NOTE FROM GAIL LAPIDUS DEAR FRIENDS, Tulsa was 18 years old when Family & Children’s Services was established 90 years ago by a group of citizens concerned about the welfare of children and families in our community. These thoughtful champions of a more just society were inspired by a 1920 family needs survey conducted in Tulsa by Gertrude Vale of the Family Welfare Association of America. She concluded that in view of the serious problems affecting family life in Tulsa it was vital to establish an organization to deal with disadvantaged families for their ”rehabilitation and relief” by addressing problems such as domestic difficulties leading to divorce and desertion, poor environment leading to delinquency and poor household management leading to undernourishment and dependency. Ninety years later, Family & Children’s Services is still hard at work helping the poor and the vulnerable, whether by reducing suffering to those affected by mental illness, loss or tragedy; strengthening families; providing hope and recovery to an addict; or healing an abused child, an individual with serious emotional disorders or a person without a home. Although today’s words describing adverse social conditions are different, harsh life shaped by poverty, difficult family circumstances and poor child well-being, unfortunately, still dot Tulsa’s human landscape. This year marks a major 40-year milestone in my own career at Family & Children’s Services, having served in various social work and clinical capacities prior to becoming CEO in 1986. It is shocking to imagine that I’ve been a part of this agency for almost half of its life. Although Family & Children’s Services would be unrecognizable to the founders because of its larger size and service magnitude, they would still recognize the heart of the agency which beats stronger than ever before. Being the best we can be has been the hallmark of this agency over the last nine decades. We take our obligation seriously to assure that Family & Children’s Services will remain a strong and essential institution in our community for years to come. To achieve that end, our staff and board of directors completed a strategic plan to strengthen our foundation, chart our future and sustain our mission for years to come. We can accomplish such a feat by ensuring our staff remain committed to giving the highest quality of care; that our board govern with purpose, vision and integrity; and that our volunteers, partners, funders and donors work closely to achieve greater impact than we can achieve alone to make our corner of the world a better place. My students are witnessing and, sometimes, experiencing violence, abandonment, seeing a family members go to prison, dealing with hunger or living in a shelter. They have so many obstacles in their little lives before they can even begin to concentrate on learning. That’s why I’m so thankful for Family & Children’s Services' embedded counselors at Hawthorne. The kids really need it. They learn how to cope with the many issues they face and focus on learning. The one-on-one time with an adult who cares and listens makes a huge impact. Our mission is to reach every child, teach every child and our partnership with Family & Children’s Services helps us reach and teach the whole child."

For 10 years I was in and out of hospitals being treated for mental illness. When I was assigned a Program of Assertive Community Treatment (PACT) team, everything changed. Not overnight, but slowly with hard and deliberate work. The case workers and therapists I work with are experienced, reliable and empowering. The PACT team is experienced in that no challenge takes them by surprise and they are always available to provide objectivity and support. They are reliable because they will meet you anywhere. Empowering because the more time I spend with them the better decisions I make about daily life needs, medication needs and utilizing support systems. It’s a partnership that’s designed to last a lifetime and for me that’s an invaluable support system. One way I show my thankfulness is sharing my story with others so they understand mental illness does not discriminate, but that help and hope remain." 7

BRANDY CARTER WOMEN IN RECOVERY GRADUATE "When I found out I was accepted into Women in Recovery (WIR), I hit my knees and cried out. My meth addiction ripped apart my family and I was facing life in prison. Women in Recovery was my last hope and I knew it. Today, I’m a proud WIR graduate and am forever grateful for my girls, my sobriety and my freedom. I am an open book and honored to share my story of recovery. Thanks to WIR, I have a new set of tools in my toolbox for coping, parenting skills and a relapse prevention plan. I also graduated with two culinary certifications which prepared me for a new career as a cook. My girls, Elizabeth and Rebecca, tell me each day how proud they are of me. We attend weekly meetings as a family and feel safe knowing we will always have a support system at Family & Children’s Services. May marks three years of living clean and I consider each day to be sacred and a celebration."

NEW PROGRAMS

We helped more people and extended our reach into the community by initiating six new programs in 2014.

CRISISCARE CENTER Our new CrisisCare Center helped nearly 3,000 Tulsans in psychiatric distress during its first year of service this year. One third of those seeking services at the center were stabilized by facilitating rapid access to outpatient mental health care and medication. The new 23-hour Crisis Respite Unit provided stabilization for nearly 1,236 individuals and the new 16-bed Crisis Stabilization Unit cared for 802 individuals who were experiencing a psychiatric crisis that required a longer stay. BEHAVIORAL HEALTH AND PRIMARY CARE COORDINATION Behavioral health professionals at F&CS and medical providers in the community work together to coordinate care for shared adult Medicaid patients with serious mental illness and children with serious emotional disorders. This health home model is expanding across the country and shows great promise to improve health outcomes for this vulnerable population. JAIL-BASED PARENTING PROGRAMS Mothers in the David L. Moss Criminal Justice Center who are awaiting hearings or sentencing now have the opportunity to participate in new onsite parenting classes. Helping women become effective parents, classes focus on learning positive parenting practices, safe discipline, communication skills and increased developmental knowledge of ages and stages of their children. PUBLIC DEFENDER PROJECT FOR WOMEN Through a new Tulsa Area United Way Venture Grant Project, we have embedded a case manager in the public defender’s office to provide case management and referrals to treatment services to women defendants. By providing comprehensive social services and linkage to substance abuse treatment early in their judicial process, these women have a greater opportunity to avoid incarceration and further involvement with the criminal justice system. SYSTEMS OF CARE FOR HIGH-RISK CHILDREN With expanded funding from the Oklahoma Department of Mental Health and Substance Abuse, we provide comprehensive wraparound therapy, family support and stable placement services for high-risk children with mental health difficulties who have been removed from home and are difficult to place in alternative care. SUICIDE PREVENTION/INTERVENTION PROGRAM Through a partnership with the Oklahoma Department of Mental Health and Substance Abuse, we expanded work to reduce suicide in our community. Across the agency, our professional staff working with both adults and children received state-of-the-art training — Collaborative Assessment and Management of Suicidality (CAMS) — to evaluate suicide risk, develop suicide-specific plans and link to effective post-crisis care.

LETTER WRITTEN BY A CLIENT IN 1925 Dear Family Welfare Society,

I do not know whether you can help me or not, but I hope you can. I

am one of those many unfortunate women who married young and made the awful mistake of marrying a ne'er do well. I have five children and about every four or five months we go on a diet — compelled to by poverty. My oldest child, age eight — she will be nine in December, has never been to school. It nearly kills me. She has only rags to wear and I have no food for her lunch. We live on cow peas and bread and gravy. Next week we won't have anything. My husband has been offered work but he won’t take the jobs — they don’t suit him. I honestly believe he is insane. Is there any way he can be examined for insanity? He would not be examined if he knew why. If I separate from him he will kill us all. He is a drunkard too and if I live with him I would be compelled to have more children. I haven't any parents. They died when I was a child. I haven't anyone who could help me but I thought there might be a school I could send my three girls to and pay as much as twenty dollars a month. Then I could take my little boy, age three, to a dear friend of mine. She has money, is childless, and was widowed recently. She would be pleased and I would let my little boy stay with her but would not give him up forever. That disposes of four to better conditions that they are now in. And that leaves me and my baby. She is two years old. I can get work with her. I know some women can’t. She is good and I will keep her in a play pen while I am busy. I tried to make a change when I had two children, before the last three were born. While we were separated he took my boy away from me by force. I had no money to go to court. I had no one who could help me so I had to go back to him. And what I want to know is, is there any organization or Society that will protect me and my children when I try to rise up out of poverty and suffering that is so needless? It is the start that is so hard.
