Smart Cities in Central India The central government’s election manifesto had talked about creating 100 new smart cities in the country several times. Within a month of forming the government, the Central government also started mulling ways to create these smart cities. A city is considered a smart city if it satisfies various criteria such as regional competitiveness, transport and ICT (Information and Communication Technologies) economics, quality of life, natural resources and citizen participation in city governance. A smart city is defined by innovation and has an ability to solve problems while using ICTs to improve the capacity. The central government is now focusing on creating smart cities across the country highlighting various strengths such as heritage city, industrial smart cities and knowledge cities among others. Here are some of the smart city projects in Central India that have recently been taken up by the central government and various other international organisations. Indore Announced in October, 2014 Indore is the financial capital of the state of Madhya Pradesh. Real estate sector here has already got a major boost in the last 12-18 months, mostly due to the ‘Super Corridor’. The corridor stretches along a 12km distance from Vijay Square to the airport. The location of this corridor has become the biggest selling point for the city. Other major infrastructural developments are also proposed in the city including a medical hub, sports complex, a new railway station and few educational campuses. The development of Super Corridor has led to an influx of several IT giants and their SEZs. There are several other manufacturing plants coming up in the city too. The DMIC Investment Region lies just about 25 km south-west of Indore. Experts believe that more than 80,000 new employment opportunities will be created in the city in the coming months. Real estate Localities around the Super Corridor too have transformed into a hub for real estate development. According to latest reports, areas around the corridor have already witnessed a considerable appreciation in the average price range. The approximate property values in the city are in the range of Rs 1,700-3,000 per sq. ft. There are both apartments and individual houses

The city is also called the city of lakes due to the several natural and artificial lakes. Bhopal is one of the greenest cities in the country. Bhopal houses several important and premier institutions in India. Some of them are ISRO’s Master Control Facility, NIFT, MANIT, AIIMS Bhopal and National Law Institute University (NLIU). The Govindpura Industrial Estate in the city has several small-scale and medium-scale industries. One of the major companies is BHEL, which even has a suburb in Bhopal. Some of the major industries in the city include cotton, chemicals, jewellery, pharmaceuticals, electrical goods and sporting equipment. Mandideep is another industrial suburb in Bhopal located on NH12. It is the largest industrial area of the state. Some of the major companies in the industrial suburb are Lupin Laboratories, Eicher Tractors and Hindustan Electro Graphite (HEG). The city has a good transport and connectivity. The city’s metro project is already under implementation. Some of the major highways passing through the city are NH-12, NH-86 and SH-17. These roads not only connect the city to other major cities in the state, but also to cities in other states such as Ahmedabad, Jaipur, Jodhpur, Pune, Nagpur, Vadodara and Nashik. Bhopal’s railway station is part of the West Central Railway Zone. Due to the central location, Bhopal is one of the most rail connected cities in the country. The city has an airport near the satellite city of Bairagarh. Real estate Bhopal, being the capital has a number of apartments and independent houses. One may easily find housing configurations ranging from 1BHK to 6BHK units in the city. The property values in the city are in the range of Rs 1,500-7,400 per sq. ft depending on the area as well as builder. Gwalior is an important historical city in Madhya Pradesh. It also occupies an important location in the Gird region of India. The city has emerged as an important tourist destination in modern times due to its historic and archaelogical significance. The city also has a rich heritage of art and culture, especially in terms of classical music. Gwalior is well-connected by road, rail and air with other parts of Madhya Pradesh and other cities in India. It is a major railway junction in Northern Central Region. Trains here connect the city to other cities such as Agra, Jhansi, Indore, Bhopal, Pune, Bhind, Kolkata and Varanasi. In terms of road connectivity, the proposed North-South-Corridor of the Golden Quadrilateral passes through the city, while NH-3 and NH-75 also connect the city to different other cities. Gwalior has an airport, which also happens to be an Indian Air Force Base. Gwalior airport has regular flights to few other cities. Real estate Gwalior has a good number of apartments as well as independent houses available in the city. The most common housing configurations in the city include 2, 3 and 4BHK units with a few 1BHK units. The approximate size of a 2BHK unit is about 775-1,175 sq. ft, while the approximate size of a 3BHK unit is 1,275-2,400 sq. ft. The approximate size of a 4BHK apartment is about 1,350-2,400 sq. ft. Important areas: Lala Ka Bazar, Lashkar, Morar Vikram Udyogpuri (Ujjain) Announced in October 2014 Ujjain is another important city in Madhya Pradesh with historical and religious significance. Ujjain is one of the four cities in India that host the Kumbh Mela. Ujjain is also called the city of temples. Apart from having a religious significance, Ujjain is considered one of the ancient centres of learning in India. It is considered the home of some of the greatest scholars, mathematicians and astronomers in Indian history. Vikram Udyogpuri, an industrial township near Ujjain is expected to be developed as a smart city. Earlier, it was conceptualised as ‘Knowledge City’, which would house prime educational institutes. The area is located about 8 km away from Ujjain and about 12 km away from Dewas, on the Ujjain-Dewas Road. According to the central government, bids will be floated for the industrial township. The state government has also proposed to develop about 1,200 acres for commercial, residential, public and semi-public buildings. It will also have colleges pertaining to engineering, medical sciences, bio-sciences, agricultural studies, business and management studies, environmental studies and skill development. A special
purpose vehicle is already being created for the project, which will invite private developers to develop real estate projects on various forms of public-private partnership (PPP). JICA and JBIC, Japan’s two esteemed financial entities will also lend funds for the project. Real estate Ujjain is witnessing residential apartments only in recent years. Most of the available residential unit types are independent houses and villas. There are also ample residential plots available in the city. One may find houses of all configurations, from 1BHK unit up to 6BHK units. The approximate price of a 1BHK unit is about Rs 10-24 lakh, while that of a 2BHK unit is about Rs 25-30 lakh. The approximate price of a 3BHK unit is about Rs 30-60 lakh, while that of a 4BHK unit is about Rs 45 lakh to 1 crore.

It is known for its picturesque marble rock formations. It is also known as the cultural capital of Madhya Pradesh Since the city is also the army headquarters for five Indian states, it is also majorly occupied by the Ministry of Defence. Apart from this, there are several government institutions in the city including the High Court, IIIT, four Indian Ordnance Factories, Tropical Forest Research Institute and the zonal headquarters of the West Central Railway. Apart from being a cultural capital of the state, the city is witnessing a good growth in infrastructure and industries. Some of the important industries in the city are IT, garments, electrical goods, glassware, food stuff, steel, cement, mechanical engineering and building materials. Jabalpur is also emerging as a cosmopolitan city with people from all over India settling down in the city. Real estate Jabalpur has a good number of properties including apartments and independent houses. The most common configurations of housing units in the city include 2, 3 and 4BHK units with a small number of 1BHK units. The approximate price of a 1BHapartment is about Rs 14-18 lakh while a 2BHK apartment costs about Rs 15-55 lakh depending on the location and the builder. A 3BHK apartment may cost about Rs 40-75 lakh while a 4BHK apartment cost about Rs 65-85 lakh. There are luxury apartments also available for higher prices. Villas and independent houses too are available, but at a higher price than that of apartments. The approximate property values of residential plots in the city are in the range of Rs 500-5,000 per sq.
ft depending on the area and location. Some of the common builders in the city are R Construction Co, Khanna Properties and Ideal Properties.
Important areas: Vijayanagar, Civil Lines, Gorakhpur, Gupteshwar Dewas Dewas is a city in Madhya Pradesh, which has been earmarked as a smart city along with few other cities in the state. Dewas is an industrial town and houses the country’s bank note press. The city lies to the southeast of Ujjain, southwest of Shajapur and northeast of Indore. The city has several industrial units, primarily on Indore Road and Ujjain Road. There are several mid-sized and small industries. Some of the well-known companies here include Kirloskers, Tata-Cummins, Tata, Ranbaxy Labs Arvind Mills and the Bank Note press. Dewas also has a major soya bean processing industry in the country. Due to its geographical location, Dewas has ample scope to harvest wind energy and generate power. Accordingly, the city has more than 100 monster-sized wind mills on a hill about 13 km, generating about 15 MW of power. A few companies have already financed these wind mills to obtain uninterrupted power supply. Real estate Dewas hasn’t seen much of an apartment culture. Most of the unit types in the city are villas and independent houses. One may find 1 to 4BHK houses in the city while there are a few higher configurations available. A 1BHK house may cost about Rs 5.5-17.5 lakh, while a 2BHK house may cost about Rs 12-35 lakh. A 3/4 BHK house may cost about Rs 30-40 lakh.
