2021: Nourish, Connect, Empower When I look back at 2021, three words come to mind: gratitude, humility, and hope. I am grateful for the incredible work that Good Shepherd Food Bank has been able to accomplish in our pursuit of a hunger-free Maine together with the support of our partners, staff, volunteers, and donors. Last year through our network of nearly 600 partners, we distributed more than 31 million meals to Mainers experiencing hunger—up from an average of 25 million meals annually prepandemic—coming closer to closing the meal gap and ending hunger in Maine. Like many other things, the COVID-19 pandemic highlighted and exacerbated existing inequalities across the country and right here in Maine. As we persevered through the second year of the pandemic, we welcomed opportunities to learn how the Food Bank needs to grow and adapt with innovative, long-term solutions that go beyond food distribution to address the root causes of hunger. We listened to feedback and learned that the traditional model of food banking was not meeting the needs of Mainers from various racial and ethnic backgrounds who were disproportionately impacted not only by the pandemic, but also by the ongoing root causes of hunger including poverty and systemic racism. We were falling short of meeting the needs of all Mainers, but we are committed to continuing to learn, grow, and transform as an organization to ensure that we meet the needs of everyone experiencing hunger in Maine, not just the majority. I am encouraged by the strategic progress that is occurring within the Food Bank itself and with our network of partners statewide to address these root causes, and I am hopeful for the future. When we publicly announced the $250M Campaign to End Hunger in Maine in early 2021, we dedicated ourselves to ending hunger in Maine by 2025. We are inspired by the more than 51,000 donors who have generously contributed to this goal to help ensure that every Mainer has access to the nutritious food they need to thrive. In this report, you will find stories that illustrate progress toward this goal, fueled by the support of many concerned individuals, foundations, and businesses across the state. These are just a few examples of how together we are nourishing, connecting, and empowering communities statewide. Together, we will end hunger in Maine. Closing Maine’s Meal Gap by 2025 We have set a bold goal: By 2025, all Mainers experiencing hunger will have access to the nutritious food they need to thrive, when and where they need it. To meet this goal, we must close Maine’s meal gap, which is the estimated 40 million meals that are missing from the tables of Mainers. Together with 600 statewide partners, we have made significant progress toward this goal. Good Shepherd Food Bank grew food distribution by 210 percent in the past decade. Despite the challenges posed by the COVID-19 pandemic, we distributed 31.6 million meals in 2021, leaving 8.4 million more meals needed annually to close the gap before 2025.

Campaign to End Hunger
In 2021, we publicly launched an unprecedented statewide campaign to support our bold goal of closing Maine’s meal gap by 2025. Working with food donors, philanthropic supporters, and local partners across the state, our Campaign to End Hunger in Maine will help stabilize the lives of the people we serve, reduce the impact of hunger in our state, and make Maine a stronger, more resilient place to work and live. To achieve these aspirations, we set a goal to raise $250M by 2025. We will raise at least $150 million in large-scale food donations and $100 million in private donations from individuals, business, and foundations. We are proud to have reached more than 70 percent of our campaign goal by mobilizing the generous support of more than 51,000 donors and we invite all Mainers to join us on our journey as we work to end hunger in our state by 2025. The Impact of Your Support
Nourish
Nourish: Good Shepherd Food Bank believes in the right to nutritious food for all Mainers—food that nourishes people and supports good health. We dedicate ourselves to work with farmers, donors, and food producers to source the healthy food required to end hunger in Maine.
Building on the Mainers Feeding Mainers program, we launched Harvesting Good, a whollyowned subsidiary of the Food Bank. Harvesting Good is a forprofit, public benefit corporation whose mission is to improve access to nutritious food for people experiencing hunger and strengthen regional food systems by creating food processing infrastructure to support farmers in the Northeast. In late 2022, Harvesting Good anticipates harvesting the first crop of broccoli florets grown, flashfrozen, and packaged right here in Maine. The broccoli will be sold to retailers, wholesalers, schools, and universities throughout the northeast. One hundred percent of net profits will be returned to food banks in these communities, including Good Shepherd Food Bank. Learn more at www.HarvestingGood.com
2021 marked the 12th growing season for Mainers Feeding Mainers, Good Shepherd Food Bank’s farm partnership program. Each year, the Food Bank contracts with more than 75 farmers across Maine’s 16 counties and commits to purchasing products to be distributed through the statewide network of 600 hunger-relief partner agencies. All of our Mainers Feeding Mainers partners are unique, whether they’re growing tomatoes, catching fish, or pulling frames from hives and cutting away the wax to get fresh honey. Peter Cowin, The Bee Whisperer, harvests honey right at the Food Bank’s distribution center in Hampden. In 2021, Peter donated 100 pounds of honey, in addition to 1,000 pounds sold to the Food Bank through the Mainers Feeding Mainers program. While the majority of Mainers Feeding Mainers product goes to the Food Bank’s distribution centers as inventory for food pantry orders, an increasing amount of locally grown food is delivered directly by farmers to organizations in their local communities. The Food Bank coordinates deliveries to school programs, healthcare centers, and even senior living facilities.

Sourcing Culturally Important Foods One critical lesson for Good Shepherd Food Bank during the COVID-19 pandemic was that a one-size-fits-all approach for food distribution lacked foods that are culturally important to people of various racial and ethnic backgrounds. In 2021, the Food Bank welcomed two community impact managers to our Equity and Advocacy Team, bringing deep knowledge and experience in the world of food access and equity work. With their guidance, the Food Bank began to source new products that are important across multiple communities but not traditionally available through the hunger-relief network. These communities include immigrants, refugees, and asylum seekers recently welcomed to Maine from countries including Afghanistan, Angola, and the Democratic Republic of Congo. In October, the Food Bank began sourcing halal meats, which are important to Muslim communities and must be processed following specific guidelines—including ground beef, stew beef, whole chicken, ground chicken, chicken quarters, lamb stew, and goat stew. Demand has grown quickly for these products, which are currently being sourced in New England. The Food Bank is supporting efforts to open a halal meat processor in Maine through the newly formed Community Redistribution Fund (see page 11 for more information). In addition to halal meats, the Food Bank began sourcing red palm oil, corn meal, spices including cumin, cinnamon, curry, and chili powder, and fresh produce from the Mainers Feeding Mainers program including garlic, okra, green beans, potatoes, carrots, and sweet potato leaves specifically for Mainers of various ethinic and racial backgrounds.. The Food Bank is committed to continually seeking out and listening to feedback from the community to make sure that we are meeting the needs of all Mainers, especially the communities that are most impacted by hunger.

Connect
Connect: The Food Bank commits to being a resource bridge between community organizations and members, developing strategies to reduce food insecurity in collaboration with those we serve to build resilience and confidence.
Collaborating to Strengthen Communities Last fall, as the cold winter months approached, 20 families resettled from Angola and the Democratic Republic of Congo found themselves living temporarily at two motels in Old Orchard Beach. Youth Full Maine, an organization that typically manages school-based pantries in York County, partnered with Good Shepherd Food Bank to provide a weekly food distribution. Every Tuesday from November 2021 to April 2022, the families gathered in the motel parking lot to choose from nutritious food, including fresh produce and culturally important foods like halal meat, and non-food items provided by other partner organizations, such as paper goods and diapers. This time provided our new neighbors with an opportunity to socialize and connect with social workers from agencies focused on assisting the families adjust to life in Maine and achieve stability. With this support system in place, the families have been able to focus on taking English classes, learning bus routes and how to shop for groceries, building relationships, and finding permanent housing. “The families we are meeting are all really resourceful, eager to get their lives going, and participate in the community,” said Katie Brown, executive director of Youth Full Maine. Often, hunger-relief agencies are the lifeline connecting families experiencing food insecurity with essential support. Good Shepherd Food Bank is proud to partner with Youth Full Maine and other organizations to be a part of that lifeline so that families can find not only food but comfort and hope for the future in an atmosphere defined by dignity and respect. Investing in Our Partners Statewide Getting the right food to the right people at the right time is one of the greatest hurdles to achieving Good Shepherd Food Bank’s mission of increasing access to healthy and nutritious foods. To address this, the Food Bank awards Capacity Building Grants to our partners. These strategic investments enable our partner network to meet community needs while transforming food access to a model that prioritizes health, provides affirming
and supportive experiences, connects people to their community and other resources, and supports personal growth for longterm food security. “Our partner network is delivering so much more than food,” stated Kristen Miale, president of Good Shepherd Food Bank. “They’re the reassuring smile, a quick check-in to see how someone is doing, an affirmation that someone
cares. It can never be said enough—the Food Bank could not do this work without our partners.” In the autumn of 2021, Good Shepherd Food Bank awarded more than $1,500,000 to 79 partners statewide, with an average grant amount of $19,655. Funded projects ranged from the purchase of cold storage units and shelving to vehicle repairs and upgrades to improve distribution.

Come Spring Food Pantry Union, Maine In the heart of rural western Knox County, Come Spring Food Pantry relocated to a newly purchased, more visible building in the spring of 2021. Founded in 1991, the food pantry previously operated at the Thompson Community Center in Union. Many community members didn’t know that the pantry was there because it was hidden in the back of a building. The new building has increased visibility and has helped increase awareness about the food pantry which serves Union, Appleton, Washington, Searsmont, Warren, Hope, and South Hope. Come Spring Food Pantry received a Capacity Building Grant from Good Shepherd Food Bank in 2021. The grant assisted with outfitting their new location with racks and shelving, carts, conveyor belt, scale, ladder, tables, cold storage units, building insulation, and doors. Since relocating to the new location, the pantry has been serving 10 new families, a 40 percent increase in the number of families served. Lorain Francis, volunteer for Come Spring Food Pantry This is just a start for the pantry, whose community of volunteers and visitors share a bright vision for the future. The pantry will shift from a curbside pandemic distribution model to a client-choice shopping area with space for pantry visitors to meet, learn, and take away information and ideas to improve health and quality of life. The space will include a community kitchen to share nutritional information and recipes, basic cooking skills, and food safety. The pantry also plans to dedicate the outside space to community use, with walking paths, “grow to give” garden spaces, and to host The Union Farmers’ Market.

In 2021, Good Shepherd Food Bank collaborated with MaineHealth to open two hospitalbased food pantries to increase patient access to the healthy and diet-specific foods their patients need to thrive. The hospital-based pantry model aims to create safe, welcoming spaces for clients to access nutritious food and connect clients to services that address many of the root causes of hunger.
In 2021, Good Shepherd Food Bank’s Cooking Matters Maine program strengthened its partnership with MaineHealth, bringing nutrition education classes in a virtual format to its expansive network of patients via a referral program. In early 2022, the Food Bank’s Nutrition and Education team launched its new NutritionForMe.org website, a one-stop online resource to find simple, nutritious, and easy-to-make recipes using everyday ingredients, including those distributed by the Food Bank’s network of 600 partners.
Typically located within a hospital, another clinical setting, or in a nearby building, hospitalbased food pantries have a special focus on addressing the nutritional concerns of clients. Previously, patients who identified as food insecure would leave with an emergency food bag and list of resources. Now, when a health care provider encounters a patient facing food insecurity they can refer them to the hospital-based food pantry. The hospital-based pantries provide ongoing nutritional support for patients and care team members in need, and visitors are provided access to direct support from social workers. Additionally, the pantries are well-positioned to provide wrap-around services such as access to healthcare, safe and reliable transportation, and housing assistance through partnerships with community-based organizations and other hospital programming.

A neighbor told me about our local food cupboard and helps drive me there. It’s an excellent source of fruits, vegetables, whole grains, and good meat. Because I have cancer, eating healthy is especially important. But that’s easy to do using the ingredients available from the Cupboard. My heart is no longer troubled about feeding my husband and granddaughter. When money’s tight, I know I can come here for nutritious meals.”

Empower Empower: All Mainers deserve to experience self-sufficiency and participate in the process of bettering their own lives. The Food Bank is dedicated to developing long-term solutions to end food insecurity and provide a path out of poverty.
Addressing the Disproportionate Impact of Hunger on Communities of Color While 11.4 percent of Maine households are at risk of hunger, the rate for households headed by Mainers of color—Black, Latino, Indigenous, and other people of color—is 28 percent. To address the disproportionate impacts of systemic racism and structures of oppression that perpetuate poverty, we must invest in long-term, innovative solutions in order achieve our bold goal of ending hunger for good. Established in May 2020, Good Shepherd Food Bank’s Community Redistribution Fund’s purpose is to support grantees’ efforts to source and distribute culturally important foods to community members in need, particularly for organizations working closely and primarily with BIPOC (Black and Indigenous and people of color), immigrant, and refugee communities. $500,000 was awarded to 15 organizations across the state, with an average grant size of $13,110 in two rounds of funding in 2021. Examples of recipients include: Mano en Mano to support the purchase, assembly, and distribution of non-perishable and culturallyspecific food boxes for families that live year-round in the Downeast region, and the Somali Bantu Community Association to support the expansion and building of a halal processing station at their Wales farm property to diversify the halal options that Somali Bantu refugees in central Maine can access, among others.

Incorporating community feedback after the initial rounds of funding in 2020, an advisory council comprised of BIPOC community leaders joined forces to inform and guide the evolution of this work. Building on this, a participatory grant review committee, called the Community Table, has been created to help guide the decision-making process for future awards. Community Table members include BIPOC representatives from across the state, many of whom were recipients of grant funds in the past. $750,000 in Community Redistribution Fund grants will be awarded in spring 2022. “As the pandemic is hopefully coming to an end, we have to start thinking about how we steer and steward the Community Redistribution Fund in a way that doesn’t just respond to the disproportionate impacts of the pandemic in a crisis situation, but in term of addressing the long-term root causes that contribute to food insecurity, one of those being systemic racism and discrimination,” said Marpheen Chann, community impact manager at Good Shepherd Food Bank. “The Community Redistribution Fund is an open door to us viewing the issue of systemic inequality and its disproportionate impacts to figure out what communities need and how the Food Bank can shift our power and resources in their direction so that they can engage in both self-determination and also capacity building.”

Nutrition Pantry Program
A Holistic Approach to Ending Hunger The Nutrition and Education team at Good Shepherd Food Bank partnered with Leah’s Pantry, a California-based nonprofit, to bring the Nutrition Pantry Program to Maine in 2021. The Nutrition Pantry Program offers a unique, client-centered, trauma-informed approach to communitybuilding and helps foster resilience and healthy, positive relationships with food in a pantry setting. The Nutrition Pantry Program was launched with a pilot group of three pantries in Bar Harbor, Gardiner, and Sumner. By creating a trauma-informed space within pantry and food distribution settings, the anxieties, fears, and past experiences of Mainers experiencing hunger are acknowledged. Cultural, socioeconomic, historical, age, and gender-related factors that may affect a person’s health and relationship to food are also considered. “Ending hunger is more than making sure people have enough to eat; it’s also about looking at root causes, reducing stigma, and building resilience within our communities,” stated Meg Brown, nutrition and education coordinator at Good Shepherd Food Bank. “While still in school, I became interested in addressing food and nutrition insecurity through a trauma-informed lens. My research revolved around answering the question, How do we not only help people survive but thrive?’” Participating partners prioritize creating a welcoming environment and enriching experiences so that pantry staff, volunteers, and visitors are empowered to create their own futures. The Food Bank is working to make the Nutrition Pantry Program available to partners across the state, and to implement its strategies more broadly throughout the Food Bank itself.

Advocacy Highlights School Meals for All School breakfast and lunch meals served through the National School Lunch Program are critical in supporting children who are at risk of hunger by providing regular, nutritious meals that fuel learning and healthy growth and development. With 1 in 5 Maine children living in food insecure households, Good Shepherd Food Bank actively advocates for public policies that strengthen food access for kids. This past year, Good Shepherd Food Bank collaborated with a coalition of other organizations led by Full Plates Full Potential to advocate for the passage of a universal school meals bill. Starting in the 2022-2023 school year, Maine’s public schools will be required to provide free school breakfast and lunch to all students, regardless of income. The bill was signed into law in late June 2021 and was fully funded in April 2022, making Maine the second state in the nation to pass such a law. This is an historic landmark in hunger relief advocacy and for the future of Maine’s children.
Maine’s Roadmap to End Hunger by 2030 Last year Good Shepherd Food Bank worked in collaboration with the Maine Department of Agriculture, Conservation & Forestry and more than 150 stakeholders to help inform a new report called, “Everyone at the Table: Maine’s Roadmap to End Hunger by 2030.” The roadmap was born out of the 129th Legislature’s LD 1159, authored by then-Rep. Craig Hickman and signed by Governor Janet Mills. The roadmap sets out a vision for 2030 in which Maine achieves a four percent low food security rate (currently 11.4 percent) through the implementation of four key strategies. Good Shepherd Food Bank’s own bold goal and Campaign to End Hunger in Maine align with this vision, as our work to close Maine’s meal gap by 2025 will be a critical milestone on the path to reducing the state’s food insecurity rate by 2030. The 130th Legislature passed LD 174, which continues the state’s commitment to this roadmap, and Good Shepherd Food Bank continues to be a leading partner in this initiative.
