CTIP-FII is a private investment firm principally engaged in the business of project financing, for both public and private projects. We act as the investment and financial advisor, at the same time the project developer. Our expertise is more into undertaking government infrastructure projects, under what is called Public-Private-Partnership (PPP) through various contractual arrangements as provided for in the PPP Law that fits the Project.

Likewise, there are certain private projects that we are able to design the financial structure using PPP concept as a model in finding the right financing for the Project.

Moreover, CTIP-FII together with our strategic partners, can manage, sale, and marketing of investment products focused more on private offerings where the funds are for specific project undertakings. The project can be one or more projects, but each project is covered by a well-defined private offering. This private offering shall be in the form of a Private Placement Memorandum (PPM). However, should there be any intention to expand its offerings consistent with the requirement of the Project, beyond such private offering, CTIP-FII and its strategic partners can raise the project funds via asset backed securities or project securitization in accordance with existing Laws on securitization of assets. JEFFERY JONES, BS, MA, Chairman, Co-Founder of CTIP and its affiliate companies. Over 20+ years Chief Executive (Former Mayor of the City of Paterson, NJ) and Legislator; 20 years NonProfit Trainer and Entrepreneur developer; 15 years lecturer in Higher Education; 7 years Systems Programmers.

Mr. FERNANDO M. SOPOT, President, Founder and Charter President of CTIP and President of the other affiliate companies of CTIP. He is an Agricultural Engineer by Profession, an MBA, Major in Management, and graduate of Bachelor of Laws, LLB. He has been involved in Farm Machinery businessfor10 Years,morethan 5Yearsin Banking and Finance and more than 25 Years in Construction and Development. He is alecturer on PPP,International Trade and Finance. Have undertaken several trainings on export credit, public and private finance, and resource speaker of various event organizers of international Forums, conferences, and Seminars. More than two decades of experience in project development and project finance. CTIP is an active member of the Civil Society Organization created by the World Bank and IMF.

Mr. EMMANUEL OLUWEHUJE, Director for Operation for CTIP-FII. An international business and investment leader, multilinguist, philanthropist and specializing on business in Africa. Defining Public-Private-Partnership (PPP) –

Public-Private-Partnership (PPP) can be broadly defined as a contractual agreement between the Government and a private firm targeted towards financing, designing, implementing, and operating infrastructure facilities and services that were traditionally provided by the public sector. It embodies optimal risk allocation between the parties – minimizing cost while realizing project developmental objectives. Thus, the project is to be structured in such a way that the private sector gets a reasonable rate of return on its investments.

PPP offers monetary and non-monetary advantages for the public sector. It addresses the limited funding resources for local infrastructure or development projects of the public sector thereby, allowing the allocation of public funds for other local priorities. It is a mechanism to distribute project risks to both public and private sector. PPP is geared for both sectors to gain improved efficiency and project implementation processes in delivering services to the public. Most importantly, PPP emphasizes Value for Money – focusing on reduced costs, better risk allocation, faster implementation, improved services, and possible generation of additional revenue.

Other questions to consider on bankability included? Is capital grant required?

Ensure that proper budgeting mechanisms are used to allow sufficient cover for contingent liabilities.

Ensure that the concession contract contains scope for refinancing opportunities that maybe in the interest of both the public sector and the private sector.
