma Department of Mental Health and Substance Abuse Services as a community mental health center, outpatient alcohol and drug treatment program and gambling treatment program.
